Introduction

1. This thirteenth edition of guidance follows the format of earlier editions but has amendments and additions to reflect changes in playing regulations. Previous editions have been successful in improving the consistency of interpretation of the playing conditions in Panel-umpired matches, which is so vital for the smooth running of the leagues. The changes this year reflect changes in playing conditions approved at the League AGM in January 2015. This year the ECB guidance to thunder and lightning has also been added N.B. Different playing conditions apply for non-Panel umpired games (that is in Division 5 of the 1st XI League and all lower XI Leagues) in both limited overs and time formats.

2. Hours of Play

For the limited overs format (Rounds 1-4 and 14-18), normal hours of play (for all Panel matches) are: First innings 12.00pm to 3.10pm Interval 3.10pm to 3.40pm Second Innings 3.40pm to 6.50pm Close of Play 7.20pm (to allow for the “golden” half hour) Rounds 17 and 18 however, will start at 11.30am and all corresponding times will be brought forward by 30 minutes The starting times for the “time” matches in each division for Rounds 5-13 are:

Premier and First - 11:30

Second, Third and Fourth - 1:00

In the Premier and First Divisions, the Luncheon interval will be from 1.30 to 2.05 and the Tea interval from 5.15 to 5.40.

In the Second, Third and Fourth Divisions, the Tea interval will be 30 minutes, generally taken between innings. If it is not taken between innings, the Tea interval will be 20 minutes.

3. Differing Formats and Regulations

Playing two separate formats of cricket during the season each with their own playing conditions, clearly creates scope for confusion and misunderstandings. Umpires, captains, coaches and players are encouraged to ensure they are fully aware of the relevant playing conditions for each match. The key areas to be aware of, where the two formats have different playing conditions, are: 1) the interpretation of a wide ball 2) free hits following a foot-fault no ball 3) restrictions on field placement 4) limitations on the number of overs each bowler may have 5) penalties for a slow over rate 6) the effects of interruptions due to ground, weather and light 7) limitations on number of fast short-pitched deliveries in an over

4. Over Rates

Umpires are reminded that, in the time matches, they must confer on decisions about revised overs and over rate allowances as and when the situations arise or as soon as practicable thereafter and should not leave such discussion until the end of the innings. In addition to noting start and finish times of each innings, remember to write down all your conclusions on revised overs. Remember also to notify both captains and the scorers of;

a. the maximum and minimum overs for the first and second innings’ respectively

b. the times by which those overs need to be bowled to prevent over-rate penalties.

Such notifications should be made as and when the overs and times are recalculated and before you take or retake the field. Although in some circumstances the bowling side may be allowed additional time beyond the scheduled finishing time to complete the minimum overs for the second innings, this does not constitute a new finishing time. Close of play will be at the scheduled finishing time or as soon thereafter as the minimum number of overs for the second innings has been bowled. Both sides should be made aware of the time the bowling side have to complete the minimum overs for the second innings without incurring a penalty for slow over rates. There shall be no slow over rate penalty if an innings is interrupted for 30 minutes or more. Panel Umpires appointed to Premier and First Division matches should remember that the minimum length of an innings before slow over rate penalties apply is 2.5 hours. (The minimum for Divisions Two, Three and Four remains at 2 hours.) Once an innings is completed the Umpires will calculate the over rate achieved taking into account any time allowances and notify both captains as soon as possible thereafter if their decision results in deduction of points. The decision to deduct points must be notified to Jeremy Beckwith on 07771 762452 as soon as possible after the match is concluded. The Umpires’ online

match report form shows, step by step, the calculation of over rates. Please see the “Umpires Discretion on Over Rates” section of this book for detailed advice about time allowances for the fall of wickets. Different, and more immediate, sanctions apply for slow over rates in the limited overs format. 5. Ground Weather and Light The Umpire’s match report form differentiates between ground, weather and light interruptions and time allowances. In interpreting the playing conditions and in reading these notes it is essential to note the following definitions:

a. Late start – a delay to the start of the innings of the side batting first

caused by ground, weather or light (or any other exceptional reason). b. Interruption – any delay or suspension caused by ground, weather or

light once the match has started. c. Time allowances – allowances made for any other reason.

The Umpires’ decision on the fitness of the conditions will be final. Umpires should inspect conditions alone, liaising as necessary only with the Groundsman if available. Captains, Coaches and players should not be involved in these discussions.

All reasonable efforts should be made to play as soon as possible after a late start or an interruption but Umpires should not start until they both think it is safe, reasonable and practicable to do so.

6. Marking Pitches The Championship makes use of the ECB format for the marking of pitches, outfields and facilities by the Umpires. Umpires will continue to follow the procedure described in the “Umpires’ Marking of Pitches” section of this booklet. This reporting system will result in action by the Grounds Committee of the Championship Executive, and may lead to deductions of points.

7. Negative bowling

The playing conditions for the time matches make provision for action against negative bowling). Where an Umpire is of the opinion that a bowler is bowling down the leg side as a negative tactic, he should advise the captain, on the first occurrence, that he will invoke the “one-day wide rule” on any repetition by that bowler or any other bowler. The warning is a “team warning” and thereafter any recurrence should be called wide.

8. Suspect bowling actions The following is the recommended process to be followed in the event that an Umpire has reason to believe that, in his/her opinion, an individual player’s bowling action is suspect and may not conform to the Laws of Cricket. This process does not deal with a deliberate throw of a cricket ball on delivery to a batsman, which shall at all times be called a “No Ball.”

1) On the Field of play: On the first occurrence of what appears to be a suspect action the umpire should make a note, to be used as a formal record if required in future, containing the name of the player, over and ball. Upon a second occurrence (recorded as above) the umpire concerned should first establish if his colleague has similar concerns/recordings. At this point and whether the other umpire has any specific input or not, the Captain of the fielding side must be alerted in the presence of both umpires as to the nature and recorded facts of the observations and informed that a report will be made in writing to the League immediately following the completion of the game. It is the responsibility of the Captain to inform the player concerned and the game should continue without undue delay. The calling of subsequent “No Balls” should be discouraged as assessment would not have been made at that time. If in the opinion of BOTH Umpires their concern regarding the suspect bowling action is of such a nature that it could affect the game itself, then TOGETHER they may agree to: Speak with the Fielding Captain and suggest that the bowler is taken off or; Inform the Captain, who will inform the bowler, that each subsequent delivery, considered suspect, WILL be called “No Ball.”

