Competition won in 2007 by Entasis for the New Carlsberg City District (33 ha) [The production of beer was stopped in 2008]
The Mineral Water Factory = 9000 sqm venue for modern dance under the name Dansehallerne.
The former bottling plant = a venue for various commercial and cultural events such as conferences, book and art fairs, concerts parties (capacity: 6000 people).
The Lime Tower Lighthouse now serves as an artist's studio and residence.
Entasis' masterplanShort, narrow streets and alleyways, unpredictability, many large and small squares.
Nine slender highrises in heights between 50-120 metres will mark 9 of the area's most important urban spaces. A total of 800,000 sqm will be built (45 % housing, 45 % shops and offices, 10 % sports and cultural facilities). Mixed use, buildings with shops, cafés and other public functions at street-level and housing and offices at upper floors, where
there is more light. 24/7 = always open
Activity centred around the squares, parks and other public spaces. The concept of shared space plays a central role in the plan. Carlsberg's network of underground corridors and cellars play a central role in the plan.
Some will be opened up to create diverse and complex open spaces, others are kept as underground features. There are a large number of large trees, that will be preserved; some places housefronts or streets are shaped to give room
for existing trees. The two historical gardens will be public parks and supplemented with three new gardens. The area is planned to be Carbon neutral and employ a number of cleantech technologies.

Le tecnologie di processo e le tecnologie di prodotto nella produzione del territorio antropico sono inquadrate nel contesto disciplinare dell’ecologia applicata all’urbanistica. / Both process
technologies and product technologies are used in the production of anthropic land: for this they are placed in the disciplinary context of ecology applied to urban planning.
L’apparato definitorio della sostenibilità influenza teoria e prassi dell’urbanistica non solo rispetto a questioni generali come la capacità di carico e la sostenibilità, il metabolismo urbano, l’impronta ecologica e la qualità dell’ambiente costruito, ma anche nello specifico dei principali aspetti geologici e fisici dei terremoti. / The apparatus of definition of sustainability theory and

Alcune osservazioni sul terremoto del 6 aprile 2011 a L’Aquila mostreranno l’interazione con la geologia in situazioni di grandi
fenomeni naturali (i terremoti), mentre con altri casi studio si illustreranno le questioni legate alla stabilità dei versanti e più in
generale al concetto di vulnerabilità fisica e sistemica nella valutazione dei rischi naturali a supporto di scelte urbanistiche finalizzate alla
prevenzione. / Some observations on the earthquake in L'Aquila April 6, 2011 show the interaction with geology in situations of great natural
phenomena (earthquakes), while other case studies illustrate the issues related to slope stability, and more generally to the concept of physical
and systemic vulnerabilities in the assessment of natural hazards to support land use decisions aimed at prevention.

RiduzionismoIn epistemologia -e in qualsiasi scienza- si incorre nel riduzionismo
quando si afferma che ogni aspetto di una scienza (apparati definitori e metodologie, ipotesi generali e ipotesi derivate) debba essere ridotto al
minimo sufficiente a spiegarne i fatti della teoria.
a) Il "rasoio di Occam" (o "principio di economia") sosteneva che non bisognava aumentare senza necessità le entità coinvolte nella spiegazione di un
fenomeno (la spiegazione più semplice è vera).b) Einstein per divulgare la teoria della relatività si appella alla riduzione delle
entità coinvolte nella spiegazione dei fenomeni

Riduzionismo
Compito di ogni scienziato è di trovare la spiegazione più semplice, più economica e (di solito) più elegante che dia conto di tutti i dati
conosciuti.
Oltre questo punto, il riduzionismo diventa un vizio se è accompagnato da un'esagerata pretesa che la spiegazione più semplice sia l'unica. Può
darsi che i dati siano da capirsi nell'ambito di una qualche forma/struttura unitaria (Gestalt ) più ampia.

Si decontestualizza l'urbanistica attraverso tre fasi:
-a) l’assenza della programmazione economica, -b) la vanificazione della programmazione delle fasi attuative del
piano, -c) la vanificazione del piano
a1) si afferma che i piani non necessitano di previsione di costi, quindi di risorse, cioè se ne esclude l'attuazione programmata;
a2) si passa dal piano vincolistico al piano come moral suasion.
b1) si separano piani urbanistici dalla programmazione delle opere pubbliche e dei lavori pubblici;
b2) L’assenza della programmazione economica vanifica il piano: l'urbanistica è materia residuale (riforma titolo V: Legge Costituzionale 3/2001).

c1) dal piano come processo capace di ri-orientarsi in funzione degli effetti e dell'efficacia delle azioni rispetto agli obiettivi si passa al piano come successioni di

c2) si perde il ruolo dell'ente locale /territoriale: quindi si perde l’importanza e l'essenzialità del piano (affidato ad un consulente: esternalizzazione del piano);
c3) si perde la complessità del pianificare; non si valutano rischi ambientali e fattori fisici; le relazioni tra sostenibilità, valutazione degli impatti e riduzione dei rischi
sono esterne al piano.

Teoria generale in ambito ecologico
Risposte globali a problemi e a criticità, senza presunzione (unicità di soluzioni), imparando dall'esperienza.
Lo studio delle criticità si sviluppa nei versanti della probabilità (rischi per la salute dei sistemi viventi, rischi per il superamento dei limiti delle risorse):
1. il contesto ambientale e l'acuirsi degli eventi.
Keywords: emergenza, catastrofi naturali, manutenzione ordinaria e straordinaria, infrastrutture, cambiamenti climatici, dinamiche ambientali.
2. il contesto sociale: squilibri sociali e accessibilità servizi/risorse.

3. il contesto economico: processi di valorizzazione e cultura dell’integrazione.
4. il contesto multiculturale/multietnico (la centralità delle periferie).
5. Il processo decisionale e il rapporto tra decisori politici, tecnici e analisti, popolazione.
L'ecologia applicata e la ricerca della sostenibilità degli impatti nelle trasformazioni della biosfera come guida teorica per la disciplina dell'urbanistica.

estimated. Thus, this document is based on the premise that permanent advances in the design and implementation of development will be based on the future development and
adaptation of EIA/SEA. Only the passage of time will show whether this view is correct.

When we decided to produce a global report on development and disaster risk, we wanted to highlight these development choices.
Disaster risk is not inevitable, but on the contrary can be managed and reduced through appropriate development actions. This is the
message we want to convey in this Report to our programme countries, our donors, our partners in the United Nations system,
regional and international organisations, civil society and the private sector.
