JAMMU, MARCH 01 PDP chief Mufti Mohammad Sayeed called for peace Sunday after taking oath as chief minister of Jammu and Kashmir, heading a coalition that brought the BJP to power for the first time in India's only Muslim-majority state. Prime Minister Narendra Modi and BJP lead- ers Amit Shah and L.K. Advani were among the 1,400 guests who witnessed the ceremony, over two months after the PDP and the BJP won 28 and 25 seats respectively in a hung verdict that exposed deep divisions between the Muslim and Hindu areas. After taking oath in English, Sayeed, 79, warmly hugged Modi and sat close to him on a flower-decked stage at the Jammu University's General Zorawar Singh auditorium to witness the entire ceremony. Later, addressing the media, Sayeed said he had told Modi that peace was a must if Jammu and Kashmir had to prosper. He said the Modi government must address the need for a dialogue between India and Pakistan, two countries which dispute the ownership of Jammu and Kashmir. Kashmiris, he said, must be involved in the process. In an indication as to what he desired, Sayeed lavished praise on former prime minister and now ailing BJP leader Atal Bihari Vajpayee for starting a peace process with Pakistan in 2003 - when Sayeed was chief minister the first time. And in comments that would not have pleased many BJP supporters, he credited Pakistan, the separatist Hurriyat group and militants for what he said was a peaceful ballot in November- December last year. on Sunday said his governmenthas decided to provide piped waterto every household in the nationalcapital within five years.

Kejriwal, who today inaugurateda 50-MGD water treatment plantof Delhi Jal Board in DwarkaSector 16C, said he wouldapproach Prime Minister NarendraModi seeking funds to ensure sup-ply of piped water to every house-hold in the capital.

"There is still a major part ofDelhi where people don't get waterthrough pipeline and they have todepend only on water tankers. Wehave set a target of providing waterto every household throughpipeline in five years. DJB offi-cials will prepare a blueprint ofthis project," Kejriwal said at theinauguration, his first since takingover as Delhi CM.

Kejriwal, who was accompaniedby Deputy Chief Minister Manish

Sisodia, said after the blueprint isprepared, he would meet the PrimeMinister to resolve the problem offund crunch so that every house-hold in Delhi gets water throughpipeline.

tions of law and offer consulta-tions on matters like propertyrights, Delhi University is hostinglegal aid clinics which will not berestricted only to the varsity frater-nity but open to all.

The clinics, which will alsoimpart para-legal training to DUstudents and teachers, have beenset up in association with the DelhiState Legal Services Authority(DSLSA) at DU's Gandhi Bhawanand Campus Law Centre. "DSLSAhas deputed an advocate to visitthe clinics every Friday between 3PM to 5 PM and take the queriesof visitors. The clinics are notrestricted just to the DU fraternitybut are open to all," Nisha Tyagi,Deputy Dean (Academics),

Gandhi Bhawan, saids."When it comes to law, even the

literate are illiterate as to the legalnitty-gritty. There are so manyissues like property rights, harass-ment laws, domestic violence, etc.,which a common man wishes toknow about, but finds law bookstoo heavy a dose," Tyagi said.

With a view to providing legalaid and training to people, DSLSAhas set up several such clinics inthe past, including in jails. Theseclinics are manned by a senior pro-fessor, legal aid counsels and ateam of para-legal volunteers.

The counsels render appropriateadvice to those approaching theclinics and maintain proper recordof the cases. The clinics also referappropriate cases to DSLSA forlegal aid.

Advocate RK Bachchan, whovisits the DU legal aid clinic, said,"I was surprised to see a greaternumber of girls visiting the clinic.They have queries pertaining toeve- teasing, dowry prohibition,property inheritance, domesticviolence, etc.

"I discuss with them details ofthe available provisions, theirrights and the procedures to be fol-lowed. Some times, people comewith certain cases and don't haveenough means to pursue it in court.I then forward their appeals toDSLSA where a panel takes a calland a select few are offered freelegal counsels," he said.

The legal aid clinics are not justcounselling hot-spots

but the varsity has also decidedto offer para-legal training to its

students and teachers."The consultation sessions have

drawn good response and, hence,we have designed a certificatecourse in consultation withDSLSA for para-legal training,"Tyagi said.

The course, open to students andteachers associated with variouscolleges and departments of DU,will be of 12 hours duration andrun through a week in March.

"There is no fee for the courseand the number of beneficiariesare not limited, but prior registra-tions will be mandatory. The appli-cations will have to be routedthrough department heads or col-lege principals before March 9,"added Tyagi.

Some of the topics coveredunder the course are the POCSO

Act, child labour, trafficking, fun-damental rights and dutiesenshrined under the Constitutionof India, hierarchy of civil andcriminal courts in India, trafficrules and regulations, legal aidmechanism for under-privilegedsections, sexual harassment atworkplace, etc.

For students, however, it is not amatter of earning a certificate asthey said they are impressed withthe idea of pursuing an out-of-thebox module.

"Legal terms are usually all jar-gon and beyond our understand-ing. It might not be that I wouldlike to fight a case but it is alwaysbeneficial to know what are theprovisions available," said RitikaBhalla, a Political Science studentat PGDAV college.

ment on Sunday rejected Union HomeMinistry's panel of three senior IAS offi-cials to pick one of them as the next ChiefSecretary, asking the Centre to respect itschoice of R S Negi for the the top post andcooperate with it to fulfil people's aspira-tions. In a letter to the Home Ministry, theDelhi government said the Centre shouldnot impose any officer on it and that therewould be nothing wrong in appointingNegi, a 1984-batch officer, to the topbureaucratic post.

Sources said Chief Minister ArvindKejriwal was firm on his stand to haveNegi as the next Chief Secretary due towhich the panel of three officers recom-mended by the Home Ministry was turneddown. The AAP government also con-veyed to the Home Ministry that it came topower after a historic mandate from peo-ple of Delhi and the Centre should extendall possible cooperation to it to realizepeople's expectations.

Sources in the Delhi Government said asNegi is currently serving as ChiefSecretary of Arunachal Pradesh, whyshould there be any difficulty for the

complaints of pensioners'harassment, the govern-ment has directed banksnot to insist that retiredgovernment employees bephysically present for giv-ing life certificates forcontinuation of pension.

The move comes afterpensioners' associationsraised the issue of non-adherence of rules regard-ing submission of life cer-tificates by authorisedbanks.

It was charged that somebank branches were insist-ing on the personalappearance of pensionersfor submission of life cer-tificates along with pen-sion payment orders(PPOs), a Ministry ofPersonnel official said.

