The Association of Alaska Community Health Aide Program Directors’ Annual Community Health Aide/Practitioner “Shining Star” Recognition Awards will be presented at the CHAP Forum on April 26, 2016.

Purpose:

1. To demonstrate appreciation of Community Health Aides/Practitioners for their contribution, dedication and sacrifice. Nominated CHA/Ps should embody the spirit of the Community Health Aide Program and show a positive impact through serving their patients, community, or a cause.

CHAP Certification Rates

The Community Health Aide Program Certification Board (CHAPCB) would like to take this opportunity to recognize Tribal Health Organizations for achieving the Community Health Aide/Practitioner (CHA/P) certification rate of 90% or greater as of January 2016. The overall certification rate as of January 2016 for CHA/Ps is at 89% statewide. The Board recognizes the hard work and dedication it takes to achieve and maintain this level of certification. We would like to congratulate each organization for this accomplishment and commend them for their commitment and work in certifying their community health aides. The Board collects CHA/P employment counts twice a year in January and June. The goal is to determine and plan future training needs for health aides in all organizations, to measure our progress and to identify areas that require attention.

Welcome New CHAPCB Member In October 2015, Rahnia Boyer, Vice President of Village Health, Yukon-Kuskokwim Health Corporation (YKHC) was nominated as the YKHC Representative to the Board. Rahnia is a Yup’ik Eskimo from Bethel with family originally from Kipnuk, Alaska, and she is an enrolled member at the Kipnuk Traditional Council. The YKHC located in Bethel, Alaska, is a tribal health organization of 58 tribes from the Yukon-Kuskokwim Delta that operates 41 village clinics, 5 sub regional clinics and a hospital. Rahnia has worked for YKHC for five years, first as Nicotine Control Program Manager for one year, then

as the Community Health Aide Program/Education Director for over three years. Rahnia received her Bachelor of Science in Biological Sciences from the University of Alaska Fairbanks and is currently completing a Masters of Arts degree in Communication and Leadership from Gonzaga University. Prior to working for the YKHC, Rahnia worked for five years as the Director of the Diabetes Program in Nome,

Alaska, successfully managing over $1 million in grants and multiple community health programs.

are in process with ANTHC Immunizations staff and will be made available in the eCHAM in the near future.

eCHAM Medicine changes for 2016 have been approved by Clinical Directors. We are working with our pharmacy consultants to ready a portion of these content changes for an early Summer revision. Remaining changes will be included in a late Fall revision release.

CHAP Distance Learning Network Update

ANTHC’s CHAP Distance Learning Network entered into its third rollout of Session IV blended training on March 14, 2016. Session IV blended training will deliver online instruction to 33 Community Health Aides in their clinics, then wrap-up in a shortened face-to-face session via one of the CHAP Training Centers (including regional locations) to work on hands-on skills. Online instruction is completed through interactive slides, videos, online discussion and quizzing based on the CHA Basic Training Curriculum. During the administration of this delivery, CHAP DLN will begin work on the creation of blended Session I/Session II training

The Behavioral Health Aide Program is springing into great work this quarter with the goal to support our BHAs statewide in the work they do. The BHA Program’s most exciting project in the works is the BHA Training Center, which will share space with the Community Health Aide (CHA) and Dental Health Aide Therapist (DHAT) Programs. The Training Center will enable us to share resources and will elevate the BHA profession alongside these well-respected programs. An actual training space will be built on the 2nd floor of a planned childcare center to be located next to the Inuit Building on the Alaska Native Health Campus with a projected completion date of late 2017 to early 2018. As it relates to the Training Center, the BHA Program is partnering with the Department of Labor (DOL) to align BHA training with the national requirements for a Registered Apprenticeship. Once this is established, BHAs who participate in this option will receive a certificate that is recognized nationally, within and outside of the tribal health system. There are a number of benefits for Tribal Health Organizations which choose to enroll their BHAs in the Registered Apprenticeship, including increased technical support, structured on-the-job training focused on building specific skills for their scope of practice, as well as guaranteed salary increases for BHAs upon reaching established milestones in the Registered Apprenticeship process. ANTHC will be contacting Tribal Health Organizations to discuss this opportunity at a future date! Furthermore, ANTHC’s BHA Program is partnering with Alaska’s only tribal college, Ilisagvik College in Barrow, to meet the needs of BHAs who have higher educational aspirations. The Training Center will operate as a satellite location for Illisagvik to deliver BHA-relevant training and instruction. This will enable BHAs to receive academic credit towards a two year associates degree, which will prepare them to continue along a pipeline for academic and career advancement.

On another note, the ANTHC BHA Program would like to announce two new resources we are establishing for BHAs and clinical supervisors. ANTHC has begun planning and developing a monthly teleconference to support the statewide network of BHAs and clinical supervisors. For years, we have heard the need to have more opportunities for

BHAs to network and be supported by their colleagues in other communities. Often times, BHAs live and work in communities and may be the only behavioral health provider, which results in their feeling very disconnected from others who can relate to their work challenges and successes. This teleconference will be facilitated by BHAs and is one way we hope to continue providing the support our BHAs need and deserve. Similarly, we have heard from our BHA supervisors and behavioral health directors that they would like a space to connect with each other on topics related to the BHA program. In response to their requests, we are coordinating regular technical assistance meetings for directors and supervisors to discuss topics such as program planning, BHA training, supervision, and certification needs and processes. The majority of learners were female (89%) and Alaska Native/American Indian (76%). Half of respondents (50%) said they took the module because they needed continuing education, while 25% said they wanted to learn about cancer and 16% thought the module looked interesting. All respondents reported that they had learned what they hoped to learn, and 96% shared that the modules were respectful of their culture. Respondents shared that they would use the information they learned in the cancer education modules with their patients (71%), family (54%), friends (48%), and with their communities (55%). “I am happy to have learned this, and that I am able to share it now.” “It’s a good reminder of things I may need to be asking patients.” “I interact with people in many venues. It helps to have resources to refer them to as well as random facts to share..., but also a resource for them to check the information for themselves.” Highlights of online learning evaluations are shared below. Some things I liked about this online cancer education module... Comments included: Informative/learned new things: “The module was

excellent to understand cancer better. I liked it and learned from it.” “I didn't expect to learn as much as I did. It was especially helpful to learn exactly what radiation and chemotherapy are because we hear about them all the time…This is amazing information.”

Stories: “I like hearing the stories about real patients.” ”Useful testimonies - I think they will help me counsel patients about screening for cancer.”

Ease of use: “It was very good to be able to take this in my hometown and not have to leave my children.” “It was easy to navigate, I also like that it asked questions throughout the module not just waiting till the very end.”

Videos: “I like its thoroughness and plenty of videos with real people.”

Alaska Native focus: “It covered what cancer generally is, but it was geared towards Alaskan Natives.”

Short: “Short and right to the point, since I have other duties and responsibilities and patient care at work, trying to receive my CE's.”

Interactive: “The interactive parts were excellent.” Helpful: “Fun, interesting and useful, not just for

clinicians but for patients as well. It is like listening to your uncle tell you his story.”

Kudos to the Kotzebue and Bristol Bay regions for having the most CHA/Ps complete the online cancer education modules. We would love for every region to be well represented. The Community Health Aide Program Certification Board Standards and Procedures, amended January 22, 2016, include amendments approved by the Dental Academic Review Committee (DARC) at their August 25, 2015 meeting. In addition to the DARC amendments, the CHAPCB Standards and Procedures were also amended to include additions to the list of approved sponsors in Sec. 3.10.100.
