The development of a new port terminal at Mbegani area is one of the key component of the TPA’s Ports Master Plan 2008 - 2028. This plan spells out the roadmap for the Authority towards transforming the country’s ports into world –class ports, which provides efficient and cost effective services in line with the various Government Development Programmes: Tanzania Vision 2025, National Strategy for Growth and Reduction of Poverty (MKUKUTA) and the Tanzania Mini-Tiger Plan 2020.

In order to transform our country’s ports, the following design criteria are proposed for Mbegani Bagamoyo port:

i. Ability to handle 7,000 – 8,000 TEU’s vessels ( 6th Generation ships – Mega ships). It is expected that mainliners with a capacity of up to 5,000 TEU’s will start to call the East African ports towards 2020.

ii. Good navigation access – draught of 13 – 14 m.

iii. Two berths initially with 340 – 400m length each. RoRo berths to be developed for handling of

vehicles.

iv. State of the art handling equipment ( e.g Post Panamax gantry cranes efficient Rubber Tyred Gantries based container yard)

v. Container storage with robust and flexible Rubber Tyred Gantries stacking system

vi. Possibility to provide scheduled reliability for shipping lines at container terminal berths with fixed time window

vii.A modern IT system that integrate the different functions and enable an efficient management of different administrative routines

Project Benefits: The shift to Mbegani-Bagamoyo is to compliment the existing port facilities at Dare s Salaam port

The development of Mbengani-Bagamoyo port will foster achievement of various Government Development Programmes such as Development of Economic Processing Zones

The project is also expected to easy congestion in Dar es Salaam City

The project is expected to create more than 1,358

The existing port at Tanga is a lighterage with a 191m long quay and accommodating 2 shallow berths with a maximum depth of 6.60m. The method of operation that entails double handling of cargo has rendered this port to be relative expensive to maintain, thus calls for development of a green field deeper port at Mwambani Bay to improve Northern Tanzania’s access to seaborne trade. for development of 7 large berths at a depth of more than 12m. The new port will have three terminals i.e. dry bulk terminal, break bulk and container terminal.

As an effort to increase the capacity of the Dar es Salaam port which cannot be expanded within the city of Dar es Salaam, TPA commissioned the Pre-feasibility study, review of PPP options and optimum option for establishment of the Kisarawe Freight Station (KFS).Among others in this project, TPA intends to develop the following: Container stack area; Rail loading/offloading lines for

both TAZARA and TRL lines; Freight station sheds; Import Vehicle Park; Truck stop waiting area outside

the terminal; Access control gates to both

container and vehicle terminals; Offices and staff facilities Workshop for equipment

maintenanceProject Benefits: The development of KCFS is

expected to increase cargo handling capacity of the Dar es Salaam port

Completion of the project is expected reduce congestion at the city centre.

KCFS is also expected to link new port at Mbegani–Bagamoyo

For that reason proposed KFS is intended to connect Dar es Salaam port as well as proposed Mbegani port by transportation network such as railway lines and roads.

areas and Procurement of Cargo handling Equipment.

The present port area is 70ha. Additional area of 2,650ha has been acquired for port expansion and EPZ/EDZ development.

The design of the waterfront site must incorporate the infrastructure needs for the BRT’s operation.The waterfront site is also a hub for passenger ferries including the Kigamboni Ferry which carries passengers and vehicles across the harbour several times per day as well as the Zanzibar Ferry Terminal which carries passengers and tourists between Zanzibar, Pemba, and other islands to the south including Mafia.

In additional, the project will offer numerous direct and secondary impacts for the city’s economy including new jobs, new investment, increased revenue to local authorities and a potential for increased tourism.It will guarantees the majority of

Tanzania Ports Authority intends to strengthen and deepen berths 1-7 to cater for growth in the dry bulk, break bulk (general cargo) and the RoRo (vehicle) trades at Dar es Salaam port.This project will cover the deepening and strengthening of berths 1-7 (including deepening of the adjacent port basin and vessel turning area) and construction of a new RoRo terminal.

8. Development of Dry / Floating Dock Facility.

Project Name: Development of DRT / Float Dock Facility.

The port had a dry dock facility which was built in 1950’s, meant for maintenance of TPA owned small marine crafts and even from third parties. The facility literally does not exist, as its life expired and has deteriorated beyond economic repair. Currently, the coastal playing marine crafts have to be sent to Mombasa port for repair. TPA intends to develop a modern dry / floating dock facility along its coastal water. In this regard, the project involves procurement of a dock, construction of workshop, installation of the slipway rail tracks, construction of concrete beams and other minor civil works.

Project Benefits: A modern operational dock facility for maintenance and repair of marine crafts will facilitate an optimal level of equipment availability of such crafts,

alternative environmental friendly source of energies globally have led to discovery of economic activities with multitudes of potentialities along Tanzanian coastal ports. According to the TPA’s Ports Master Plan (2008-2028), these opportunities ranges from establishment of sugarcane and jatropha plantations leading to export of ethanol and jatropha seeds for production of energy at Kilwa Masoko, and gypsum and fishing activities at Kilwa Kivinje.

The remaining costal ports of Pangani, Mafia and Lindi have fishing, oil and gas exploration potentialities.

TPA wishes to develop these ports to accommodate multitudes of economic activities starting with large scale fishing, which will allow calling of large fishing ships and construction of modern fishing facilities offshore.

The coastline is 1450km long with a narrow continental shelf and an Exclusive Economic Zone in the Indian ocean of about 223,000 sq.km. The fisheries potential for Tanzania is 730,000 metric tons per year.

An estimated 60,000 people are employed as full-time fishermen, while another 30,000 are engaged in part-time fishing and fisheries-related activities, such as fish processing, marketing, distribution, net-making, marine engine repair, boat-building and other activities.

The fisheries resources are renewable resources, which are limited, and therefore they have to be conserved, managed and developed on sustainable basis. The Tanzania promotes sustainable exploitation, utilization and marketing of fish resources to provide the intended national social economic objectives and achieve effective protection of the aquatic environment to sustain development.

The private sector, the community, non-governmental organizations and other non-state actors have a useful role to play in the development, management and sustainable utilization of the fisheries resources. Support effort is important to achieve the sector objectives. The active involvement in the sector would enhance investment; improve business and general management in the fishing industry.

Modern fishing techniques have started to be employed in the coastal waters though in a small scale. There are significant opportunities for investors to establish fish processing plants, crustacean fisheries, and deep-sea fishing in Tanzania.

These developments in the fishing industry will require well established port facilities along the Tanzanian coastline, which will support large

scale investors.

Project Benefits: Development of Coastal Fishing Ports in Tanzania will provide a number of social economic benefits to the country down to the grassroots levels of districts and villages.

Even though fishing constitutes only a small portion of Tanzania's GDP, it is, nevertheless, an important source of livelihood for many Tanzanians and has been so for many years.

Many Tanzanians engaged in fishing earn income from the activity. This income has been increasing over the years, although distribution is becoming increasingly more inequitable, with the export-oriented fish processing sector taking the lion's

The benefits of developing coastal fishing ports will come through a growing and vibrant fishing industry, which will in turn provide:

Increase in foreign exchange earnings through increased export trade

Increase in TPA’s traffic through envisaged export trade and import of capital goods to the fish and other related industries

Increased skills to Tanzanians who will be employed in the industry and,

Multiplier effects to other industries through byproducts sold to local markets, to mention just a few.