"All banks have beeninstructed to strictlyadhere to existing norms

and not harass pensionersor their kin by insistingupon physical presence iftheir life certificate is dulysigned by the authorityconcerned and is submit-ted along with Aadhar-based authentication oflife certificate," the offi-cial said.

The government hasalso informed banks aboutthe scheme for pensionersto prove their existencethrough Aadhaar-basedauthentication of life cer-tificate, which has beenstarted as part of thePrime Minister's 'DigitalIndia' mission.

All pensioners arerequired to provide proofof their existence annuallyto the pension disbursingbank.

According to rules, apensioner is exemptedfrom physical appearanceif he gives a life certificate

duly verified by a MP,state legislature, personexercising the power of amagistrate, a gazettedgovernment servant, apolice officer not belowthe rank of sub-inspectorin charge of a police sta-tion, a block developmentofficer, tehsildar or naibtehsildar and treasury offi-cer, among others.

In case of a pensionerdrawing pension througha public sector bank, thelife certificate may besigned by an officer of thepublic sectorbank.

According to the rules,"A pensioner not residingin India in respect ofwhom his duly authorisedagent produces a life cer-tificate signed by a magis-trate, notary, a banker or adiplomatic representativeof India, is exempted fromspecial appearance."

NEW DELHI, MARCH 01In a breather to seven 'C' cate-

gory deemed universities, UGChas given them one more year torectify their deficiencies failingwhich they could face the possi-bility of denotification.

These universities were iden-tified from among 41 'C' catego-ry deemed universities by anexpert panel as they lacked therequisite infrastructure and fac-ulty strength.

"After detailed deliberations,UGC decided to give them afinal opportunity for rectifyingtheir deficiencies within a maxi-mum period of one year andsubmit the compliance reportwithin that time, failing whichrecommendation for the denoti-fication of their status would bemade to HRD Ministry," UGCresolved recently at a full meet-ing.

Supreme Court, which hasbeen monitoring the case, haddirected UGC to inspect eightsuch universities which weresaid to be lacking in terms of the

criteria for deemed universities.The apex court had last year

directed UGC to examine all thereports of the 41 deemed univer-sities and advise the central gov-ernment.

These universities had gone toSupreme Court after they wereput in the 'C' category in 2009by the Tandon Committee.

Upon Supreme Court's direc-tion, a committee was set upunder UGC vice chairperson HDevaraj which heard all the 41deemed universities separately.

The universities, which wereexamined on nine parameters,scored poorly in several ofthem.

Some of the parameters wereconformity to the provisions ofthe UGC Act and UGC guide-lines, aspects of governance,quality of and innovation inteaching-learning process,research output, doctoral andother research degree pro-gramme, faculty resources,admission processes and awardof degrees.

Mohan Bhagwat's remarks onMother Teresa, RSS on Sundayreiterated its demand for an anti-conversion law to check the "risingincidents" of religious conversionsin the country.

Suhasrao Hiremath, the AkhilBharatiya Saha Seva Pramukh ofRSS made the remarks at a pressconference called to announce anupcoming mega event, a congrega-tion of around 800 social serviceorganisations affiliated to the out-fit, in the capital.

"The demand for an anti-conver-sion law to stop conversionsthrough false promises, forceful orany other wrong means is long-standing. We have nothing againstpeople who convert voluntarily.But considering rising incidents ofsuch conversions, governmentshould enact a law," Hiremath said.

Bhagwat's remarks that conver-sion to Christianity was the mainobjective behind Mother Teresa'sservice to the poor has sparked a

major controversy leading to afierce Opposition attack on thegovernment.

"Few states have such laws inplace already. The present govern-ment has also raised the issue inthe Parliament... It should alsoconsider implementing the recom-

mendations of the NiyogiCommittee Report in this regard,"Hiremath added.

Earlier, amid uproar over VHP's'ghar wapsi' programme, the gov-ernment had said that it was opento bringing a bill against forcedconversions.

The three-day convention,'Rashtriya Sewa Sangam', whichwill be inaugurated by spiritualleader Mata Amritanandamayi onApril 4, will also be attended RSSchief Mohan Bhagwat and Wiprochairman Azim Premji among oth-ers. The first edition of the conven-tion was held at Bengaluru on2010.

Organised under the aegis ofRSS affiliated Rashtriya SewaBharti, it will be held at two resortsoff National Highway 1, on theoutskirts of Delhi in which nearly3,000 delegates are expected toparticipate.

"The primary objective is tooffer a bird's eye view of activitiesof all the organisations that areplaying a pivotal role in bringingabout a decisive change in thesocio cultural fabric of the nation,"Rashtriya Sewa Bharti GeneralSecretary Rishipal Dadwal said.

The panel is said to havemet Yadav on Saturdaynight and the meeting con-tinued for over fourhours.

"He (Bhushan) alsoraised concerns about theimporting candidates fromoutside and only those withclean history and goodcharacter should beallowed to contest electionson the party ticket. Hewants the PAC to be recon-stituted and wanted region-al representation, a womanand a dalit face in the PAC.

"Plus, meetings ofNational Council, NationalExecutive and PAC shouldbe held regularly and con-ducted on daily basis. Also,there should be properparty structure in otherstates and there should bean election process in theparty," the sourceadded.

In the evening, the PDP and the BJPreleased a common minimum programme(CMP), promising to transform Jammu andKashmir as "the most ethical state ... from thepresent day position of being the most cor-rupt state".

The CMP promised "genuine autonomy ofinstitutions of probity", and "a sustained andmeaningful dialogue" for peace with "allinternal stakeholders ... irrespective of ideo-logical views and predilections".

It revealed the continuing difference ofopinion between the two parties on the con-troversial Armed Forces Special Powers Act,which gives sweeping powers to armedforces in the state. The PDP wants it to go.

This is the second time Sayeed heads acoalition government in Kashmir. He tookpower in 2002, heading a PDP-Congressalliance, for three years.

The Kashmir verdict brought about a cleardivide between the Muslim-majorityKashmir Valley and the Hindu-dominatedJammu region, with the PDP winning almostall its seats in the valley and the BJP sweep-ing Jammu.

This is the first time the BJP is tastingpower in Jammu and Kashmir, where a sepa-ratist campaign which has raged since 1989has left thousands dead.

* The dialogue will seek to build a broadbased consensus on resolution of all out-standing issues of the state.

* The government will examine the needfor de-notifying disturbed areas which will asa consequence enable the union governmentto take a final view on the continuation of theArmed Forces Special Powers Act (AFSPA)in these areas.

