I. President Brown called the meeting to order at 6:30 p.m. in the Board Room of the David P. Meaney Education Center, Sacramento County Office of Education, 10474 Mather Boulevard, Mather, California. Board members present were Eleanor Brown, Harold Fong, Greg Geeting, Thomaysa Glover, Jackie Levy, Brian Rivas, and John Scribner. Also present were David W. Gordon, Superintendent and Secretary to the Board; Sue Stickel, Deputy Superintendent; Teresa Stinson, General Counsel; John Fleischman, Matt Perry, Robin Pierson, Tammy Sanchez, and Mark Vigario, Assistant Superintendents; Effie Crush, Chief Administrator-Human Resources; Tim Herrera, Director of Communications; other staff and visitors; and Carla Miller, Recording Secretary. Mr. Scribner was not present at the time of roll call.

II. Mr. Fong led the Pledge of Allegiance.

III. On a motion by Mr. Geeting and seconded by Ms. Glover, the minutes of theRegular Board Meeting of February 2, 2016 were approved. Motion carried 5 ayes, 1 abstention (Levy), 1 absent (Scribner).

IV. Mr. Fong moved to adopt the agenda. Mr. Rivas seconded the motion, whichcarried 6 ayes, 1 absent (Scribner).

V. There was no official correspondence.

VI.A. There were no requests for visitor presentations from the general public.

VI.B. There were no requests for presentations from employee organizations.

VII.A. Raelynn Sharp, CRANE Staff Secretary, Student Programs and Services, was recognized and honored as the classified employee of the month for March.

Courtney Hoffman, SH Teacher, Special Education Department, was recognized and honored as the certificated employee of the month for March.

Superintendent Gordon reported on the following:

• He reminded everyone that on Wednesday, February 17, 2016, SCOE ishosting a retirement party for SELPA Executive Director Judy Holsinger.

The event begins at 4:00 p.m. at the SCOE Conference Center. He hoped that everyone can attend.

• SCOE’s Employee Events Team and the Wellness in the WorkplaceCommittee invite all to attend the 9th annual Heart and Soul SoupLuncheon Wednesday, February 17, 2016, in the Mather Room. From11:45 a.m. to 1:15 p.m., employees will present their best recipes inobservance of February as American Heart Month. There’s no cost toenjoy lunch; a donations basket will be available for contributionssupporting students in SCOE’s Foster Youth Services.

• He will be part of a panel discussion at the Black Expo Education Summiton Saturday, February 20, 2016 at the Sacramento Convention Center.Also serving on the “Education Matters” panel will be Los Rios ChancellorDr. Brian King, Sac State President Dr. Robert Nelsen, and DerrellRoberts, from the Roberts Family Development Center. The panel is from2:00 p.m. to 4:00 p.m. and we will be focusing on the achievement gap.

• He congratulated the 13 students from North Area Community School,Gerber Jr./Sr. High, and the Boys and Girls Club program who took part ina special mid-year graduation ceremony on February 9. He thanked ChefWheeler and his team from the Boys and Girls Club culinary program forproviding food for the graduation reception.

• He congratulated Bella Vista High School – from San Juan Unified – forwinning the 2016 Academic Decathlon. He commended Folsom High forfinishing second, and Pleasant Grove High for placing third. Both theSuper Quiz on February 6 and the awards dinner at the Sac StateBallroom on February 9 were terrific events. He recognized Craig Irishand his team for putting on both of those outstanding events. He washappy to report that Folsom and Pleasant Grove scored so well that thoseschools also have been invited to participate in the state competition,which will be held March 17-21, 2016 in Sacramento.

• He congratulated Chigozie Maduchukwu from Pleasant Grove HighSchool, in the Elk Grove Unified School District, for winning the 2016Sacramento County Poetry Out Loud. The event was held February 4, atRosemont High School. He thanked Sherry Arnold for organizing theevent. He thanked the volunteer judges. The California competition will beheld on February 28-29, 2016 in Sacramento

• SCOE had a very good attendance at the Sacramento County SchoolBoards Association meeting, which was held February 3, here at theMeaney Center. Special thanks to our guest speaker Joel Montero, ChiefExecutive Officer for FCMAT. He commended Chef Jeff and his culinaryteam from the Palmiter and Hickey campuses for providing a wonderful

meal. The next association meeting is scheduled for October 5, 2016. We hope to have Dr. Robert Nelsen as our speaker.