2) Post Match Report: A concise report must be written and signed by the Umpire(s) and must be sent within 48 hours of the game to the Chairmen of (i) the Disciplinary Committee and (ii) the Umpires Panel.

9. Minimum of 8 players to start a match A match shall not start until both sides have a minimum of 8 players present, unless both Captains or their Deputies agree to start with fewer players. Note the playing condition “any side not having eight players present at the scheduled time for the toss shall forfeit the said toss” – under the Laws the last scheduled time for the toss is 15 minutes before play is due to start. If the match subsequently starts late then the playing conditions regarding Late Starts should be applied.

10. Managing the match using Duckworth-Lewis (for limited overs matches in Premier Division and Division 1 only)

Once a cumulative 30 minutes of late start and interruptions have occurred, the Duckworth-Lewis regulations come into effect. It is NOT an umpires’ responsibility to make the D-L calculations – this is the job of the scorers or any other competent person designated by each side. The umpires’ responsibilities are the calculation of the new number of overs in each innings, the number of overs which can be bowled by each bowler and the new number of overs for each powerplay, and these should be communicated to the captains and scorers as soon as practicable.

11. Delivery bouncing more than once As an ECB League, all matches in the Championship play under a specific regulation that amends Law 24.6 (i) so that if the bowler delivers a ball which bounces more than once (in place of more than twice) before reaching the batsman then the Umpire shall call and signal No Ball.

12. Significant movement by a fielder In the light of the debate surrounding the catch made in the winter where 1st slip ran round to leg slip in order to make a catch , before the batsman had hit the ball but in response to the batsman’s efforts to make a switch hit, the Panel Committee has decided to adopt a different interpretation of the Law to the ICC. For Panel matches it shall be regarded as unfair if a fielder moves to a clearly different position on the field between the time the bowler starts his run up and when the ball passes the batsman or the batsman plays a shot. In these circumstances, either umpire should call and signal Dead Ball, and any catch would not be allowed. 13. The playing conditions

Any discrepancies between the notes in this booklet and the playing conditions are unintended and in any such instances the playing conditions shown in the relevant Rules and Playing Conditions booklet take precedence and must be applied.

The Ryman Surrey Championship Premier and Division 1 50 Over Matches - Umpires Guidance Notes

1 Playing times. Matches in this format start at 1200 noon. Matches in Rounds 17 and 18 will start at 1130 am. Matches are limited overs – 50 overs per side (maximum 10 overs per bowler). The first 30 minutes of lost playing time, whether prior to the actual start, or once the match has started, on a cumulative basis are ignored before any changes in the number of overs to be faced in either innings are calculated. This is known as the golden half-hour. Whenever the number of overs in an innings is revised, then the maximum for each bowler is also revised. The number of overs in the innings should be divided by 5 for each bowler’s maximum, with any remaining overs allocated by giving 1 extra over to the minimum number of bowlers required to use all the overs. This must be recalculated after each interruption and revision of the total overs in the innings. If after such a recalculation, a bowler has already bowled more than the new maximum overs per bowler, this is ignored, and a bowler will complete a part over, even if he has already bowled more than his recalculated maximum.

2 Delayed start to the match. If the match cannot be started on time, then, once the golden half hour has been used up, the number of overs should be re-arranged so that both teams have the opportunity of batting for the same number of overs (minimum 20 overs each team). In consultation with the captains, the calculation of the number of overs to be bowled is based on the time remaining until the Scheduled Close (which allows for the golden half hour), calculated at 1 over per side for every 7.6 minutes remaining. In addition, the interval should be reduced (from the usual 30 minutes) by 5 minutes in batches of overs as indicated below. The table below allows for the length of the interval shown - if the interval is agreed to be a different length, this may require a recalculation of the overs to be bowled. The minimum interval is 10 minutes.

The latest time that a match scheduled to start at 12 noon can start, is 4.45pm (4.15pm in Rounds 17 and 18), when each side will face 20 overs.

3 Interruptions in the first innings. If play is interrupted during the first innings, and the golden half hour has been used up, then the umpires shall revise the number of overs in the match according to the playing time remaining in the match at the rate of 1 over for every 3.8 minutes until the Scheduled Close of Play, and allowing for the duration of the interval. Table A should be used for this purpose with the umpires calculating the number of minutes from the restart after an interruption until the Scheduled Close of Play and deducting the duration of the interval. The revision of the number of overs should ensure, where possible, that both teams have the opportunity to bat for the same number of overs. If the total number of overs for the match results in an odd number then one further over shall be added, and each team shall bat for half of this total. If the interruption occurs during an over, the part over counts as a full over for this purpose. The second innings can never be longer than the first innings in these calculations.

• NOTE THAT THERE MUST BE A MINIMUM OF 20 OVERS AVAILABLE FOR

EACH SIDE TO BAT. If this is not possible the match is abandoned.

4 Interruptions in the second innings. If play is interrupted during the second innings, and the golden half hour has been used up, then the umpires shall revise the number of overs in the second innings according to the playing time remaining in the match at the rate of 1 over for every 3.8 minutes. Table A should be used for this purpose with the umpires calculating the number of minutes from the restart after an interruption until the Close of Play. If the interruption occurs during an over, the time to complete the over is ignored in these calculations, but this part over must be completed prior to the revised number of overs being bowled. If the revised total number of overs for the second innings falls below 20, then the match is abandoned. 5 Duckworth-Lewis. Where the umpires have to revise the number of overs in a match after an interruption (not due to a late start), then the Duckworth-Lewis system is used to determine the result. It is the role of the umpires to calculate the revised number of overs for each innings following an interruption and to pass on that information as soon as possible to the scorers or other appointed representative of the clubs in order that they can determine and agree the D-L adjusted scores and targets. A D-L par score is an adjusted first innings runs total to reflect the impact of interruptions and any reduction in overs available. It ignores any decimals – a D-L target score is 1 run more than the par score.

If after the scorers have agreed the target score and play has resumed, it becomes apparent that an error has occurred in the calculation, this shall be ignored and the original target score remains. If, in the second innings, the fielding side is awarded Penalty Runs, there is no recalculation of the D-L target score. Instead the target score and the entire schedule of par scores will increase by the number of Penalty Runs awarded. 6 Powerplays and Restriction on Field Placements. Where the number of overs of the batting team has been reduced in accordance with the regulations on late starts and interruptions, then the following table will apply. Both captains should be informed at each restart of the number of Powerplay overs for the innings. For the sake of clarity this table applies to the first and second innings separately.