* All the land other than those given to thesecurity forces on the basis of lease, licensesand acquisition under the provision of theland acquisition act shall be returned to therightful owners except in a situation whereretaining the land is absolutely imperative inview of a specific security requirement.

* The government will work out a one-timesettlement for refugees from Pakistan occu-pied Kashmir of 1947, 1965 and 1971.

* The government will take measures forsustenance and livelihood of the WestPakistan refugees.

* It will extend all benefits accruing to thepeople living on the Line of Control (LoC) tothe people living on the international border.

* It will secure a share in the profits ofNHPC emanating from Jammu andKashmir's waters to the state government.

* It will reverse all royalty agreements withNHPC.

Feeling slighted, the History professor hadmaintained a low profile ahead of theParliament elections but worked with fullcommitment after he was appointed as thechairman of election campaign in Jammu andKashmir.

Rapist can...of Madhya Pradesh resident Ravindra in a

20-year-old rape case, it allowed him to walkfree after imposing a jail term already under-gone by him.

Referring to a case law, the court consid-ered as "adequate and special" reasons thefact that the trial was protracted and bothconvict and the victim have married sepa-rately. It also lent weightage to the fact thatthey have even entered into a compromise.

Section 376 (2) (g) of the IPC provides thatthe courts "for adequate and special reasonsto be mentioned in the judgement" mayimpose a sentence of imprisonment of eitherdescription for a term of less than 10 years.

"We are of the opinion that the case of theappellant is a fit case for invoking the provi-so to Section 376(2)(g) of IPC for awardinglesser sentence, as the incident is 20 years oldand the fact that the parties are married andhave entered into a compromise, are the ade-quate and special reasons," the bench said.

Ravindra was held guilty for rape by a trialcourt and was awarded 10 years rigorousimprisonment for raping a woman workingin his fields on August 24, 1994.

The Madhya Pradesh High Court dis-missed his appeal in 2013 and upheld hisconviction and sentence, saying that in pros-ecution of rape, the law does not require cor-roboration of evidence.

The apex court agreed with the contentionof Ravindra that he and the victim haveentered into a compromise and she does notwant to proceed with the case against himand wants to close the case as both of themare married (not to each other) and have set-tled in life.

One of the most important functionsof a modern state is to provide forbasic law and order. Indeed, this

idea emerges from some of the early foun-dational tracts on state authority, especial-ly the work of sociologist Max Weber,who defined a modern state as a “humancommunity that successfully claims themonopoly of the legitimate use of physicalforce within a given territory.”

In recent years, there has been increas-ing concern over the ability of the Indianstate to ensure public safety. Horrific actsof violence — from Naxal attacks to gang-rapes — have almost become routinised.That is not to say that India has not wit-nessed progress: with the exception ofNaxalite incidents, most measures of vio-lence are actually enjoying historic lows.However, given the widespread errorsfound in most statistics on crime and vio-lence, a healthy dose of scepticism is war-ranted.

Independent of what government statis-tics on law and order might say, an equal-ly important issue concerns individuals’perceptions of public safety: how do ordi-nary Indians regard threats to their safety?To try and gauge these perceptions, theLok Survey asked respondents the follow-ing question: “What is the latest time inthe day that you feel safe returning homealone?” Respondents were given hourlychoices beginning with 5 p.m. and endingwith “midnight or after.”

Across India, 36 per cent of surveyrespondents stated that they did not feelsafe returning home alone past 7 p.m. Themost popular response was 8 p.m., ananswer given by 22 per cent of respon-dents. Relatively few people offeredresponses at the extremes: just 3 per centsaid 5 p.m. while 4.5 per cent stated mid-night or after.

Variation across States

Of course, there is significant variationin responses across States. Residents ofGujarat, on average, felt comfortable stay-ing out the latest; the average responsewas 9:37p.m., which backs up claimsmade by Prime Minister Narendra Modithat public safety is of less concern in hisState. On the opposite end of the spectrumis Chhattisgarh, whose struggles withNaxal violence have been well-document-ed, and Punjab, perhaps due to greatersocial conservatism. The average response

times in both States was around 6:30 p.m.But even State-wise aggregate measuresmask considerable variation because thereare large differences between urban andrural settings.

There is a pronounced differencebetween urban and rural dwellers. Theaverage response for urban respondentswas 8:31 p.m., whereas the averageresponse for rural respondents was just7:46 p.m. But this simple dichotomy

masks significant differences within urbanIndia. In order to understand how safetyvaries by the size of the city, we dividedour sample of cities into four categories:megacities (at least 50 lakh inhabitants),large cities (between 10 and 50 lakhinhabitants), medium-sized cities(between 2 and 10 lakh inhabitants), andsmall towns (less than 2 lakh inhabitants).

Respondents living in megacities reportan average response of 8:54 p.m., whichdropped to 8:18 p.m. and 8:11 p.m. forrespondents in large and medium-sizedcities, respectively. In small towns, theaverage response was just 7:51 p.m., morethan an hour less than those living inmegacities and similar to rural India. Thisimplies that perceptions of public safety

are not driven by urbanisation per se;rather, they are likely driven by the infra-structure and amenities associated withthe largest cities in India.

In order to understand the variation inresponse of the largest cities, we looked atthe four biggest urban agglomerations:Chennai, Delhi, Kolkata, and Mumbai.Mumbai (9:27 p.m.) was perceived to bethe safest megacity, followed by Chennai(9:16 p.m.), Kolkata (8:46 p.m.), and

Delhi (8:16 p.m.). These data support theview of Delhi as an unusually unsafemegacity, with perceptions of safety onpar with smaller cities in India.

The perception of public safety is a mul-tifaceted issue. People may feel unsafedue to a larger context of conflict, as inplaces experiencing Naxal violence; littlecan be done to restore the perception ofsafety without reducing the underlyingconflict in these places. Our data alsoshow that urbanisation is not a panacea forconcerns about public safety. Rather, citiesmust invest in the “right kind” of urbani-sation, with the sort of infrastructure seenin the largest cities. These cities have bet-ter amenities (such as street lights) andoften have buses or even a metro that runs

reliably until late at night. This demon-strates the positive secondary effects onthe larger social environment when build-ing infrastructure. For these reasons,despite recent negative press, the largestcities continue to be perceived as thesafest places to live in India.