• He congratulated the 18 classified employees who have been nominatedfor the 2016 SCOE Classified Employee of the Year. SCOE had a verynice reception for them on February 4. Interviews to select our finalist willbe held on February 18, 2016 with the announcement of our selectionshortly after that.

• He publicly thanked SCOE’s WorkAbility program staff and SCOE’spartners with the Probation Department for hosting the 4th Annual Careerand Resource Fair for students at the Youth Detention Facility onFebruary 5. Dozens of students had a chance to meet prospectiveemployers and learn about job hunting techniques, as well as how toaccess post-secondary and community resources upon their release.

• It is Mock Trial and Moot Court season. The Moot Court finals - and theawards ceremony - will be on Thursday, February 25, 2016 from 5:45 p.m.to 8:30 p.m. at the Third District Court of Appeals. The Mock Trial finalsare on Monday, February 29, 2016. The final trial is from 4:45 p.m. to 7:00p.m. at the US District Court. The awards ceremony follows from 8:00p.m. to 9:00 p.m. at the Library Galleria.

VIII.A. Ms. Levy moved and Mr. Rivas seconded adoption of the consent agendawith revisions to the SARCs (Item VIII.A.4.). Motion carried 6 ayes, 1 absent (Scribner). By such action, the Board:

Dr. Matt Perry, Assistant Superintendent, announced that the following students will be awarded a diploma: Samuel Anderson-Davis from Gerber Jr./Sr. High School; Nyesha L. West from Elinor Lincoln Hickey Jr./Sr. High School; Tyler Periman from Morgan Jr./Sr. High School; and Martin Alejandro Ramirez from North Area Community School.

VIII.B. Mr. Geeting moved and Ms. Glover seconded approval of the contracts aslisted. Motion to approve the contracts carried 6 ayes, 1 absent (Scribner).

Mr. Scribner arrived at 6:50 p.m.

VIII.C. On a motion by Ms. Glover, seconded by Mr. Rivas, and carried unanimously(7 ayes), the Board authorized staff to submit grant applications/service contracts and

Chair Brian Rivas of the Policy Committee recommended that the Board adopt the revisions to Board Policy 5145.3 – Prohibition on Discrimination/Harassment/Sexual Harassment and Participation of Transgender Students in Academic and Educational Programs and Activities. Motion carried unanimously (7 ayes).

VIII.E. President Brown announced this was the Second Reading and ProposedElimination of Board Policy 6171.5 – California High School Exit Examination and Waiver for Students with a Disability.

Chair Rivas of the Policy Committee recommended that the Board adopt the proposed elimination of Board Policy 6171.5 – California High School Exit Examination and Waiver for Students with a Disability. Motion carried 6 ayes, 1 abstention (Scribner).

VIII.F. An informational item on the revisions to Administrative Rules andRegulations 5145.3 – Prohibition on Discrimination/Harassment/Sexual Harassment and Participation of Transgender Students in Academic and Educational Programs and Activities was provided in the Board packet.

VIII.G. An informational item on the elimination of Administrative Rules andRegulations 6171.5 – California High School Exit Examination and Waiver for Students with a Disability was provided in the Board packet.

VIII.H. Dr. Matt Perry and Mike Shores, Assistant Chief Probation Officer, provided aSCOE/Probation Youth Service Center Partnership Report to the Board.

IX.A. Mr. Fong – no report.