Please note that where there is a suspension of play during the innings of the team batting second, the aim will be to retain the fielding restrictions for approximately the same proportion of the second innings that they were maintained for the first innings and not the same number of overs as in the first innings. If following an interruption, the number of overs of restrictions has already been exceeded, then the restrictions end immediately. This is the only occasion when a Powerplay can end during an over. If following an interruption, play is resumed within the new number of overs of restrictions, then, the batting Powerplay will be deemed to have been nominated.

If following an interruption, while a Powerplay is not in progress, on resumption the recalculated number of Powerplay overs remaining equals or exceeds the number of overs left to be bowled in the innings, then the Powerplays will commence at the start of the next over.

The first Powerplay always occurs at the commencement of the innings. The Batting Powerplay must be called by a batsman before the umpire reaches the stumps at the bowler’s end prior to the

start of an over. It may be called for at anytime after the first Powerplay (note that it is entirely legitimate for the Fielding Captain to decide to change the bowling after the Batting Powerplay has been called). The umpires must make the fielding team aware when a Batting Powerplay has been called. Once the Batting Powerplay has been called for, the decision cannot be reversed. Should it not have called, then it will be called by the umpires at the latest available point in the innings. In the First Powerplay, there must be no more than 2 fielders outside the 30 yard circle, and at least 2 stationary fielders inside the 15 yard markings or in conventional slip or gully positions.

In the Batting Powerplay, there must be no more than 3 fielders outside the 30 yard circle. When it is taken, the umpires will make the Powerplay signal to the scorers and ensure that both sides are aware that a Powerplay has been called and also when it has ended. At all other times in the innings there must be no more than 5 fielders outside the 30 yard circle. At no time in either innings may there be more than 5 fielders on the leg side. Note it is the policy of the Panel NOT to advise captains or fielders that they may be in breach of the fielding restrictions. In the event of an infringement of any of the above fielding restrictions, the umpire at the striker’s end shall call and signal “No Ball.” If the striker believes that there has been an infringement of the fielding restrictions which was not called by the umpire, then, once the ball is dead, he may draw it to the attention of the striker’s end umpire. If he is able to verify the breach, he shall call and signal No Ball, if not play shall resume, he shall confirm that the events of that delivery remain unchanged. 7 Interruptions. Before restarting after any interruption the umpires must inform both captains and scorers of the revised number of overs for each innings, the revised number of overs per bowler and the revised number of Powerplay overs (if relevant). 8 Slow play. It may be necessary to extend either innings beyond the scheduled finish time or rescheduled finish time (if play had been suspended during the innings). Time allowances can be made during an innings for delays which are not caused by, or under the control of the fielding side. Drinks intervals agreed before the innings starts shall be given a time allowance up to a maximum of 5 minutes. You should always consult your colleague as soon as you think an allowance should be made and, if agreed, advise both sides immediately of the allowance and the new target finish time. Allowances should not be made where you or your colleague consider that the fielding side could have prevented the delay(s). It is your judgment what constitutes “slow play” and whether it is the fielding side which is responsible. Please apply Law 43 – use your common sense. The fielding side must be ready to bowl the last over of the innings by the target finish time (after all allowances). If not, once the finish time has been reached, then once the ball is dead, the umpires shall award 6 Penalty Runs to the batting side for each complete over that is still left to be bowled. The innings shall then be completed. Over rate penalties only apply to innings of 25 overs or more and in any innings which has been interrupted, the fielding side will be given one over’s leeway.

9 No Balls and Free Hits. Where a No Ball (penalty of 1 run) is a result of a front-foot or back foot infringement, when the ball is dead and after giving all signals relating to that delivery, the umpire shall also signal a Free Hit by extending one arm upwards and moving it in a circular motion. For the Free Hit delivery the striker can only be dismissed under the circumstances that apply for a No Ball. If the Free Hit delivery is itself not legitimate, then the next delivery becomes a Free Hit and the signal should be repeated. Otherwise the Free Hit delivery counts as one in the over. Note that if the Free Hit delivery is judged to be a Wide, then the batsman cannot be out Stumped or Hit Wicket, because it is a Free Hit. Field changes are not permitted for a Free Hit delivery unless there is a change of striker. Any fielding restrictions in place at the time will still apply for the Free Hit delivery however any stationary fielders inside the 15 yard markings may retreat to those markings provided they stay on the same line to the stumps. The wicket-keeper counts as a fielder and may not change his position. Any ball that passes (or would have passed) above head height of the batsman standing upright at the crease is a No ball. 10 Wides. Umpires are expected to adopt a “very strict and consistent” interpretation on wide deliveries. Any ball passing down the leg side of both the batsman and the stumps is a wide (the leg side being determined by the batsman’s stance when the bowler starts his run-up). Any ball passing outside the offside pitch marking is a wide unless the batsman makes a significant movement to the offside and brings it clearly into reach. Switch-hitting: Where the batsman does not reverse the positioning of his feet, but merely switches hands on the bat to attempt a switch hit, then the criteria for a wide remain unchanged, the umpires will use the leg stump and the offside wide guideline as the basis for making any decision on whether wide should be called. However, where the batsman does reverse his feet, he has effectively changed from a right-handed batsman to a left-handed one (or vice versa), and in this situation, the off-side wide guideline marking should be used on both sides of the wicket. It is NOT a wide if the ball passes between the batsman and the wicket. 11 Bouncers and Beamers. A short-pitched ball (bouncer) is one that passes or would have passed over shoulder height of the batsman standing upright at the crease (whether or not the striker makes contact with the ball). Only one such delivery is permitted per over and the bowlers end umpire should indicate to both sides and his colleague when such a delivery has been delivered. If this limit is exceeded, this is unfair and the umpire will call and signal No Ball and warnings with regard to dangerous bowling should be implemented. The Ryman Surrey Championship Divisions 2, 3 and 4 50 Over Matches – Umpires Guidance Notes

1 Playing times. Matches in this format start at 1200 noon. Matches in Rounds 17 and 18 will start at 1130 am. Matches are limited overs – 50 overs per side (maximum 10 overs per bowler). The first 30 minutes of lost playing time, whether prior to the actual start, or once the match has started, on a cumulative basis are ignored before any changes in the number of overs to be faced in either innings are calculated. This is known as the golden half-hour. Whenever the number of overs in an innings is revised, then the maximum for each bowler is also revised. The number of overs in the innings should be divided by 5 for each bowler’s maximum, with any remaining overs allocated by giving 1extra over to the minimum number of bowlers required to use all the overs. This is recalculated after each interruption and revision of the total overs in the innings. If after such a recalculation, a bowler has already bowled more than the new maximum overs per bowler, this is ignored and a bowler will complete a part over, even if he has already bowled more than his recalculated maximum..