New class structures

The rapid rates of economic changeIndia has experienced for at least the pastquarter-century have undoubtedly shakenup rigid social structures and raised doubtsabout traditional social norms. A centralelement of this change is the emergence ofnew class structures, namely a growingmiddle class. As the first article in ourseries demonstrated (“Being middle classin India,” Dec.9, 2014), this class affilia-tion might be real or imagined, but eitherway, it has a profound impact on socialbehaviour. But this impact is not unam-biguously positive. On the one hand, thosewho self-identify as belonging to the“middle class” appear more optimisticabout the prospects of both themselvesand the country. On the other hand, eco-nomic progress can also create new anxi-eties, which can reside both within thehousehold as well as outside.

As previous pieces in the series haveshown, economic change does not appearto be enough to remove entrenched prefer-ences for boys or substantially weaken tra-ditional forms of social control overwomen. Outside of the household, devel-opment and increasing urbanisation maybe creating new forms of social and eco-nomic competition that help reproducesocial biases, such as caste or religiousdiscrimination. Indeed, it is preciselyamong socially mobile populations in oursample that social bias looms the largest.Of course, environmental factors too playtheir part: persistent gaps in the provisionof basic law and order cannot be disasso-ciated from the anxieties and aspirationsof ordinary Indians.

Collectively, the central takeaway fromthe most recent Lok Survey is an obvious,though oft forgotten, one: that modernisa-tion is not a linear process. In the long run,if history is any guide, democracy, eco-nomic development, urbanisation, increas-ing education, and social progressivism dotend to proceed hand in hand. But, this vir-tuous circle is neither foreordained norwithout its share of bumps in theroad.

Budget making is a com-plex exercise, especial-ly in a country like

India. Therefore, the parame-ters to judge the annual budgetare also many. For me, thearithmetic of the budget is thefirst. According to the state-ments made by the PrimeMinister and the FinanceMinister, one expected the fis-cal deficit targets to be adheredto. However the FinanceMinister has extended it fromtwo to three years. Thus, thereduction in fiscal deficitbetween this year and the nextis going to be only twentybasis points and in revenuedeficit, only ten basis points.As the author of the FiscalResponsibility and BudgetManagement Act, I am a littledisappointed. As far as tax rev-enues are concerned, theFinance Minister has not beenadventurous. In budget esti-mates for 2015-16, he has gen-erally kept close to the revisedestimates and not the highlyinflated budget estimates ofthis year. It is on the expendi-ture side that one sees someinteresting figures.

The Finance Commission’srecommendation of raising theshare of States in the divisiblepool of Central taxes, from 32per cent to 42 per cent has beencleverly managed. The States’share in absolute numbers, BEto BE, has gone up from thisyear to the next by aroundRs.1.36 lakh crore. At the sametime, the Central plan assis-tance to the States has gonedown from Rs.3,38,000 croreto Rs.2,05,000 crore.Therefore, the two cancel eachother out. Thus, the net addi-tional resources transferred tothe States, including States’share of taxes and duties, non-Plan grants and loans, Centralassistance to State plans, assis-tance for Central andCentrally-sponsored schemes,is only Rs.64,000 crore in

2015-16.

On the expenditure side, Iexpected the Finance Ministerto deal with the ExpenditureManagement Commission’sreport, the Shanta KumarCommittee report on food sec-tor management and the ratio-

nalisation of Central andCentrally sponsored schemesin his speech. We will have towait for that.

Growth impulses

The second aspect of theBudget that one should look atis that of growth impulses.There are plenty of them in thebudget. The emphasis on infra-structure development is wellplaced. The allocation ofRs.70,000 crore, the setting upof the National Investment andInfrastructure Fund with anannual flow of Rs.20,000crore, tax free infrastructurebonds for projects in the rail,road and irrigation sectors,revitalisation of the PPP mode,and the Atal InnovationMission, concessions to the ITindustry, incubation centres tosupport start-ups, corporatisa-tion of ports, improvement in

the ease of doing business,resources that will becomeavailable through the moneti-sation of gold, and skill devel-opment programmes will all goa long way in providing much-needed impetus to this sector.However, I wish that theFinance Minister had devoted

a sentence or two aboutunlocking the pending projectsin the infrastructure sectormentioned in the EconomicSurvey.

I was also a little disappoint-ed at the allocation of onlyRs.5,300 crore for the PradhanMantri Krishi Sinchai Yojna.This is a game-changing ideaand needed greater attentionand larger allocation.

Employment avenues

The third aspect of theBudget relates to the liveli-hood issue. Making an alloca-tion for MGNREGA is notenough without drasticallyreforming MGNREGA espe-cially after what the PrimeMinister had to say about it inthe Lok Sabha the other day.There is no doubt that skilldevelopment and growth in

economy generally will createenormous employment oppor-tunities in the country in thedays to come. As far as thequality of life issues are con-cerned, a vision for 2022 hasbeen included in this budget. Itwould have been better if thetarget for 2015-16 had also

been separately mentioned. Adistant goal is always lesscredible.

The Budget is strong on thesocial sector side as it movesfrom Jan Dhan to Jan Surakshaand a functional social securitysystem for all Indians.

On the taxation side, what isa little disappointing is therebeing no change in the rate ofpersonal income tax. TheFinance Minister would havedone well to raise the exemp-tion limit of personal incometax to Rs.3,00,000 fromRs.2,50,000. This would havemade the reduction in corpo-rate tax from 30 per cent to 25per cent more acceptable to thepeople.

Various measures have beenincluded in the budget to pro-mote savings but an increase in

the rebate on income tax oninterest income would havebeen welcome. The housingsector could have received afurther boost if the income taxconcession on interest paid hadbeen raised from to Rs.2,50,00from Rs.2,00,000. The tighten-ing of provisions relating to

black money and penal provi-sions were long overdue andwelcome. I still believe that theDirect Taxes Code is neededand should not be dumped.

The Finance Minister has seta challenging target of opera-tionalising GST from April 1,2016. Not only the governmentof India but also State govern-ments will have to move rapid-ly to stick to this deadline. Thedifferential rate of tax on serv-ice tax and central excise hasnot been very helpful.

On the whole, like theRailway budget, the generalbudget is also a vision docu-ment. The key will be to pro-vide flesh and blood to thevision and implement it.