Mr. Geeting commended Joel Montero from FCMAT for being the keynote speaker at the February 3 dinner meeting of the Sacramento County School Boards Association. He also thanked SCOE executive staff who served as table facilitators for the follow-up discussions. On February 4, he participated in the judging of the county's Poetry Out Loud competition where students from 14 traditional public, charter, and private schools turned in 28 magnificent performances. He congratulated Chigozie Maduchukwu of Pleasant Grove High School, who recited 20th Century American poet Elizabeth Bishop's "Filling Station" and, for his second selection, "Let the Light Enter" by African American poet Frances Ellen Watkins Harper, who lived in the 19th and early 20th

centuries. He noted that Chigozie will be a terrific representative of our county at the state Poetry Out Loud competition on February 28 and 29. He extended “kudos” to the event's master of ceremonies, Sacramento's poet laureate Jeff Knorr, who did a terrific job. He joined Superintendent Gordon and the members of the Personnel Commission in recognizing, commending, and congratulating SCOE's classified employee of the year nominees. On February 5, he enjoyed attending the Career and Resource Fair at the Youth Detention Facility. Representatives were quite delighted to be taking part in the event and with the interest and enthusiasm shown by the youth. Among those participating was the California National Guard's Youth Challenge Program. As you may recall, Superintendent Gordon encouraged the County of Sacramento and the California National Guard to reach an agreement to utilize the former Boys' Ranch facility as a northern academy site for the program. Unfortunately that did not come to pass, and the northern site is now being readied for opening in Lathrop. He asked to be notified when visits can be made to the Lathrop site, which will be serving youth from Sacramento and other northern counties. He stated that attending the Academic Decathlon Super Quiz on Saturday, February 6, was a blast. He commended Fox 40's Paul Robins for his exceptional work as master of ceremonies. On Tuesday, February 9, he joined Trustee Levy at the mid-year graduation ceremony for our community school students. It was a very moving and emotional event for the students who participated, their families and friends. The speaker was North Area Community School teacher Craig Bradford, whose remarks - along with those of Superintendent Gordon - were most fitting. He stated it was a treat to attend the Academic Decathlon Awards Dinner on February 9 at the Sacramento State University Ballroom, along with Trustees Brown and Levy. He congratulated Bella Vista High School for winning first place for the 5th year in a row. Bella Vista scored over 51,600 points, the highest score ever achieved by a Sacramento County team and will go to the state finals as our Division 1 representative. They will be joined at the state finals in March by Folsom High School (which scored over 48,400 points) in Division 2, and Pleasant Grove High School (which scored over 44,400 points) in Division 3. Special thanks to our master of ceremonies for the evening, Kevin Riggs, Senior Vice President of Randle Communications, who did an outstanding job. He suggested that the book “The Invisibles: The Untold Story of African American Slaves in the White House” is a good read in recognition of Black History Month. The author is longtime Associated Press correspondent Jesse J. Holland.

BACKGROUND:

Section 58 is a new addition to the 2015-2016 version of the Education Finance: Education Omnibus Trailer Bill (SB-77) that provides funding for professional learning throughout the state. The $500 million earmarked for professional development in Section 58 is the source of funding for the 2015–2016 Educator Effectiveness Funding Program, and represents one of the largest investments in professional development and teacher effectiveness ever made by California and has the potential to improve every cla-ssroom in the state.

Eligibility for the funds in the 2015–2016 Educator Effectiveness Funding Program are being made available to every district, county office of education, charter school, and state special school in an equal amount per certificated staff to use for professional development.

Of the total $500 million provided by the 2015–2016 Educator Effectiveness Funding Program, $10 million is set aside to provide professional development and technical assistance to local educational agencies related to network management.

The remaining $490 million is targeted specifically to support professional development activities around the following areas of focus:

• Beginning teacher and administrator support and mentoring, including, but notlimited to, programs that support new teacher and administrator ability to teach orlead effectively and to meet induction requirement;

• Professional development, coaching, and support services for teachers who havebeen identified as needing improvement or additional support by local educationalagencies;

• Professional development for teachers and administrators that is aligned to thestate content standards; and

According to the bill, these are the requirements that must be met to spend the funds:

1. Develop and adopt a plan delineating how funds allocated pursuant to this sectionshall be spent.

2. The plan shall be explained in a public meeting of the governing board of theSacramento County Office of Education before its adoption in a subsequent publicmeeting.

3. On or before July 1, 2018, report detailed expenditure information to the StateDepartment of Education, including, but not limited to, specific purchases madeand the number of teachers, administrators, or paraprofessional educators thatreceived professional development. The State Department of Education shalldetermine the format for this report.

