What is IODC16/The International Open Data Conference is an annual international event aimed at the international open data community. As the most important international convention in the field, its objective is to debate and study the future of the open data sector.

The Ministry of Industry, Energy and Tourism, through the Secretary of State for Telecommunications and Information Society and the public business entity Red.es, are the organizers of the 4th International Open Data Conference (IODC16), which will take place in Madrid (Spain) on October 6 and 7.

This edition, conceived to foster open data discussion, has been organized along with the World Bank, the International Development Research Centre of Canada (IDRC) and the Open Data for Development Network (OD4D), and will continue the work initiated in previous editions to discuss new opportunities and challenges for the global open data community.

Contributions of IODC16The 4th International Open Data Conference, IODC16, convenes countries from the northern and southern hemispheres to set trends and establish global open data collaboration policies that will allow for a better social and economic development.Additionally, it represents an important collaboration effort between the public and the private thanks to the participation and dialogue between experts from different sectors, the open data community, senior government officials, industry leaders and representatives of society.

In this way, IODC16 has become one of the most important meeting points to explore and debate the open data universe with the objective of searching for innovative and practical solutions in areas such as science, agriculture, smart cities, health, environment, culture, education and data journalism, among others. At the same time, it seeks the consolidation of international open data agreements, the identification and exploration of new opportunities and the creation of more spaces to facilitate the establishment of international relationships and collaborations.



Three main tracks at IODC16:impact, action and sharingThe Conference is structured into three main tracks.• Impact, specific open data initiatives that have real impact on people’s lives.• Action, which includes lectures, meetings and working groups with the objective of elaborating a roadmap for the global open data community.• Sharing, meant to share the expertise of the sector, discuss specific topics or collect best practices, implemented by different collectives (companies, civic organizations and research groups, among others, including governments from all over the world).

Víctor Calvo-Sotelo, civil engineer (roads, canals and ports), has been Secretary of State for Telecommunications and Information Society at the Spanish Ministry of Industry, Energy and Tourism since February 2011. He promotes the internationalization of ICT and telecommunication companies at the national and international level.

He has wide experience in the ICT and telecommunications sector, having been member of the National Commission for the Information Society and advisor at Renfe, fostering change in the Spanish railway system.

Currently, he is chief executive of Incibe, Fundetec and Red.es, coordinating platform of the open data initiative, guided by the Plan of Measures to Promote Data Reuse.

Senior Telecommunications Engineer from UPM. He holds a Master’s degree in Management of Information Systems from ISC Paris Business School, specializing in intellectual property and electronic signature from the UOC, and public leadership from the IE Business School Executive Program. Francisco Javier García Vieira studied Telecommunications Engineering at the Technical University of Madrid (UPM), and the Program for Leadership Development at IESE Business School, University of Navarra. During his professional career in the private sector, he worked at Telefónica Investigación y Desarrollo, Telefónica Móviles and the tech startup Banda Ancha S.A. Since 2003 he has been involved in the public sector, more specifically in the public business entity Red.es, taking several positions of responsibility related with public policies for promotion of the Information and Knowledge Society.

José is an Open Data pioneer and advocate with extensive experience in the eGovernment and Web standards fields. He has held various leading roles in Open Data projects and initiatives at the local, regional, national and global levels, such as co-chairing the national Open Data Initiative in Spain and directs research across the Global South such as the Emerging Impacts of Open Data in Development Countries (ODDC) project, which forms part of the Open Data Research Network.

José serves on United Nations and European Commission expert panels, is a Lead Steward of the International Open Data Charter, and he became the first civil society chair at the Open Government Partnership Open Data Working Group. Previously, he also served as a member of the Nominating Committee at ICANN, the organisation dedicated to preserving the operational security and stability of the Internet.

Prior to joining the Foundation, José held several positions at the World Wide Web Consortium (W3C), the Web standards setting organisation. He was key in establishing and leading the W3C eGovernment Activity, as well as the country office in Spain. He combined these roles with other positions at CTIC over several years, such as Head of eAdministration and Open Government, and Senior Advisor on Open Standards. José had previously worked as IT analyst, consultant and trainer, and even founded his own Web startup back in 1997.

Fernando Perini is Senior Program Officer at Canada’s International Development Research Centre (IDRC), where he coordinates the Open Data for Development (OD4D) Program. OD4D aims to scale open data solutions that have been proven to work in the developing world. The OD4D network of implementing agencies include the Web Foundation, Open Data Institute, Open Knowledge, and leading regional and local partners committed to the creation of locally-driven and sustainable open data ecosystems in developing countries. The program is hosted at the International Development Research Centre (IDRC), and co-funded by the World Bank, United Kingdom’s Department for International Development (DFID), and Canada’s Department of Foreign Affairs, Trade, and Development (DFATD).

