1. Project summaryThe project “Regional development of Moldova: Supporting the implementation of a regional strategy using GIS data” (hereinafter the “Project”) contributes to the creation of a fully-fledged effective and binding framework for the establishment and operation of the national spatial information infrastructure in Moldova.

The Project involves the Ministry of Agriculture, Regional Development and Environment (Ministerul Agriculturii, Dezvoltării Regionale și Mediului), Agency for Land Relations and Cadastre (Agenţia Relaţii Funciare şi Cadastru) and the following 4 regional development agencies:

North Regional Development Agency (Agenția de Dezvoltare Regională Nord, “ADR Nord”)

Center Regional Development Agency (Agenția de Dezvoltare Regională Centru, “ADR Centru”)

South Regional Development Agency (Agenția de Dezvoltare Regională Sud, “ADR Sud”),

TAU Gagauzia Regional Development Agency (Agenția de Dezvoltare Regională Găgăuzia, “ADR Gagauzia”)

In cooperation with them, the legislative framework, implementing decrees and other binding documents for working with spatial data will be analysed and revised (if needed). Furthermore, a system of responsibility for collecting, managing and sharing data at the level of public administration has been set up and a market survey for the commercial sale of spatial data has been carried out.

In the end, pilot/demonstration projects are also presented to show the professional community and the general public what can be done with these tools and with what impact, and also what kind of data must be available for this.

The Project will also improve technical facilities of partner organizations by purchasing IT equipment for data processing. Finally, their professional capacities are also supported by a number of training sessions, study trips and traineeships.

3. Problem analysis

Geographic Information System (GIS) is a computer system designed to create, manage and analyse spatial data. It can be therefore used in almost all fields of human activity, the most important of which are, for example, public administration, transport or defence. The use of GIS in regional development, public policy making, or optimization of (physical) infrastructure is effective, efficient and economical.

However, it is yet to be used broadly in Moldova. GIS is mentioned, for example, in National Strategy for Information Society Development - Digital Moldova 2020” as a compulsory tool for regional and spatial planning. In practice, however, its use fails completely.

That said, there are ample opportunities to use GIS in public administration in Moldova. Currently, Moldova is implementing a number of public reforms, whose preparation and implementation could broadly apply GIS and spatial information.1 An example may be an attempt to optimize the transport infrastructure or the social services system.

Obstacles to the use of GIS in public administration in Moldova are associated with low professional, technical and financial capacities. A key problem is the lack of available, appropriate and compatible primary and spatial data.2

The most important challenges and problems which need to be addressed when implementing GIS and using spatial data in practice in Moldova include the following:

the legislative framework is too general in Moldova, in particular it lacks implementing decrees and methodology for working with spatial data;

primary and spatial data are not mutually compatible, they are not uniformly kept, collected, and stored3; as a result of such a confusing and chaotic process, there is a fundamental shortage of such data;

there is no system of responsibility for collecting, managing and sharing data at the level of public administration, and the market for the commercial sale of spatial data is underdeveloped;

technical equipment is generally at a very low level; there is a lack of compliant software and hardware for working with IT/GIS and spatial data;

professional capacities for working with IT and spatial data are very low; this is due to the socio-economic differences between regions, which lead to different possibilities and access to IT use or the fact that a large share of public administration employees are older4, which complicates the transfer of knowledge and skills needed to work with IT and spatial data.

Examples of strengths and weaknesses, opportunities and threats in using GIS and spatial data in practice can also be found in more detail in the SWOT analysis on the building of a GIS department in ADR Nord (for spatial planning purposes at regional level) within one of the already completed FDC CR projects5

The analysis of the problem is also illustrated by Annex 3 and 5 to this project document.

The selection of individual institutions for this Project, including an analysis of their needs and involvement, was based directly on the previous FDC CR interventions, namely the project “Elaboration of expert study (GIS) in Moldova – North region” (Project No: MD-2014-001-FO-15110/1, implementation: 2015, implemented by: Geotest, a.s.) and the project “Development of strategic planning in Moldova” (Project No: MD-2014-001-FO-15110, implementation: 2015–2017, implemented by: Haskoning DHV Czech Republic, spol. s r.o.)

These interventions have come to the following conclusions:

1. In order for the national spatial information infrastructure to be fully and unconditionally functional, the capacity of public institutions at central and regional levels must be increased. Only in this way can the project impact the entire Moldova.

2. In addition, legislation, methodologies and other binding rules for spatial data and work with them need to be more carefully established, in particular in the field of data creation, collection and sharing among public administration institutions and exploration of the possibilities of commercial data sale. Without this, there will not be enough quality and interoperable data.

3. Then, it is also necessary to train staff of public institutions about the possibilities and application of GIS tools in practice. Public officers and other employees need to know what can be created with these tools, with what impacts and what kinds of data are needed for this.

4. Training, study trips and traineeships must also be focused on the issue of creating maps and spatial data processing in general. Only in this way will it be possible to ensure active and independent generation of data, rasters, etc.

4. Analysis of stakeholders

4.1 Stakeholders / project partners6

On the Czech side, the Project is implemented by GEOtest, a.s., which will be responsible for its coordination and expertise, see details in chapters 5 and 7.8 of this project document.

On the Moldovan side, the Project partner is the Ministry of Agriculture, Regional Development and Environment (Ministerul Agriculturii, Dezvoltării Regionale și Mediului).

