On the intervening night of 27/28-1-2010 at 2 A.M. four armed persons boarded the Himalayan Queen Express from New Delhi Railway Station and robbed the passengers of their jewelleries worth 2.40 lacs, 3 mobile phones and cash about Rs.18,000 at the point of knives. Having robbed the passengers the robbers deboarded the train and fled away. On this a Case vide FIR No. 15/10 dated 28.1.2010 U/s 392/34 IPC was registered at PS NDRS and investigation was taken up. A team was constituted to solve the Case and put on task. Informations were gathered and several raids were conducted at various places. The special staff of North East District has arrested one criminal namely Subedeen (45) s/o Shabir r/o village Loni Dabar Talab Bengali Peer Gaziabad UP who is involved in a murder case of one young girl named Israana @ Chhoti, aged 20 years committed in the area of Loni, Ghaziabad (UP). A reward of Rs 10,000/- was also declared for his arrest by the SSP/ Gaziabad UP.

TEAM & INCIDENT

HC Azad Singh of Special Staff of North East District had received an information about one Subedeen who is involved in a sensational case of murder of a young girl in the area of Loni Gaziabad UP. A team comprising of SI Jai Bhagwan, SI Parmod Anand, HC Azad Singh, Ashok Kumar, Bijender Singh, Upender Singh and constables Pardeep, Deepak, Gurcharan Singh, Kishan Kumar led by Inspector Sukhwinder Singh under the close supervision of Sh. S.S. Hassan, ACP/Operations North East District Delhi was formed.

On 01.02.2010, at about 05.20 PM, the above mentioned team had received information that the above mentioned Subedeen would be coming at Bus Stand, near Shyam lal College, Shahdra Delhi. On this information, the team members swung into action and apprehended Subedeen while he was waiting for someone.

INTERROGATION

On sustained interrogation, Subedeen has confessed to have committed the murder of Israana along with his associates namely Naseem, Parvez, Feroz and Meena. Shakeel, the brother of Subedeen had illicit relations with one Israana. Shakeel had eloped with Israana and both came to the village after a gap of four months.

Later on, in the month of August 2009, an unidentified dead body of a female was found in the jungle of Kharkhari road Loni Gaziabad UP. An autopsy was got conducted by the local police and it was transpired that the girl was strangulated to death and she was identified as Israna. A case vide FIR No. 1490 dated 13.08.2009 under section 302/201 IPC was registered at Police Station Loni Gaziabad, UP and the investigation was taken up by the local police.

During the course of the investigations, it was transpired that Naseem, along with Shakeel, Subedeen, Parvez, Feroz and others have committed this crime. All the aforesaid persons have already been arrested by the local police of Ghaziabad (UP) and Subedeen was absconding. A reward of Rs. 10,000/- was announced by the SSP Gaziabad UP for his arrest in this case. A hunt was launched by the UP Police to apprehend the above said criminal Subeeden but they were not able to arrest him, despite their efforts. UP Police has been informed about the arrest of the Subedeen. He will be produced in the Karkardooma Court, today. Further action will be taken by the UP police.

INTERSTATE GANG OF AUTO LIFTERS & ROBBERS, BUSTED, 06 MOTOR CYCLES, 01 MARUTI CAR RECOVERED, 01 ROBBERY CASE OF KARAWAL NAGAR, WORKOUT TILL NOW

With the arrest of (1) Joginder @ Babloo, aged 26 Yrs S/o Sh Mahabir R/o D-87, Gali No. 12, Prem Vihar, Shiv Vihar, Karawal Nagar, Delhi (2) Devender @ Tempo, aged 22 S/o Sh Ombir R/o Gali No. 12, Prem Vihar, Shiv Vihar, Karawal Nagar, Delhi. North-East District has busted a Inter-state gang of autolifters, robbers, 06 motor cycles, 01 Maruti Car have been recovered from their possession. 01 robbery case of PS Karawal Nagar also worked out.

TEAM AND THE INCIDENT

A team consisting of Inspector Jai Kishan I/C Anti Auto Theft Squad,N.E, SI Lokender, HC Virender, Ct Satender and Ct. Narender were constituted under the close supervision of Sh. Syed Shakir Hassan, ACP/operation, North-East District, Delhi.

