The Concept of Foreign Policy of the Russian Federation

303-18-02-2013 I. General Provisions 1. The concept of the foreign policy of the Russian Federation (hereinafter referred to as the "Concept") is a system of views on the basic principles, priorities, goals and objectives of the foreign policy activities of the Russian Federation. 2. The Constitution of the Russian Federation, federal laws, generally recognized principles and norms of international law, international treaties of the Russian Federation, the Decree of the President of the Russian Federation of May 7, 2012 No. 605 "On measures to implement the foreign policy course of the Russian Federation" as well as the National Security Strategy of the Russian Federation until 2020, the Military Doctrine of the Russian Federation, the regulatory legal acts of the Russian Federation regulating the activities of federal gan of state power in the sphere of foreign policy, and other similar documents.3. The rapid acceleration of global processes in the first decade of the 21st century, the strengthening of new trends in world development require a fresh look at the key directions of the dynamically changing situation in the world, rethink the priorities of Russia's foreign policy, taking into account its increased responsibility for the formation of the international agenda and the foundations of the international system.

4. In accordance with the highest priority of national security - ensuring the security of the individual, society and the state - the main foreign policy efforts should be focused on achieving the following main objectives:a) ensuring the security of the country, preserving and strengthening its sovereignty and territorial integrity, strong and authoritative positions in the world community that are most responsive to the interests of the Russian Federation as one of the influential and competitive centers of the modern world;b) creation of favorable external conditions for sustainable and dynamic growth of the Russian economy, its technological modernization and transfer to the innovative way of development, raising the level and quality of life of the population, strengthening the rule of law and democratic institutions, the realization of human rights and freedoms;c) the active promotion of the course to the all-round strengthening of international peace, universal security and stability with the aim of establishing a just and democratic international system based on collective principles in solving international problems, on the supremacy of international law, primarily on the provisions of the UN Charter, as well as on equal and partnership relations between states with the central coordinating role of the UN as the main organization regulating international relations;d) the formation of good-neighborly relations with neighboring countries, assistance in eliminating existing and preventing the emergence of new hotbeds of tension and conflict in the regions adjacent to the Russian Federation;e) development of bilateral and multilateral relations of mutually beneficial and equal partnership with foreign states, interstate associations, international organizations and forums based on the principles of respect for independence and sovereignty, pragmatism, transparency, multi-vectorality, predictability, non-confrontational upholding of national priorities. Deployment of broad and non-discriminatory international cooperation, facilitating the establishment of flexible non-bloc network alliances, and the active participation of Russia in them;f) strengthening of Russia's trade and economic positions in the system of world economic relations, diplomatic support of the interests of domestic economic operators abroad, non-discrimination of Russian goods, services, investments, use of the capabilities of international and regional economic and financial organizations for this purpose;g) comprehensive protection of the rights and legitimate interests of Russian citizens and compatriots residing abroad, defending Russian approaches in the various international formats on the topic of human rights protection;h) spreading and strengthening the positions of the Russian language in the world, popularizing the cultural achievements of the peoples of Russia, consolidating the Russian diaspora abroad;i) to promote the development of constructive dialogue and partnership among civilizations in the interests of strengthening the consensus and mutual enrichment of different cultures and religions.

II. Modern world and foreign policy of the Russian Federation 5. The main, a landmark feature of the current stage of international development are deep changes in the geopolitical landscape, a powerful catalyst for which was the global financial and economic crisis. International relations are experiencing a transitional period, the essence of which is the formation of a polycentric international system. This process is not easy, accompanied by an increase in the turbulence of economic and political development at the global and regional levels. International relations continue to become more complicated, their development is becoming increasingly difficult to predict.

6. The possibilities of the historical West to continue to dominate the world economy and politics continue to decline. There is a dispersal of the world's potential for strength and development, its shift to the East, primarily to the Asia-Pacific region. The emergence of new players on the forefront of world politics and economics against the backdrop of the desire of Western states to maintain their habitual positions is associated with the intensification of global competition, which is manifested in the growing instability in international relations.7. Against the background of reducing the danger of unleashing a large-scale war, including nuclear war, the military balance of forces between different states and groups of states is changing. The desire to build up and modernize offensive capabilities, create and deploy new types of weapons is eroding the structure of global security, cemented by a system of arms control treaties and agreements.8. In the conditions of global turbulence and the growing interdependence of states and peoples, there are no longer any prospects of building separate "oases of peace and security", and the only reliable insurance against possible shocks is observance of the universal principles of equal and indivisible security in relation to the Euro-Atlantic, Eurasian and Asian-Pacific spaces.9. At the present stage, traditional military-political alliances can not provide resistance to the whole spectrum of contemporary challenges and threats, which are transboundary in character. In place of block approaches to the solution of international problems, network diplomacy is based on flexible forms of participation in multilateral structures with a view to effectively seeking solutions to common problems.10. Along with military power, such important factors of the influence of states on international politics, as economic, legal, scientific and technical, environmental, demographic and information, are put forward. The issues of ensuring sustainable development, spiritual and intellectual development of the population, increasing its welfare, increasing the level of investments in people are gaining more weight. The economic interdependence of states is one of the key factors in maintaining international stability.11. The financial and economic challenges are palpably palpable against the backdrop of the accumulation of crisis elements in the world economy. Unresolved structural problems and prolonged depression in the leading Western countries negatively affect global development. The incompleteness of reconstruction processes in the context of the debt crisis in Europe and the continuing slipping of the eurozone into recession presents serious risks for the future. Of particular relevance are international efforts to create new, more balanced and appropriate globalization world trade and monetary and financial systems.12. Competition is growing around the distribution of strategic resources, which is hurting commodity exchanges and markets. Qualitative transformations take place in the energy sector, which is also due to the use of innovative technologies for extracting hard-to-recover hydrocarbon reserves. At a time when more and more diversification of their presence in world markets is required to ensure the economic security of states, tighter constraints and other discriminatory measures are being tightened.13. Global competition for the first time in modern history acquires a civilizational dimension and is expressed in the rivalry of different value orientations and development models in the framework of the universal principles of democracy and a market economy. The cultural and civilizational diversity of the modern world is becoming more and more loud.14. The reverse side of the processes of globalization is the tendency to increase the importance of the factor of civilizational identity. The desire to return to their civilizational roots can be clearly seen in the events in the Middle East and North Africa, where the political and socioeconomic renewal of society often takes place under the slogan of affirming Islamic values. Similar processes are observed in other regions, which leads to the task of preventing intercivilizational faults, intensifying efforts in the interests of forming a partnership of cultures, religions and civilizations, designed to ensure the harmonious development of mankind. Under these conditions, attempts to impose on others own scale of values are fraught with increased xenophobia, intolerance and conflict in international affairs, and

