Report of the 28 th Plenary Meeting of ISO/TC 130 Graphic Technology Beijing, China, 2014-11-20 0. Pre Meeting 2014-11-19 (18:00/20:00) - Drafting Resolutions (HoD and Convenor) A preparative meeting was held on 2014-11-19 for drafting the resolutions with the Heads of Delegation, the Convenors of the Working Groups which met in Beijing and the Secretaries as participants. 1. The meeting began 20 minutes late of the schedule. Dr. Bertholdt welcomed the delegates and opened the 28th Plenary Meeting of ISO/TC 130 at 13:20. He expressed its appreciation to the Chinese delegation for the excellent meeting preparation.

2. Roll call of delegates A roll call of delegates was held. Delegations from 14 P-Member countries attended the meeting. 3. Adoption of the agenda The agenda given in ISO/TC 130 N 2695 was agreed with adding the N-documents of national report and working groups report. For the final agenda, see Annex 1 (also ISO/TC 130 N 2722).

4. Report of the 27th ISO/TC 130 meeting The report of the previous Plenary Meeting as given in document ISO/TC 130 N 2479 was adopted.

5. Report of the Secretariat The Secretary led the review of the report of the Secretariat (ISO/TC 130 N 2707). It was highlighted that the membership of India is now P-member, while Kenya and Thailand are O-member. It was also noted that 7 standards have been published and 6 standards have been withdrawn after last plenary meeting. It was reminded that there were several teleconferences being held in WG 2/TF 2 and WG 2/TF 3 which should be added in Item 5 of the report. Concern was raised about WG 7, WG 9 and WG 10 should be listed clearly as “JWG 7”, “JWG 9” and “JWG 10” as they are joint working groups. The Secretary was asked to contact ISO/CS to update that in ISO/TC 130 livelink. These changes are reflected in the revised Secretariat Report which is circulated as ISO/TC 130 N 2721.

6. Appointment of ISO/TC 130 Chairman The document concerning the TMB Resolution 89/2014 was given as ISO/TC 130 2681. ISO Technical Management Board appointed Dr. Jialing PU (China) as the chairperson of ISO/TC 130 with the term of 2015-2017. The incoming Chairman was welcomed by acclamation with standing ovations.

7. Reappointment of WGs' convenors

According to the requirement of the 5th edition of ISO/IEC Directives, ISO/TC 130 reappointed Dr. David Penfold as the convenor of WG 1, Dr. Andreas Kraushaar as the convenor of WG 3, Dr. Uwe Bertholdt as the convenor of WG 4, Dr. Danny C. Rich as the convenor of JWG 8, Mr. Marc Been as the convenor of JWG 10, Ms. Laurel Brunner as the convenor of WG 11, Prof. He Xiaohui as the convenor of WG 12, Prof. Dr. Robert Chung as the convenor of WG 13, Mr. Frans Gaykema as the convenor of JWG 14, Mr. Alessandro Beltrami as the convenor of TF 3, which also generated resolution 546. 8 . 8.4 New Liaison requests There’s no new liaison request to ISO/TC 130.

9. Working group and task force reports (Written reports invited) It was recommended that the tradition of brief introduction about the working group’s activities from respective convenors be continued. 9.1 TF 3 – Workflow standards roadmap The convenor, Mr. Beltrami gave a brief report which was circulated as ISO/TC 130 N 2700. 9 . 2 WG 1 – Terminology The Convenor, Dr. Penfold, presented his report relating to WG 1 activities which was given in ISO/TC 130 N 2710.

9.3 WG 2 - Prepress data exchange Mr. Smiley reported in his function as Convenor on the activities of WG 2. For more details see ISO/TC 130 N 2718.

9.4 WG 3 - Process control and related metrology The Convenor, Dr. Kraushaar, reported on current activities of WG 3. Details are given in ISO/TC 130 N 2705.

9.5 WG 4 - Media and materials The Convenor, Dr. Bertholdt, reported on the activities of WG 4. Details are given in

9.6 WG 5 - Ergonomics – Safety Mr. Karosas, as the new convenor, reported WG 5 activities given in ISO/TC 130 N 2711.

9.7 JWG 7 – Colour management (Joint TC 130-ICC WG) Mr. Li, as the new convenor, gave a brief report. For more details see ISO/TC 130 N 2712.