To check the incidents of M.V. theft North-East District, a team consisting of above mentioned police officers was constituted and vehicle checking was conducted at

the vulnerable points. On 31th January, 2010, secret information was received by the police personnel’s of AATS/N-E that a group of active auto lifters would come from Zero Pusta, New Usman Pur, Delhi towards ‘K’ Block Jhuggies, New Seelam Pur, on a stolen motor cycle. Accordingly a trap was laid near Northern India Engineering College, New Usman Pur. At about 10.30 P.M. two person riding on a Hero Honda Passion, motor cycle No. DL- 7SS 0988 came from Zero Pusta, New Usman Pur, towards Northern India Engineering College, New Usman Pur, Delhi. On Pointing out of the informer they were apprehended by the police team and were asked to produce the documents of the motor cycle but they could not produce any documents related to it. Instead they got terrified, which created suspicion. On sustained questioning, they disclosed that they had stolen this motor cycle from in front of Shahdara Railway Station, Delhi. On verification the above said motor cycle was found to be stolen from the area of PS Shahdara vide FIR No. 459/09 u/s 379 IPC. They were arrested U/S 41.1 (D) CRPC.

INTERROGATION

The identity of the accused persons were revealed as 1) Joginder @ Babloo, aged 26 Yrs S/o Sh Mahabir R/o D-87, Gali No. 12, Prem Vihar, Shiv Vihar, Karawal Nagar, Delhi (2) Devender @ Tempo, aged 22 S/o Sh Ombir R/o Gali No. 12, Prem Vihar, Shiv Vihar, Karawal Nagar, Delhi. On sustained interrogation, they disclosed that they were active in area of Delhi and border area ofU.P. This Gang was operating in NCR region, especially Delhi, Ghaziabad. On their disclosure and on their instance,

five more stolen motor cycles and one Maruti Car were also recovered at their instance from their possession which were found to be stolen from the area of PS

Kalka Ji, M.S. Park, Shahdara, Jaffrabad and Dadri U.P. The maruti car was stolen from area of PS Kalka Ji. One robbery case of Karawal Nagar was also worked out. Joginder @ Babloo is a desperate B.C. of PS Karawal Nagar. He was wanted in two robbery cases and one theft case also of PS Karawal Nagar.

Further investigation/interrogation is in progress and efforts are being made to affect more recovery.

CHEATS IN THE GUISE OF ICICI BANK RECOVERY ARRESTED .

Police Station Adarsh Nagar of North-West Distt. has busted a gang of cheat by arresting i) Abhishek, aged 25 years, s/o Prem Swaroop r/o 578 block No. 26 Gali No. 3 MCD Flats Jahangir Puri ii) Narender Kumar, aged 40 years, s/o Ghanshyam r/o D-41 Kabir Basti Subzi Mandi Malka Ganj. The master mind Bachhu Singh Choudhary & 3 more Hira Singh, Hira Singh Bisht & Gurumukh singh are absconding.

BREIF FACTS

Complainant Dr. Naresh Kumar Chaubey s/o Sh. Mahabir Kumar r/o E-1369 Jahangir Puri having office at LG-10 Lusa Tower Azad Pur had taken loan from ICICI Bank. Sixteen instalmenst were paid regularly. Due to some unavoidable circumstances the remaining installments were discontinued & the loan was fixed as Rs. 100,000/- Narender approached him in guise of recovery agent & asked him to settle the matte. Complainant wanted to settle with Senior officials of Bank & asked Narender to arrange a meeting with them. Next time Narender visited the office of Dr. Naresh Kumar Chaubey alongwith Bachhu singh, Hira Singh & Abhishek. He introduced Bachhu Singh as Manager. They visited 3-4 times & finally, the matter was settled for Rs. 40,000/- in two installment Rs. 25,000/- were paid on 3/12/09 as 1st installment. Receipt and settlement letter were given by the accused person. All the documents were forged. Actually the accused persons were not recovery agents but cheats.

