Data Formats - SIF SubmissionThis document describes the SIF objects and fields that an SIS must publish in order to participate in a state-wide SIF data collection in Massachusetts. Pay special attention to the comments below each object

Codes
Massachusetts SIF Profile (for SIF version 2.7m)Version 2.40
The Requirement columns help to indicate if an element is required for SIF or for Massachusetts (MA). All elements that are required for SIF or MA must be reported. Please note that an element may be required for SIF, but optional for MA, meaning that we do not currently use it in any report. Elements that may have changed since the last profile are highlighted in blue.
· M - Mandatory – must be included in all transmitted objects· MR - Mandatory Repeating – one or more must be included in all transmitted objects· O – Optional – In SIF column means that this element is not required by the SIF specification. In MA column means this element is not currently used for Massachusetts DESE reporting.· C – Conditional – include only if relevant. Example: Employee’s termination date.
Application Columns in the Objects TabColumns F and afterwards in the objects tab help to identify those elements used by Massachusetts in SIF processing. If an element is required by SIF, but not by ESE, then the cell for that element will be blank. If the element is used directly in creating a value for an application, then the MA vartiable name will be in the cell. If it is used indirectly, then standard SIF coding (M,MR,C) will be found.
Important!:* The lack of a specific MA Business Rule for an attribute or element should not be construed as a statement that the element is free form. For SIF standard elements and attributes (not extended elements) please refer to the SIF profile 2.7m on the SIF Association web site. Some SIF defined elements have an expanded code set in order to meet Massachusetts requirements. These values may be found in the appropriate place in the Code Set tab.* Requirements for MA SIF extended elements may be found in the data manuals which support the SIMS, EPIMS and SCS collections. If no specific instruction is given for extended elements, use the codes found in the SIMS, SSDR, EPIMS or SCS column to locate its specification in the appropriate manual.* The inclusion of "Common Values" should not be construed to mean that these are a default. Each individual data element should be reviewed and updated to reflect it's unique characteristics. For example, HispanicLatino set to "No" might be a common value across the state, however it might not be the predominate value in a particular LEA. A dash (-) or null value in the Common Value column means that there can be no statewide common value.

* In as many cases as possible ESE will convert a reported SIF NCES code to the ESE code required for reporting. For example StudentPersonal/Immigrant requires a value of either Yes or No, but the DOE022 requirement is either 00 or 01. Do not report 00 or 01 in this element, instead, report Yes or No. These values will be converted to the required values automatically.

The Id (GUID) of another related education agency, such as a regional service agency.
SchoolType
SchoolFocusList/SchoolFocus The type of educational institution as classified by its focus. MA extended code "Scheduling" must be used for students to be enrolled using the AttendingSchool extended element.
o SIMS: Non-local schools. Some districts prefer to report their outplaced students and those receiving “services only” within a “school” in their SIS even though they are not attending classes in the district. The StateProvinceId for these schools must be the district’s state organization code (LEAInfo/SateprovinceId). The instructional location for DOE015 for these students will be reported in the StudentSchoolEnrollment object in the AttendingSchool extended element. One of the SchoolFocus elements must be "Scheduling" in this case.
The schedule-related information for a section repeating for each term in which the section is scheduled. The TermInfoRefId attribute value should not repeat within an instance of the object (ScheduleInfo nodes should not have duplicate terms). (SIF)