2 Delayed start to the match. If the match cannot be started on time, then, once the golden half hour has been used up, the number of overs should be re-arranged so that both teams have the opportunity of batting for the same number of overs (minimum 20 overs each team). In consultation with the captains, the calculation of the number of overs to be bowled is based on the playing time lost (allowing for the golden half hour), calculated at 1 over per side for every 7.6 minutes lost. In addition, the interval should be reduced (from the usual 30 minutes) by 5 minutes in batches of overs as indicated below. The table below calculates the overs to be bowled by reference to the time until the Scheduled Close of Play and allows for the length of the interval shown - if the interval is agreed to be a different length, this may require a recalculation of the overs to be bowled. The minimum interval is 10 minutes.

The latest time a match scheduled to start at 12 noon, can start is 4.45pm (4.15pm in Rounds 17 and 18). For example: The start is delayed by 90 minutes (to 13.30), the first 30 minutes lost are ignored and the time remaining to the Scheduled Close of Play (19.20) is 350 minutes. From the table above, both sides are allocated 43 overs and the interval reduced to 25 minutes.

3. Interruptions once play has commenced.

If play is interrupted during the first innings, and the golden half hour has been used up, the side batting first will still be allocated all of the overs agreed at the commencement of that innings (i.e. 50 overs or less if there was a late start). Any loss of overs due to an interruption after the match has started will be deducted from the second innings only.

If play is interrupted during the first innings, and the golden half hour has been used up, then

the umpires shall revise the number of overs in the match according to the playing time remaining in the match at the rate of 1 over for every 3.8 minutes until the Scheduled Close of Play, and allowing for the duration of the interval. Table A should be used for this purpose with the umpires calculating the number of minutes from the restart after an interruption until the Scheduled Close of Play and deducting the duration of the interval. If the interruption occurs during an over, the part over must be completed prior to the revised overs being bowled. If the revised total number of overs for the second innings falls below 20, then the match is abandoned.

If play is interrupted during the second innings, and the golden half hour has been used up, then the umpires shall revise the number of overs in the second innings according to the playing time remaining in the match at the rate of 1 over for every 3.8 minutes. Table A should be used for this purpose with the umpires calculating the number of minutes from the restart after an interruption until the Close of Play. If the interruption occurs during an over, the time to complete the over is ignored in these calculations, but this part over must be completed prior to the revised number of overs being bowled. If the revised total number of overs for the second innings falls below 20, then the match is abandoned.

Worked example: The start is delayed by 90 minutes (to 13.30), the first 30 minutes lost are ignored and from the table (in 2) above, both sides are allocated 43 overs and the interval reduced to 25 minutes. During the first innings, after 11.3 overs have been bowled, there is an interruption, and the umpires decide that play will resume at 14.50 and the length of the interval will be reduced further to 20 minutes. From 14.50 to 19.20 is 270 minutes - with 20 minutes for the interval that means playing time remaining of 250 minutes. From Table A there is time for a further 66 overs to be bowled in the match – together with the 11.3 overs already bowled this means a match of 78 overs, consisting of a 43 over first innings (as determined at the start of play) and a 35 over second innings.

The second innings target score will be determined by run-rate calculated to 2 decimal

places. In this example, assuming a score of 250 in the first innings, this will be: First innings runs scored 250 Overs allotted at start of match 43 Run rate in first innings (250/43) 5.81

Overs allocated at beginning of second innings 35 Difference in allocated overs (43 – 35) 8 Difference x 1.2 (8 x 1.2) 9.6 Run rate for team batting second ((100 + 9.6) x 5.81 x 1/100) 6.37

The initial target score for the second innings of 35 overs is therefore;

35 x 6.37 = 222.95 = 223 to win and 222 to tie (fractions of a run are ignored)

If there is another interruption in the second innings after 17.5 overs have been bowled and the umpires decide that play can restart at 18.40, then there is now 40 minutes of playing time remaining. From Table A, there is time for a further 11 overs to be bowled, and so the second innings will now be for a total of 29 overs (17.5 overs already bowled plus the odd ball and then 11 further overs)

The revised target score for the second innings (after the 2nd innings interruption) is therefore;

29 x 6.37 = 184.73 = 185 to win and 184 to tie (fractions of a run are ignored)

Note that the target run rate for the second innings remains unchanged, once determined at the start of the second innings. Remember that this is a limited overs match and the Scheduled Close of Play is there only as a tool to determine how many overs shall be bowled in the match following interruptions. “Time” is called when the determined number of overs in the second innings have been bowled, irrespective of the Scheduled Close of Play..

4 Restriction on Field Placements.

Where the number of overs bowled in one or both innings have to be reduced, the number of overs of fielding restrictions shall also be reduced as shown below.

However, please note that where there is a suspension of play during the innings of the team batting second, the aim will be to retain the fielding restrictions for the same proportion of the second innings that they were maintained for the first innings (fractions to be ignored) and not the same number of overs as in the first innings.

In the examples above a 43 over innings will have 13 overs of restrictions and a 29 over innings only 9 overs of restrictions. If the second innings is interrupted then the number of overs of restrictions may be further reduced. For example if the second innings was interrupted after just 5.4 overs, and following the restart, the innings was reduced to 25 overs with 8 overs of restrictions then only a further 2.2 overs of restrictions will be required. If the innings has been interrupted after 8.4 overs, then the restrictions will be lifted immediately upon restart, since more than 8 overs have already been bowled.

During the overs with fielding restrictions, there must be no more than 2 fielders outside the 30 yard circle, and at least 2 stationary fielders inside the 15 yard markings or in conventional slip or gully positions. At all other times in the innings there must be no more than 5 fielders outside the 30 yard circle. At no time in either innings may there be more than 5 fielders on the leg side. Note it is the policy of the Panel NOT to advise captains or fielders that they may be in breach of the fielding restrictions. In the event of an infringement of any of the above fielding restrictions, the umpire at the striker’s end shall call and signal “No Ball.” If the striker believes that there has been an infringement of the fielding restrictions which was not called by the umpire, then, once the ball is dead, he may draw it to the attention of the striker’s end umpire. If he is able to verify the breach, he shall call and signal No Ball, if not play shall resume, he shall confirm that the events of that delivery remain unchanged.