INVESTIGATION

Addl. DCP North-West Distt. Sh. Vijay Singh had information and he briefed Inspr. Ram Chander SHO/Adarsh Nagar and Inspr. Mahabir Kaushik Addl SHO accordingly. A case vide FIR No. 27/10 u/s 420/468/471/34 IPC was registered at PS Adarsh Nagar & under the guidance of Inspr. Ram Chander, the investigation was taken up Inspr. Mahabir Kaushik Addl SHO Adarsh Nagar. Various raids were conducted & finally accused Abhishek was arrested on 30/1/10. Accused Narender has been arrested on 1/2/10. Investigation is in progress & efforts are being made to arrest them also soon. So far, two more complainants who have been cheated by accused persons have approached & some more likely to approached.

PROFILE OF THE ACCUSED

Abhishek was born in Chhibra Mau , Distt. Kannauj, UP & was brought by his uncle in Delhi. He left the school after matriculation his working in different courier services. He has also worked as recovery agent in ICICI Bank in 2008-09. Narender Kumar s/o Ghanshyam r/o D-41 Kabir Basti Subzi Mandi Malka Ganj Delhi is intermediate & was working in New Subzi Mandi, Azad Pur for last 7-8 Years. After this he had worked under one recovery agent Bachhu Singh who is absconding. He approached the victim in the guise of Manager of ICICI Bank

HIGHWAY ROBBERS ‘AMZAD’ GANG BUSTED : ONE CASE OF MURDER & TWO CASES OF THEFT WORKED OUT

A team of Special Staff/NWD has arrested one notorious highway robber namely Amjad, aged 27 years s/o Abrar r/o HNo. E-12/68 Hauz Rani, Delhi, permanent resident of Village Bhawani Pur, PS Sahaswan Distt. Badaun (UP), vide DD 90B dated 1.2.10 u/s 41.1(A) Cr.P.C. PS Model Town, Delhi. One case of murder and two cases of theft of PS Pul Parhlad Pur, Delhi have been worked out with his arrest.

Ct. Anand Singh and Ct. Krishan Kumar developed an information regarding a highway robber who is involved in a number cases of highway robberies and a murder of PS Pul Parhlad Pur, Delhi. On their information, a team comprising of SI Balbir Singh, HC Dinesh Kumar, HC Mukesh Kumar, HC Ranjan, HC Baljeet, Ct. Hitlar and other staff of Special Staff/NWD under the close supervision of Sh. Krishan Kumar, ACP/Operations/NWD, was formed. On 1.2.10, the team received an information that one Amjad will come to meet one of his friend at bus stand Chhatrasal Stadium, Model Town. Accordingly a trap was laid near bus stand Chhatarsal Stadium and Amjad apprehended the above said accused person.

On sustained interrogation he disclosed that he alongwith his associates namely Nazim, Wazid @ Jagga and Motu has committed a number of highway robberies in trucks and during one such robbery they have murdered the driver of truck by intoxicating him and strangulated him with clutch wire and disposed off his body in isolated place on highway between Chaula and Sikandrabad in UP and sold the same truck in Sambhal (UP). Accordingly he was arrested vide DD 90B dated 1.2.10 u/s 41.1(A) Cr.P.C. PS Model Town, Delhi.

He further disclosed that he alongwith his associates namely Nazim, Wazid @ Jagga have stolen two truck-cum-trollas from the area of PS Pul Prahalad Pur, Delhi within last two months and sold the same to one person nick name Motu r/o Sambhal (UP), who used to met them near ICT, Tughlakabad, Delhi. The said truck-cum-trollas were found stolen vide FIR No. 10/09 u/s 379 IPC PS Pul Prahlad Pur, Delhi and 131/09 u/s 379 IPC PS Pul Prahlad Pur, Delhi respectively.

In Delhi he came in contact with Wazid @ Jagga and Nazim and started crime for quick money. He was never arrested before and has no criminal record in Delhi.

Concern Police Station has been informed about his involvements/arrest and sincere efforts are being made to trace out his other associates.

The gang had an unique modus-operandi of duping innocent people by circulating attractive advertisement/pamphlets/cable telecast in various parts of NCR through very attractive proposals and home delivery service. They used to insert pamphlets in reputed newspapers so as to win customers’ confidence.

With the arrest of two accused, the South District Police has busted an organized racket of fake placement agency involved in duping innocent people in the name of providing Domestic Maid, Caretaker, Nanny, Nurses etc.