In addition to the Ministry of Agriculture, Regional Development and Environment, the project partners are Agency for Land Relations and Cadastre (Agenţia Relaţii Funciare şi Cadastru) and the regional development agencies. A detailed description of their position, roles and capacities can be found in chapter 4.2 of this project document.

Other public administration stakeholders / project partners on the Moldovan side include the entities in the following table.

It administers the Geoportal7, where individual institutions can input data. Institutions then update and administer these data, the Geoportal is based on “open source / open data”

It is not allowed to provide and share the managed data free of charge. Metadata about managed data may be provided, but there are major administrative difficulties.

=> It would be advisable to create a simple system for free provision and sharing of data

Providers (of spatial, demographic or other) data from among universities, research institutions and private companies form a further stakeholder group that will have a substantial interest in providing and sharing data. The same applies to possible investors, who will play a leading role in PR campaigns and “multiplying” the impact of the Project.

4.2. Target groups

Direct target groups of the Project are institutions and staff of institutions that focus on the regional development and the use of GIS data or related activities, i.e. public administration, urbanism, demography, etc. Direct target groups can be divided into two areas:

The first group includes the Ministry of Agriculture, Regional Development and Environment (Ministerul Agriculturii, Dezvoltării Regionale și Mediului), which is directly responsible for the creation and control of policies related to regional development and has high interest in nationwide spatial data usage for the purposes of regional development.

The Ministry of Agriculture, Regional Development and Environment will especially benefit from the Project by increasing its capacity and efficiency, thus having higher capacity to create better quality documents for regional development, spatial information infrastructure and their subsequent control.

The second group includes institutions that deal with the implementation of these regulations, i.e. Agency for Land Relations and Cadastre (Agenţia Relaţii Funciare şi Cadastru) and the regional development agencies:

North Regional Development Agency (Agenția de Dezvoltare Regională Nord, hereinafter “ADR Nord”)

Center Regional Development Agency (Agenția de Dezvoltare Regională Centru, hereinafter “ADR Centru)

South Regional Development Agency (Agenția de Dezvoltare Regională Sud, hereinafter “ADR Sud”)

TAU Gagauzia Regional Development Agency (Agenția de Dezvoltare Regională Găgăuzia, hereinafter “ADR Gagauzia”)

Agency for Land Relations and Cadastre (ALRC) is a state institution subordinate to the Government. The purpose of the Agency is to develop state policy and strategy in the field of land relations, real estate cadastre, land protection, geodetics, cartography and geoinformatics. It supports the harmonization of legal and administrative regulations (within its scope of competence) with European standards and deals with the development of a national geographic information system. The department of geodesy, cartography and geoinformatics coordinates topographical and geodetic mapping, ensures the implementation of state policy and also proposes and submits for approval legislative, normative and technical documents

The agencies are subordinated to the Ministry of Agriculture, Regional Development and Environment. The role of the agencies is to initiate, create and participate in the implementation of regional development strategies. The agencies should be the bearer of the development of the region and, at the same time, have comprehensive information and awareness of the state, development and direction of their region.

This involves the need to store, administer, manage and, above all, analyse, interpret and publish spatial data and related documents, as well as the need to work with statistical and demographic data, data on transport, tourism or industry, etc.

All the above requires thorough knowledge and skills of manual digitization or vectorization, creation of database spreadsheets, etc.

None of the employees had professional IT or geography education when the project documentation was being prepared.

For Regional Development Agencies, the main benefit of the Project will be to increase its capacities and efficiency, and thus to improve the quality and efficiency of working with spatial data during the implementation of practical projects and the solution of other real situations in the management of the region.

Indirect target group involves other experts focusing on regional development and its planning, as well as the use of spatial data technologies, such as technical universities, scientific institutions, supervisory and inspection bodies, whose capacities will not be built under the Project but will subsequently work with its outputs. Most often, their interest will be motivated by the ability to share and use spatial data.

Examples include, in particular, the National Geospatial Data Fund (Fondul Naţional de Date Geospaţiale), or the State Cadastre Office (Întreprinderea de Stat Cadastru).

Others include National Bureau of Statistics of the Republic of Moldova (Biroul Național de Statistică al Republicii Moldova) and also the e-Government Centre (Centrul de Guvernare Electronică).

Finally, the group involves other public and research institutions, private companies, foreign donors or investors.

Final beneficiaries of the project are the inhabitants of Moldova and the neighbouring (especially border) regions, for which better and more systematic regional development and planning will ensure and develop the economic, social and natural values and the values of the country and territory in which they live.

In the long run, the Project should bring the inhabitants of Moldova and the neighbouring (especially border) regions an improvement in their standard of living.

4.3 Project support by the beneficiary country

The project was created on the basis of a request from the Moldovan side – namely the Ministry of Agriculture, Regional Development and Environment, which also actively participated in its preparation.

The issue of the project is currently much debated in Moldova and its solution is required. The Ministry of Agriculture, Regional Development and Environment expressed full support for the Project and its willingness to participate fully. The same applies to the Agency for Land Relations and Cadastre (ALRC) and the regional development agencies, i.e. ADR Nord, ADR Sud, ADR Centru and ADR Gagauzia.