5 Interruptions. Before restarting after any interruption the umpires must inform both captains and scorers of the revised number of overs for each innings, the revised number of overs per bowler and the revised number of Powerplay overs (if relevant). 6 Slow play. It may be necessary to extend either innings beyond the scheduled finish time or rescheduled finish time (if play had been suspended during the innings). Time allowances can be made during an innings for delays which are not caused by or under the control of the fielding side. Drinks intervals agreed before the innings starts shall be given a time allowance up to a maximum of 5 minutes. You should always consult your colleague as soon as you think an allowance should be made and, if agreed, advise both sides immediately of the allowance and the new target finish time. Allowances should not be made where you or your colleague consider that the fielding side could have prevented the delay(s). It is your judgment what constitutes “slow play” and whether it is the fielding side which is responsible. Please apply Law 43 – use your common sense. The fielding side must be ready to bowl the last over of the innings by the target finish time (after all allowances). If not, once the finish time has been reached, then once the ball is dead, the umpires shall award 6 Penalty Runs to the batting side for each complete over that is still left to be bowled. The innings shall then be completed. Over rate penalties only apply to innings of 25 overs or more and in any innings which has been interrupted, the fielding side will be given one over’s leeway. 7 No Balls and Free Hits. Where a No Ball (penalty of 1 run) is a result of a front-foot or back foot infringement, when the ball is dead and after giving all signals relating to that delivery, the umpire shall also signal a Free Hit by extending one arm upwards and moving it in a circular motion. For the Free Hit delivery the striker can only be dismissed under the circumstances that apply for a No Ball. If the Free Hit delivery is itself not legitimate, then the next delivery becomes a Free Hit and the signal should be repeated. Otherwise the Free Hit delivery counts as one in the over. Note that if a free Hit delivery is judged to be a Wide then the batsman cannot be Stumped or Hit Wicket because it is a Free Hit. Field changes are not permitted for a Free Hit delivery unless there is a change of striker. Any fielding restrictions in place at the time will still apply for the Free Hit delivery however any stationary fielders inside the 15 yard markings may retreat to those markings provided they stay on the same line to the stumps. The wicket-keeper counts as a fielder and may not change his position. Any ball that passes (or would have passed) above head height of the batsman standing upright at the crease is a No ball.

8 Wides. Umpires are expected to adopt a “very strict and consistent” interpretation on wide deliveries. Any ball passing down the leg side of both the batsman and the stumps is a wide (the leg side being determined by the batsman’s stance when the bowler starts his run-up). Any ball passing outside the offside pitch marking is a wide unless the batsman makes a significant movement to the offside and brings it clearly into reach. Switch-hitting: Where the batsman does not reverse the positioning of his feet , but merely switches hands on the bat to attempt a switch hit, then the criteria for a wide remain unchanged, the umpires will use the leg stump and the offside wide guideline as the basis for making any decision on whether wide should be called. However, where the batsman does reverse his feet, he has effectively changed from a right-handed batsman to a left-handed one (or vice versa), and in this situation, the off-side wide guideline marking should be used on both sides of the wicket. It is NOT a wide if the ball passes between the batsman and the wicket. 9 Bouncers and Beamers. A short-pitched ball (bouncer) is one that passes or would have passed over shoulder height of the batsman standing upright at the crease (whether or not the striker makes contact with the ball). Only one such delivery is permitted per over and the bowlers end umpire should indicate to both sides and his colleague when such a delivery has been delivered. Premier and First Division Time matches- Number of Overs

Start not Late and neither Innings Interrupted

1. The minimum number of overs in an uninterrupted match that does not have a late start is 120 overs.

2. The maximum number of overs available to the side batting first is 66.

3. To avoid a slow over rate penalty the side bowling first would need to bowl

the maximum of 66 overs in 232 minutes i.e. by 3.57 pm (without any time allowances). If the maximum number of overs has not been bowled by 3.57 pm, extra time will be played to complete those 66 overs.

4. At the conclusion of the first innings the Umpires will calculate the minimum

number of overs for the second innings. This is whichever is the greatest of:

a) 54 overs, b) the number of overs required to make a total of 120 overs in the match,

or c) the number of overs calculated using “Table 1” (i.e. by dividing the

remaining playing time by 17 per hour and rounding up).

and both captains and the scorers must be informed of that calculated minimum number of overs and the time by which they must be bowled to avoid a slow over rate penalty in the second innings.

For example, the first innings was declared after 63.4 overs at 3:52. A partially completed over in the first innings counts as a whole over for the purposes of calculating the minimum overs in the second innings (i.e. 63.4 overs = 64 overs). The playing time remaining is 193 minutes (which is time for 55 overs) but the minimum number of overs in the match is 120 so the minimum overs for the second innings becomes 56 overs (120 – 64 = 56) with 197 minutes in which they are to be bowled to avoid a slow over rate penalty. There is no slow over rate penalty when an innings lasts for less than 2.5 hours.

5. Close of play is 7:40 but extra time will be played if necessary to complete the

minimum overs for the second innings.

For example, a second innings of 54 overs starts at 4:27 due to delays during the full 66 over first innings, leaving 168 minutes until the normal finish time of 7:40. Using “Table 2”, the allowance for the second innings of 54 overs is 190 minutes and the side bowling second will have until 8:02 to bowl those overs without penalty. However, the match will be concluded at 7:40 or when the 54 overs have been bowled (whichever happens later) and not necessarily at 8:02.

6. If the minimum number of overs for the second innings calculated at

paragraph 4 above is reached before 7:40 the match will continue until 7:40.

Premier and First Division time matches – Number of Overs Late Start

1. Overs will be deducted in a late start in accordance with the “Guide on Late Starts”. Note that the recalculated overs are a maximum for the side batting first and a minimum for the side batting second.

2. The “Guide on Late Starts” shows the time in which the recalculated

maximum overs should be bowled to avoid a slow over rate penalty for the side bowling first. It will also show the recalculated minimum overs in the match and the recalculated minimum overs in the second innings. Both captains and the scorers must be informed of these recalculations.

3. The match will be treated as abandoned if it cannot start within 180 minutes

(before 3:05). Note that the lunch interval is not included in that calculation.

4. In the event of a late start, Umpires are to decide whether it is appropriate to set revised times for the lunch or tea interval – if it were decided to set revised times it would be normal to arrange as equal playing times as possible for each session of play.