ACCUSED ARRESTED:

1.Salim Turkey age 35 years S/o Nirmal Tirkey R/o Nathupur, Gurgaon, Haryana

2.Bahuran Kumar age 25 years S/o Gavachh Mukhia R/o E-67, Jawahar Park, Devali Khanpur, Delhi

INCIDENT

One Sh. Jagdish Narayan S/o Late Sh. Chaturbugh Shai R/o C- 420, Sarojini Nagar, New Delhi, retired as Director, Government of India filed a complaint with P.S. Sarojini Nagar stating therein that he had received a pamphlet in morning newspaper regarding advertisement about availability of house maid through registered agency namely Jay Placement Service having its office at Lajpat Nagar, New Delhi. As the complainant couple being the retired government officials was in dire need of maid due to physical ailment, they approached the agency on given mobile numbers. They were promised the availability of domestic maid for a sum of Rs 10000/- as Registration Charges and salary of Rs 1800/- per month. Instead of complainant visiting their office, accused persons offered to provide service at their home.

As per appointment, two of the gang members visited at the resident of the complainant and introduced one Nitu to work as maid at their residence. They filled up the necessary forms and issued a receipt of Rs 10000/-. Since then, the complainant neither received the maid nor the money paid by him and all the details about the placement agency were found to be fake. On this complaint, a Case vide FIR NO. 08/10 U/S 420/120B IPC was registered at P.S.Sarojini Nagar and investigation taken up.

So far, by adopting the same modus-operandi they have duped more than 100 people in and around NCR. Within a very short span of period of two months, the gang changed their contact numbers for more than 50 times.

TEAM & ARREST

A special police team consisting of Inspector Anil Sharma (Inspr./ Investigation), ASI Prem Singh, HCs Shish Ram, Nanga Ram and Constable Ct. Vipin Kumar under the supervision of Inspr. Ramesh Kumar, SHO/Sarojini Nagar and Shri Mahender Singh, ACP/S.J.Enclave was constituted and extensive ground work and surveillance started. But in spite of repeated raids at various hideouts at NCR region, it came to light that the gang was so fast and clever that they used to change their hideouts and contact numbers very frequently. It further came to light that within a very short span of period of two months, the gang changed their contact numbers for more than 50 times. After extensive ground work and surveillance, accused Bahuran Kumar was apprehended on 30.01.10 near Bus Stand Devli.

INTERROGATION

During sustained interrogation, accused Bahuran disclosed that he had formed this dubious racket to dupe innocent people with co-accused Salim, Ashok @Jay and Himani @Muskan. So far, by adopting the same modus-operandi they have duped more than 100 people in and around NCR.

He was taken on 3 days’ “Police Custody Remand” and at his instance accused Salim Turkey was also arrested from Aya Nagar Border on the intervening night of 1/ 2.02.2010. Many Pamphlets and bogus Receipt Books and advertisement materials used by the accused persons have been recovered from their possession.

MODUS-OPERANDI

The racket has duped more than 100 innocent people who are in dire need of Domestic Maid due to various needs at home. The gang had an unique modus-operandi of duping innocent people by circulating attractive advertisement/pamphlets/cable telecast in various parts of NCR through very attractive proposals and home delivery service. They used to insert pamphlets in reputed newspapers so as to win customers’ confidence. They portrayed themselves as an authorized agent mentioning their office address, registration number and mobile numbers to gain the confidence of innocent people. Once they fix-up the appointment, they used to visit the residence with other gang members including the maid servant to be provided to the customer. They used to show the rosy picture and the cheapest rates and best service and once they fix-up the deal according to the status of the customer by receiving Rs 20000/- or 15000/- as

Salim had remained in jail for 2 ½ years in M.P. for an Attempt to Murder Case.

registration charges, either they would leave the maid with the customer or promise to supply the same within 24 Hours. They even used to issue the receipt for the payments received by them. However, as per their fixed plan, the girl would run away from the customers house within day or two, sometimes even by drugging or robbing the inmates. After that, they would change their mobile numbers as well as handsets and even their residence.

PROFILE:

Accused Salim Turkey originally belonged to Jharkhand and was actively involved in this racket for the last 5 years and even remained in jail for two and a half years in M.P for an Attempt to Murder Case.