Strong on the social sector side

Finance Minister Arun Jaitley may just have managedto achieve what some of his predecessors attemptedbut failed. In a performance that is striking in its imag-

inative balance, Mr. Jaitley has deftly reconciled the inter-ests of business and the markets on the one hand and that ofthe masses, or aam aadmi, if you will, on the other, and allthis without taking his eyes off the fiscal deficit ball. His sec-ond budget, which is also his first full-year one, has propos-als that incentivise savings, increase social security and pen-sion coverage of citizens and ideas to harness the idle goldlying in family lockers. For good measure, the FinanceMinister has also signalled his government’s commitment tothe rural jobs scheme by allocating a marginally higher sumwith the promise of more if his tax revenues increase.Simultaneously, Mr. Jaitley has kept his focus on the needsof business and the corporate sector with a significantlyhigher allocation for infrastructure, a phased reduction in thecorporate tax rate, deferment of GAAR by two more years,a microfinance refinancing agency, a law to handle disputesin public contracts and the promise to usher in a bankruptcycode this year. The only luxury that the Finance Minister haspermitted himself is that of delaying the journey to a fiscaldeficit target of 3 per cent of GDP by an extra year. Whilethis may have the fiscal hawks up in arms, the fact is that thetarget was set earlier under the then prevailing circum-stances that have changed now. And then again, Mr. Jaitleycan be given the benefit of the doubt for being profligatesimply because the extra spending goes towards investmentin infrastructure and not for consumption. Broadly, there arethree facets of the Budget that stand out. First, the consciouspush towards spreading the social security net, especiallyretirement pension coverage, using the Jan Dhan platform.The Pradhan Mantri Suraksha Bima Yojna which will offeraccident cover of Rs.2 lakh at a premium of just Rs.12 peryear and the Pradhan Mantri Jeevan Jyoti Bima Yojanawhich will offer life cover of Rs.2 lakh at a premium of justRs.330 per annum are commendable plans that will takesocial security to the poor who need it the most. For the mid-dle class, Mr. Jaitley has incentivised the push for retirementcoverage with the promise of a generous tax-break, which inone stroke channelises savings and ensures a pension net.The second major facet is the investor-friendly initiatives asseen in the phased cut in corporate tax rate and the defer-ment of GAAR. The idea of an electronic bill discountingplatform for MSMEs is an excellent one that will address thecash flow problems of the smallest of businesses. The seri-ous push to address the parallel economy inhabitants as seenby the proposal to pass a tough law against those holdingundisclosed assets abroad is the third major feature. Tenyears rigorous imprisonment and 300 per cent penalty onthose who conceal income and assets abroad are unprece-dented tough measures that send the signal that this govern-ment means business on the issue of curbing illegal foreignaccounts.

According to the statements made by the Prime Minister and the FinanceMinister, one expected the fiscal deficit targets to be adhered to. However

the Finance Minister has extended it from two to three years. Thus, thereduction in fiscal deficit between this year and the next is going to be only

twenty basis points and in revenue deficit, only ten basis points. As the authorof the Fiscal Responsibility and Budget Management Act, I am a little disap-pointed. As far as tax revenues are concerned, the Finance Minister has notbeen adventurous. In budget estimates for 2015-16, he has generally kept

close to the revised estimates and not the highly inflated budget estimates ofthis year. It is on the expenditure side that one sees some interesting figures.

No laundry list of new trains to be started. Noannouncement of new lines to be laid withambitious targets. No pet projects to be set up

in core constituencies of the ruling party. Make nomistake, Railway Minister Suresh Prabhu’s maidenbudget is not a typical politician’s budget; it showsthe deft touches of a professional who knows what ittakes to turn around a leviathan’s fortunes that havebeen on a downhill ride in the last few years.Whether it is the focus on existing high-density cor-ridors where increasing capacity is cheaper andquicker or the new talk of improving “customerexperience” or for that matter, the realisation thatRailway finances have to be made self-sustainable,Mr. Prabhu has ticked all the right checkboxes. Thebudget speech reads more like a vision statementthan a report on the Railways’ financial and opera-tional performance.

The only connection with past budgets is the decisionto not increase passenger fares but tinker with freightrates. Mr. Prabhu’s challenge, though, will be in imple-menting his ambitious agenda, specifically in findingresources, financial and technical, to achieve targets. Forexample, the Rs.8.56 lakh crore investment plan for thenext five years sounds impressive no doubt, but how isthe Railways going to fund such a mammoth sum? Withoperating expenses consuming nine out of every 10rupees earned by the Railways, there just isn’t enoughsurplus to plough back into investment.

This is where the Railways needs to think out-of-the-box. Mr. Prabhu has acknowledged the problemand has listed out several options to raise finances,including borrowing from multilateral institutionssuch as the World Bank and pension funds whoseinvestment horizon would match the long-term plansof the Railways. Clearly, Mr. Prabhu will have todraw heavily on his finance background and expert-ise to make these work. The Railway Minister’sambitious agenda comes through in his plans for thecoming fiscal too. For instance, electrification of6,608 route kilometres in 2015-16 compared to 462km sanctioned in 2014-15, or for that matter, the planto spend Rs.96,182 crore in doubling/tripling/quad-rupling and electrifying 9,400 km of tracks, soundimpressive — but execution will be the key. We haveseen such ambitious plans in the past falter at theexecution stage.

The projected improvement in operating ratio, ameasure of efficiency, from 91.8 per cent this year to88.5 per cent in the coming one sounds impressive,but the fine print on expenditure needs to be watchedbecause this ratio is easy to massage. Overall, Mr.Prabhu’s budget is a break from the past in taking along-term view of the Railways’ future by making itfinancially independent and operationally efficient.He has five years to reach this destination.

sex ratio, the Himachal Pradesh gov-ernment won`t fund panchayats if nogirl is born in its domain. But therewill be rewards for panchayats witha good sex ratio.

The decision has come from ChiefMinister Virbhadra Singh who, atthe helm for the sixth time, is sensi-tive to gender issues, officials say.

At a recent public meeting inKangra district, the octogenarian gotemotional and announced that hewould stop grants to panchayatswhere the sex ratio is declining.

"When he came to know that cer-tain areas adjoining Punjab are wit-nessing a skewed sex ratio, he gotfurious," a health official said. "Hetook the decision to warn the erringpanchayats."

edly directed health authorities tokeep a close tab on people visitingclinics to kill the girl child.

As per the 2011 census, HimachalPradesh has 6,864,602 people, ofwhich 3,481,873 are males and3,382,729 females. The sex ratio is972 females to every 1,000 males.

Lahaul-Spiti in the state has thebest sex ratio among all districts inIndia in the 0-6 age group -- of 1,033females for 1,000 males.

At a rally in Dadasiba villageFebruary 22, the chief minister saidno development grant would be pro-vided to panchayats notorious forsex ratio that favours the males.

But there will be rewards if pan-chayats show better male-femaleratio.

