6. PRESENTATION

A. Federal Highway Administration (FHW A) It was noted in the agenda packet and at the meeting that the presentation was postponed to the September Policy Board meeting at the request of FHW A.

B. Recognition of 30 Years of Service on Stan COG Staff by Robin Whitehead On behalf of the Policy Board, Chair Vito Chiesa recognized Robin Whitehead for reaching her 30 year anniversary on the StanCOG staff. She expressed her appreciation for the honor.

C. Recognition of 7 Years of Service on Stan COG Policy Board by Ed Katen Chair Chiesa thanked Member Ed Katen for his seven years of regional leadership on the Policy Board. Member Katen offered his thanks and appreciation to serve.

D. Recognition of Retirement ofStanCOG Executive Director Carlos P. Yamzon Chair Chiesa recognized retiring Executive Director Carlos Y amzon for his contributions during his tenure with StanCOG.

7. DISCUSSION/ACTION ITEMS

A. Motion to Adopt Amendments to Bylaws of Stan COG, Bicycle Pedestrian Advisory Committee (BPAC), Citizens Advisory Committee (CAC), Social Services Transportation Advisory Committee (SSTAC), and Adopt Bylaws for Valley Vision Stanislaus (VVS) Steering Committee Rosa Park explained that, based upon the adoption of a JP A amendment in March by the Policy Board, the standing committees had approved amendments to their bylaws, and VVS had adopted bylaws. She said that all the updates were then incorporated into the StanCOG bylaws. She noted that the amended JP A and bylaws would be circulated to the member agencies' governing bodies for adoption by resolution.

*By Motion (Member Ed Katen/Member Luis Molina), and a unanimous vote, the Policy Board adopted amendments to the Bylaws ofStanCOG, BPAC, CAC, SSTAC, and adopted Bylaws for VVS.

B. Motion to Adopt Resolution 15-04 to Authorize Executive Director to Negotiate and Execute Contract for Classification and Salary Study Carlos Y amzon indicated that Stan COG had not adopted a classification and compensation study for its staff positions. He said that the Policy Board had approved $5,000 in the FY 2015/16 budget for one to be conducted. Member Bill O'Brien suggested that all eight MPOs in the Valley be included in the list of comparator organizations.

*By Motion (Member Ed Katen/Member Richard O'Brien), and a unanimous vote, the Policy Board adopted Resolution 15-04 to authorize the Executive Director to negotiate and execute a contract for a Classification and Salary Study with the addition that all eight San Joaquin

C. Air Quality Update Carlos Y arnzon provided a historical review of the Clean Air Act and Air Quality Conformity in the San Joaquin Valley. He provided an update on the Air Resources Board's (ARB) recently released emissions model and anticipated conformity budget updates, which would enable Stan COG to demonstrate conformity once approved by EPA. He indicated that staff was working with the jurisdictions on a Regional Transportation Plan (RTP) amendment to ensure that no project delays occurred during this process. Scott Calkins expressed concerns regarding the projects included in the RTP.

9. CAL TRANS REPORT Ken Baxter said the Assembly Select Committee on Rail was holding a public hearing in Modesto the following Friday. He followed up on an item from a previous Policy Board meeting regarding the concern by a member of the public for biking and pedestrian on the Whitmore, Pelandale and Kiernan projects. He said he made site visits to all three and found that they all provide sidewalks, shoulders and/or bike lanes. Lastly, he wished Carlos Yarnzon well in his retirement and presented him with a certificate from Cal trans District 10.

10. EXECUTIVE DIRECTOR REPORT Carlos Y arnzon introduced new Assistant Planner Stephen Hanamaikai. He expressed his appreciation to the Policy Board, the staff and the public for the opportunity to serve as Executive Director.

