PURPOSE The purpose of this Final Drainage Report is to identify and analyze the proposed drainage
patterns, determine proposed runoff quantities, size drainage structures for conveyance of
developed runoff, and present solutions to drainage impacts on-site and off-site resulting from this
development.
GENERAL DESCRIPTION
This Final Drainage Report is an analysis of approximately 0.82 acres of currently developed land
located in the southwest part of El Paso County, approximately 1,500 feet south-southeast of the
south most point on Old Pueblo Road. The entire property is 5.95 acres and the site is located at
the southeast end of the property. This site is currently in use as an electrical substation, and this
development is for an expansion of the existing facility. Specifically, this development is to install
a second transformer and associated structures, expand the substation yard area, relocated the
control building, and expand the yard access road. The site is located in the southeast quarter of
Section 9, Township 17 South, Range 65 West of the 6th Principal Meridian currently within El
Paso County, Colorado. The site is bounded on all sides by undeveloped open space with the I-25
freeway further to the southwest and railroad tracks and Fountain Creek further to the northeast.
The site is in the Crooked Canyon drainage basin (miscellaneous basin), which is not known to
have been studied, and is approximately 650 feet from Fountain Creek (receiving waters).
Soils for this project are delineated by the map in the appendix as 56% Limon clan (47), 0 to 3
percent slopes, and 44% Fort loam (118), 1 to 5 percent slopes, cool. Soils in the study area are
shown as mapped by S.C.S. in the “Soils Survey of El Paso County Area” and contains soils of
Hydrologic Group C.

FLOODPLAIN STATEMENT
The entire site is within a Zone A designated F.E.M.A. floodplain, as determined by Flood
Insurance Rate Map No. 08041C1160 G, dated December 7, 2018 (see appendix). No base flood
elevations have been determined for Zone A areas.
EXISTING DRAINAGE CONDITIONS
The site is currently used as an electrical substation, which includes a gravel yard, electrical
structures and lines, a perimeter fence, and a cleared area around the outside of the fence. The site
is accessed by a dirt road coming from the north of the site. The area immediately around the site
is open space with native vegetation. There is a water channel immediately west of the site that
flows south, which has raised banks that largely prevent surface flow into the channel. To the east
of the site are two separate sets of railroad tracks, then Fountain Creek.
The site generally drains to the south and east. There are also two offsite basins that are related to
the site, where runoff flows off the site to the east or to a low area north of the site.
Offsite basin OS-1’s 0.07 acres consists of half dirt road and half open space with native
vegetation. Runoff (Q5=0.1 cfs and Q100=0.3 cfs) sheet flows to the northeast and off the site onto
undeveloped land at Design Point Z.
Offsite basin OS-2’s 0.29 acres consists of undeveloped open space with native vegetation that
flows to a low point (area of ponding). Runoff (Q5=0.1 cfs and Q100=0.8 cfs) sheet flows to the
north and to the low point at Design Point Y. The combined runoff from basins OS-2 and EX-C
at Design Point Y is Q5=0.2 cfs and Q100=1.5 cfs
Basin EX-A’s 0.66 acres consists of the substation yard and is surfaced with gravel. Runoff
(Q5=0.8 cfs and Q100=2.1 cfs) sheet flows to the south and east sides of the site, to Design Point
A.

Basin EX-B’s 0.05 acres consists of half dirt road and half open space with native vegetation.
Runoff (Q5=0.0 cfs and Q100=0.2 cfs) sheet flows to the northeast and off the site onto undeveloped
land, to Design Point B.
Basin EX-C’s 0.24 acres consists of half of the dirt road with the remainder being open space with
native vegetation. Runoff (Q5=0.1 cfs and Q100=0.7 cfs) sheet flows to the north onto basin OS-2,
to Design Point C.
Basin EX-D’s 0.13 acres consists of half bare earth (along the fence line) and half open space with
native vegetation. Runoff (Q5=0.1 cfs and Q100=0.3 cfs) sheet flows to the west then channelizes
and flows to the south off the site, to Design Point D.
PROPOSED DRAINAGE CONDITIONS
Runoff in the areas of the substation expansion will largely follow the existing conditions. The
biggest change to runoff will be expanding the area with a gravel surface. Most of the proposed
site will continue draining to the east and south, with the northern section draining to the north.
The proposed site has been broken into four basins and the two offsite basins continue to be related
to site runoff. See appendix for calculations.
Offsite basin OS-1’s 0.07 acres consists of half dirt road and half open space with native
vegetation. Runoff (Q5=0.1 cfs and Q100=0.3 cfs) sheet flows to the northeast and off the site onto
undeveloped land at Design Point Z.
Offsite basin OS-2’s 0.29 acres consists of undeveloped open space with native vegetation that
flows to a low point (area of ponding). Runoff (Q5=0.1 cfs and Q100=0.8 cfs) sheet flows to the
north and to the low point at Design Point X. The combined runoff from basins OS-2 and PR-3 at
Design Point X is Q5=0.4 cfs and Q100=1.7 cfs
Basin PR-1 (0.74 acres; Q5=0.9 cfs and Q100=2.3 cfs) consists of the substation yard and is surfaced
with gravel. Drainage in this basin sheet flows to the east and south sides of the site at Design
Point 1.