The government would initiallyhonour 50 panchayats which suc-ceed in improving the sex ratio in the

0-6 age group. The first such func-tion will be held in Una district.

"Educating the girl child is the firststep to make a society healthy," thechief minister said.

"Even if there are 10 girl studentsin a village and there is no schoolnearby, I won`t mind opening aschool there however remote thatarea may be," said Virbhadra Singh,who has never taken any salarythroughout his political career.

To convey the message of eradi-cating the practice of female foeti-cide, the chief minister, his wifePratibha Singh and youngest daugh-ter Aprajita danced along with over8,700 women and girl artistes duringthe Dussehra festivities in Kullutown in October last year.

The chief minister later adminis-tered a pledge to save the girl childto thousands of women. He said dis-

crimination against girls would notbe tolerated.

Minister Jitan Ram Manjhion Saturday stoked a con-troversy by alleging thatBihar Niwas in New Delhiwas washed with 'Gangajal (water)' after his visit sothat his successor NitishKumar could stay there.

"I went to Bihar Niwasand found out that it wasbeing washed with Gangajal as I had stayed thereearlier. How could Kumarstay at such a place whereothers have stayed? He isof such kind of mentality,"Manjhi said, speaking atthe launch of theHindustan Awam Morcha(HAM).

The former chief minis-ter said he did not take thefloor test to prove hismajority in the Assemblybecause he did not want to

jeopardise the life andcareer of MLAs who were"weak and poor".

He also called for aprobe into the origin ofmoney that was spend totake JD(U) MLAs to Delhiand keep them at a five-star resort.

"Kumar accused me ofindulging in horse-trading,but actually it was he whoindulged in it by spendinglarge amount of money onairfares and hotel bills," hesaid. On the developments

that led to his resignationfrom the chief minister'spost on February 20,Manjhi said, "I had repeat-edly said if Nitish Kumartold me that I had beendoing anything wrong, I

would immediately stepdown. But, he never saidanything and instigated hissupporters to say nastythings about me."

"When they (junior min-isters and leaders) were

abusing and advising me,Kumar never said a wordto them. Had he even had abit of sympathy towardsme, he would have saidsomething to them orstopped them. He kept

quiet so all these thingshappened," Manjhi added.

The former Bihar ChiefMinister recounted theschemes he had initiatedlike free electricity tofarmers having up to five

acres of land, free educa-tion for SC, ST and girlstill postgraduation, 35 percent reservation to womenin government jobs, creat-ing a 'Safai Aayog'(Hygiene Commission),including Dusadh in'Mahadalit' caste category,providing five decimalland to the homeless atmarket rates.

"All these I did in just 12days from February 7 to19. Before it I was a rubberstamp Chief Minister say-ing 'yes sir', while threemonths were spent inwrangling. I wish I had gotthree months more towork. I would have showneverybody what I couldhave done," Manjhi said.

"Kumar is now sayingthat he will review all theschemes brought by me. Iask him to do it quickly so

that people can understandhis intentions," he said.

Manjhi claimed thatKumar chose him as hehailed from a ScheduledCaste thinking that "I willbe a mask and he will rulefrom behind. This reflectshis feudal mindset."

The former chief minis-ter also claimed that he hadhit out at organised lootand commission prevalentin various infrastructureschemes in the state, thepowerful lobby with vest-ed interests in such proj-ects, engineered hisremoval.

He alleged a scam is inthe making and estimatedcosts of infrastructure proj-ects have been inflated fiveto 10 times, and 10 percent of all schemes weregiven as 'contractor bene-fits'.

Budget as "pro-rich" and"pro-corporate", AssamChief Minister TarunGogoi said it has got noelement of getting 'acchedin' as the BJP promisedbefore coming to power.

"The people of Assamand North East found noreason to cheer as thebudget remained silent onthe steps for employmentgeneration, flood, and ero-sion," he said.

sector.Though the Centre gives

an impression that it wasfor the development ofNorth East, the North EastIndustrial and InvestmentPromotion Policy was sus-pended immediately afterit came to power and thisyear's Budget has nothingfor creating industries andinfrastructure in the region,he added.

"By announcing to set upan AIIMS like institutionin Assam, the Centre triedto hoodwink the people asthe state government hadallotted a land for the samelast year and the announce-ment was nothing new,"Gogoi claimed.

He also said that theCentre talked about settingup of an IIM, but the budg-

et remained silent on that.Gogoi, however, thanked

the 14th FinanceCommission for increasingthe devolution of fund tothe state to 42 per cent,though most of the statesdemanded for 50 per centrise.

He further said that theBudget provided nothingnew for Assam and NorthEast except carrying for-ward the old schemes.

"Though connectivity isa real key area for Assamand other North Easternstates, which needs majorrevamp, and for creation ofinfrastructure also connec-tivity was crucial, theGeneral Budget andRailway Budget failedmiserably on this front,"Gogoi said.

Two hardcore NDFB(S) mili-tants were apprehended todayduring a joint operation by Armyand police in Assam's Kokrajhardistrict.

Acting on specific information,a joint team of the Red HornsDivision of the Army and policenabbed the duo, allegedlyinvolved in the December 23attack on adivasis and snatchingweapons from the ecological bat-talion in October last, fromKokrajhar town this morning, aDefence spokesman saidhere.

The Myanmar-trained militantshave been identified as SumkwrMushahary alias Sugum andSwmkwr Basumatary and bothwere suspected to have fled toBengaluru after the December 23attack and had returned to the dis-trict recently.

The security forces recoveredtwo 7.65 mm pistols, four liverounds of ammunition and somecombat materials including docu-ments, sources said.

HYDERABAD, MARCH 01Reacting to the "raw deal" meted

out to Andhra Pradesh in the unionbudget, Chief Minister NChandrababu Naidu said he wouldmeet Prime Minister Narendra Modito seek justice for his state reelingunder the impact of bifurcation.

Naidu, who is also president of theTelugu Desam Party (TDP), a partnerin the National Democratic Alliance(NDA) government, told reportershere that the budget dashed hopes ofpeople who had reposed faith in thealliance.

Unhappy over the state not beinggiven special category status and suf-ficient funds in the union budget,Naidu said he would make all effortsto pursue the centre to undo the injus-tice done to the state by the previousCongress-led government by divid-ing the state.

Naidu reminded Modi that duringthe election campaign, they gave

assurances to people and made prom-ises.

"At an election meeting in Tirupati,Mr. Modi had promised that a world-class capital city would be developedwhich would be better than Delhi,"said the TDP chief.