The mission of the Sacramento County Office of Education is:

• To ensure that our students are prepared for success in college, career, and community;

• To provide educational leadership to the diverse groups we serve; • To work creatively and collaboratively with partners; and • To give educators and support staff the training and tools they need for success.

We accomplish this in the following ways: Preparing Students The Sacramento County Office of Education (SCOE) plays a leadership role in delivering quality education services to the more than 241,000 K-12 public school students in Sacramento County. Programs operated directly by SCOE provide full- and part-time education to students in specialized programs that are more cost-effective to operate on a regional basis. Our programs include: Career Technical Education; education for incarcerated youth in county facilities; Community school class sites for "high risk" students who have been expelled from area schools or who have unique educational needs; special education classes for severely emotionally and physically handicapped infants, children, and young adults. Student programs operated directly by SCOE include: positive youth development, school safety, violence prevention, substance abuse prevention, and mental health promotion; and outdoor science learning experiences at Sly Park Environmental Education Center. Providing Educational Leadership SCOE provides leadership and support to the county's public school districts in high priority areas that lead to increased academic achievement for students. Leadership is provided to assist local school districts in: curriculum development; professional learning: reading and math improvement; drug, alcohol, and pregnancy prevention; character education; new administrator and new teacher support; program improvement for low performing schools and districts; assistance with creating safe school environments; and a myriad of other program areas. In addition, under AB 1200, the County Superintendent has fiscal oversight of Sacramento County’s public school districts. Budget assistance, approval, and ongoing fiscal monitoring by SCOE staff ensure our local school districts conform to state fiscal guidelines and budgeting criteria. Through technical assistance and regular monitoring of school district fiscal transactions, SCOE helps districts maintain fiscal integrity and meet state requirements.

Working Creatively and Collaboratively With Our School Districts and Other Partners SCOE is dedicated to working in a collaborative manner with students, families, school districts, local universities, public agencies, businesses, stakeholders, and communities to prepare students for the future and to help our students, schools, and districts succeed. Through dedicated partnerships, SCOE works collaboratively to provide quality services such as: effective instruction for specific target populations; assistance with development and approval of individual district Local Control Accountability Plans (LCAP); support to new, experienced, and aspiring administrators and teacher leaders; assistance to families through early childhood education programs; support for special education students; assistance in designing and implementing technology to improve student results; and adult re-entry Programs specifically designed for men and women re-entering the community from state prison. Training and Tools Needed for Success SCOE’s professional development opportunities support local districts in improving student achievement through high-quality training for administrators, teachers, and other educators. The Leadership Institute, a collaboration of SCOE and local school districts, prepares and supports aspiring leaders as well as existing leaders in the Sacramento County and Capitol Region. We also operate a two-year, CTC approved intern program for new teachers; a General Education Multiple Subject and a Single Subject program in math and science to provide second career professionals and recent graduates a non-traditional pathway into teaching. To support the teaching professional in clearing their preliminary credential, we offer a Teacher Induction Program (formerly known as BTSA) that supports teachers in clearing their multiple subject and single subject credentials. In addition, we offer Preliminary Administrative Services Credentialing (Tier I), and Clear Administrative Services Credentialing (Tier II) for aspiring leaders and existing leaders. Sin.ce 2009, I have participated in a number of CCBE activities, including serving as chair of the CCBB Charter Schools Task Force, as a member (and once as chair) of the CCBE Legislative Committee, and - most recently - as a member oflhe CCBE subconunittee charged with development of a new Policy Platform for the organization. 1 believe I could be a meaningful contributor both to CSBA and to CCBE in the capacity of County Delegate/CCBE Director.

During more than 25 years of employment with the Califomia Department of Education, I developed expertise in a number of subject matter areas, including fiscal services, curriculum frameworks and instructional materials, special education, and charter schools. Prior to that, my employment included service as the education consultant lo the State Senate's fiscal committee (since separated into two committees). I would bring the skills and experience from these positions to service on the Delegate Assembly and CCBE Board of Directors.

Please describe your activities and involvement on your local county board of education, community, and/or CSBA.