SUBJECT: Public Review and Comment Period Schedule for the Draft 2015 Federal Transportation Improvement Program (FTIP) Amendment No. 8 and Draft 2014 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) Amendment No. 1 and Corresponding Draft Conformity Analysis

Background The FTIP is a short range, four-year, program that implements the long-range Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) to accomplish improvements in mobility and air quality. Pursuant to federal legislation, no project may receive federal funding unless it is contained in an approved FTIP. Through collaboration with the California Department of Transportation (Caltrans), the California Transportation Commission (CTC), StanCOG's ten member agencies, and the four public transit operators, the FTIP is updated every two years. The FTIP is a financially constrained program that identifies the current and pending uses of federal and state transportation funds. The purpose of the RTP/SCS is to provide the vision for long range (25-year) transportation planning in the Stanislaus Region, and to guide public policy decisions regarding transportation expenditures and financing. The Plan recognizes that our transportation network is a tremendous resource that has a significant bearing and impact on the region’s quality of life and economic vitality. Discussion The public review and comment period for the Draft 2015 FTIP Amendment No. 8 and the Draft 2014 RTP/SCS Amendment No. 1 and corresponding Conformity Analysis is open for 30 days commencing on August 31, 2015 and concluding on September 30, 2015. A public hearing will be held September 16, 2015 at 6:00 pm at the StanCOG office, 1111 I Street, Suite 308, Modesto, CA 95354. Designation of Highway 132 as John Muir Highway

Staff Report Discussion

The route taken in 1868 by famed naturalist John Muir on his first visit to Yosemite ran parallel to today' s existing county-maintained J -132 route north of historic Coulterville. The Mariposa County Board of Supervisors and John Muir historians have secured the J-132 segment for designation as John Muir Highway.

The John Muir Geotourism Center, headquartered in Coulterville, is currently seeking an extension of the John Muir Highway designation to the full length of the State Route 132 corridor from its western connections with I-580 and I-5 to Coulterville.

This designation is intended to memorialize the traditions and accomplishments of John Muir, provide a marketing brand for State Route 132, which is under-appreciated as an alternate scenic route to Yosemite National Park, and to attract tourists from northern California and beyond.

Discussion

At the Policy Board meeting held on June 17, 2015, Dr. Monty Thornburg, Director of the John Muir Geotourism Center, provided information about the effort to rename State Route 132 to John Muir Highway. There was consensus to secure resolutions of support from member agencies and to then return to the Policy Board for resolution.

All member agencies, with the exception of the City of Modesto, have adopted resolutions supporting the designation of State Route 132 as John Muir Highway. It is anticipated that the City of Modesto will bring this item to their City Council in the near future. A resolution of support will then be brought before the Policy Board for adoption.

SUBJECT: Commute Connection Monthly Reports – July 2015

Background Commute Connection is the Transportation Demand Management (TDM) program for the Stanislaus Council of Governments (StanCOG). As a designated non-attainment region, the Commute Connection program serves as Stanislaus County’s transportation control measure that satisfies the mitigation measure requirements contained in the San Joaquin Valley Air Pollution Control District’s air quality plan. Implementing this program also allows the Stanislaus region to receive approximately seven million dollars ($7,000,000) annually in federal Congestion Mitigation Air Quality (CMAQ) funds. Discussion Commute Connection has served as the TDM program for StanCOG since 1987. Commute Connection provides the following services:

• Rideshare matching; • Vanpool formation, subsidies and maintenance; • Employer and commuter outreach promotions and education; • Emergency Ride Home Program; and • Marketing of services to the commuting public and employers.

During the month of July, Commute Connection prepared for the launch of a new TDM system anticipated in October 2015, released a Request for Proposals for a marketing plan and website development, and attended the El Concilio monthly meeting in an effort to reach out to diverse organizations in Stanislaus County. California Health Care Facility, Stockton (CDCR)

After many attempts, Commute Connection has made contact with the Public Information Officer at the health care facility.. The Stockton facility provides medical care and mental health treatment to inmates. With over 2,000 employees, Commute Connection’s mission is to promote the alternative transportation options to employees and assist the facility comply with air district rule 9410. Initial communication indicates a potential for vanpools.

El Concilio Monthly Meeting

Commute Connection staff accompanied StanCOG staff to the El Concilio Monthly meeting. In an effort to reach a wider audience, Commute Connection staff also focuses on reaching out to community organizations that represent diverse and unique groups. Commute Con-nection will deliver a presentation to demonstrate the new system and provide an over-view on the man benefits such as emergency ride home and vanpool subsidies.