9.8 JWG 8 – Revision of ISO 13655 (Joint TC 130-TC 42 WG) The secretary, Ms. Orf gave a brief report in ISO/TC 130 N 2717.

9.9 J WG 9 – Development of ISO 12640-5 (Joint TC 130-TC 42 WG) (temporarily inactive)

9.10 WG10 - Joint between ISO/TC 130 and ISO/TC 247; Management of security printing processes (no meeting in 2014) 9.11 WG 11 – Environmental impact of graphics technology The convener, Ms. Brunner gave a brief report, for more details see ISO/TC 130 N 2720. 9.12 WG 12 – Postpress Prof. He Xiaohui reported about the work in WG 12 in ISO/TC 130 N 2719.

9.13 WG 13 - Printing certification requirements Prof. Dr. Chung gave a brief report. Further details about the project work are given in ISO/TC 130 N 2716.

9.14 JWG 14 – Joint between ISO/TC 130 and ISO/IEC JTC 1/SC 28; Print quality measurement methods

Mr. Ito as the deputy convenor gave a report in document ISO/TC 130 N 2714. 9.15 ISO TC 6/SC 2/WG 39 - Printability testing (Joint TC 6/SC 2 and TC 130 WG) Mr. de Groot gave a brief introduction about the activities. Mr. Lanat followed by an introduction of ISO/TC 130 N 2699. 9.16 Report on TAG 14 activities Mr. Revie declared there’s no report of this group.

10. Changes to Directives 2014-TC130 Doc. ISO/TC 130 N 2557 The Secretary, Ms. Cui (Cherry), elaborated the presentation from Mr. Harjung by highlighting key points as follows:

1) Committee (TC or SC) chairs will only serve a maximum of 9 years (which can be spread over any number of terms). Longest possible term: 6 years. Exceptions will require TMB approval. Chairs’ terms go from 1st of January to 31st of December;

2) Working group convenors will be appointed for 3-year terms. It is possible to re-appoint them for successive 3-year terms with no limit to the number of terms. Convenors’ terms start and

end at parent Committees’ plenary meetings;

3) The default period for the circulation of a Committee Draft will be set to 2 months (which used to be 3 months). Committees can still choose to circulate CD for 3 or 4 months when necessary. For what needs to be done to skip the CD stage (one month CIB resolution or resolution at plenary) , see Annex SS for details;

4) When the Draft International Standard (DIS) meets the necessary approval criteria (>2/3 P-Members approval and < 1/4 of total votes are negative), the default will be to proceed to publication. The Committee leadership can decide to include the FDIS stage. The FDIS is required when a significant number of countries with a major interest in the subject make comments at the DIS stage which result in substantial technical changes. The FDIS draft or a draft for publication should be submitted in 4 months. This time limit will be enforced more strictly in future;

5) PWIs cannot remain endlessly on the work program of a committee. They needs to progress to NWIP or will be deleted from the work program;

6) The period of NP ballot can be reduced to 2 months via a resolution by a case by case basis;

7) Only one extension per project will be permitted for a maximum period of 9 months after the expiration of Track 3 (48 months). You can still move between tracks as before (from 24 to 36 months, or from 36 to 48 months);

8) The standard in systematic review can be confirmed by being adopted (with or without change) or used in 5 countries and simple majority of P-members voted in favor, and the withdrawal will be conducted if it is NOT adopted (with or without change) or used in 5 countries.

A question was raised by Mr. McDowell: Could O-members of a TC/SC nominate experts to working groups? Or only observers are permitted to be nominated by the O-members to working groups?