Basin PR-2 (0.05 acres; Q5=0.1 cfs and Q100=0.3 cfs) consists of three quarters gravel yard and
road and one quarter open space with native vegetation. Drainage in this basin sheet flows to the
east off the site and onto undeveloped open space at Design Point 2.
Basin PR-3 (0.24 acres; Q5=0.3 cfs and Q100=0.9 cfs) consists of two thirds gravel yard and road
with the remainder being open space with native vegetation. Drainage in this basin sheet flows
north into basin OS-2 at Design Point 3.
Basin PR-4 (0.04 acres; Q5=0.0 cfs and Q100=0.1 cfs consists of bare earth (along the fence line)
and native vegetation. Drainage in this basin sheet flows to the west then channelizes and flows
to the south off the site at Design Point 4.
Proposed flows in basins PR-1, PR-2, and PR-3 are slightly higher than existing flows (by 0.1 cfs
or 0.2 cfs at the 100-year event). For basin PR-1, some of this increase is due to an increase in
area. For basin PR-4, the percent impervious is the same as the existing condition, while the area
(and therefore flow) is lower. These flow increases are considered minimal.
No new drainage structures are proposed as part of this development.
In an effort to protect receiving water and as part of the “four-step process to minimize adverse
impacts of urbanization” this site was analyzed in the following manner:
1. Reduce Runoff- The proposed expansion is to be surfaced with gravel, which slows runoff
and allows for infiltration. The site is also surrounded on all sides by natural vegetation
(grass buffers), which reduces and slows runoff.
2. Stabilize Drainageways- Not applicable. There are no drainageways associated with this
site. There is an existing water way to the southwest of the site; however, runoff from the
site cannot enter this water way due to the raised embankment.
3. Provide Water Quality Capture Volume (WQCV)- Water quality is not required for this
site due to the disturbed area (and the entire site) being less than one acre.
4. Consider Need for Industrial and Commercial BMPs- Both the existing and proposed use

of the site is an electrical substation. The industrial BMPs currently in use at the site will
continue to be used following this development.
HYDROLOGIC CALCULATIONS
Hydrologic calculations were performed using the El Paso County Storm Drainage Design Criteria
Manual - Volumes 1 & 2, latest editions. The Rational Method was used to estimate storm water
runoff anticipated from design storms with 5-year and 100-year recurrence intervals.
DRAINAGE FEES
The existing site is in the Crooked Canyon Basin. As no platting is associated with this
development, no drainage or bridge fees are due.
SUMMARY
Development of this site will not adversely affect the surrounding developments. Proposed flows,
as detailed in this report, will follow the drainage patterns outlined in this report showing how
runoff will be safely routed downstream. No new drainage facilities are proposed as part of this
site expansion.

EXISTING CONDITIONS
DEVELOPED CONDITIONS
The DCM calls out an impervious percent of 80 for a gravel surface (under the streets heading), with no other options for gravel surfaces. Gravel surfaces that aren’t streets typically have lower percent impervious values due to the lack of compacted road base below the gravel and regular vehicle traffic. In this particular case, the El Rancho Substation has a gravel surface around the electrical equipment/structures, with part of that gravel surface acting as an access road for maintenance vehicles. There is no compacted road base below the gravel and vehicle traffic will be infrequent.
80% impervious does not accurately represent the type of gravel surface commonly found at electrical substations. A closer fit in DCM Vol 1 Table 6-6 would by the Railroad Yard Areas, which shows 40% impervious. The Urban Storm Drainage Criteria Manual (Vol 1 Table 6-3) also shows a 40% impervious for “Gravel (packed)”.