Accused Bahuran Kumar is a native resident of Madhubani, Bihar and was actively involved in the dubious trade of running fake placement agencies for the last 8 years and was the mastermind of this group, due to which members of this gang escaped from the clutches of law.

RECOVERY

Many Pamphlets and bogus Receipt Books and advertisement materials used by the accused persons have been recovered from their possession.

Investigation of the case is in progress and efforts are being made to identify other duped persons. Raids are being conducted to apprehend the remaining co-accused Ashok @ Jay and Himani @ Muskan.

TWO NOTORIOUS AUTO LIFTERS ARRESTED ELEVAN STOLEN MOTOR CYCLES WERE RECOVERED 02 CASES OF AUTO THEFT WERE WORKED OUT

With the arrest of two desperate auto lifters namely (1) Raj Kumar, aged 45 years s/o Late Sh. Mohan Lal r/o HNo. G/27 Punjabi Colony, Narela, Delhi and (2) Mahboob, aged 35 years s/o Sahood r/o V.P.O. Akbar Pur Barota, Sonipat (HR), vide FIR No. 36/10 dated 31.1.10 u/s 411/468/471/34 IPC PS Maurya Enclave, Delhi, Anti Auto Theft Squad of North-West District has busted a gang of notorious auto lifters and recovered eleven (11) stolen motor cycles, at their instance. Two (02) cases of auto theft of New Delhi have been worked out with their arrest, while the remaining recovered motor cycles are yet to be connected with cases due to tampering of the engine and chasis numbers. These motor cycles are yet to be correctly identified.

BRIEF FACTS :-

With a view to keep a check on the incidents of auto theft and to nab the criminals involved in auto lifting, the A.A.T.S of North-West District had been sensitized and vehicle checking had also been intensified in the area of North-West District. On 31.1.10, during routine vehicle checking a team of A.A.T.S. headed by of SI Rajeev Ranjan under the over all supervision of Sh. Krishan Kumar, ACP/Operations/NWD, one Hero Honda Motor cycle No. DL6S-D-0116 driven by two persons, later identified as Raj Kumar and Mahboob, was intercepted, at R.P. Chowk in the jurisdiction of PS Maurya Encalve. On asking the relevant papers of said vehicle, the rider namely Raj Kumar produced one RC of the registration No. DL6S-D-0116 which was found to be of a scooter. On getting suspicious, on the basis of engine & chasis number of the said motor cycle, the original registration number of the motor cycle was found to be DL-4S-AR-8198 which was found to be stolen vide FIR No. 13/10 dated 30.1.10 u/s 379 IPC PS Parliament Street, New Delhi. On sustained interrogation, it was revealed that the rider Raj Kumar used to stole motor cycles from different parts of Delhi and the pillion rider Mahboob used to temper the chasis number of the stolen motor cycles and on the basis of forged documents, they used to sell these motor cycles as genuine to innocent persons. Based on the above said facts, a case FIR No. 36/10 dated 31.1.10 u/s 411/468/471/34 IPC PS Maurya Enclave, Delhi was registered and both persons were arrested.

INVESTIGATION :-

During sustained interrogation the accused Raj Kumar disclosed that he has committed a series of incidents of auto theft in the area of Delhi and Sonipat (HR) and on the basis of forged documents, he used to sell these motor cycles as genuine to innocent persons in association with one Mahboob. On further interrogation the accused Mahboob disclosed that the chasis number of the stolen motor cycles were tampered by him at his native place i.e. village Akbar Pur Barota, Sonipat (HR). The accused Raj Kumar used to prepare the

documents in the name of registered owner of the stolen vehicle at his own and used to issue affidavit to the buyers on behalf of the real owner by faking their signatures.