ultimately - a slide towards chaos and uncontrollability in international relations. Negatively, the prospect of re-ideologizing international relations influences the prospects for strengthening global stability.15. The danger to international peace and stability represents attempts to regulate crises by applying unilateral sanctions pressure and other measures of force, outside the framework of the UN Security Council, including armed aggression. In some cases, the fundamental international legal principles of non-use of force, the prerogatives of the UN Security Council, openly disregarding its resolutions are openly ignored, concepts aimed at overthrowing the legitimate authority in sovereign states using slogans for the protection of civilians are implemented. The use of coercive measures and armed force, bypassing the UN Charter and the UN Security Council, is unable to eliminate the deep socio-economic, interethnic and other contradictions that underlie conflicts. It only leads to the expansion of the conflict space, provokes tension and the arms race, exacerbates interstate contradictions, foments national and religious strife.16. New challenges and threats emerging in transnational nature come to the fore in modern international politics, their levels are rapidly increasing, their character and geography are diversified. First of all, it is the danger of the proliferation of weapons of mass destruction and their means of delivery, international terrorism, uncontrolled traffic of weapons and militants, the radicalization of public sentiments, provoking religious extremism and ethnoconfessional antagonisms, illegal migration, maritime piracy, drug trafficking, corruption, regional and internal conflicts , shortage of vital resources, demographic problems, global poverty, environmental and sanitary-epidemiological challenges, change climate, threats to information and food security.17. Transnational organized crime is becoming profoundly transformed, acquiring a macroeconomic dimension in the context of globalization, which leads to the emergence of new criminal "power centers" that accumulate significant resources and consistently expand their spheres of influence, including penetration into the power structures of various states, financial and economic institutions, establishing ties with terrorist and extremist organizations.18. Global challenges and threats require an adequate response from the international community, its joint efforts under the central coordinating role of the United Nations and taking into account the objective interconnectedness of security issues, ensuring sustainable development and protecting human rights.19. In the context of the decentralization of the global management system, its regional level is strengthened as the basis - along with the UN - of a polycentric model embodying the diversity of the world, its heterogeneity and multistructure. New centers of economic growth and political influence are increasingly taking on responsibility for affairs in their regions more and more confidently. Regional integration is becoming an effective tool for increasing the competitiveness of its participants. Network formats and associations, trade pacts and other economic arrangements, strengthening the role of regional reserve currencies are factors of strengthening security and financial and economic stability.20. "Soft power" is an integral part of modern international policy: it is a complex tool for solving foreign policy problems with the support of the opportunities of civil society, information, communication, humanitarian and other methods and technologies alternative to classical diplomacy. At the same time, the strengthening of global competition and the accumulation of crisis potential lead to the risks of the sometimes destructive and unlawful use of "soft power" and human rights concepts in order to exert political pressure on sovereign states, interfere in their internal affairs, destabilize the situation there, manipulate public opinion and consciousness, including in the framework of financing humanitarian projects and projects related to the protection of human rights, abroad.21. The genuine unification of the efforts of the international community calls for the formation of a value basis for joint actions, building on the common spiritual and moral denominator that has always

existed among the major world religions, including such principles and concepts as the pursuit of peace and justice, dignity, freedom and responsibility, honesty , mercy and diligence.22. Foreign policy is one of the most important tools for the country's sustainable development, ensuring its competitiveness in a globalizing world.23. The Russian Federation, being a permanent member of the UN Security Council, a participant in a number of influential international organizations, regional structures, mechanisms of interstate dialogue and cooperation, possessing considerable resources in all spheres of life, intensively developing relations with leading states and associations in various parts of the world within the framework of multi-vector foreign policy course, consistently integrating into the world economy and politics as a responsible and constructive th member of the international community, to establish a positive, balanced and unifying international agenda, addressing global and regional issues.24. The fundamental nature and rapid rate of change creates for the Russian Federation, along with serious risks, at the same time new opportunities. Russia conducts an independent and independent foreign policy course, dictated by its national interests and based on unconditional respect for international law.25. Russia's foreign policy is open, predictable and pragmatic. It is characterized by consistency, continuity and reflects the unique role of our country, formed over the centuries, as a counterbalancing factor in international affairs and in the development of world civilization.26. Russia is fully aware of its special responsibility for maintaining global security at both the global and regional levels and is aimed at cooperating with all interested states in order to meet common challenges. Russia will work to outstrip and anticipate the events, remaining ready for any variant of the development of the international situation.

III. Priorities of the Russian Federation in solving global problems 27. The diversity and complexity of international problems and crises require a timely forecasting of the priority of each of them in the foreign policy activities of the Russian Federation. The use of politico-diplomatic, legal, military, economic, financial and other instruments in dealing with foreign policy tasks should be commensurate with their real significance for ensuring Russia's foreign policy interests and be carried out with due coordination of actions of all branches of government and relevant departments.

Formation of a new world order

28. Russia pursues a policy aimed at creating a stable and stable system of international relations based on international law and based on the principles of equality, mutual respect, non-interference in the internal affairs of states. Such a system is designed to ensure reliable and equal security for every member of the world community in the political, military, economic, information, humanitarian and other fields.29. The UN should remain the center for regulating international relations and coordinating world politics in the twenty-first century, which proved its non-alternative and has unique legitimacy. Russia supports efforts to strengthen its central and coordinating role. This implies:a) ensuring the inviolability of the key provisions and principles of the UN Charter, strengthening its potential in every way to rationally adapt the UN to new world realities while preserving its interstate nature;b) further enhancement of the effectiveness of the activities of the UN Security Council, which has the primary responsibility for the maintenance of international peace and security, making this body more

representative in the process of rational reform of the United Nations, while ensuring due efficiency in its work. Any decisions on creating additional seats in the UN Security Council should be made on the basis of the broadest consensus of the UN member states. The status of the five permanent members of the UN Security Council should be preserved.30. Russia attaches great importance to ensuring the sustainable manageability of world development, which requires the collective leadership of the world's leading states, which should be representative of geographical and civilizational relations and be carried out with full respect for the central and coordinating role of the United Nations. To this end, Russia will enhance cooperation in such formats as the G20, BRICS (Brazil, Russia, India, China, South Africa), the Group of Eight, the Shanghai Cooperation Organization, the RIC (Russia, India and China) , as well as using other structures and dialog sites.