The chief minister said he visitedDelhi seven-eight times and met theprime minister, the finance ministerand others to explain to them theproblems faced by his state and theassistance required to overcomethem.

"I did not expect this," said Naidu,while pointing out that the budget hasnothing to offer to the state.

The TDP chief said division of thestate was a political decision andhence the creation of level-playingfield has to be a political decision.

He, however, said this would haveno impact on his `friendship` with theBJP-led government.

Asked if he would withdraw sup-port to the government, he retorted:"I am not going to play petty poli-tics."

605 Martian days, Nasa'sCuriosity rover has con-firmed the presence ofmethane on Mars environ-ment which may hint thatlife once existed on theRed Planet.

The tunable laser spec-trometer in the SAM(Sample Analysis at Mars)instrument of theCuriosity rover hasunequivocally detected anepisodic increase in theconcentration of methanein Mars' atmosphere.

This puts an end to thelong controversy on thepresence of methane inMars, which started over adecade ago when this gaswas first detected with tel-escopes from the Earth,the authors from the MarsScience Laboratory(MSL) reported.

Since methane can bethe product of biologicalactivity - practically allthe existing methane in theEarth's atmosphere origi-nates in this way - this hascreated great expectationsthat Martian methanecould also be of a similar

origin."It is a finding that puts

paid to the question of thepresence of methane in theMartian atmosphere but itdoes pose some othermore complex and far-reaching questions, suchas the nature of itssources," said study co-author Francisco JavierMartin-Torres from the

Andalusian Institute ofEarth Sciences (CSIC-UGR) at the University ofGranada, Spain.

"The sources, webelieve, must lie in one ortwo additional sources thatwere not originally con-templated in the modelsused so far. Among thesesources, we must not ruleout biological methano-

rent models, if there reallyexisted methane in Mars,it would remain there foran average 300 years andduring this period, itwould be homogeneouslydistributed across theatmosphere.

SAM has been detectingbasal levels of methane

concentration and has con-firmed an event of episod-ic increase of up to 10times this value during aperiod of 60 Martian days.

The new data are basedon observations duringalmost one Martian year(almost two Earth years),included in the initial pre-diction for the duration ofthe mission (nominal mis-

sion), during whichCuriosity has surveyedabout 8 kms in the basin ofthe Gale crater.

The newly arrivedMAVEN (MarsAtmosphere and VolatileEvolution) from Nasa willprovide continuity for thestudy of this subject, theUS space agency said in astatement.

In the near future, theTrace Gas Orbiter (TGO),jointly developed by theEuropean Space Agency(ESA) and the RussianSpace Agency(Ruscosmos) will measurethe concentration ofmethane on Mars at a larg-er scale.

In a move to boost local manufacturing ofmobile phones and tablets, the govern-ment on Saturday increased

duty benefits fordomestic producers ofthese electronic items.

Excise duty struc-ture for mobiles hand-sets, including cellularphones, is beingchanged to 1 percentwithout CENVATcredit or 12.5 percentwith CENVAT credit,Finance Minister ArunJaitley said while pre-senting the Budget inParliament.

"Manufacturer or pro-ducer of final product is allowed to takeCENVAT credit. This would encouragelocal manufacturing rather then import,"IESA Chairman Ashok Chandak said.

Local manufacturer can claim duty bene-fits on VAT paid on purchase of variousinput materials.

The increase in CENVAT credit will givebenefit to domestic manufacturers againstthose importing such items.

The minister also announced to exempt"parts, components and accessories, falling

under any Chapter, for use in the manufac-t u r eo f

t a b l e tcomputers and their subparts for use in man-ufacture of parts, components and acces-sories, " from "BCD (basic custom duty),CVD and SAD.

"All goods except populated PCBs, fallingunder any Chapter of the Customs Tariff, foruse in manufacture of ITA bound goodsfrom 4 percent to Nil," Jaitley said.

Indian Cellular Association NationalPresident Pankaj Mohindroo said that gov-

ernment's announcement on CENVAT leadsto increase countervailing duty on importsto 12.5 percent on imposed on imported

mobile and tablets which isgoing to make strong case formanufacturing within country.

"Increase in CVD willincrease price of importedproducts but domestic manu-facturers like Samsung andMicromax stand to gain fromthis," Mohindroo said.

Government has alsoremoved special additionalduty on components of tabletwhich ICA National Presidentsaid is a great advantage fordomestic manufacturers.

ELCINA ElectronicsIndustries Association of Indiasaid that not exempting printedcircuit board from SAD willencourage local sourcing ofcomponents and is a positivestep for domestic manufactur-ing.

"Continuing SAD on popu-lated PCB will encourage peo-

ple to gets them made in India.This will boost domestic electronic manu-facturing services," ELCINA SecretaryGeneral Rajoo Goel said.

In addition to this blanket announcementto reduce corporate tax from 30 percent to25 percent also rejoiced industry players.

"Reduction of corporate tax to 25 percentwill make up more competitive with otherAsian economies where bulk of manufactur-ing investment was going," Mohindroo said.

Apple claiming that the UStech giant continued to use itstechnology in iPhones andother wireless devices afterrefusing to renew a licencingagreement.

"Apple currently uses ourtechnology without a licenseand therefore we are seekinghelp from the court and theITC (International TradeCommission)," Ericsson'shead of intellectual property,Kasim Alfalahi, said in astatement.

"Features that consumersnow take for granted - likebeing able to livestream tele-vision shows or access theirfavourite apps from their

phone - relyon the technology we havedeveloped," he added.

Ericsson said it has filedtwo complaints to the ITC andseven more to a court in Texasafter Apple rejected an offerfrom Ericsson to "have a courtdetermine fair licensingterms."

The Swedish company wasalso seeking a marketing banfor Apple products that use thepatents, which relate to sec-ond and fourth generationLTE mobile wireless technol-ogy.

Apple in turn had filed alegal complaint in Januaryagainst Ericsson, claiming thepatents were not up to indus-try standards and that theSwedish group had asked for

excessive royalties for them inits licencing renewal offer.

"We've always been willingto pay a fair price to secure therights to standard essentialpatents covering technologyin our products," Applespokeswoman Rachel Wolfsaid.

"Unfortunately, we have notbeen able to agree withEricsson on a fair rate for theirpatents so, as a last resort, weare asking the courts for help,"she said.

Ericsson no longer makesmobile phones but buildsequipment for mobile net-works, and has more than35,000 technology patents and100 patent-licensing agree-ments worldwide.

