BRIEF HSE PROCEDURES

1. Introduction

HSE inspection is one of the best tools available to identify problems and assess the risks before accidents and other losses occur.

The results of the inspections enables a management action plan to be developed that addresses the shortfalls of the overall HSE program.

In addition, it serves as a very good HSE relation’s image with all members of the workforce as they witness, SECL management and sub contractors actively participating in practical HSE control. This demonstrates care and concern for them and assists in developing a well-informed workforce who is motivated towards achieving zero accidents.

The overall emphasis is placed on prevention, which is better than cure.

2. Type of HSE Inspections

Frequency Purpose and action

Daily Close out previously issued SCAR’s To ensure all daily activities being carried out on site are in compliance with good HSE

practices. Each area of site to be inspected by the various discipline managers and sub contractors. Stop work activity as necessary to avoid an immediate accident. Issue of SCAR’s by all persons concerned. Brief review of the inspection with all parties concerned and report to Construction Manager

during the daily meeting. Construction Manager reviews the SCAR and signs the form

Weekly To ensure that all items identified during the daily inspections are being corrected. To identify any new contraventions that had not been recognized during the daily inspections. To determine with sub contractors that risks have been identified and reduced as low as

possible for existing activities and forthcoming work. Brief review meeting after the inspection to agree countermeasures to be taken.

Monthly A thorough inspection of the site and supporting HSE documentation in accordance with the SECL HSE procedures.

Stop work activity as necessary to avoid an immediate accident. Issue of SCAR’s as necessary. De brief meeting after the inspection to identify the key items raised and to close out items

raised during the previous ‘self assessment’ HSE Inspection Completion of the ‘self assessment’ HSE checklist and Issue of the ‘self assessment’ HSE

checklist to SECL HO HSE Team with the monthly HSE site report. Key points discussed during the Monthly HSE Committee meeting. Communication with SECL HO HSE Team members to assist in achieving continuous

improvement in the standards of accident prevention.

All sub contractors’ Managers as well as all SECL Managers & Engineers e.g. Construction Manager, HSE Manager, Discipline Managers must conduct above inspections in areas under their scope of work.