The rule of law in international relations

31. Russia consistently stands for strengthening the legal framework in international relations, faithfully observes international legal obligations. The maintenance and strengthening of international legality is one of the priority areas of its activities in the international arena. The rule of law is designed to ensure the peaceful and fruitful cooperation of states while respecting the balance of their often conflicting interests, and also to guarantee the stability of the world community as a whole. Russia intends to:a) support collective efforts to strengthen the legal framework in interstate relations;b) to oppose the attempts of individual states or groups of states to revise the universally recognized norms of international law reflected in universal documents - the UN Charter, the Declaration on the Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the UN Charter of 1970, as well as in the Final Act Conference on Security and Cooperation in Europe (Helsinki, August 1, 1975). For international peace and the rule of law, an arbitrary interpretation of the most important international legal norms and principles, such as the non-use of force or the threat of force, the peaceful settlement of international disputes, respect for the sovereignty of states and their territorial integrity, the right of peoples, is especially dangerous for the political situation and the interests of individual states to self-determination. Attempts to extradite violations of international law for its "creative" application are also dangerous. It is unacceptable that, under the pretext of implementing the concept of "responsibility for defense", military interventions and other forms of outside interference are carried out, undermining the foundations of international law based on the principle of sovereign equality of states;c) to promote the codification and progressive development of international law, primarily carried out under the auspices of the United Nations, the achievement of universal participation in the international treaties of the United Nations, their uniform interpretation and application;d) Continue efforts to improve the UN sanctions instruments, to ensure that decisions on imposing sanctions are taken only by the UN Security Council on a collegial basis after thorough study, primarily taking into account their effectiveness for solving the tasks of maintaining international peace and security and not prejudicing the humanitarian situation;e) conduct business to complete the international legal registration of the state border of the Russian Federation, as well as the borders of the sea space in respect of which it exercises sovereign rights and jurisdiction, while unconditionally securing Russia's national interests, primarily in the sphere of security and economy, trust and cooperation with neighboring countries.

Strengthening international security

32. Russia has consistently advocated the reduction of the role of the factor of power in international relations while strengthening strategic and regional stability. To this end, the Russian Federation:

a) strictly observes its international obligations under international arms control treaties, and also takes measures to build confidence in the military sphere, seeking the same from its partners; participates in the development and conclusion of new agreements in these areas that meet its national interests and take into account all factors that affect strategic stability without exception, on the basis of the principles of equality and indivisibility of security;b) gives priority to the implementation of the Treaty between the Russian Federation and the United States of America on measures to further reduce and limit strategic offensive arms;c) confirms the unchanging course towards the creation of multilateral political and legal foundations for a universal and lasting regime for the non-proliferation of nuclear weapons, other types of weapons of mass destruction and their means of delivery; Supports compliance with the Treaty on the Non-Proliferation of Nuclear Weapons, the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction, and the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction; actively participates in the activities of multilateral export control regimes, as well as in international efforts to control the circulation of dual-use materials and technologies, facilitates the early entry into force of the Comprehensive Nuclear-Test-Ban Treaty; advocates the creation of a global missile non-proliferation regime on the basis of a legally binding agreement and for giving a global character to the obligations under the Treaty between the USSR and the USA on the elimination of their medium-range missiles and shorter range;d) supports the process of creating zones free of nuclear weapons and other weapons of mass destruction;e) stands for strengthening of technical and physical nuclear security on a global scale, in particular for the improvement of international legal mechanisms for ensuring nuclear safety and preventing acts of nuclear terrorism;f) advocates the prevention of the deployment of weapons in outer space, including the conclusion of a relevant international treaty, the development of transparency and confidence in space activities, the creation of a system for collective response on an equal footing to possible missile challenges and against unilateral, unlimited actions to build up missile defense by one state or a group of states that are detrimental to strategic stability and international security;g) in the interests of resolving the problems of strategic stability, advocates the development of bilateral and multilateral cooperation of states, primarily those with nuclear weapons, in order to ensure common security in the spirit of strategic openness, including in the field of the benefits of "peaceful atom" for all interested countries;h) take the necessary measures in the interests of ensuring national and international information security, preventing threats to the political, economic and public security of the state arising in the information space, to combat terrorism and other criminal threats in the field of information and communication technologies, to counter their use in military and political goals that are contrary to international law, including actions aimed at interference in internal cases, as well as posing a threat to international peace, security and stability;i) will seek to develop rules of conduct in the field of international information security under the auspices of the United Nations;j) Supports international efforts to counter illicit trafficking in small arms and light weapons;k) in the context of efforts to strengthen regional stability in Europe, will seek to bring the European regime of conventional arms control into line with current realities, as well as unconditional compliance by all parties with agreed confidence- and security-building measures;m) Considering international peacekeeping to be an effective instrument for settling armed conflicts and solving the tasks of state building on the post-crisis stage, intends to participate in international peacekeeping activities under the auspices of the United Nations and in cooperation with regional and