They will provide support for the implementation of the Project in accordance with the below details:

They will: communicate with local authorities at various levels of public administration,

especially with regard to the payment of customs duties, VAT and other fees to enable smooth import of equipment purchased as part of the Project (see Activity 1.1.5) into Moldova;

provide suitable facilities for the placement of the new equipment, the facilities will meet the necessary technical parameters ensuring its smooth operation and storage, i.e. stable temperature, adequate humidity, etc.;

allocate sufficient financial and other resources to ensure satisfactory conditions for periodic maintenance and servicing of the new equipment;

actively communicate and collaborate with other Project partners; select appropriate participants with the necessary technical education (technical,

scientific or economic type) who are able to communicate in English11 to complete training, seminars, consultations and other project activities that will be organized within the Project and ensure their active participation in the Project;

provide sufficient financial and other resources to enable suitable working conditions for trained employees to the extent that, after the end of the Project, they are employed in the institution for at least 2 years.

include recommendations, analyses and other outputs of the Project into its regulations and working practices;

actively collaborate on studies and analyses of available materials, contacts, and other data that will need to be collected or prepared within the Project;

ensure final language editing and corrections into the local language (i.e. Romanian) of all technical documents and other outputs of the Project, including other materials that will be taken over by the implementer within the Project;

provide the necessary information relating to the implementation of the Project and inform the CDA and the project implementer of the ongoing and upcoming activities of other donors;

participate in the visibility of FDC CR, including the public presentation of the Project towards the Czech and Moldovan public, see details in chapter 6 of this project document.

The specific commitments of the Ministry of Agriculture, Regional Development and Environment, Agency for Land Relations and Cadastre (ALRC), the individual development agencies, project implementer and CDA within the Project will be subject to Memorandum of Understanding, which will be signed no later than 10 weeks after the start of the Project. The Memorandum will include in particular the requirements for the Ministry of Agriculture, Regional Development and Environment, Agency for Land Relations and Cadastre (ALRC) and the individual development agencies associated with the new equipment, its transportation, location and subsequent maintenance, as well as requirements related to the provision of information concerning the implementation of the Project and further treatment of recommendations, analyses and other outputs from the Project.The requirements will be developed by the project implementer in close cooperation with the CDA under Activity 1.1.1. no later than 4 weeks after the start of the Project.12

5. Logical framework of the project

The matrix of the logical framework of the project is set out in Annex 1 to the project document. A detailed description of the intervention logic is as follows:

5.1 Purpose

The Project’s purpose is to improve national and regional development planning in Moldova. (This will contribute to meeting the sustainable development objective 11.A13)

Achieving Project purpose can be monitored on the basis of following indicator: The number of public institutions that are using modern methods of strategic/regional planning (using GIS) will grow by at least 10 institutions per year in 2022–2026.

Baseline data for 2018 will be determined under Activity 1.1.2.

5. 2 Objective

The objective of the project is to Enable Moldovan public institutions14 to actively and efficiently use freely available GIS technologies and spatial data to implement regional strategies.

Achieving the Project objective will be monitored according to the following indicators: At least 5 projects / sub-projects under regional strategies prepared by public institutions using freely available GIS technologies and data are implemented in practice by 12/2020; from 2021, there will be at least 10 projects / sub-projects per year.

The baseline data for 2017 are: 0

5.3 Outputs and activities

During the implementation of Project outputs and activities, the following will generally apply:

a) Throughout the course of the Project implementation, it is essential to maintain close co-operation between the implementer and the partner organizations and the working group established for this purpose.

b) Through its representatives, the working group will approve proposals and final versions of all outputs and their significant parts, unless otherwise indicated below.

c) The CDA reserves the right to refuse prepared documents within the following activities as a whole and to return them for redraft if they have reasonable

suspicion of the correctness, current relevance and accuracy of their content or if they contain unclear, misleading or generally known information, or copied and uncited passages from other studies and documents.

The Project implementer is responsible for achieving the outputs to the extent specified by output indicators and also for monitoring external factors, i.e. continuous risk control and fulfilment of assumptions. In the event of significant changes in the situation, in particular external factors that could jeopardize the achievement of outputs, the implementer is obliged to immediately inform the CDA. If the external factors that would endanger the achievement of outputs are not immediately reported to the CDA, the implementer will be responsible for their consequences as if they were caused by its own fault.

Output 1.1: Functional infrastructure for creating and managing GIS data at national and regional level using freely available IT technologies

The achievement of this output during the implementation of the project can be monitored according to following indicator: The volume of combinable and shared data (i.e. individual records / datasets in the form of rasters – aerial photographs, topographic maps, etc. and vectors – cartograms, cadastral maps and layers of administrative units15 etc.) from various sources increases by at least 5% per year from 2020 and by at least 10% per year from 2021; from 5/2020, infrastructure is part of Moldovan legislation.

The baseline data for 2018 are: tbd by the analysis prepared within Activity 1.1.6

This output will be achieved thanks to the following activities:

1.1.1 Initial (preparatory) negotiations and creation of a working group

A working group consisting of at least the representatives of the implementer and all 5 partner institutions will be set up at the place of implementation to implement the Project. Each of the institutions will nominate at least 1 representative to the working group, who will participate in all project meetings, expert consultations and follow-up communication.

The working group will be set up no later than 2 weeks after the start of the Project after at least One preparatory (introductory) meeting, i.e. Ideally at least 10-day foreign trip of at least 2 representatives of the implementer to Moldova, specifically the Project’s technical guarantor and main coordinator. All partner institutions will be visited during the preparatory (introductory) meeting and the exact division of roles in the Project will be agreed and a system of communication will be set up.