During investigation, one motor cycle No. HR-10-H-1676 (Hero Honda Splendor) has been recovered from one buyer namely Iliyas r/o Mangol Puri, Delhi while four motor cycles DL7S-BD-2667 (Glamour), DL4S-AC-2534 (CD Delux), HR12-K-8902 (Hero Honda Glamour) and DL7S-AE-8545 (Hero Honda Splendor) have been recovered at the instance of accused Raj Kumar from different locations in Narela and Bawana, Delhi. Two other motor cycles DL7S-AE-1505 (TVS Victor) and HR10-E-9731 (Kawasaki) was recovered from the house i.e village Akbar Pur Barota, of accused Mahboob. One other motor cycle No. DL4S-AG-2870 (Hero Honda Passion) was recovered from one buyer namely Pawan r/o Village Bankner, Delhi. One stolen motor cycles No. DL1S-P-3031 (Hero Honda Passion) has been recovered from the buyer Nabi Ahmad r/o E block Bawana, Delhi while HR10-G-9116 (Hero Honda Passion) has been recovered from buyer Shahnawaz r/o E block J.J. Colony Bawana, Delhi. During further investigation the accused Raj Kumar also disclosed that he is involved in theft of 20 motor cycles/scooters. Investigation is being carried out for recovery of remaining vehicles and instruments used for tampering the chasis number of vehicles..

MODUS OPERANDI

Accused Raj Kumar used to recee the parking lots and target the motor cycles which have old/used locks and stole the same vehicle with the help of master keys, mostly in day time, from the parking lots. Later they took the stolen vehicles to Maboob house i.e Village Akbar Pur Barota Sonipat (HR) where accused Mahboob tampers the chasis number of the vehicle with the help of grinder and punch. The accused Raj Kumar make search of the needy persons who requires the vehicle at low price and struck deal with them. He convince the buyers that the motor cycles are genuine with original documents. He used to prepare the fake documents in the name of registered owner of the stolen vehicle at his own and used to give affidavit to the buyers on behalf of the real owner by forging their signatures.

He works as a supplier of cosmetic items in Delhi and Sonipat area of (HR). He came in contact of Mahboob and start committing auto theft for quick money. Later he shifted to Punjabi Colony Narela, Delhi in the year 2003-2004. He committed crime with his associate in Cannaught Place, Parliament Street, Azad Pur, Delhi and Rishi Chowk, Model Town Sonipat (HR). Usually he goes for theft alongwith his associate in buses and stole the vehicle himself from various parking lots. He has no previous criminal record.

2. Mahboob is an associate of Raj Kumar. He is an illiterate person and belongs to poor family. He works as Thathera in village Barota. Intimacy developed between both of them and a plan was chalked out. Under this plan they stolen the vehicles/motor cycles and he tampered the chasis number of stolen vehicles at his house with the help of grinder and punch. He has also no previous criminal record.

Concerned Police Stations have been informed about their involvements/arrest. Their other incidents are being verified and sincere efforts are being made to recover the other vehicles.

Delhi North District poilce has busted a gang of robbers/burglars and stolen property worth lacs of rupees

has been recovered.

INCIDENT AND TEAM

During the night intervening 23/24-01-2010, the locks of Govt. Wine Shop, Malka Ganj, Delhi

were found broken and 46 bottles of foreign liquor were reported stolen. The incident took place during

night hours and there was no clue. Subsequently a case vide FIR No. 24/10u/s 457/380 IPC was registered

at PS Subzi Mandi and investigation was taken up. A team consisting of SI A.K.Singh, ASI Sunder Singh, HC

Hari Om, HC Sanjay, HC Khushal Singh, Ct. Ranesh, Ct. Ajay and Ct. Mukesh Kumar under the supervision

of Insp Ram Singh, SHO/Subzi Mandi was constituted

INVESTIGATION

During initial investigation, the role of local criminal was suspected and the police team was

activated to check movements of all the local criminals. The strenuous efforts of police team yielded

results and one person Upender was spotted moving in suspicious circumstances near Roshanara Road

roundabout. He was carrying a bag containing 5 bottles of liquor. He tried to slip-away on seeing the

police team that raised more suspicion. Acting promptly the police team intercepted him and interrogated

him. Initially, he tried to hoodwink the team but after sustained interrogation, he broke up and revealed

that he was involved in the burglary and had stolen the liquor from Government Wine Shop, Malka Ganj,

Delhi with co-accused Ganesh on the intervening night of 23/24-01-2010. He was arrested after due

confirmation.