5. At the conclusion of the first innings the Umpires will recalculate the

minimum number of overs available to the side batting second. This is whichever is the greatest of:

a) the number calculated earlier in accordance with the “Guide on

Late Starts”, b) the number required to make the total overs equal to the revised

minimum number of overs in the match calculated from the “Guide on Late Starts”, or

c) the number of overs calculated using “Table 1” (i.e. by dividing the remaining minutes of playing time by 17 overs per hour and rounding up).

and both captains and the scorers must be informed of that calculated minimum number of overs and the time by which they must be bowled to avoid a slow over rate penalty for the side bowling second calculated using “Table 2”.

6. Close of play is 7:40 but extra time will be played if necessary to complete the

minimum overs for the second innings calculated at paragraph 5 above. If that minimum is reached before 7:40 the match will continue until 7:40.

Premier and First Division time matches– Number of Overs Interruptions in the First Innings

1. Interruptions during the first innings will result in a deduction of one over in the maximum overs for the side batting first of one over and a deduction of one over in the minimum overs for the side batting secondfor each complete period of 7 minutes of time lost. TABLE B - “The Guide on Interruptions” shows the deductions necessary for each innings – these deductions should be made from the first innings maximum and second innings minimum set at the start of the match, including any adjustment for a late start.

2. Interruptions to an innings will be treated cumulatively.

For example, if the first interruption is of 20 minutes, two overs will be deducted from each innings but if the second interruption is of 20 minutes, a further three overs will be deducted. Should the umpires so rearrange the match that the tea interval coincides with the 10-minute break between innings, then an extra 10 minutes of playing time has been created which will reduce the amount of playing time lost to interruptions.

3. When the Umpires decide to resume play after an interruption, they will recalculate the maximum overs to be bowled in the first innings, the minimum overs to be bowled in the second innings and the time by which those maximum overs should be bowled to avoid a slow over rate penalty by multiplying the recalculated overs by 17 overs per hour using “Table 2”. Both captains and the scorers must be informed of those recalculations. There will be no points deduction for a slow over rate, if an innings lasts for less than 2.5 hours or is interrupted by 30 minutes or more.

Premier and First Division time matches– Number of Overs Interruptions in the Second Innings

1. At the conclusion of the first innings the Umpires will have calculated the minimum number of overs available for the second innings.

2. When there is an interruption(s) in the second innings that calculated

minimum would be reduced for every complete period of 3.5 minutes using “Table 3”.

3. Interruptions to the second innings will be treated cumulatively.

For example, if the first interruption is of 20 minutes, five overs will be deducted but if the second interruption is of 20 minutes, a further six overs will be deducted.

4. The Umpires will calculate the time by which the recalculated minimum overs

should be bowled to avoid a slow over rate penalty using “Table 2”. Both captains and the scorers must be informed of that time. There will be no points deduction if an innings lasts for less than 2.5 hours or is interrupted by 30 minutes or more.

For example, after an interruption of 25 minutes in the second innings, 7 overs will have been lost. Using “Table 3” the minimum number of overs to be bowled is 47 overs. Using “Table 2” the maximum time allowed to bowl 47 overs is 165 minutes.

5. Once less than 20 overs become available to the side batting second, the

captains should be informed that it will not be possible to obtain points for a Winning Draw and they may agree to abandon the match – although bonus points or points for a Win may still be obtained. Once less than 10 overs become available to the side batting second the game will be abandoned.

6. Close of play is 7:40 but extra time will be played if necessary to complete the

minimum overs for the second innings calculated at paragraph 2 above.

Second, Third and Fourth Divisions time matches - Number of Overs Start not Late and neither Innings Interrupted

1. The minimum number of overs in an uninterrupted match that does not have a late start is 100 overs.

2. The maximum number of overs available to the side batting first shall be 55.

3. To avoid a slow over rate penalty the side bowling first would need to bowl the

maximum of 55 overs in 194 minutes i.e. by 4:14 pm. If the maximum number of overs has not been bowled by 4:14 pm, extra time will be played to complete those 55 overs.

4. Tea is normally taken between the innings and is of 30 minutes duration. In the

event of a very early finish to the first innings (due to a collapse or a declaration) the tea may not be ready and the captains may agree to recommence the match and set a revised time for the tea interval. Only when the captains cannot agree whether or not to revise the time for the tea interval should umpires determine whether or not it is appropriate to do so. If the decision is taken to recommence the match before the tea interval, the interval between the innings would be of 10 minutes duration and the tea interval would be reduced to 20 minutes.

5. At the conclusion of the first innings the Umpires will calculate the minimum

number of overs for the second innings. This is whichever is the greatest of:

a. 45 overs, b. the number of overs required to make a total of 100 overs in the match, or c. the number of overs calculated using “Table 1” (i.e. by dividing the

remaining playing time by 17 overs per hour and rounding up)

and both captains and the scorers must be informed of that calculated minimum number of overs and the time by which they must be bowled to avoid a slow over rate penalty.

For example, the first innings was declared after 53.2 overs at 4.36. A

partially completed over in the first innings counts as a whole over for the purposes of calculating the minimum overs in the second innings (i.e. 53.2 overs = 54 overs). The playing time remaining is 134 minutes (which is time for 38 overs) but the minimum number of overs for the match is 100 so the minimum for the second innings becomes 46 overs (100 – 54 = 46) with 162 minutes in which they are to be bowled to avoid a slow over rate penalty. There is no slow over rate penalty when an innings lasts for less than 2 hours.

6. Close of play is 7:20 but extra time will be played if necessary to complete the

minimum overs for the second innings.

For example, the second innings of 45 overs starts at 5:00 due to slow play during the full 55 over first innings, leaving 140 minutes until the normal finish time of 7:20. Using “Table 2”, the allowance for the second innings of 45 overs is 158 minutes and the side bowling second will have until 7:38 to bowl those overs without a slow over rate penalty. However, the match will be concluded at 7:20 or when 45 overs have been bowled (whichever happens later) and not necessarily at 7:38.

7. If the minimum number of overs for the second innings calculated at paragraph 6

above is reached before 7:20 the match will continue until 7:20.

1. Overs will be deducted in a late start in accordance with the “Guide on Late Starts”. Note that the recalculated overs are a maximum for the side batting first and a minimum for the side batting second.