The working group will get in touch (personally, by telephone or e-mail) at least twice a month throughout the Project implementation to provide information on the progress of the Project and to ensure it is smooth. The working group will then meet at least 4 times per year during the project implementation in connection with other activities.

During the preparatory (introductory) meeting, the working group will gather and prepare the following documents:

technical tools used so far and outputs of implemented projects, see activity 1.1.2, which will contain the title of the document, a brief statement of the reason for its use and where to get the document (e.g. “available for download”, “available in the archives of the Ministry of Agriculture, Regional Development and Environment, etc.”), as well as proposals of meetings with a justification of their need and briefly indicating their content, duration and the names of the responsible experts with contact details (email, mobile phone number). A detailed list of documents with the recommended scope of at least 3 standard pages in English will be submitted to the CDA for approval together with the first interim report. Any comments will be incorporated within 10 days after receipt.

II. Plan of training, study trips and professional traineeships , see Activity 1.2.2, 1.2.3 and 1.2.4, which will include a breakdown of the training with a brief summary of the training, the date of the training, the duration of the training, the training materials necessary to be prepared in advance and the names of the responsible lecturers. In addition, the training plan will include a system for selecting individual participants and a breakdown of responsibility for ensuring all logistics. A plan with the recommended scope of at least 6 standard pages excluding annexes in English will be submitted to the CDA for approval together with the first interim report. Any comments will be incorporated within 10 days after receipt.

III. List of curricula and training materials in ICT and spatial data for public institutions or, where relevant, for other institutions (including universities) in Moldova, see Activity 1.2.1, which will include a list of all major existing and used curricula and ICT training materials and spatial data for public institutions in Moldova, including the name of the institution, the brief content of the curriculum / material and a brief assessment of its content quality and (un)successful use. List of Recommended with a minimum of 2 standard pages without annexes in English will be submitted to the CDA together with the first interim report. Any comments will be incorporated within 10 days after receipt.

IV. The proposal of the form of methodologies for activities or sub-sections of activities 1.1.6 and 1.3.4, which will contain a proposal of their content and scope, a proposal or proposal variants of the procedures and tools with reasons for their selection, a proposal for the collection of data, samples, etc. and the names of the responsible experts. A proposal of the form of methodologies with the recommended scope of at least 6 standard pages excluding annexes in English will be submitted to the CDA for approval together with the first interim report. Any comments will be incorporated within 10 days after receipt.

V. A proposal of FDC visibility plan and communication plan , see Chapter 6 of this project document, which will include a list of activities to raise the visibility of the FDC CR in accordance with the Project’s focus, with a brief outline of their content, dates and duration of the activities and names of the responsible experts. The proposal will reflect activity 1.3.5 and 1.3.6 of this project document. The proposal of the plan with the recommended scope of at least 4 standard pages excluding annexes in English will be submitted to the CDA for approval together with the first interim report. Any comments will be incorporated within 10 days after receipt.

The result of the activity will be a functional working group consisting of at least 6 members. The program of preparatory (initial) negotiations (i.e. foreign trip) and a brief record of it with the recommended min. scope of 3 standard pages without annexes in English, and the above documents will be part of the first interim report on the implementation of the FDC project for the CDA. The annexes to the interim report on the implementation of the FDC project for the CDA will include a list of participants in the preparatory (initial) negotiations (i.e. a foreign trip) for the Czech and Moldovan sides.

The activity will then result in the documents set out in the above points I-III.

Based on the outputs of Activity 1.1.1, the Analysis of capacities and development potential of stakeholders, existing (legislative) documents, technical tools used so far and outputs of implemented projects (hereinafter the “analysis”) will be created, with the recommended minimum scope of 37 standard pages excluding annexes in Czech; the analysis will include the following topics:

- inventory and analysis of ICT entities with an emphasis on public administration in Moldova, their status and powers, human and technical capacities, technical equipment and an analysis of the follow-up possibilities to participate in the Project, with the recommended minimum scope of 5 standard pages excluding annexes in Czech;

- inventory and analysis of entities dealing with SDI, GIS and spatial data from public administration in Moldova, their status and powers, human and technical capacities, technical equipment and analysis of the follow-up possibilities to participate in the Project with the recommended minimum scope of 10 standard pages excluding annexes in Czech;

- inventory and analysis of entities dealing with SDI, GIS and spatial data from among universities, research institutions, private entities and (domestic and foreign) investors in Moldova, their status and powers, human and technical capacities, technical equipment and analysis of the follow-up possibilities to participate in the Project with the recommended minimum scope of 7 standard pages excluding annexes in Czech;

- inventory and analysis of existing (legislative) documents, methodologies and binding documents dealing with SDI, GIS and spatial data in public administration with the recommended minimum scope of 10 standard pages excluding annexes in Czech;

- inventory and analysis of the technical tools used so far and outputs of implemented projects dealing with SDI, GIS and spatial data in public administration with the recommended minimum scope of 5 standard pages excluding annexes in Czech.

The analysis will show and explain in detail what institutions have worked so far with the data independently and according to European standards, ideally what standards, what led to their choice and why, and what institutions should work like this, why and how.

The analysis will thoroughly reflect public administration reforms, which have been taking place in Moldova since 2016. It will also assess their potential future development and possible impact on the topics at hand. It will also propose a solution that will eliminate and reduce the negative accompanying phenomena of reforms. The analysis will reflect public administration reforms, with the recommended scope of at least 3 standard pages excluding annexes in Czech.