international organizations; will make an active contribution to the improvement of the UN preventive anti-crisis potential;n) when preparing decisions of the UN Security Council in the field of international security, including the establishment of new peacekeeping operations or the extension of existing ones, strongly supports the development of clear, non-arbitrary interpretations of peacekeeping mandates, especially those related to the use of force, and strict control over their implementation;o) considers Article 51 of the UN Charter as an adequate and unverifiable legal basis for the use of force in self-defense, including in the face of such threats to peace and security as international terrorism and the proliferation of weapons of mass destruction;n) considers combating international terrorism as the most important national and foreign policy goal, advocates the systematic and integrated use of political, legal, information, socio-economic and special measures, with a focus on the preventive component of such counteraction on the basis of global and regional antiterrorist conventions;p) in accordance with international law and its legislation, applies all necessary measures to repel and prevent terrorist attacks against Russia and its citizens, to protect them from terrorist acts, to prevent activities on their territories that are aimed at organizing such acts against citizens and the interests of others countries, on non-granting of asylum and rostrum to terrorists and instigators to terror, on preventing and suppressing the financing of terrorism;c) seeks a politico-diplomatic settlement of regional conflicts on the basis of collective action by the international community, proceeding from the fact that modern conflicts have no power solutions and their solution should be sought through the involvement of all parties in dialogue and negotiations, and not through the isolation of any of them ;t) purposefully counteracts illicit trafficking in drugs and organized crime, cooperating with other states in a multilateral format, especially within the framework of specialized international bodies, and bilaterally, including with a view to maintaining and strengthening the international drug control system;U) supports the creation, under the auspices of the United Nations and other international and regional organizations, of effective structures for interaction in responding to natural disasters and major man-made disasters, other emergencies, including building capacity to overcome their consequences and strengthening early warning and forecasting systems; possessing unique experience, technical and human resources, is an important and effective part of the global and trans-European emergency management systems;f) participates in international cooperation in regulating migration processes, ensuring the rights of migrant workers;х) as a multinational and multi-confessional state, which has centuries-old experience of harmonious co-existence of representatives of different peoples, ethnic groups and religions, promotes dialogue and partnership between cultures, religions and civilizations, including within the UN and other international and regional organizations; supports relevant initiatives of civil society, actively interacts with the Russian Orthodox Church and other major religious associations of the country, counteracts extremism, radicalization of public sentiments, intolerance, discrimination and division along ethnic, confessional, linguistic, cultural and other grounds.

International economic and environmental cooperation

33. With its high rates of economic growth based on stable export and expanding domestic demand, unique natural and accumulated financial resources, responsible social and economic policy, Russia makes a significant contribution to ensuring the stability of the global economy and finance, participates in international efforts to prevent and overcome crisis phenomena. Russia intends to actively promote the formation of a fair and democratic global trade and economic and monetary and financial

architecture, determining the guidelines for international development, proceeding from the fact that the commonality of modernization challenges opens up additional prospects for deepening international economic cooperation.34. Russia's main tasks in the sphere of international economic relations, taking into account the priorities of the country's innovative development, are to ensure its equitable positions in the current system of world economic relations, to minimize the risks that arise when integrating into the world economy, including in the context of accession to the World Trade Organization (WTO) and accession to the Organization for Economic Cooperation and Development (OECD). To meet these challenges, the Russian Federation:a) adopts trade policy measures to protect its own interests in accordance with international rules and opposes trade and political measures of foreign states that infringe the rights of the Russian Federation and Russian enterprises;b) seeks to adequately take into account Russian interests and approaches when developing in the framework of major international forums a collective position on the most relevant aspects of international development and the functioning of the world economy, including the definition of a global agenda for strengthening energy and food security, improving the regime of trade and transport cooperation;c) creates favorable political conditions for the diversification of the Russian presence in world markets by expanding the range of exports and geography of Russia's foreign economic and investment ties;d) provides state assistance to Russian enterprises and companies in developing new and developing traditional markets, counteracts discrimination of domestic investors and exporters;e) contributes to the modernization and diversification of the Russian economy, as well as to the increase of the share of science intensive, innovative and other priority sectors in the overall economic structure through the use of advanced foreign scientific and technical knowledge and technologies, management methods and business transactions, and foreign investment;f) Strengthens strategic partnership with leading producers of energy resources, actively develops a dialogue with consuming and transit countries, proceeding from the fact that measures ensuring the security of energy supplies should be consistently supported by counter measures to ensure the stability of demand and the reliability of transit;g) take measures to secure the status of a key transit direction for the Russian Federation in ensuring trade and economic ties between Europe and the Asia-Pacific region, including by increasing participation in the transcontinental freight routes being formed;h) actively uses the capabilities of regional economic and financial organizations to defend the interests of the Russian Federation in the respective regions, paying particular attention to the activities of organizations and structures that contribute to strengthening integration processes in the space of the Commonwealth of Independent States.35. The Russian Federation supports the expansion of international cooperation in order to ensure environmental security and combat climate change on the planet, including with the use of new energy and resource-saving technologies, in the interests of the entire international community. Among the priorities in this area is the further development of scientifically based approaches to preserving the favorable natural environment and increasing interaction with all states on the issues of environmental protection in order to ensure the sustainable development of present and future generations.36. Russia views the sustainable socio-economic development of all countries as an indispensable element of the modern system of collective security and proceeds from the view that the promotion of international development should be aimed at finding effective ways to support efforts to eliminate imbalances in the development of various regions. To this end, Russia, using its donor potential, conducts an active and focused policy in the field of promoting international development both at the multilateral and bilateral levels.

37. Russia supports international cooperation in the field of health care, with the leading role of the World Health Organization as one of the priorities of the global agenda, an integral component of sustainable development.38. In the context of increasing importance of marine spaces, both from the economic point of view and in terms of strengthening security, their effective use becomes an urgent task. The Russian Federation will seek to ensure safe national shipping regimes, including anti-maritime piracy, responsible fishing and research activities in the World Ocean, combined with measures to protect the marine environment and combat international terrorism. Russia intends to establish, in accordance with international law, the outer limits of its continental shelf, thereby expanding the possibilities for exploration and exploitation of its mineral resources.

