DevelopersThe Vermont Hous-ing and Conservation Board (VHCB) admin-isters a portion of the State of Vermont’s Neighborhood Stabili-zation Program (NSP3) through a contract with the VT Agency of Com-merce and Community Development funded by the U.S. Department of Housing and Urban De-velopment. NSP3 ac-tivities are related to the foreclosure crisis and the blighting influence of vacant/abandoned properties in the State. VHCB’s NSP3 funding is used exclusively for affordable multifamily rental development. VHCB is seeking pro-posals from developers (nonprofit and for-profit) for the use of the remain-ing $473,500 in NSP3 funds. Proposals must comply with the require-ments of the State’s NSP3 plan found on the Department of Hous-ing and Community Af-fairs website located at: http://www.dhca.state.vt.us/VCDP/FINAL%20NSP3Application%20Substantial%20Amendment%20to%20Con%20Plan.pdf In par-ticular, the requirements under “Activity 2: VHCB Multifamily Projects” starting on page 11, and the NSP3 target area map on page 21 should be noted.All NSP3 funds must be fully expended by March 3, 2014. Prior-ity will be given to pro-posals for projects that are ready to proceed if NSP3 funds are com-mitted.