Kevin’s Bikes and Me Time Massage are two local businesses that benefited from Bike to Work Month. As recipients of Bike to Work raffle prizes, Robert Garcia and Kit Meyers had a choice of vendor, but it had to be local. Supporting local businesses also helps reduce vehicle miles trav-elled. This choice also often leads to opportunities for Commute Connection to strengthen and build long term relationships with local businesses, which helps to spread the message.

SUBJECT: 2015 FTIP Monthly Project Status Report FFY 2014/15

Background StanCOG, as the Metropolitan Planning Organization (MPO), programs and monitors federal transportation revenues in the Stanislaus Region and verifies that the delivery of projects and State and Federal funding are being executed in a timely manner per AB 1012. Failure for not meeting project delivery dates for any phase of a project may jeopardize federal funding to the region, and ensuring that all project delivery deadlines for all project phases be met or exceeded is critical. The 2015 Federal Transportation Improvement Program (FTIP) programs the region's projects over the next four fiscal years (2014/15, 15/16, 16/17, and 17/18) for State and Federal approval. The purpose of the FTIP is to identify projects and ensure the delivery of projects receiving federal transportation funding in the Stanislaus region comply with federal regulations pertaining to programming. The 2015 FTIP is a compilation of projects selected in cooperation with Member Agencies and Caltrans derived from StanCOG's 2014 Regional Transportation Program (RTP), the State Transportation Improvement Program (STIP), state funding programs and other programs using federal funding. All surface transportation projects requiring or utilizing federal funding or a federal action to proceed must be included in the FTIP. In addition, the FTIP is financially constrained by Federal Fiscal Year (FFY). StanCOG ensures that all transportation funding is secured by tracking the obligation status of all projects programmed in the 2015 FTIP on a monthly basis. This involves contacting the local jurisdictions for status and documentation, amending the FTIP as appropriate, and mitigating procedural challenges with Caltrans and the Federal Highway Administration. Discussion This report demonstrates that the Stanislaus Region has done exceptionally well in FFY 2014/15 obligations and as of August 19, 2015, has received 97.24% of its apportioned federal funds. The local jurisdictions have submitted all required FFY 2014/15 Request for Authorizations

Background StanCOG develops and distributes an electronic newsletter entitled On the Move. The purpose of the newsletter is to highlight the activities of StanCOG, its Policy Board Members and its Member Agencies in a concise and focused format and to encourage public engagement in the issues of the region. Each issue features information about projects, upcoming public meetings and events.

Discussion The latest edition of the StanCOG newsletter is attached in English and in Spanish. Regional news and events from the last few months are featured. The newsletter is distributed via e-mail. It is also posted on the StanCOG website. Additionally, a hard copy is sent to the 13 public libraries in the Stanislaus region to be posted where the public has access to it. On the Move is a tool that is used to enhance public awareness, involvement and participation in the transportation planning process in the Stanislaus region. A quarterly publication of the Stanislaus Council of Governments

The California Transportation Commission (CTC) recently allocated $239,000 to three Stanislaus-area projects that encourage the increased use of active modes of transportation such as biking and walking.

The City of Modesto received $118,000 in May for the Modesto Junior College Bicycle and Pedestrian Path which will connect the college's east and west campuses. The scope of the project includes installation of the 2.2 mile path, lighting, landscaping, traffic control devices and traffic signal modifications.

The City of Ceres was allocated $121,000 for two Safe Routes to School projects that will impact nearly 400 students living along the school routes. Located at Don Pedro Road and Nadine Avenue, and Hackett and Kinser Roads, the projects will provide a continuous and accessible route on and off the streets by filling in gaps in sidewalks, and removing barriers such as non-compliant curb ramps. A safer environment will also be established by new-striped crosswalks and display signs that warn drivers of their speed and alert them to a school zone ahead. Additional allocations are needed to complete the final phases of the projects which are expected to be received in federal fiscal year 2015/16.