International humanitarian cooperation and human rights

39. Russia, committed to universal democratic values, including ensuring human rights and freedoms, sees its tasks in:a) seek respect for human rights and freedoms throughout the world through a constructive, equitable international dialogue, taking into account the national, cultural and historical characteristics of each state, monitoring the situation with respect for human rights in the world, facilitating the involvement of Russian civil society institutions in this area, such as the Public Chamber of the Russian Federation, non-governmental organizations of a foreign policy orientation, promoting their wide participation in STI world expert and political science forums in international humanitarian cooperation;b) to promote the humanization of social systems throughout the world in order to ensure human rights and fundamental freedoms in the political, economic, social and cultural fields;c) ensure further comprehensive development in accordance with modern requirements of the system of diplomatic and consular protection of Russian citizens staying abroad, within the limits permitted by international law and international treaties of the Russian Federation, in order to improve its effectiveness, including measures to expand the network of foreign consular institutions;d) to protect the rights and legitimate interests of compatriots living abroad on the basis of international law and international treaties of the Russian Federation, considering the multi-million Russian diaspora as a partner, including in the expansion and strengthening of the Russian language and culture;e. To promote the consolidation of compatriots' organizations in order to more effectively ensure their rights in their countries of residence, preserve the ethnocultural identity of the Russian diaspora and its links with the historical homeland, consistently create conditions for facilitating the voluntary resettlement of those compatriots to the Russian Federation who make such a choice;f) promote the study and dissemination of the Russian language as an integral part of world culture and an instrument of international and interethnic communication;g) to develop interstate cultural and humanitarian ties of the Slavic peoples;h) firmly resist manifestations of extremism, neo-Nazism, any forms of racial discrimination, aggressive nationalism, anti-Semitism and xenophobia, attempts to rewrite history and use it to foment confrontation and revanchism in world politics, revise the results of the Second World War, contribute to the depoliticization of historical discussions, they are exclusively in the academic field;i) involve civil society institutions in solving international problems in order to enhance the effectiveness of Russian foreign policy;k) to develop, including using the potential of civil society institutions in the field of public diplomacy, international cultural and humanitarian cooperation as a means of establishing inter-civilization dialogue, reaching agreement and ensuring mutual understanding among peoples, paying special attention to interreligious dialogue;

l) To increase interaction with international and non-governmental human rights organizations in order to strengthen universal, without double standards, norms for the protection of human rights, their association with the responsibility of the individual for their actions, primarily in preventing insults to the feelings of believers and forging tolerance, strengthening in the dialogue on human rights moral principles;m) expand the participation of the Russian Federation in international human rights treaties;n) expand the legal framework for international cooperation with a view to improving the protection of the rights and legitimate interests of Russian children living abroad;o) to work to create a positive image of Russia, corresponding to the authority of its culture, education, science, sport, the level of development of civil society, as well as participation in assistance programs for developing countries, to create tools for influencing its perceptions in the world, to improve the system of "soft power" , to search for optimal forms of activity in this direction, taking into account both international experience and national specifics and based on mechanisms of interaction with civil society and experts, continue the formation of the regulatory framework in this area.

Information support of foreign policy activity

40. An important area of the foreign policy of the Russian Federation is to provide the broadest circles of the world with complete and accurate information about its positions on major international problems, on foreign policy initiatives and actions of the Russian Federation, on the processes and plans for its internal social and economic development, on the achievements of Russian culture and science.41. Within the framework of public diplomacy, Russia will seek its objective perception in the world, develop its own effective means of informational influence on public opinion abroad, ensure the strengthening of the positions of Russian mass media in the global information space, provide them with the necessary state support, actively participate in international cooperation in the information sphere, to take the necessary measures to repel information threats to its sovereignty and security. In this activity, the opportunities of new information and communication technologies will be widely used. Russia will seek to form a set of legal and ethical standards for the safe use of such technologies.

IV. Regional Priorities 42. The priority areas of Russian foreign policy are the development of bilateral and multilateral cooperation with the CIS member states, the further strengthening of the CIS, the basis for deepening the regional interaction of its participants, which have not only a common historical heritage, but also a vast potential for integration in various fields. 43. Russia builds friendly relations with each of the CIS member states on the basis of equality, mutual benefit, respect and consideration for each other's interests, striving for the intensification of integration processes in the Commonwealth space. With states that show readiness for this, relations of strategic partnership and alliance are developing.44. Russia considers the formation of the Eurasian Economic Union as a priority not only to maximize the use of mutually beneficial economic ties in the CIS area, but also to determine the future of the Commonwealth countries as a model of unification open to other states. The new union, which is being built on universal integration principles, is designed to become an effective link between Europe and the Asia-Pacific region.45. Russia intends to actively promote the development of interaction among the CIS member states in the humanitarian sphere on the basis of preserving and enhancing the common cultural and

civilizational heritage, which, in the context of globalization, is an important resource of the CIS in general and of each member state of the Commonwealth separately. Particular attention will be paid to the support of compatriots living in the CIS member states, the agreement on the protection of their educational, linguistic, social, labor, humanitarian and other rights and freedoms.46. Russia will increase cooperation with the CIS member states in the field of mutual security, including joint counteraction to common challenges and threats, primarily international terrorism, extremism, drug trafficking, transnational crime, illegal migration. The primary tasks are to neutralize these threats from the territory of Afghanistan, to prevent destabilization of the situation in Central Asia and Transcaucasia.47. Russia considers the Collective Security Treaty Organization (CSTO) as one of the most important elements of the modern security system in the post-Soviet space. The relevance of the further transformation of the CSTO into a universal international organization that is able to withstand modern challenges and threats in the face of the growing impact of diverse global and regional factors in the CSTO's area of responsibility and the surrounding areas remains relevant.48. To this end, Russia will:a) work on further implementation of the CIS potential, its strengthening as an influential regional organization, a forum for multilateral political dialogue and a mechanism for multifaceted cooperation in the spheres of economy, humanitarian interaction, combating traditional and new challenges and threats;b) promote the practical implementation of the Free Trade Area Treaty, designed to qualitatively modernize the legal and regulatory framework for trade and economic cooperation among the CIS member states;c) expand cooperation with Belarus within the framework of the Union State in order to deepen the integration processes in all spheres;d) actively support the process of Eurasian economic integration, implementing jointly with Belarus and Kazakhstan the task of transforming the Eurasian Economic Community (EurAsEC) and forming the Eurasian Economic Union, promoting the involvement of other EurAsEC member states in this work, taking steps to further develop and improve mechanisms and normatively - the legal basis of the Customs Union and the Common Economic Space, contribute to the strengthening of the Eurasian Economic Commission as a single permanent regulatory body of the Customs Union and the Common Economic Space;e) build relations with Ukraine as a priority partner in the CIS, facilitate its integration into in-depth integration processes;f) to promote the development of the CSTO as a key instrument for maintaining stability and ensuring security in the Organization's area of responsibility, emphasizing the strengthening of rapid response mechanisms, its peacekeeping potential, and improving the foreign policy coordination of the CSTO member states.49. Russia will continue to play an active role in the political and diplomatic settlement of conflicts in the CIS area, in particular, it will participate in the search for solutions to the Transnistrian problem on the basis of respect for the sovereignty, territorial integrity and neutral status of the Republic of Moldova in determining the special status of Transnistria, to facilitate the settlement of the Nagorno- conflict in cooperation with other states co-chairing the OSCE Minsk Group and on the basis of the principles set out in the joint phenomena of the presidents of Russia, the United States and France, made in 2009 - 2011.50. Respecting the right of the Commonwealth partners to build relations with other international actors, Russia stands for the comprehensive fulfillment by the CIS member states of their obligations under the framework of regional integration structures with Russian participation, ensuring the further development of integration processes and mutually beneficial cooperation in the CIS space.