The analysis will contain the following annexes:

- the list of persons and institutions involved in the preparation of the analysis, including their contact details (email, telephone number);

- a list of documents and other data used to prepare the analysis, including bibliographic data;

- charts, tables, organisational charts and photographs, etc., which will document the findings in the analysis.

Part of the analysis will also be the baseline data for the whole project “the number of public institutions that use modern methods of strategic/regional planning (using GIS)”. Baseline data will be provided including their sources, which will be properly and thoroughly specified.

During the analysis preparation, the implementer can also add additional points that should be monitored and reflected.

The analysis will be prepared (in close cooperation with the Ministry of Agriculture, Regional Development and Environment, Agency for Land Relations and Cadastre (ALRC) and Regional Development Agencies) and sent without delay to the CDA for approval. Any comments and recommendations of the CDA will be incorporated within 20 working days after their receipt. Once the CDA has been approved, the analysis will be translated into English and Romanian.

In addition to the proposals of methodologies, the analysis will be the basic document for the preparation of the implementation plan binding for activities 1.1.3 and 1.1.4.

The implementation plan with the recommended scope of at least 10 standard pages excluding annexes in Czech will contain a basic overview of the needs and activities necessary for the successful implementation of activities 1.1.3 and 1.1.4, including a clear procedure, scope and time frame, etc.

The implementation plan will include the following:

- activities necessary to prepare, discuss and approve the GIS infrastructure development strategy and its implementation plan, including setting up a system of communication and institutional accountability;

- proposal of the content of the GIS infrastructure development strategy and its implementation plan, including setting up a system of communication and institutional accountability;

- at least 2 workshops or roundtables to discuss the working version of the outputs of activities.

During the preparation of the implementation plan for activities 1.1.3 and 1.14, the implementer can also add additional points that should be monitored and reflected.

The implementation plan for activities 1.1.3 and 1.1.4 will be prepared (in close cooperation with the Ministry of Agriculture, Regional Development and Environment, Agency for Land Relations and Cadastre (ALRC) and Regional Development Agencies) and sent to the CDA for approval within such timeframe so that it can be approved with the next interim report while ensuring that the project runs smoothly. Any comments and recommendations of the CDA will be incorporated within 20 working days after their receipt. Once the CDA has been approved, the implementation plan will be translated into English and Romanian.

The activity will result in an analysis with the recommended scope of at least 40 standard pages excluding annexes in Czech and its language versions in English and Romanian. In addition, the activity will result in implementation plan for activities 1.1.3 and 1.1.4 with the recommended scope of at least 10 standard pages excluding annexes in Czech and its language versions in English and Romanian. These documents, including the annexes, will be part of the interim report on the implementation of the FDC project for the CDA. Both documents must be discussed within the working group and approved by this group. This will be documented by the minutes of the meeting, which will be part of the interim report on the implementation of the FDC project for the CDA.

The implementer will be responsible for the entire process, coordinating the process and providing the necessary professional support.

The output of the activity will be legislative amendments, proposals, in particular implementing decrees, prepared in accordance with the implementation plan created under Activity 1.1.2; their content in Czech and language versions in English and Romanian together with the handover reports will be part of the interim report for the CDA.

1.1.6 Preparation, discussion and approval of methods for working with and updating of data

The activity will commence by performing an analysis of available data at the level of public administration, as well as universities, research institutions and the private sector. Analysis of available data with a recommended scope of at least 10 standard pages excluding annexes in English will focus on the following:

- sources of primary and secondary spatial data;- sources of attribute and thematic data;- conversion of geographic data from other digital sources;- current and possible errors in input, sharing, and data compatibility;- metadata;- the current way of sharing data and information.

In addition, the analysis of available data will propose at least 3 thematic areas where there is the greatest lack of data, or a problem with their error rate or compatibility. This selection will be thoroughly justified and serve as a basis for pilot data collection under Activity 1.1.7.

The analysis will be discussed within the working group, subsequently approved by the working group (to be documented by the minutes of the working group meeting) and subsequently submitted to the CDA as part of the interim report. Any comments will be incorporated within 10 days after receipt.

Based on activity 1.1.1, also prepared will be binding methodologies for processing and storage of data at national and regional level in English and Romanian. The methodologies will be based on outputs from activities 1.1.3 and 1.1.4 and related documents and measures.

The methodologies will first be approved within the working group and then sent to the CDA for professional review within such a timeframe so that they can be approved with the next interim report while ensuring that the project runs smoothly. Any comments will be incorporated within 10 days after receipt.

This will be followed by a qualitative and quantitative survey of investor interest, which will focus on a sample of at least 10 investors for qualitative research and a sample of at least 20 investors for quantitative research.

The methods for qualitative and quantitative research of investor interest will be described in a document with a recommended scope of at least 3 standard pages excluding annexes in English. The methods will be discussed and approved within the working group (to be documented by minutes of the working group meeting) and then sent to the CDA for professional review within such a timeframe so that they can be approved with the next interim report while ensuring that the project runs smoothly. The description of the course of research, its main conclusions and financial analysis for the determination of data price with the scope of 10 standard pages excluding annexes in Czech and English will be first approved within the working group and then sent to the CDA for professional review within such a timeframe so that it can be approved with the next interim report, while ensuring that the project runs smoothly. 1.1.7 Pilot collection of data at national and regional level, their control and transformation into a single coordinate system, creation of a metadata catalogue

The expected scope of field work is 20 man-days for the entire project implementer’s project team.