Active Transportation Projects Allocated in the Stanislaus Region

The StanCOG 2014 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) was accepted by the California Air Resources Board (ARB) on June 25th after an extensive and detailed six-month technical review and evaluation. THE RTP, adopted by the Policy Board in June 2014, included its first-ever SCS component. With the passage of the Sustainable Communities and Climate Protection Act of 2008 (Senate Bill 375), each of California's Metropolitan Planning Agencies (MPOs) such as StanCOG, has to prepare a SCS as part of its RTP. Senate Bill 375 supports the State's climate action goals to reduce greenhouse gas (GHG) emissions through coordinated transportation and land use planning with the goal of more sustainable

communities. Under the bill, ARB sets regional targets for GHG emissions reductions from passenger vehicle use. In 2010, ARB established these targets for 2020 and 2035 for each MPO region. For the Stanislaus region, the GHG reduction targets were 5 percent in 2020 and 10 percent in 2035. The 2014 RTP/SCS contains land use, housing and transportation strategies that when implemented will allow the Stanislaus region meet its GHG emission reduction targets. ARB had to review the adopted SCS to confirm and accept the MPOs determination that the SCS, if implemented, would meet the regional GHG targets. This is the action that ARB took on June 25th after a lengthy but successful process.

Long-time Policy Board member Ed Katen is resigning from his position as mayor of the City of Newman effective August 20, 2015. Katen announced his decision at the July 14th Newman City Council meeting explaining that he was relocating to the Sacramento

area to be closer to children and grandchildren. As a result, he will be stepping down from his position on the StanCOG Policy Board. Katen has served as the City of Newman's representative on the Policy Board since December of 2008. Executive Director Carlos P. Yamzon said, "Member Katen has been a dedicated member of the Policy Board for nearly seven years, and participated in the Valley Voice trip to Washington, DC last year where his regional leadership was valued. We wish him the best for the future."

Get ready to like us, follow us and join the conversation. StanCOG is establishing a social media presence to enhance our communications efforts with the region. With the number of residents, businesses and interest groups using social media, the Board recently adopted its first Social Media Policy to guide the use of various networks and support transparency in governance. “We are establishing Facebook, Next Door, Twitter and Instagram accounts to share information about upcoming projects, programs and initiatives,” said Executive Director Carlos P. Yamzon. “We want to make it as easy as possible for people to get information quickly and efficiently about the things they are interested in.” Facebook and Twitter are both well-known channels with millions of subscribers. NextDoor was launched in 2010 and is one of the fastest growing channels in the country. Subscribers sign-up using addresses to connect with neighbors in specific communities sharing everything from recommendations for services to news about local government efforts. These channels will include information about projects including the North County Corridor, State Route 132 and the South County Corridor Feasibility Study. StanCOG will be posting links to sign-up for all our channels on www.StanCOG.org. National Association of Regional Councils (NARC) 49th Annual Conference

The conference is held annually in a different region around the country to provide regional planning organizations the opportunity to meet, share information, and learn. This year’s event was hosted by the Triangle J Council of Governments.

With the incredible participation of residents and local businesses, the Stanislaus region’s Bike to Work Month was a success! Commute Connection, the Transportation Demand Management (TDM) program for StanCOG, partnered with the Cities of Modesto, Turlock, and Newman to hold Bike to Work events in May. Modesto and Newman held Bike to Work events in their respective downtowns, while Turlock combined their event with the Saturday Farmers Market drawing quite the crowd! Local employers, such as Crystal Creamery, Frito Lay, and Gallo, contributed to Bike to Work Month participation by holding events at their business sites and internal employee biking contests. In years past, Bike to Work was only held for a week, but Commute Connection extended the campaign for an entire month this year to provide more opportunity for commuters to try and give biking to work. Commute Connection’s goal is to help commuters try one small change in their daily routine to help improve air quality and traffic congestion in San Joaquin, Stanislaus and Merced Counties. Ester was raising three children and working on a Master’s degree in Business Administration when she was diagnosed with kidney failure. She eventually lost her eyesight and was no longer able to drive, work, or meet most of her basic needs. It was hard for Ester to adjust, but she was determined to live life to the fullest. In 2012, Ester discovered the BRIDGES Volunteer Driv-