51. Among the Russian priorities is the promotion of the formation of the Republic of Abkhazia and the Republic of South Ossetia as modern democratic states, strengthening their international positions, ensuring reliable security and socio-economic recovery.52. Russia is interested in normalizing relations with Georgia in those areas in which the Georgian side is ready for this, taking into account the political realities that have developed in Transcaucasia.53. Russia's approaches to all-round interaction with partners in the Black Sea and Caspian regions will be built taking into account the continued commitment to the goals and principles of the Charter of the Organization of the Black Sea Economic Cooperation and strengthening the mechanism of cooperation of the five Caspian littoral states on the basis of collectively taken decisions.54. The development of relations with the states of the Euro-Atlantic region, with which Russia is connected, in addition to geography, economy and history, has deep-rooted general civilization roots, is of priority nature. Taking into account the growing demand for collective efforts of states in the face of transnational challenges and threats, Russia stands for achieving the unity of the region without dividing lines, through the provision of truly partnership cooperation between Russia, the European Union and the United States.55. Russian foreign policy in the Euro-Atlantic direction is oriented towards the formation of a common space of peace, security and stability based on the principles of indivisibility of security, equal cooperation and mutual trust. Russia has consistently advocated translating into legally binding form political declarations on the indivisibility of security, regardless of the membership of states in any military-political alliances.56. The main task in relations with the European Union for Russia as an integral, organic part of European civilization is to move towards the creation of a single economic and humanitarian space from the Atlantic to the Pacific.57. Russia is interested in deepening cooperation with the European Union as the main trade, economic and important foreign policy partner, advocating for strengthening cooperation, stressing the urgency of the task of forming four common spaces: economic; freedom, security and justice; external security; scientific research and education, including cultural aspects. Russia supports the conclusion of a new basic agreement on a strategic partnership based on the principles of equality and mutual benefit with the European Union, will contribute to the effective implementation of the Russia-EU joint initiative "Partnership for Modernization", the development of mutually beneficial energy cooperation for the creation of a unified energy complex in Europe based on strict compliance existing bilateral and multilateral treaty obligations. A promising task is to build a single market with the European Union.58. A special place in the relations between Russia and the European Union is the task of mutual abolition of visas for short-term trips of citizens. The visa regime remains one of the main barriers to the development of human and economic contacts between Russia and the European Union. Its cancellation will become a powerful impetus for the real integration of Russia and the European Union.59. In view of the important role of the European Union in international affairs, Russia is committed to maintaining an intensive and mutually beneficial political dialogue with the European Union on the main issues on the foreign policy agenda, further developing practical cooperation in the foreign and military-political spheres, establishing appropriate mechanisms for cooperation in the field of foreign policy and security in order to give the work a character of joint decision-making with their subsequent joint implementation.60. The activation of mutually beneficial bilateral ties with Germany, France, Italy, the Netherlands and other European countries is an important resource for promoting Russia's national interests in European and world affairs, facilitating the transfer of the Russian economy to an innovative development path. Russia would like to use the potential of interaction with Great Britain in the same vein.

Russia will continue its efforts to strengthen the Council of Europe as an independent universal European organization that provides, through its unique conventional mechanisms, the unity of the legal and humanitarian spaces of the continent.62. Russia regards the Organization for Security and Cooperation in Europe (OSCE) as an important mechanism for building an equal and indivisible system of pan-European security and is interested in strengthening its role and authority. The prerequisite for increasing the relevance of the OSCE is focusing on the priorities of the Organization's activities on truly acute problems of the present, primarily related to counteracting transnational challenges and threats to security, and developing its charter and reforming the work of the OSCE executive structures to ensure the proper prerogatives of collective intergovernmental bodies.63. Russia will build relations with NATO, taking into account the degree of the Alliance's readiness for equal partnership, strict adherence to the principles and norms of international law, real steps to move towards a common space of peace, security and stability in the Euro-Atlantic region on the principles of mutual trust, transparency and predictability , the fulfillment by all its members of the commitment undertaken under the auspices of the Russia-NATO Council to fail to secure their own security at the expense of the security of others, as well as commitments to of restraint. Russia maintains a negative attitude towards NATO expansion and closer NATO military infrastructure to Russia's borders as a whole, both to actions that violate the principle of equal security and lead to the emergence of new disconnect lines in Europe.64. Russia proceeds from a strategic commonality of goals with all the states of the Euro-Atlantic region, including with NATO member countries, maintaining peace and stability, countering common threats to security - international terrorism, proliferation of weapons of mass destruction, maritime piracy, drug trafficking , natural and man-made disasters.65. Russia is developing forward practical cooperation with the Nordic countries, including the implementation within the multilateral structures of joint projects for cooperation in the Barents Euro-Arctic region and the Arctic as a whole, while taking into account the interests of indigenous peoples. Russia's participation in cooperation within the framework of the Council of the Baltic Sea States plays an important role. Russia stands for further disclosure of the project potential of the Northern Dimension and its partnerships as a platform for regional cooperation in the north of Europe.66. Russia is aimed at developing comprehensive pragmatic and equitable cooperation with the countries of South-Eastern Europe. The Balkan region has an important strategic importance for Russia, including as the largest transport and infrastructure hub through which the delivery of oil and gas to the countries of Europe.67. The Russian Federation builds relations with the United States, taking into account the significant potential for developing mutually beneficial trade and investment, scientific, technical and other cooperation, as well as the special responsibility of both states for global strategic stability and the state of international security in general.68. The long-term priority of Russian policy is the consolidation of a solid economic foundation under the dialogue with the US, consolidating ties in all spheres, qualitatively increasing equal and non-discriminatory trade and economic cooperation on a permanent basis, jointly developing a culture of disagreement management based on pragmatism and balancing interests, which will allow to give the relations between the two countries greater stability and predictability, to strengthen bilateral interaction on the basis of the principles of equality ravia, non-interference in internal affairs and respect for mutual interests.69. Russia will work actively to counteract the introduction of unilateral extraterritorial sanctions by the United States against Russian legal entities and individuals, to promote initiatives to further liberalize the visa regime between the two countries.