[Secretary's note: Answer was given by Ms. Cleeland that O-members cannot send experts to a WG and observers are not allowed in WGs. See 1.12.1 of the Directives - experts can only be nominated by P-members, A and D liaisons. ] 11. Requirements concerning a subsequent meeting / Hosts for 2015 and

2016 Meetings ISO/TC 130 accepted with pleasure the invitation of Italy to host the spring ISO/TC 130 working groups meeting in Bologna, May 2015 (see ISO/TC 130 N 2579), the invitation of Brazil to host the ISO/TC 130 meeting in Rio de Janeiro, Oct. 2015 (see ISO/TC 130 N 2655), and the invitation of Sweden to host the ISO/TC 130 working groups meeting in Stockholm, May 2016(see ISO/TC 130 N 2689). Mr. Beltrami introduced ISO/TC 130 N 2704, stating this first ISO/TC 130 meeting in Italy will be held in the historical center of Bologna, during which the 1st Italian Print Buyer’s conference and the Packaging and converting exhibitions will be held closely. Mr. Isaacs expected there would be high WIFI speed to support teleconference, Mr. Beltrami replied that they can even provide a separate room especially for teleconferences. It was also stated that the exact dates for the meeting would be circulated within 2 weeks. 12. Any other business 1) According to the different display settings for the bytes length of the titles of N-documents in

different computers/countries, Mr. de Groot suggested that the titles of all of the documents circulated in TC level and WG level should be concise and to the point, which was widely accepted.

2) Mr. Kraushaar suggested the initiation and the results of systematic reviews should also be circulated to the relevant convenor by separate mail sent from the TC secretary, Ms. Cui accepted this suggestion and declared this would be implemented from next systematic review on.

3) A discussion followed about the next steps of ISO/FDIS 15339-1 and ISO/FDIS 15339-2. For both documents the FDIS-voting result was not sufficient for the publication as International Standards. A significant number of member bodies represented within the ISO/TC 130 plenary meeting in Beijing deemed that the emails from Romania (ISO/TC 130 N 2706), Switzerland (ISO/TC 130 N 2708) and Austria (ISO/TC 130 N 2709) of their positions toward a possible publication of ISO/FDIS 15339-1 and ISO/FDIS 15339-2 as Technical Specifications couldn’t be counted since their representatives have not been present during both the preparatory meeting for the resolutions and the plenary meeting itself. Therefore these member bodies are not fully informed on the content and the particular wording of the resolutions. It was also decided that an extra resolution being added stating “ISO/TC 130 resolves, if the voting national bodies have not been involved in the meetings of the preparation of the resolutions and in the writing of resolutions being decided during the plenary meeting, to exclude the email votes from the voting procedure in the plenary meeting.” The chairman urged the representatives of the member bodies present NOT to vote positive on this resolution since it limits all member bodies future voting possibilities.

After being asked by the Chairman about whether to vote right on site or later by a CIB —— a significant number of member bodies chose to vote on this issue during the plenary meeting.

[Secretary's note: According to the advice from ISO/CS, after discussing with Dr. Bertholdt, and from 4.2.1.3 of the Directives - Any other working documents, including compilations of comments on drafts to be discussed at the meeting, shall be distributed not less than 6 weeks in advance of the meeting, because the issue of ISO/FDIS 15339-1/2 was not announced in the meeting agenda for decision, there should have been no final decision taken at the meeting. It would have been fine for members who were present to discuss the issue, but not to make a final decision when the members not present did not have the opportunity to participate. Therefore, the Resolution 530 and Resolution 531 taken at the meeting cannot be accepted as the final decision because the proper process was not followed. Thus a CIB ballot will be launched. Note from ISO/CS: Votes submitted by writing to the TC secretary in advance of the plenary meeting, on items that have previously been announced on the meeting agenda for decision, are valid. The members present at the meeting do not have the authority to make the decision not to include the ballots. However, in this case, because the item for decision was not announced on the agenda, the issue of whether to count the positions submitted by email is null and void. A CIB ballot must be launched to give all members the chance to vote.] 13. Approval of resolutions The Chairman reported. The resolutions have been prepared by the resolution drafting committee which consist of Heads of delegations, the Chairman, the Convenors and Secretaries. The Draft Resolutions have been pre discussed during the Drafting Resolution Meeting held 2014-11-19. The draft resolutions were read to the audience for checking wording before the voting process. After this the voting took place. The final resolutions are attached as Annex 2, see also ISO/TC 130 N 2727.

14. Closure of the meeting The secretary, Ms. Cui (Cherry) presented a certificate signed by Rob Steele, ISO Secretary General to Dr. Bertholdt in recognition of his dedication as ISO/TC 130 Chairman for 8 years (2006-2014). This moment was commemorated by photos and acclamation. Dr. Bertholdt thanked the delegates for their contributions to the Plenary Meeting, again thanked the Chinese delegation for hosting this meeting, the arrangement for the social event and their fine hospitality, wished everybody a safe journey home and closed the meeting at 17:00.