2. The “Guide on Late Starts” shows the time by which the recalculated maximum

overs should be bowled to avoid a slow over rate penalty for the side bowling first. It will also show the recalculated minimum overs in the match and the recalculated minimum overs in the second innings. Both captains and the scorers must be informed of these recalculations.

3. The match will be treated as abandoned if it cannot start before 3:00 pm.

4. Tea is normally taken between the innings and is of 30 minutes duration. In the

event of a late start both captains may agree to set revised times for the tea interval. Only when the captains cannot agree whether or not to revise the time for the tea interval should umpires determine whether or not it is appropriate to do so. If the decision is taken to revise the timing of the tea interval, the tea interval would be reduced to 20 minutes and the interval between the innings would be of 10 minutes duration.

5. At the conclusion of the first innings the Umpires will recalculate the minimum

number of overs available to the side batting second. This is whichever is the greatest of:

a) the number calculated earlier in accordance with the “Guide on Late

Over Rates – time matches

1. Teams are required to bowl at a minimum average rate of 17 overs per hour, over the whole innings. This equates to 3.53 minutes per over. Note that there is not a minimum number of overs to be bowled in the last hour of any match.

2. Failure to bowl at the minimum rate will result in deduction of one point for each

over or part over below 17 per hour over the innings as a whole.

3. The bowling rate calculation compares the total minutes of the innings (rounded down) with the number of overs bowled (rounded up).

For example: The innings lasts 265 minutes and 50 seconds

65.1 overs were bowled. Calculation: 265 divided by 66 = 4.015 minutes per over 60 divided by 4.015= 14.943 overs per hour

Result: 14 overs per hour (by rounding down) = 3 points deducted.

The “Guide to Over Rates” shown below indicates most of the probable calculations.

4. However, if a side bowls out the opposition within the time allowed to bowl the

maximum number of overs (for the first innings) or within the time allowed to bowl the minimum number of overs (for the second innings) that side would not be deducted points even if its bowling rate were below 17 per hour.

5. The fact that a match finishes in a victory for the side batting first within the

scheduled time for close of play does not prevent the deduction of points from its opponents for a slow over rate during the first innings.

6. And conversely, the fact that a match finishes in a victory for the side batting

second within the scheduled time for close of play does not prevent the deduction of points from its opponents for a slow over rate during the second innings.

7. Keep an eye on the bowling rate as the innings progresses and notify the captain

of the bowling side as soon as you sense that he needs to take action to ensure that the average rate of 17 overs per hour is achieved. Err on the side of early notification rather than risk leaving the notification until it is too late for the captain to take remedial action.

8. There is a statutory allowance of one minute for each wicket that falls up to and

including the ninth wicket. This allowance is in addition to the allowances deemed acceptable to the two Umpires.

Umpires’ Discretion on Over Rate Decisions

1. The clubs in The Ryman Surrey Championship have voted for penalties for slow play in Time matches. Umpires are given discretion in exercising over rate decisions. Discretion should be exercised only when interruptions to play are beyond the control of the fielding side. Allowances are made in minutes (not in overs) against the total minutes duration of the innings.

2. The playing conditions make a set allowance of one minute for the fall of each

wicket up to and including the ninth wicket. It is for the Umpires on the day to determine whether, and if so how, to make other allowances.

3. Umpires will wish to take into consideration, for example, the lack of a second

sight screen at one end of the ground where changes in bowling action to a right/left hand combination of batsmen necessitates the frequent movement of the screen. An accidental injury to a batsman or fielder may delay the match. The batting side may be a little slow in taking the field (for example after a suspension of play for rain). Batsmen may frequently still be having a mid-pitch discussion between overs when the bowling side and the Umpires are ready to continue. The batting side may make frequent requests for drinks or replacement equipment (especially new gloves) that disrupt the flow of the match. Time can be allowed for the recovery of a lost ball.

4. On the other hand Umpires should not give time allowances for slow play by

the fielding side such as frequent requests to have the ball changed, frequent field setting (even in the case of a close finish to the match) and slow motion in changing between the overs. In cases of deliberate slow play, Umpires can use the provisions of Law 42 to warn of, and in extreme cases, award penalty runs. Often the mere threat of action will bring positive results.

5. The bowling side may be behind the required over rate

a. when there is a declaration, b. when the match is abandoned because of rain, or c. when the match is won by the side batting second.

In these circumstances the Umpires may (or may not) consider that the rate of bowling in the period immediately before the declaration, rain or victory, if continued, would have been enough to achieve the required over rate before the scheduled close of innings.

For example in a Premier Division match, if a declaration were made at 2.50 pm after 46 overs in an uninterrupted match which did not start late, the Umpires might consider that the bowling side would have bowled the remaining 20 overs within the 66 minutes that would have remained had the bowling rate immediately before the declaration been continued.

The more time that is available, the more likely it is that the Umpires should consider that the required rate of 17 overs per hour would have been achieved.

6. Umpires appointed to Premier and First Division matches will not treat as

slow bowling an innings of less than 2.5 hours duration irrespective of the over rate achieved. The equivalent time allowance in all other Panel umpired matches is 2 hours.

7. A slow over rate in the first innings may result in the side bowling second

needing to bowl beyond the scheduled time for close of play to complete the minimum number of overs. In these circumstances the Umpires must inform the captains and the scorers, before the second innings starts, of the time by which the minimum number of overs needs to be bowled to avoid a slow over rate penalty.

8. Over rate penalty judgments are applied common sense. Whilst Umpires

should not be looking for opportunities to penalise sides, neither should they feel obliged to find excuses for slow play nor be inhibited in applying the sanctions that the clubs themselves have introduced in an effort to improve the quality of matches.

9. The decision to deduct points must be notified to Jeremy Beckwith on 07771 762452 as soon as possible after the match is concluded. The Umpires’ match report form shows, step by step, the calculation of over rates.

Bouncers and Beamers in The Ryman Surrey Championship – Time Matches Only The Divisions of the Championship that have Panel Umpires (i.e. Premier, First, Second, Third and Fourth Divisions for First X1s) are using the First Class playing conditions with regard to bouncers and beamers. The wording of the playing conditions can be found in the Year Book. To remove any doubt about how these playing conditions should be applied consistently by Panel Umpires, please apply the following:

Bouncers Batsman not able to hit the ball with a normal

Please note that there is no warning for a slow-paced beamer even if above shoulder height. It remains your judgement what is a fast delivery. For all other matches in the Surrey Championship (i.e. Fifth Division of the First X1 League and all Second X1 Third X1 and Fourth XI matches) the Laws of MCC with regard to bouncers and beamers will apply.