Russia has consistently advocated constructive cooperation with the United States in the field of arms control, including taking into account the inextricable relationship between strategic offensive and defensive means, the imperative of making the multilateral nuclear disarmament process proceed from the premise that negotiations on further reductions in strategic offensive weapons are possible only taking into account all factors without exception, affecting global strategic stability. In connection with the creation of a global missile defense system, Russia will consistently seek legal guarantees of its non-targeting against the Russian nuclear deterrence forces.71. Russia expects that the American side in its actions on the world arena will be strictly guided by the norms of international law, primarily the UN Charter, including the principle of non-interference in the internal affairs of other states.72. An important element of the balanced policy of the Russian Federation in the North American direction is the progressively developing relationship with Canada. Russia seeks to deepen bilateral cooperation on topical international issues, build up the dynamics of trade, investment and scientific and technical ties.73. Russia is pursuing an initiative and constructive line aimed at strengthening the diverse international cooperation in the Arctic. Consistently implementing national interests, Russia proceeds from the sufficiency of the existing international legal framework for a successful settlement of all emerging issues in the region through negotiations, including the establishment of the outer limits of the continental shelf in the Arctic Ocean. Prioritizing interaction with the Arctic states, including within the framework of the Central Regional Forum - the Arctic Council, as well as the Arctic Arctic Five, the Barents Euro-Arctic Council and other multilateral formats, Russia is open to mutually beneficial cooperation with extra-regional players, with respect for their independence, sovereign rights and jurisdiction of the Arctic states in the Arctic. Significant importance for the development of the region is the use of the Northern Sea Route as the national transport communication of Russia in the Arctic open to international navigation on a mutually beneficial basis.74. Work will continue to preserve and expand the presence of the Russian Federation in the Antarctic, including through the effective use of the mechanisms and procedures provided for in the Antarctic Treaty system.75. The strengthening of Russia's position in the Asia-Pacific region is gaining importance, which is due to our country's membership in this most dynamically developing geopolitical space, where the center of gravity of the world economy and politics is consistently shifting. Russia is interested in active participation in the integration processes in the Asia-Pacific region, in using its capabilities in the implementation of economic recovery programs in Siberia and the Far East, in creating a transparent and equitable architecture of security and cooperation on a collective basis in the Asia-Pacific region.76. The general recovery of the military-political situation in Asia, where there is a significant conflict potential, increases military arsenals, increases the danger of the proliferation of weapons of mass destruction. Russia consistently stands for the settlement by the parties involved of all the existing disagreements by political and diplomatic means, with strict observance of the fundamental principles of international law.77. Russia considers the formation and promotion of a partnership network of regional associations to be important in the Asia-Pacific region. Of particular importance in this context is the strengthening of the role of the SCO in regional and global affairs, the constructive influence of which on the state of affairs in the region as a whole has increased noticeably.78. Russia considers the mechanism of the East Asian summits as the main platform for a strategic dialogue of leaders on key aspects of security and cooperation in the Asia-Pacific region. Efforts in this area will be reinforced by activity in other formats - the Asia-Pacific Economic Cooperation forum, the Russia-South East Asian Association (ASEAN) dialogue, the ASEAN Regional Forum on Security, the Asia-

The most important direction of Russian foreign policy is the development of friendly relations with China and India.80. Russia will continue to build up a comprehensive, equitable, trustful partnership and strategic cooperation with China, and actively develop cooperation in all areas. The coincidence of the principal approaches of the two countries to the key issues of world politics is considered by Russia as one of the basic components of regional and global stability. On this basis, Russia will develop foreign policy cooperation with China in various directions, including seeking answers to new challenges and threats, resolving acute regional and global problems, cooperation in the UN Security Council, the G20, BRICS, the East Asia Summit, the SCO and other multilateral associations.81. Russia pursues a principled line for deepening the privileged strategic partnership with India, strengthening cooperation on pressing international problems and strengthening mutually beneficial bilateral ties in all areas, primarily in the trade and economic sphere, focusing on the implementation of long-term cooperation programs approved by the parties.82. Russia considers it important to further develop the mechanism of effective and mutually beneficial foreign-policy and economic cooperation in the Russia-India-China format.83. Russia intends to actively participate in the work on the formation in North-East Asia of effective mechanisms for strengthening peace , security, mutual trust and mutually beneficial cooperation as a regional component of the new security architecture in the Asia-Pacific region.84. Russia is aimed at maintaining friendly relations based on the principles of good-neighborliness and mutually beneficial cooperation with the Democratic People's Republic of Korea and the Republic of Korea, making fuller use of the potential of these ties to accelerate regional development, supporting inter-Korean political dialogue and economic interaction as the most important condition for maintaining peace , stability and security in the region. Russia always stands for the denuclearized status of the Korean peninsula and will do its utmost to promote the consistent progress of this process on the basis of the relevant resolutions of the UN Security Council, including within the framework of the six-party negotiation format.85. The Russian Federation intends to pursue a policy of dynamic development of good-neighborly multi-faceted relations with Japan. Against the backdrop of the promotion of the entire range of bilateral cooperation and interaction on the international arena, Russia will continue the dialogue on ways of mutually acceptable resolution of unresolved issues.86. Russia intends to strengthen traditionally friendly ties with Mongolia.87. Russia is striving to consistently deepen its strategic partnership with Vietnam, expand cooperation with other ASEAN countries, continue to pursue a course to intensify relations with Australia and New Zealand, maintain regular contacts and establish links with the island states of the South Pacific.88. Russia will make a significant contribution to stabilizing the situation in the Middle East and North Africa region, to pursue a consistent policy of promoting civil peace and harmony in all countries of the Middle East and North Africa and the region as a whole, based on respect for the sovereignty and territorial integrity of states and non-interference in their internal affairs. Using its status as a permanent member of the UN Security Council and a participant in the Quartet of international mediators, Russia will continue to mobilize collective efforts to achieve on an internationally recognized basis a comprehensive and lasting solution to the Arab-Israeli conflict in all its aspects, including the establishment of an independent Palestinian state coexisting in the world and security with Israel. Such a settlement must be achieved through negotiations with the assistance of the international community, using the potential of the League of Arab States and other interested parties. Russia will promote the creation in the Middle East of a zone free of weapons of mass destruction and their means of delivery.