Chasing 309 for a win at theWestpac Stadium, Sri Lanka lookedcomfortable from the very start aftera 100-run opening partnership andthen Thirimanne (139 not out) andSangakkara (117 not out) managed anunbeaten 212-run stand to help theislanders canter to their target in 47.2overs.

The duo combined well to make theJames Anderson-led bowling attacknot only look ordinary but also put upa commanding batting display intheir record second-wicket partner-ship against England in ODIs.

Opener Tillakaratne Dilshan (44)was the only casualty in an otherwisesupreme batting show -- off-spinnerMoeen Ali being the beneficiary ofthe lone wicket to fall. The 25-year-old Thirimanne, who was dropped on3 off Stuart Broad in the 4th over ofthe innings, capitalised on the spill tobecome the youngest Sri Lankan toscore a century in a World Cup. His143-ball knock was studded with 13fours and 2 sixes - hit the winningsix. Sangakkara showed his classonce again to register a chanceless23rd ODI hundred, his 86-ball knocklaced with 11 fours and 2 sixes. SriLanka though were guilty of drop-ping more than a couple of catches inthe England innings but their effortwith the bat put a curtain on all theshortcomings.

Earlier electing to bat, England

rode on Joe Root's 121 to post 309 forsix in 50 overs and a quickfire 19-ballunbeaten 39 from Jos Buttler in theend raised English hopes of a goodshowing.

But that was not to be as Sri Lankalooked unfazed after what looked anordinary bowling effort, to make thechase look simple and register theirthird win of the tournament.

After losing their opener againstNew Zealand, the Angelo Mathews-led side side has certainly done wellto post three wins on a trot, againstAfghanistan, Bangladesh and nowEngland.

The Eoin Morgan-led side on itspart is struggling with just a single

win from four matches and that toohas come against minnows Scotland.

Batting first, England were in a bitof trouble at 161 for four before a 98-run partnership between Root, whose108-ball stay was laced with 14 foursand 2 sixes, and James Taylor (25)put the innings back on course to abig total.

The defiant stand, which is a record5th wicket partnership for England inWorld Cup matches, came in just 11overs as the Sri Lankan bowlers hadlittle answer to the brisk run-scoring.

In the end though it was Buttler'scameo that really pushed the Englandtotal beyond the 300 plus mark.England started off well with Ali (15)

and Ian Bell (49) sticking it out in thefirst 9 overs. Fielding was a big letdown by the islanders, as Bell wasdropped in the fourth over twice andlater Root was also given a life whenhe was in single digits.

Medium-pacer Mathews (1-43)drew first flood after picking up Aliand off-spinner Tilakaratne Dilshan(1-29) soon scalped Gary Ballance(6) with a caught and bowled effort.

Bell hung around for a while onlyto see new-ball bowler SurangaLakmal (1-71) deny the opener hisfifty. Morgan (49) also stuck aroundfor sometime but Thisara Perera (1-55) got his prized wicket an overbefore the start of the powerplays in

Anushka Sharma’supcoming ‘NH10’has ended up get-

ting an adult only certifi-cate. But this is not at allsurprising for the actress.She has reacted to this A-certification, saying thatthis was expected of thefilm. The filmmakers knewthat the censor board mayhand over A-certificate to‘NH10’, still they wereloyal to the storyline.Anushka is making herproduction debut with thisupcoming film. The youngproducer said to the mediaon this matter, “When wemade the film, we knewthere is a possibility of get-ting an A-certificate. Westayed true to the story, westayed real to the subject. 2. Moisturizer: "A good sunscreen with SPF 15 or more

with good UVA/UVB protection is a mustfor you. Use a good moisturizer withantioxidants, like green or white tea, pome-granate, or vitamin C, which will protectyour skin from damaging free radicals."

3. Night-time treatment: "Once you're in your 30s, choose a night

cream or serum with retinol or retinoids.Start using an eye cream daily. For dark cir-cles, use one with hydroquinone, vitamin C,or botanicals that brighten, like kojic acid,soy, or licorice. For puffiness, look for onecontaining caffeine and for extra moistur-ization, use one with hyaluronic acid."

Above all, if skin troubles do not go awaywith routine application of relevant oint-ments, a healthy diet, and regular exercise,then consult your doctor. Sometimes, hor-monal imbalances can wreak havoc on skinas you step into your 30s.

Sonam Kapoor hasbeen tested positivefor swine flu and is

being treated at Rajkothospital. When the actresswas feeling unwell, herblood sample was taken forswine flu and other med-ical tests and the testsshowed positive result forswine flu. The actress wasshooting for SoorajBarjatya’s ‘Prem RatanDhan Payo’ in Gondal nearRajkot for the last oneweek. She showed symp-toms of swine flu, said thedoctors at SterlingHospital.

The tests carried onSonam Kapoor tested posi-tive for swine flu and thedoctor had finally conclud-ed that the actress has beenaffected with H1N1, orswine flu. Sonam’s physi-cal trainer is also caughtwith the dreaded virus.

The dreaded swine flugripped the entire nationand many people lost theirlives.

“She was suffering fromcough, sore throat and mild

fever and has been keptunder observation,” KamalParikh, medical director ofSterling Hospital, said.“Several medical tests,including of swine flu,have been conducted andthe reports are awaited,”said Parikh,

Filmmaker Prakash Mehra’sson Amit Mehra dies at 40

Late filmmaker Prakash Mehra’s son AmitMehra passed away on Saturday morning fol-lowing cardiac arrest. He was 40. Amit Mehra

was one of the three sons of Prakash Mehra."He was at his residence when his family found

him unconscious and took him to the hospital, wherethe doctors declared that he had died of a sudden car-diac arrest," the source said.

"Sad news producer-director Prakash Mehra's sonAmit passed away today morning," a source close tothe family said.

Prakash Mehra's other two sons are Sumeet andPuneet Mehra. Actor Vindu Dara Singh, son of DaraSingh condole the death of Amit Mehra.

"RIP Amit Mehra, son of Prakash Mehra ji tooearly to leave at this young age," he posted.

In 2013, Amit hit the headlines when he enteredinto a legal brawl with scriptwriter Salim Khan andJaved Akhtar over the remake of his father's film'Zanjeer' starring Priyanka Chopra and Ram Charan.

Puneet the youngest one said, "Sumeet and I weretotally against Amit's idea of remaking dad's 1973blockbuster. We realized that he had finalized hisdirector and even the hero. He pleaded that if we donot give him the licensing right for a certain fee, he'llbe finished. And we relented.”

His cremation took place in an electric crematori-um in Oshiwara.