Umpires’ Marking of Pitches The latter part of the match report form is the pitch and outfield report form. These marks for the pitch and outfield should be agreed jointly by the two umpires. Whenever Umpires mark the overall quality of a pitch as either Poor or Unfit, that marking must be notified to Graham Jackson on 07967 901510 or email to [email protected] as soon as possible after the match is concluded. Whilst, during play we are mainly concentrating our attention on the “Protected area” as defined at Law 42.11(b), there are other factors which should be borne in mind in your assessment to help consistency of marking. Had the pitch been used previously in the season? The pitch should be dry and compact at the start of the game and kept dry during a stoppage. It should not break up too quickly or too much. It should be free from holes and other unnatural markings. The bounce should be consistent but allowances can be made for rain. The turn may increase as the game develops but should be no more than moderate at the conclusion. Creases and guide marks should be accurately and clearly marked.

SUMMARY OF BILL CLUTTERBUCK’S 2006 PRESENTATION

General points

• The grass cover should be even along the whole pitch whether it is long or short.

• It is a potential problem if there are patchy appearances. • Most club pitches are shaved too low; this exposes the soil which is

then not heavy enough to bind together causing it to break up. • Pitches should be of a pale colour, but this colour should be

produced by rolling not mowing. • Lots of clubs do not roll enough.

Playing Characteristics

a. Bounce

• Do not allow players to bounce balls on the pitch. Not only does this create marks on the pitch but it is unrepresentative of how a cricket ball makes contact with the pitch.

• Bounce should be as even as possible. • There will be variable bounce on all pitches but it should be

limited. • Umpires should work in pairs; the striker’s end umpire is best

placed to judge bounce.

• The carry of the ball to the wicket-keeper should be consistent. • Erratic bounce is caused largely by patchy pitches.

b. Pace

• No bowler gains pace off the pitch, it is not scientifically possible. • A good pitch loses less pace than others. • If there is a huge loss of pace from through the air to coming off

the pitch, this is an indication of a slow pitch. • Loss of pace on contact with the pitch can be caused by “thatch”

(i.e. dead grass roots under the soil) if not removed by mechanical means.

c. Deviation

• Should not be excessive either by seam or spin. • Seam movement is influenced by the grass cover, which should not

be live, juicy (fresh) grass. • Too much juicy grass and the ball will seam all over the place. • If the pitch is too moist you will find very slight denting in the pitch. • If the ball has grass stains or grass in the seam from the pitch, then

the grass is too juicy. There should be no soil or grass pickings from the pitch.

d. Spin • Excessive spin is caused mainly by dust or loose surface breaking up. • A lot of pitches do not have enough grass or are not compacted

enough. High clay soil is most important. Most clubs have not got this so they take off too much grass.

e. Other points

• There should always be three-four pitches in some stage of

preparation. • An unfit pitch is different to a dangerous one. • A red mark from the ball on a pitch usually indicates a good pitch.

UMPIRES’ PANEL GUIDE TO DISCIPLINARY REPORTS Introduction An important part of the Umpires’ role in a cricket match is management of players and situations. The existence of the Disciplinary Report system (the PINK forms) in no way relieves the Umpire from trying to head off situations and confrontations before they occur. Having said that, there are times when despite the best efforts of the Umpires, situations arise which should be reported. Clearly, Umpires will have to use their discretion about whether or not to report bad behaviour, dependent on the particular circumstances of each incident, but in attempt to ensure greater consistency, set out below are some guidelines about what, and how, incidents should be formally reported. Reports required to be made under the Laws of Cricket

• Where penalty runs have been awarded (other than ball hitting a helmet on the ground or accidental illegal fielding)

• Deliberate short runs or run stealing • Ball tampering • Deliberate distraction /obstruction of an opponent on the field of play • Deliberate time wasting • Damaging the pitch

In the cases above the BLUE Penalty Run Report forms are to be completed. Other offences

• Dangerous Bowling • Throwing

These should be reported on the PINK forms Serious violations of the Spirit of Cricket should always be reported

• Pointing or gesturing towards the pavilion in an aggressive manner upon the dismissal of a batsman

• Throwing the ball in a careless manner at or near a player, Umpire, team official or spectator

• Making comments or gestures that are insulting or deliberately provocative to a player, Umpire, team official or spectator

• Failure of a captain to take appropriate action to control his players’ behaviour • Any other unsavoury action or event which in the Umpires’ opinion should be

reported as being contrary to the Spirit of Cricket How to write a report Note that it is the PINK forms that are used for submitting formal disciplinary reports to the Disciplinary Committee. Comments on the online match report forms are not formal disciplinary reports, although offenders whose names are persistently found in these reports may find action taken against them. Remember that those who are required to read the report, just want and need to know the key facts. A long essay is NOT required or helpful, nor is an obviously emotional rant about a player’s behaviour. A series of bullet points may make a good report.

• Stick to the relevant facts of what occurred, not your feelings about it • Be as precise as possible about what occurred and when - eg at 3.35pm or in the 15th

over of the innings • Use the names of the key individuals – it is difficult for the Disciplinary Committee

to impose sanctions if offenders are not named. • State clearly what action (as required under the Laws of Cricket) was taken by the

Umpires over the course of the events – e.g. when a caution was given, when a final warning was given, when various individuals were informed

• Note that BOTH Umpires should sign the report; even though only one Umpire may have seen or heard the relevant incident; they act TOGETHER in informing the Captain that a report will be submitted. Only in the case where there is a disagreement between the Umpires about the facts or the seriousness of the offence should the report be signed by one Umpire.

• The report must NOT include your opinions or recommendations regarding any possible sanctions or punishments.

End notes Remember that in sending in any disciplinary report, the Umpires are effectively acting as the prosecutor and levelling the charges. In the past few seasons there have been no Disciplinary Hearings – the Committee uses the Reports from the Umpires to decide what action should be taken and has discussions with the Club, there is normally no further involvement in the process from the Umpires, although they will normally be told what punishments have been set. It is the role of the Disciplinary Committee to act as judges and thus to decide any sanctions or punishments. This can sometimes be hard to accept if the offence is against the Umpires and the sanction seems relatively light, but this separation of roles is an important part of any system of justice. It also makes future meetings between Umpires and offending players and teams more straightforward, because an independent committee has considered the report and decided the appropriate punishment.
