The eNB initiates the procedure by sending a S1 SETUP REQUEST message including theappropriate data to the MME. The MME responds with S1 SETUP RESPONSE including theappropriate data.
All S1 messages are treated as SCTP data, thus everytime either eNB or MME receives S1
message, it shall sends back selective acknowledge (SACK) chunk to its peer.