INTERROGATION

During sustained interrogation, it was revealed that the accused Upender was previously

involved in 8 criminal cases and is a history sheeter of P.S Roop Nagar. At his instance, the other accused

Ganesh was arrested and 4 bottles of stolen liquor were recovered from his possession. During sustained

interrogation accused Ganesh revealed that he had been involved in a number of cases of thefts mainly

relating to theft of streetlights, brass fittings from houses and factories, car stereos and house burglary

but was never arrested. He had observed that for small thefts no one bothers to lodge police reports. To

earn quick money, he started targeting shops and houses for cash. The biggest ever booty he got was Rs

4.5 lacs when he broke open office of a finance company at Singh Sabha Road, Roop Nagar Opposite

Roshan Ara Bagh, Delhi in the night intervening 21/22-01-2010. At his instances Rs. 2,92,000/-, one gold

ring purchased from the stolen money and the implements of house breaking were recovered from his

house at Gur Mandi, Model Town. At his instance the third accused Afsar Khan @ Pilla has been arrested

who is involved in cases of stereo theft of PS Subzi Mandi. They used to first identify the vacant/under

construction house, and later gain entry into that selected houses during the early hours of the morning

by using iron rod with flattened end, pliers, iron cutter and screw drivers. They targeted shops also. The

stolen goods were sold to different persons to avoid suspicion.

INCIDENT

On 02.12.09, at about 0700 AM , a PCR Call regarding robbery at MCD Toll Plaza of PKSS Company was received in PS Madhu Vihar and immediately local police and special staff rushed to the spot. According to the eyewitnesses, three armed men barged into the office of the Toll Tax Collection Company, Gazipur in the area of P.S. Madhu Vihar, Delhi overpowered the employees on gun point and decamped with Rs. 19.35 lacs lying with the cashier and fled in a silver colour Innova Car. This daring robbery was conducted in a matter of two minutes. It appeared that this robbery was well planned and executed by professional and desperate criminals. Immediately a case vide FIR No. 111/09 u/s 392/34 IPC was registered and investigation was taken up. Several teams of Delhi Police visited the scene of crime as the nature of crime was highly sensational and sensitive.

INVESTIGATION AND ARREST

Taking into account the gravity of the case the Special Staff of East Distt. was assigned the task to nab the desperate gang of criminals. A team comprising SI Vinay Yadav, SI Satendra Khari, ASI Sukhbir Singh, HC Dharmender , HC Praveen Kumar ,HC Ashok Rana, , HC Satender, HC Manoj Kumar, HC Umesh, Ct. Praveen Yadav, Ct. Vishesh, Ct. Yashpal Singh, and Ct. Lokendra under the close supervision of Insp. Rohitas Kumar I/C Spl. Staff East under overall supervision of Sh. G S Meena ACP/Operation was constituted and investigation was taken up. During the course of investigation, the team of special staff tried to develop various information on the basis of modus operandi of criminals but since such a daring robbery of Toll Tax Collection from office was not common in Delhi, no clue could be obtained. Painstaking efforts were then made by the special staff and the criminal intelligence system/information was activated. The focus was then shifted to criminals of Uttar Pradesh. All the records of the criminals released from the jails recently were scrutinized and verified and during this process a secret information was

received that criminals of Amit Malik @ Bhura Gang have come out of the Jail recently and were also involved in several cases of carjacking in Delhi and the NCR. The vehicle used a Toyota Innova Car having blue and red sign of police on the number plate.Secret information was developed that such Innova was seen with Amit Malik @ Bhura. On further surveillance, secret information and through the description given by the employees of the MCD Toll Tax Office, it was verified that the physical features and the built of all the criminals who were involved in the robbery were same as of criminals of Amit Bhura Gang. After continuous work of more than one month, based on input received by Insp. Rohitash Kumar, on 27.01.10 the team immediately rushed to Cross River Mall, Karkardooma, Delhi and apprehended Amit Malik @ Bhura along with his associate and he disclosed his involvement in this MCD Toll Tax Robbery and was arrested in the case.