Resolutions 28th Plenary Meeting, Beijing, China 2014-11-20

526 ISO/TC 130 resolves, if the voting national bodies have not been involved in the meetings of

the preparation of the resolutions and in the writing of resolutions being decided during the plenary meeting, to exclude the email votes from the voting procedure in the plenary meeting.

[Note from ISO/CS: Votes submitted by writing to the TC secretary in advance of the plenary meeting, on items that have previously been announced on the meeting agenda for decision, are valid. The members present at the meeting do not have the authority to make the decision not to include the ballots.]

527 ISO/TC 130 resolves to authorize WG 2 to move ISO 17972-2 “Graphic technology — Colour

data exchange format (CxF/X) — Part 2: Scanner target data” (currently in combined NWI/CD Ballot) directly to DIS ballot, if the NWI is approved with no significant technical comments but insufficient National Body response for approval for submission as a DIS.

528 ISO/TC 130 resolves, at the request of WG 2, to initiate work at stage 0 to develop a

standard with the title “Graphic technology — File format for quality control software and metadata”. The proposed project leader is Elie Khoury. Unanimous

529 ISO/TC 130 resolves, at the request of WG 2, to initiate work at stage 0 to develop a Part 2

of ISO 12641 with the title “Graphic technology — Prepress digital data exchange — Advanced targets for scanner calibration”. The proposed project leader is Andreas Kraushaar. Unanimous

530 ISO/TC 130 resolves, based on the results of the DIS and FDIS ballots and the

recommendation of the document editor, TC 130 secretary and TC 130 Chair, to forward the FDIS manuscript of ISO 15339-1 “Graphic technology — Printing from digital data across multiple technologies — Part 1: Principles” to ISO/CS for publication as a Technical Specification.

recommendation of the document editor, TC 130 secretary and TC 130 Chair, to forward the FDIS manuscript of ISO 15339-2 “Graphic technology — Printing from digital data across multiple technologies — Part 2: Characterized reference printing conditions, CRPC1 - CRPC7” to ISO/CS for publication as a Technical Specification.

532 ISO/TC 130 resolves, at the request of WG 3, to initiate an amendment to ISO

12647-6 ”Graphic technology -- Process control for the production of half-tone colour separations, proofs and production prints -- Part 6: Flexographic printing” at stage 40.00 to delete the normative reference to ISO 2846-5 in clause 4.3.4. The scope of ISO 12647-6:2012 has not been changed and therefore also applies for the revision of the standard. Timeframe: Accelerated timeframe The proposed project leader is Steve Smiley. ISO/TC130 requests its secretariat to undertake the steps necessary to implement this resolution.

International Standard to define a procedure for spot colour tone value under the working title "Spot colour tone value". The proposed project leader is Steve Smiley.

ISO/TC 130 requests its secretariat to undertake the steps necessary to implement this resolution.

534 ISO/TC 130 resolves, at the request of WG 4, to initiate work at stage 20.00 (WD) to revise

ISO 2846-1 "Graphic technology — Colour and transparency of printing ink sets for four-colour printing — Part 1: Sheet-fed and heat-set web offset lithographic printing" in order to replace the reference substrate. The scope of ISO 2846-1:2006 has not been changed and therefore also applies for the revision of the standard. Target dates: Default timeframe (36 months)

TC 130 and thanks him for his eight years of skillful, inspired and efficient leadership of TC 130.

activities. He was one of the initiators of the reactivation of ISO/TC 130 in Berlin in 1989, and one of the few members of TC 130 who has continuously participated in all its activities. He has long been the convenor of WG 2, JWG 7 and JWG 9. His extraordinary involvement and leadership throughout ISO/TC 130 will be sorely missed. TC 130 wishes him well in his retirement. Unanimous by acclamation (standing ovations)

550 ISO/TC 130 thanks Hitoshi Urabe for all his contributions in helping lead JWG 9 to the

successful publication of ISO 12640-5, and notes that JWG 9 will become inactive until revisions to the document are needed.