er Program at a resource fair in Salida. The BRIDGES Program, managed by the StanCOG designated Consolidated Transportation Services Agency (CTSA), reimburses mileage at the rate of 50 cents per mile on preapproved trips, to volunteer drivers who assist residents that are unable to use public transit. Ester reports that the BRIDGES Program has been a vital source of “door-through-door” transportation for her as she uses the program to travel to critical medical appointments, grocery shop, and pick up her prescriptions. According to Ester, the mileage reimbursement helps pay her self-recruited volunteer driver for gas, making it easier for her to ask the favor. After being diagnosed with kidney failure, Ester learned that there are over 1,000 people who are on dialysis in the San Joaquin Valley, yet there were no support groups. This led Ester to begin Kidney Interactive Supportive Services (KISS), a support group for people on dialysis. Ester states, “There are resources out there, you just have to use them. Being mobile is something you have to keep doing. You can’t just get depressed! Keep active and get out there!" Ester is just one of many Stanislaus County residents who benefit from the BRIDGES Program managed by the CTSA. The goal of the CTSA is to assist individuals with finding the best modes of transportation to meet their needs. The CTSA can be contacted at (209) 522-2300 to assist anyone who is unsure how to utilize public transit and travel around Stanislaus County.

La Comisión de Transporte de California (CTC, por sus siglas en inglés) ha asignado recientemente $239 000 a tres proyectos en el área de Stanislaus que fomentan modos de traslado activos, como el ciclista y peatonal.

El Ayuntamiento de Modesto recibió $118 000 en mayo para el sendero ciclopeatonal del Modesto Junior College, mismo que conectará sus instalaciones este y oeste. La obra cubrirá la habilitación de 2,2 millas de sendero, iluminación, jardinería, aparatos de control de tráfico, y modificaciones a los semáforos.

Al Ayuntamiento de Ceres se le adjudicaron $121 000 para dos “Rutas Escolares Seguras” que beneficiarán a cerca de 400 estudiantes que viven a lo largo de dichas rutas ubicadas, una en Don Pedro Road y Avenida Nadine, y la otra en Hackett y Kinser Roads. Los proyectos ofrecen una ruta continua y accesible por las calles y áreas aledañas, completando interrupciones en las banquetas y eliminando barreras como rampas que no cumplen con las reglas. También se establecerá un ambiente más seguro por medio de cruceros de cebra y señalización que advertirá a los conductores de su proximidad a una escuela y de su velocidad. Se necesitarán fondos adicionales para completar las etapas finales, las que se espera serán asignadas dentro del año fiscal 2015-16.

Financian Proyectos de Desplazamiento Activo en la Región Stanislaus

Luego de seis meses y de un extenso y detallado análisis y evaluación, el 25 de junio la Comisión del Aire Limpio de California (ARB, siglas en inglés) aceptó el Plan Regional de Transporte/Estrategia de Comunidades Sustentables (RTP/SCS, siglas en inglés) 2014 del StanCOG. El RTP, aprobado por el Comité de Políticas en junio del 2014, es el primero en contar con una SCS como componente. Con la aprobación del Decreto de Comunidades Sustentables y Protección Climática del 2008 (Ley Senatorial 375), cada Agencia de Planificación Metropolitana (MPO, por sus siglas en inglés) de California —como StanCOG— debe preparar un SCS como parte de su RTP. La Ley 375 respalda las metas climáticas del estado, reduciendo emisiones de gases de efecto-invernadero (GHG, siglas en inglés) coordinando la planificación del transporte con el uso de suelo con el propósito de crear comunidades más sustentables. Bajo

esa ley, el ARB establece metas de reducción regional del GHG para vehículos de pasajeros. En el 2010, el ARB estableció metas para el 2020 y 2035 para la región de cada MPO. Para la Región Stanislaus las metas eran de un cinco por ciento para el 2020 y un 10 por ciento en el 2035. El RTP/SCS 2014 contiene estrategias de uso de suelo, vivienda y transporte las que, una vez implementadas, permitirán a que la región Stanislaus alcance sus metas de reducción de GHG. El ARB tuvo que revisar la SCS aprobada para confirmar y aceptar la determinación de la Organización de Planificación Metropolitana (MPO, por sus siglas en inglés) que indicaba que, de ser implementada, cumpliría con las metas regionales de reducción de GHG. Esta es una iniciativa que el ARB tomó el 25 de junio, luego de un largo pero fructífero proceso.