89. Russia will consistently pursue a balanced line towards a comprehensive political and diplomatic settlement of the situation around the Iranian nuclear program through dialogue on the basis of staged, reciprocity and strict compliance with the requirements of the nuclear non-proliferation regime.90. In order to further expand cooperation with the states of the Islamic world, Russia will use the opportunities to participate as an observer in the Organization of Islamic Cooperation and contacts with the League of Arab States, the Council of Cooperation of the Arab States of the Persian Gulf. Russia is determined to further develop bilateral relations with the states of the Near and Middle East and North Africa.91. The ongoing crisis in Afghanistan and the forthcoming withdrawal of international military contingents from that country pose a serious threat to the security of Russia and other CIS countries. The Russian Federation, in cooperation with Afghanistan, other interested states, the UN, the CIS, the CSTO, the SCO and other multilateral institutions, including within the framework of Russia-NATO projects, will make consistent efforts to achieve a lasting and just political settlement of the problems of this country with respect for the rights and interests of all its ethnic groups, post-conflict reconstruction of Afghanistan as a sovereign, peace-loving, neutral state with a stable economy. An integral component of these efforts is comprehensive measures to reduce the level of the terrorist threat coming from Afghanistan, as well as to eliminate or significantly reduce the illicit production and trafficking of drugs. Russia stands for further building up of international efforts under the auspices of the United Nations aimed at helping Afghanistan and its neighboring states to help counter these challenges.92. Russia will continue to strengthen its relations with the countries of Latin America and the Caribbean in every possible way, taking into account the growing role of the region in world affairs. The development of strategic cooperation with Brazil, including within the BRICS, as well as partnerships with Argentina, Venezuela, Cuba, Mexico, Nicaragua and other countries of Latin America and the Caribbean, will focus on expanding political cooperation, promoting trade, economic, investment, innovative, cultural and humanitarian cooperation, to jointly search for answers to new challenges and threats, to consolidate Russian companies in the dynamically developing sectors of the industrial sector , power engineering, communications and transportation in the region.93. Russia will seek to consolidate its ties with Latin American partners in international and regional forums, expand cooperation with the multilateral associations of Latin America and the Caribbean, in particular with the Community of Latin American and Caribbean States and with member countries of the South American Common Market.94. Russia will expand its multifaceted interaction with African states on a bilateral and multilateral basis, focusing on improving the political dialogue and promoting mutually beneficial trade and economic cooperation, and facilitating the settlement and prevention of regional conflicts and crisis situations in Africa. An important part of this line is the development of partnerships with the African Union and subregional organizations.

The President of the Russian Federation, in accordance with his constitutional powers, administers the foreign policy of the country and as the head of state represents the Russian Federation in international relations. 96. The Council of the Federation of the Federal Assembly of the Russian Federation and the State Duma of the Federal Assembly of the Russian Federation, in the framework of their constitutional powers, work to ensure legislative support for the foreign policy of the country and fulfill its international obligations, and also contribute to enhancing the effectiveness of parliamentary diplomacy.

97. The Government of the Russian Federation is implementing measures to implement the country's foreign policy.98. The Security Council of the Russian Federation is working on the formation of the main directions of the state foreign and military policy, assessing the challenges and threats to Russia's national interests and security in the international sphere, preparing proposals to the President of the Russian Federation for the adoption by the Head of State of decisions on foreign policy issues of the Russian Federation in the field ensuring national security, coordinating the activities of federal executive bodies and executive bodies and the subjects of the Russian Federation in the process of implementation of the adopted by them in the field of national security solutions, and assesses the effectiveness of these solutions.99. The subjects of the Russian Federation develop their international relations in accordance with the Constitution of the Russian Federation, Federal Law No. 4-FZ of January 4, 1999 "On Coordination of International and External Economic Relations of Subjects of the Russian Federation" and other legislative acts. The Ministry of Foreign Affairs of the Russian Federation and other federal executive bodies assist the constituent entities of the Russian Federation in the implementation of international and foreign economic cooperation, with strict respect for the sovereignty and territorial integrity of Russia, using for this purpose the capacity of the Council of Heads of Subjects of the Russian Federation operating under the Ministry of Foreign Affairs of the Russian Federation. The development of regional and cross-border cooperation is an important reserve of bilateral ties with the countries and regions concerned in the trade, economic, humanitarian and other fields.102. In preparing foreign policy decisions, federal executive bodies interact on an ongoing basis with the chambers of the Federal Assembly of the Russian Federation, political parties, non-governmental organizations, the expert-academic community, cultural and humanitarian associations, the business community and the Russian media, facilitating their participation in the international cooperation. The wide involvement of representatives of civil society in the foreign policy process corresponds to the world practice and the tendencies of Russia's internal development, meets the task of strengthening the consensual nature and increasing the effectiveness of the country's foreign policy, and contributes to its effective implementation.103. With the financing of foreign policy measures, extrabudgetary funds may be attracted through a public-private partnership on a voluntary basis.104. The consistent implementation of Russia's foreign policy is called upon to create favorable conditions for the realization of the historic choice of the peoples of the Russian Federation in favor of a rule-of-law state, a democratic society, and a socially oriented market economy.