INTERROGATION

On Sustained interrogation, Amit Malik @ Bhura disclosed that after coming out of the jail, he strengthened his gang and tried to locate targets from where he could obtain money. First he robbed One Corolla and then one Innova vehicle on gun point from Kaushambi, Ghaziabad. With the help of his informers, he targeted this MCD Toll Tax Collection Office of PKSS Company and gathered information regarding this Office. He and his gang members made a recee of the Toll Office on 30.11.09 in the evening hours. He even visited the office from inside and got idea of the location. On 02.12.09, he along with his gang committed this daring broad day light Toll Office Robbery on gun point. All the gang members shared the looted booty. During detailed interrogation, Amit disclosed that with the help of his associates namely Ankur and Atul sachdeva, he got safe hideouts in NCR region and they also provided him fake Registration Certificates for the stolen and robbed vehicles and also disclosed that one worker of MCD Toll Tax namely Sanjeev Tomer @ Kala gave the tip about the time and date when amount cash would be largestat Toll Tax Collection Office. He disclosed that he was a gang member of Rajpal Nai and after his encounter in 2002, he joined hands with Bittoo Kail, Neetu Kail, Pushpender, Anil Bharsi, Rajeev Bhoora who were behind the mass killings in Butrada, Kail and Kirthal who were all killed by the UP Police in encounter in 2005-06. After this he formed his own gang and shifted his base to Delhi and the NCR area in the posh localities so that he could not be traced and started operating from there.

His life style is of high profile nature and needs high luxury vehicles to roam around and has several girlfriends. He wears only branded costly apparel. Due to this lifestyle he sometimes robbed luxury vehicles single handedly on gun point.

2. Ankur Sharma s/o Anil Kumar Sharma r/o 314 B, Pocket E, LIG Flats, GTB Enclave, Dilshad Garden, Delhi aged 25 years is a car thief and is a mediator for selling cars to dealers in Greater Noida

5. Sanjeev Tomer @ Kala s/o Dharmvir Singh r/o Vill- Soop, PS Ramala, Distt- Bagpat (UP) aged 25 yrs. He is working at MCD Toll Tax Office as booth collection operator. He provided whole detail to the Amit @ Bhura gang as to how the cash is being collected at the Toll Tax barrier and how it is being shifted to some other place with timings.

The investigation is still in progress and efforts are being made to recover rest of the looted booty and the remaining accused. The Special Staff police team of East Delhi which has done a commendable job in working out this sensational case is being suitably rewarded.

Whereas, the area known as Old Secretariat ( Purana Sachivalaya) together with its surrounding localities is a busy place frequented by heavy vehicular and pedestrian traffic.

2. And whereas reports have been received that large number of demonstrations/dharnas are being held around Vidhan Sabha premises. Large number of people gether at Metcalfe House . Chandrawal Water Works, Magazine Road, Jubilee Hall Delhi University, Mall Road in support of their demand and invariably march towards Vidhan Sabha . In order to maintain law & order, it has thus, become absolutely essential to issue prohibitory order u/s 144 Cr.P.C. in the affected area as such demonstration/dharnas are likely to cause obstruction to traffic, danger to human safety and disturbance of public tranquillity.

3. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety and disturbance of public tranquillity.

Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure code,1973 read with Govt. of India , Ministry of Home Affairs , New Delhi’s Notification No. U-11036/1/2008 (i) –UTL, dated 31/10/2008, I, Dr. Sagar Preet, Deputy Commissioner of Police, North District, Delhi do hereby make this written order prohibiting

(i) the holding of any public meeting ;(ii) assembly of five or more persons;(iii) carrying of fire-arms, banners, placards, lathis, spears, swords, sticks,

brickbats etc;(iv) Shouting of slogans;(v) making of speeches etc.;(vi) processions and demonstration; and (vii) picketing or dharnas in any public place within the area specified in the

schedule and site plan appended to this order without a written permission.

5. This order shall come into force with effect from 07/2/2010 and shall remain in force for a period of 60 days i.e. upto 07/4/2010 (both days inclusive) unless withdrawn earlier.

6 Any person contravening this order shall be punishable under Section 188 of Indian Panel code.

7. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through Press and by Affixing copies on the notice boards of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil Offices , all Police Stations concerned and the offices of the NDMC and MCD.

8. Religious functions/rallies/public meetings etc. can be held with prior permission, in writing, of Deputy Commissioner of Police, North District, Delhi.

9. This order shall not apply to processions, which have the requisite permission of the police.
