Enlisted Advisors Named To Policy Bo~r~

Three enlisted men havo been named by the Secretary of the Navy to the 1969 National Naval Rt:Sen'e Policy Board all advisors on matters relating to enlisted Reservists.

They are MWlter Chief of the Navy D. D. Black. USN, of the Bureau of Naval Personnel; Senior Chief Yeoman H. A. Barriger, USNR. of tho Naval Air Reserve Training Unit at Andrews Air Force Base, Washington, D.C.; and Chief Engineman W. D. Shaver, DSNR, of the Naval and Marine Corps Reserve Training Center at the Washington, P "l

statutory hi!lory of the Board, enlisted Navymen are now repre­sented in its deliberatiollll. (Al­though the Board first convened in March 1939 and met annually thereafter, it was not until August 1956 that it became a ",tatutory entity under Title 10 of he U.S. Code.)

NJRDTC To Be Offered In 78 High Schools Twenty-three more high schools will he participating in the Naval Junior ROTC Program during the 1969-70 school year.

The addition will hring to 78 the total number of NJROTC units in high !lChools. When fully imple­mented, the program will include 275 units, of which 245 will he Navy and 30, Marine Corps.

NJROTC has been established to present to a select group, of senior high !!Chool-level young men the opportunity to become Naval Cadets. By emphasizing physical

fitness, orderly appearance, .. speetfu] conduct and indivh. responsibility in addition to pre­senting varioUJ:I elMS room mate­rial, the program seeks to devdop infonned leaders with a strong sense of self-reliance, a personal knowledge of the responsibilities of citizenship in a democratic so­ciety and an appreciation of tht­Navy's role in national defense.

Most of the 23 new schools., and many of the previously activated nnits., are now recruiting instruc. tors for the 1969-70 school year. Uuder provisions of the law estab· lishing these uuits, the iustructol'll must be retired naval officers and enli~ted personnel with at lear years of active duty.

The institutions will select and employ retired pel'$Onnei whose qualifications have been approved by the Secretl,lty of the Navy. Those who are selected will I'1'.Ceive their retired or retainer pay and an additional amount equal to the difference between their retired pay and the pay and allowanCe!! they would receive if ordered to active duty (excluding hazardous duty and proficiency pay).

Combat Action Ribbon Criteria Spelled Out

If you have been under enemy fire in ground or surface combat 5ince 1 Mar 1961, you may be eligible for the Combat Action Ribbon.

The ribbon was established as an award by SecNav Notice 1650 of 17 Feb 1969 to provide recognition to Navymen and Marines who have ' actively participated in ground or surface combat. (It is not awarded for aerial combat since the strike/flight Air Medal already provides recognition for such action. It takes precedence immediately alter the Purple Heart Medal.

The ribbon is awarded to en­listed and commissioned Navymen and Marines, including Reservish, not above the grade of captain or colonel. who have actively partici­pated in ground or surface combat. The recipient must have performed duty satisfactorily while assigned to a unit engaged in combat or

temporarily assigned to such a unit for a -,pecific combat operation.

The principal eligibility crite­rion is that the recipient must~""'" a ground or surface combat lE fight or action during which he is under enemy fire. To provide guidelines as to eligibility, the SecNav Notice cites the following examples:

• Personnel in riverine units., coastal units, assaults, patrols, -,weeps, ambushes, convoys and similar activitie!l who have partici­pated in fire fights are eligible.

• Personnel assigned to areas subjected to sustained mortar and artillery attacks and who have actively participated in retaliatory or oflellllive actions such as in Khe Sanh during the Tet Oflell8ive..tf 1968 are eligible. , 1

• Personnel in clandestine or special operations such II!! UDT, reconnaissance and SEAL teams are eligible when the risk of enemy fire is great and is expected to be encountered.

• Personnel aboard a ship are eligible wben the safety of the ship and the crew are endangered by enemy attack-for ill8tance, when a ship i~ hit by a mine or engaged by shore battery.

Eligibility for the Purple Heart Medal does not necessarily insure eligibility for the Combat Action Ribbon.

Additional awards will be indicated by the use of stars on the ribhon. Navymen who meet the eligibility criteria may be recom­mended for the award hy any of­ficer in command senior to the in· dil· dual being recommended.