The collection and updating of spatial data is one of the activities that are very demanding in terms of the time, expertise, technical equipment, organization and funding required. This long-term process is influenced by a number of factors such as real and continuous changes in the territory, ongoing and often changing user requirements, the need to harmonize data sets at different levels of detail, dynamic development of technology, etc. Therefore, it is very important to define an effective strategy for this area, whose subsequent implementation will help to better manage the interrelated activities and to ensure more accurate and detailed standardized spatial data in the whole Moldova.

Spatial data can be broken down by several aspects. The basic breakdown of spatial data is by how they are obtained, i.e. primary and secondary data. Primary spatial data are primarily obtained data (data from geodetic measurements, from ground imaging or remote sensing, from GNSS, data from administrative activities, etc.). Secondary spatial data means derived data or data generated by the digitization of printed maps. An important role is played by the public administration, because a large amount of spatial data is generated in the processes of individual agendas and information systems of public administration.For the needs of data infrastructure development at national and regional level, it is appropriate to pay attention to the spatial data categorization, which takes into account the role of the data set in relation to other datasets. In this respect we distinguish basic spatial data (on territory) and spatial thematic data.

Basic spatial data includes existing spatial topographic and altimetry data. An important requirement for basic spatial data is that it be as close as possible to the “as-is” condition. Different levels of detail of basic spatial data are required for different purposes. Therefore, in addition to the most detailed and accurate data products, less detailed, so-called generalized data products are also obtained. Another requirement for the use of basic spatial data is their digital (raster or vector) form and provision through network services (as implemented under INSPIRE). For the efficient use of spatial information it is necessary to have their digital vector form. Only this form of spatial data enables their efficient use through state-of-the-art ICT and the maximum use of analytical tools for working with spatial data.

The largest number of spatial object types and their properties can be found in the thematic spatial data category. Significant sources of thematic spatial data are currently the information systems of ministerial institutions and commercial entities. The main groups include environmental data and related fields such as agriculture and water management.

Thematic spatial data also includes, for example, data on road and rail transport infrastructure, data on technical infrastructure networks, spatial planning, data on cultural heritage, statistical data, demographic data, economic indicators, etc. Most of these spatial data are not available freely but are available public administration on demand, usually including a good description of the content and origin of the data as well as their data model.

Pilot projectOutputs from activity 1.1.6 will be used as a basis for pilot data collection at national and regional level, their control and transformation into a single coordinate system and the creation of a metadata catalogue.

Pilot data collection at national and regional levels will be carried out for jointly selected pilot areas. Its aim will be to prepare basic pilot area topography, including altimetry data and ten priority thematic areas (environment, agriculture, water management, data on road and rail transport infrastructure, data on technical infrastructure networks, spatial planning, etc.). The basic principle of obtaining thematic data will be the use of the reference character of the basic geodata, i.e. that the positional and geometric determination of the thematic geodata is derived as much as possible from the basic data.

Regarding how the data is obtained, the existing available data sets and their use and the possibility of deriving them from existing information systems will be preferred. For selected data sets, the most appropriate form of their obtaining, i.e. primary form (geodetic survey, ground imaging or remote sensing, outputs from administrative activities, etc.) or secondary form (derived data or data generated by digitization of printed maps), will be assessed and used.

The data will be transformed into a single coordinate system, probably into the Moldovan EPSG:4026 MOLDREF99 / Moldova TM, or into its equivalent in WGS84. The data will be available in shp format.

When the data is obtained, their topology and quality will also be checked. Full check includes both the check and validation of the material and technical nature of the data (geographical accuracy, accuracy of completed attributes / compliance with data model, completeness, data format, etc.), and formal validation, i.e. submission of required documentation and other formal requirements. Simplified “registration” check typically involves only the validation of formal requirements, and the validation of technical requirements (readability of the data medium and the data on it).

For the purposes of pilot operation, SaaS will be used to make available:

● a map geoportal providing the tools for browsing and searching data● a metadata catalogue providing both administrator and end-user tools

1.2.1 Creating curricula and training materials for public institutions

Based on activity 1.1.1, one round table with the recommended duration of at least 4 hours will be organised for the working group, involving an evaluation of the practice in training in ICT and spatial data for public institutions, in particular the content, availability and quality of curricula and training materials for public institutions. The purpose of the round table will be to evaluate the processes used so far and to propose future practice. Other major institutions involved in education, i.e. universities and private education (IT) agencies, as well as the e-Government Centre (Centrul de Guvernare Electronică) will also be invited to participate.

Based on activity 1.1.1 and round table outcomes, the working group will prepare training curricula and training materials for public institutions in the field of ICT and, in particular, spatial data. The preparation will involve selected workers from partner and other institutions identified and approached within activity 1.1.1.

No later than 3 months after the start of the project, they will create a proposal of the content and scope of curricula and training materials with the recommended scope of 2 standard pages excluding annexes in English, which will be discussed and approved within the working group (to be documented in the minutes of the working group meeting).