My service with the CCBE is noted above. On the Sacramento County Board of Edueation, I have served terms as Vice President (201 J-12) and as President (20 I 2-13). I have also served as a member (and chair) of the Budget Committee and as a member of the Policy Committee. In 2010, I chaired the state's Academic Content Standards Commission that recommended adoption of the Common Core State Standards (with additions and changes) to the State Board of Education.

My community service activities have included being a reading tutor in the Sacramento City Unified School District (through Reading Partners), a mentor to continuation high school students (through the Sacramento County Office of Education's LINKS Program), and a participant in the Senior Volunteer Program of the California Highway Patrol (with assignments that have included preparation of articles for the CHP's internal magazine, Zenith 12000). In August 2015, I became a mille1rnium donor with BloodSource, in recognition of more than 1,000 donations of blood, blood plasma, and platelets.

What do you see as the biggest challenge facing governing boards and how can CSBA help address it?

Working within the structure of the Local Control and Accountability Plan (LCAP), and working within the resources provided by the Local Control Funding Formula (LCFF), the biggest challenge confronting governing boards is that of improving student achievement and closing the achievement gap as measured by the state's still-evolving accountability system. CSBA and CCBE can help address this challenge by continuing lo champion efforts to rebuild school funding to the 2007-08 level - adjusted for inflation, and adjusted for intervening events (such as increases in the contribution rates for STRS and PERS) - then to push beyond that level to something closer to the national average in per-student funding. CSBA and CCBE can also address this challenge in the traditional way of offering high quality professional development workshops, webinars, and similar events geared specifically for governing board members. Finally, the organizations can address this challenge by vigilantly guarding against the addition of still more challenges each year, allowing governing boards to keep focused and lo make real progress.

I have been an advocate for education for over 40 years. In each phase of my career. I have served in a leadership role and hope to

My current position is representing the students with disabilities in Napa County as its Special Education Local Plan Arca (SELPA) director. I have served the Statewide SELPA organization as the co-chair of the Legislative/Policy Committee. In this role, we monitor bills and and advocate for legislation to meet the needs of students with all abili ty levels.

I've served on the Superintendents' Compensation Committee, Policies/Procedures/By- law Commi11ec and represented the board on the Yolo County Boards of Educat ion Association.

for several years. I have worked closely with the CSBA's Legislative Advm:atcs on several pieces of' legislation as a member of ACSA and the State SELPA organizations. I have represented Yolo County during the CSBA Legislative Sharing Day.

What do you see as the biggest challenge facing governing boards and how can CSBA help address it?

A simple answer would be, "anything that has to do with education is complicated and a challenge!" and that is our challenge as a board. County Board have a more difficult road to travel in some respects because of its lack or recognition as an elected body. District boards arc more recognizable by its citizens. We, at the county level, need to continue to promote a better understanding of Counties and their responsibilities to 1he greater whole.

I believe that over the years, the education community has made gains. CSBA needs to stay the course with its policies set by its members. We need to maintain a strong relationship and presence on the Education Management Group in order to continue our advocacy on the many challenges that we face.

BACKGROUND: E-Rate is a federally funded program that provides discounts to assist schools with obtaining affordable broadband connectivity, network equipment and telecommunications services. E-Rate funds also supplement the cost of maintaining SCOE’s Wide Area Network (WAN). Upon Board approval, the CNTS Department will award a contract for firewall equipment if E-Rate discounts are provided for the 2016-2017 fiscal year. SCOE is under no obligation to purchase the equipment if SCOE’s E-Rate applications are not funded. E-Rate has placed an emphasis on procuring networking equipment and services as a cost-effective way of providing broadband services to classrooms. Currently, it is projected that SCOE will be eligible for an 80% discount for E-Rate qualified services and equipment. Pursuant to E-Rate and SCOE purchasing requirements, SCOE published a request for proposals in January of 2016 for a Palo Alto Networks firewall. The request was posted to SCOE’s E-Rate Web site for 28 days so that any potential vendors could compete. An ad was also placed in the Sacramento Bee announcing the request for proposals. SCOE uses a scoring matrix that places the highest emphasis on the lowest quoted amount for each item. The selected vendor (Optiv Security) provided the lowest quoted amount.