49º Encuentro Anual de la Asociación Nacional de Consejos Regionales (NARC)

Luis Molina y Rosa de León Park, miembro del Comité de Políticas y subdirectora de StanCOG, respectivamente, asistieron al Encuentro NARC celebrado en junio pasado en Raleigh, Carolina del Norte. Este Encuentro se efectúa anualmente en una diferente región del país para brindar a las organi-zaciones regionales de planificación la posibilidad de encontrarse, compartir información, y apren-der. El evento de este año fue auspiciado por el Consejo de Gobiernos Triangle J.

Gracias a la increíble participación de residentes y comercios locales, el Mes “Pedalee al Trabajo” de la región Stanislaus ¡fue todo un éxito! Commute Connection (Conexión de Viaje al Trabajo) y el programa Transportation Demand Management (Manejo de Demanda enTransporte Público o TDM, por sus siglas en inglés) se unieron a los ayuntamientos de Modesto, Turlock y Newman para realizar eventos ‘Pedalee al Trabajo’ en mayo. Tanto Modesto como Newman celebraron sus eventos en su distrito céntrico mientras que Turlock combinó el suyo con el Mercado Sabatino de los Agricultores ¡atrayendo montones de público! Empleadores del área como Crystal Creamery, Frito Lay y Gallo contribuyeron a la participación de ’Pedalee al Trabajo’ efectuando eventos en sus propias instalaciones y competencias de ciclismo entre sus empleados. En años pasados ‘Pedalee al Trabajo’ se celebraba solamente una semana pero Commute Conection extendió la campaña a un mes completo este año para ofrecer más tiempo para que los trabajadores prueben ir a trabajar en bicicleta. La meta de Commute Connection es lograr que los que manejan a sus empleos traten al menos un pequeño cambio en sus rutinas diarias y así mejorar la calidad del aire y la congestión vial en los condados de San Joaquín, Stanislaus y Merced. Ester estaba criando tres niños y trabajando en obtener una Maestría en Administración de Empresas cuando le diagnosticaron insuficiencia renal. Eventualmente perdió la vista y ya no pudo seguir manejando, trabajar, o siquiera realizar la mayoría de sus necesidades básicas. A Ester le fue difícil ajustarse, pero estaba determinada a vivir la vida plenamente.

En el 2012 Ester descubrió el Programa de Choferes Voluntarios BRIDGES (Puentes) en una feria de recursos en

Salida. El programa Bridges, operado por la Agencia de Servicios de Transporte Público Consolidados (CTSA, por sus siglas en inglés), dependiente de StanCOG, reembolsa viáticos de 50 centavos por milla recorrida —en viajes pre-aprobados— a choferes voluntarios 1ue asisten a residentes impedidos de usar el sistema de locomoción pública. Ester declara que el programa BRIDGES ha sido un factor vital en su transporte “puerta-a través de puertas” dado que lo utiliza para sus citas médicas, compra de comestibles y retirar sus recetas. Según Ester, el reembolso de millas le ayuda a pagar la gasolina al chofer voluntario que ella misma consiguió, facilitándole la tarea de pedirle el favor.

Luego de ser diagnosticada con insuficiencia renal, Ester se enteró que en el Valle San Joaquín hay más de mil personas que dependen de diálisis, sin embargo no hay grupos de apoyo. Esto llevó a Ester a iniciar Servicios de Apoyo Renal Interactivo (KISS por sus siglas en inglés), grupo de respaldo a personas en diálisis. Dice ella, “Los recursos están, lo que hay que hacer es utilizarlos. Ir y venir es algo que hay que mantenerse haciendo ¡No hay que dejarse dominar por la depresión! ¡Hay que mantenerse activo y salir!”

Ester es apenas una de muchos residentes del Condado Stanislaus que se benefician del programa BRIDGES que administra la CTSA. El objetivo de la CTSA es ayudar a que las personas encuentren el modo de transporte que más se acomode a sus necesidades.