Subsequently, the working group will develop the curricula and training materials. The curriculum will reflect the complexity and dynamics of the ICT/spatial data field. The training materials will include examples from practice, typical mistakes and practical exercises. They will also set out clearly how they are to be used in the future. Expected scope is as follows:

- Curricula with the recommended scope of at least 5 standard pages excluding annexes in Czech, English and Romanian n;

- Training materials with the recommended scope of at least 20 standard pages excluding annexes in Czech, English and Romanian.

The curricula and training materials will be printed, bound and handed over to each of the partner organizations (a minimum of 25 copies). They will also receive them electronically, for example on a CD or USB flash drive, etc.

The curricula and training materials will be further used in activities 1.2.2–1.2.4 and after the end of the Project.

During at least 2 workshops of at least 4 hours each, examples of good practice with education in ICT and spatial data will also be shared within the working group, with an emphasis on public administration from the Czech Republic and the EU countries. The workshops will be attended by senior employees and other individuals responsible for the education and career development of employees or external collaborators.

Final project A larger, and ideally, real GIS project on whose topic the participants will agree in advance with the supervisor will be simulated in the final educational block. Participants should be divided into two teams, each of which would work independently on one project. The supervisor would then assume the role of mentor, professionally lead the projects and provide assistance with technical solutions. Finally, the teams would present their projects and results to the others participating in the educational courses and (if interested) to other employees of the agency.

1.2.2 Collection, analysis and sharing of relevant international experience, i.e. on-site professional workshops and study trips to the Czech Republic for public institutions

Relevant experiences will be collected, analysed and shared within 4 workshops in Moldova and 2 study trips to be held in accordance with the approved plan of training, study trips and traineeships from activity 1.1.1, as well as through curricula and training materials from activity 1.2.1.

Professional workshops in Moldova will follow up on activities 1.1.3, 1.1.4 and 1.1.6 (both in terms of time and content), each with a recommended minimum scope of 2x 6 hours (excluding refreshment breaks) for at least 20 participants from partner institutions, also allowing the participation of at least 15 participants from other stakeholders, such as universities, local governments or investors, etc.

The selection of workshop topics and participants will be based on the analyses prepared within the activities leading to output 1.1, the strategy prepared within activity 1.1.3 being crucial. Preference will be given to topics that focus on practical use and to participants who are already applying that topic in practice in Moldova (the “multiplier effect”). Expert workshops will serve to share relevant practice in the field, in particular to answer specific questions, administrative rules and the benefits of using spatial analyses in practice.

The exact program of expert workshops in English and Romanian will be prepared within the working group and submitted to the CDA for information at least 5 weeks before their meeting. Any comments will be incorporated within 10 days after receipt.

Study trips to the Czech Republic will follow after professional workshops, each of which will be for 5 working days excluding travel time, for at least 20 participants from partner institutions, also allowing the participation of at least 10 participants from other stakeholders, such as universities, local governments or investors, etc.

The choice of the study trip topics will be reflected in the content of the trip as well as the institutions or experts to be visited, including the following:

- preparation of legislation, its implementation and enforcement, incl. examples from practice;

- data collection and sharing, general spatial data processing.

Within each of the study trips, 0.5 day will be provided for leisure activities. This will ensure sufficient motivation for full participation and space for informal networking.

The Project will involve two study trips, which is the only way to involve all partner organizations, to provide space for questions of all participants and to organise the trip. Participants will be selected in such a way that each partner organization is represented every time and that none of the participants participates in both study trips.

The participants will be selected within activity 1.1.1. The participants will be preferably divided into groups in a way that allows discussion of the common topics and the necessary networking. It will therefore be strictly preferred that participants from the same institution are assigned into different groups.

The exact program of study trips in English and Romanian will be prepared within the working group and sent to the CDA for information at least 5 weeks before their meeting. Any comments will be incorporated within 10 days after receipt.

During the study trips, interpretation will be provided in Romanian.

The result of the activity will be 4 workshops in Moldova and 2 study trips to the Czech Republic. The programme of workshops and study trips in English and Romanian with a list of participants incl. specification of their employer and position, attendance sheet and photographic documentation will be part of the interim report on the implementation of the FDC project for the CDA.

1.2.3 Professional training at basic and advanced level for public institutions; including the Training of Trainers, their remote mentoring, and individual on-site consultations

Based on activity 1.1.1 and 1.2.1, professional training for experts working in individual partner organizations supported under the Project will be carried out. The participants will be ideally experts with basic IT or geographic education, who will work with GIS data in the partner organization during and after the project.

The training will be divided into basic and advanced levels. At the basic level, the training will be focused on basic familiarization with the topic. After completing this level, the participant must know the following:

- theoretically he will have to understand the following terms: GIS structure and features, geodata, attribute data, metadata, vector representation of geographic data, raster representation of geographic data, irregular network – TIN, map services and map portals.

- practically, he is able to process the map output (based on the data provided) and perform a simple spatial analysis.

At the advanced level, the training will involve examples of advanced spatial analyses and practical applications, especially the issue of map creation and general spatial data processing.

During the training, each participant must have 1 desktop computer with the necessary equipment, which will be provided by the project implementer.

The training will take place no later than 4 weeks after the completion of activities 1.1.1 and 1.2.1 in Moldova. The training sessions will always be approximately 6 weeks apart.

During the implementation of the Project, 35 training sessions will thus be organized, 717 for each partner organization with a minimum duration of 3 working days18. The training will always involve at least 3 employees from 1 partner organization, i.e. 15 employees from 5 partner organizations supported under the Project will be trained in total. During the training, active use will be made of the study materials prepared in the framework of activity 1.2.1 of this Project.

