“Turning the Tide on Poverty” ongoing work with the Southern Rural Development Center at MS State University. The Kettering Foundation has supported this project since its inception and awarded an additional $45,000, expended in 2014, for a follow-up/Monroe sabbatical project in 2014. Monroe was the lead author on the proposal and funds were awarded to the project through the SRDC. An EDA student also works on this project from a proposal authored by Monroe, total funding valued at $100,000. Monroe submitted an ATLAS grant for the project 2014, valued at $50,000,