Fernando co-organized the third International Open Data Conference in Ottawa, which gathered more than 1000 participants from 56 different countries to understand the global impact of open data, coordinate action, and share best practices. Perini has extensive international experience as researcher, consultant and lecturer. He holds a PhD from the University of Sussex in the management of technology and innovation.

Amparo Ballivian leads the Open Government Data working group at the World Bank. Amparo has managed several development projects in various economic areas, in the Latin America and Caribbean and the Africa regions of the World Bank. Between 2002 and 2006 she was the Bank’s Country Manager and Resident Representative in Nicaragua. Before joining the Bank she worked in public service, academia, diplomatic posts and the private sector. She has held senior Government positions, including Minister of Housing and, subsequently, Chairman of the Board of National Customs of Bolivia. She obtained a Ph.D. in econometrics and a masters in mathematical economics from Rice University in Houston, Texas.

Daniele Rizzi has a degree in civil engineering from the Politecnico di Milano University. He spent most of his professional life working on the development of information and communications systems and tools, in particular in the domain of spatial information, both in the private and the public sector. Daniele joined the European Commission in 1993, where from 2004 to 2012 he worked on the adoption and implementation of a European spatial data infrastructure (INSPIRE). Since December 2012 he contributes to the development of Commission Open Data policies in DG Communications Networks, Content and Technology, working in particular on the deployment of Open Data Portals.

Mr Szymon Lewandowski is a Legal and Policy Officer within the Data Policy and Innovation Unit of the European Commission’s DG CONNECT. He joined the Commission in 2005 and has gained experience in the areas of publishing, cultural heritage data, open data legislation and data economy policies. On October 3, 4 and 5, alongside the IODC16 activity, Madrid will host about thirty pre-events to precede the main conference.

There will be a wide variety of workshops and work groups, developed in different centers of the capital, with the objective of progressing and sharing knowledge in areas such as open data standards, open science, open language data or data innovation in developing countries.

Three days of workshops, sessions, conferences and lectures that precede an International Conference that aspires to lay the foundations for the future of the open data movement in the world.

Car:IFEMA is connected by the main access and bypass routes in Madrid: M11 (Exits 5 and 7), M40 (Exits 5, 6 and 7) and A2 (Exit 7).

Subway:Line 8 (Station Campo de las Naciones) arrives at the southern exit of the center from any point in Madrid. In the same way, this line connects the exhibition centers to the various terminals of the Barajas International Airport.

Plane:The Madrid Barajas airport is located only 10 minutes away from the exhibition center, and almost 15km away from downtown Madrid. Madrid Barajas is connected by subway (Station Aeropuerto T-1, T-2 and T-3). Turned into one of the main international airports, with its innovative T-4 terminal, it guarantees daily connections to IFEMA from every city in Spain, and the whole world.

Bus:A wide bus network gives access to IFEMA from different points in the city:

• Line 112-Mar de Cristal-Feria de Madrid (IFEMA) – Bº Aeropuerto.• Line 122-Avda. de América-Campo de las Naciones-Feria de Madrid (IFEMA).• Line 828-Universidad Autónoma-Alcobendas- Canillejas-Feria de Madrid (IFEMA).

Taxi:With stops in each exit of the exhibition center, more than 15,000 taxis will be available to all attendee/s.



Open Data: numbers of interest11/MARKET GROWTHThe open data market will grow by about 37% during the period from 2016 to 2020; from €55,300 million to €75,700 million, and a cumulative total of €325,000 million.

In the totality of the European Union, the economic benefit from open data, combined with big data- will reach €200,000 million until 2020, meaning a GDP growth of 1,9% in the European Union.

JOB CREATIONThe release of public data will result in the creation of 25,000 new jobs in the same period, reaching 100,000 employments in fields directly related to open data, meaning an increase of 32%.

COST SAVINGSCumulative cost savings for the EU 28+ in 2020 are thought to reach €1,700 million.

URBAN QUALITY OF LIFEData reuse allows saving 7,000 lives every year by improving health response and decreasing the accident rate in European roads by 5,5%.

Spanish citizens have made 2,850 searches for right of access on the Transparency Portal, with 1,2% of administrative silence, until September 2015.