As part of the activity, at least 1 Training of Trainers (ToT) will be organised with a minimum duration of 2 working days19 for all 15 participants in a way that allows them to independently transfer information and train further. The ToT will follow up (both in terms of time and content) on the previously completed training at basic and advanced levels.

The implementer always nominates 1 training guarantor responsible for 1 partner organization within the Project and a maximum of 2 other responsible lecturers. The activity will thus involve continuous remote mentoring and individual on-site consultations for training participants from all partner organizations.

The result of the activity will be the organization of 35 training sessions at basic and advanced levels and 1 ToT for 15 experts from individual partner organizations. Training programmes, evaluation of training participants, copies of certificates for those having completed the training in English and photographic documentation will be part of the interim reports for the CDA.

The activity will start by developing an analysis with a set of recommendations with a recommended minimum scope of 40 standard pages21 excluding annexes in Czech, which will analyse the weaknesses and strengths of the regional strategies of individual regional development agencies and elaborate guidance on their implementation using GIS data.

The analysis with the set of recommendations will contain an introduction describing the basic points and questions, and a conclusion summarizing the main findings.

For each of the regional development agencies, the analysis with the set of recommendations will respond to the following points and questions:

For each of the regional development agencies, the analysis with the set of recommendations must contain the following annexes:

- the list of persons and institutions involved in the preparation of the analysis with a set of recommendations, including their contact details (email, telephone number);

- a list of documents and other data used to prepare the analysis with a set of recommendations, including bibliographic data;

- charts, tables, organisational charts and photographs etc., which will document the findings in the analysis with a set of recommendations.

During the analysis preparation of the analysis with a set of recommendations, the implementer can also add additional questions that should be monitored and reflected.

The analysis with a set of recommendations will be elaborated (in close cooperation with the regional development agencies), approved within the working group and sent for information to the CDA with the next interim report. The analysis with a set of recommendations will be translated into English and Romanian.

Part of the analysis will be a financial plan, which will also propose and take into account the sustainability of the strategies and Project interventions.

Special emphasis will be placed on topics and problems which can be described or solved using GIS systems. The choice will be based on the analysis prepared under activity 1.3.1.

These may be social, cultural or other issues and problems. An example may be mapping out the differences among regions in access to relevant healthcare services for women and men22 or access to public services for people with disabilities.

Another example is the mapping of the use of urban public transport with the related cost optimization or topics related to business, employment and investment in regions. An example may be mapping the business potential of a region or city.

Appropriate topics will first be discussed with each of the four regional development agencies (ADR Centru, ADR Gaugazia, ADR Nord, ADR Sud), and each agency will identify a topic that it wants to address within the current topics or assigned tasks. This will lead to synergies where each of the agencies will have interest in the good outcome of the project, and will be

willing to provide data, facilities and other capacities for fast, high quality and successful completion of the task.

Selection will always be made of a suitable topic, the topic will be approved and all four tenders will be announced, an evaluation committee will be set up and the actual evaluation will be carried out and the conditions for a fair, transparent and substantive selection of the implementers of projects / sub-projects will be made. Also, the parameters of projects / sub-projects such as implementation plan, timetable, etc. will be set and approved. This will be done in accordance with the Public Procurement Act.

The evaluation criteria will be:

relevance to the territory and co-contracting agency

The approval of the allocation of a project / sub-project will be coordinated with the CDA, including a more detailed definition of the content, scope and timeframe, etc.

The process of approval by the CDA will be set within a timeframe so as to allow the approval of received documents as part of the interim reports and ensure that the project runs smoothly.

If there are any problems with the preparation or implementation, the process will be carried out in accordance with activity 1.3.2.

The output of the activity will include the implementation of 4 pilot/demonstration projects/sub-projects. Documents related to the preparation and implementation of 4 pilot/demonstration projects/sub-projects will be part of the interim report on the implementation of the FDC project for the CDA, especially involving project documents, implementation reports and photographs.

1.3.4 Evaluation of pilot/demonstration projects, individual on-site consultations and other feedback

Based on outputs of activity 1.3.3, pilot/demonstration projects/sub-projects will be evaluated. The evaluation will take place no earlier than 1 month after the pilot/demonstration projects/sub-projects have been completed and will be summarized in evaluation report with a recommended scope of at least 10 standard pages excluding annexes in Czech, which will include the following:

- assessment of the course and suitability of selected topics, with an emphasis on analysis/suggestion of recommendations for the selection of topics for further implementation;

- assessment of the current impacts of pilot/demonstration projects/sub-projects and their potential for usability and sustainability in the future.

Based on the evaluation report, individual on-site consultations and other feedback will be carried out. As part of the report, a programme will be created with a recommended minimum scope of 2 standard pages in English for a regional conference with workshops for at least 100 participants from Moldova, Czech Republic and other countries; the programme will first be approved within the working group (to be documented by minutes of the working group meeting) and then sent to the CDA for approval within such a timeframe so that it can be approved with the next interim report while ensuring that the project runs smoothly. Any comments will be incorporated within 10 days after receipt.

The output of the activity will be the evaluation of pilot/demonstration projects, individual on-site consultations and other feedback, i.e. a programme of regional conference with workshops. The documents in the above-mentioned scope will be part of the interim report on the implementation of the FDC for the CDA.

Sharing experience on the preparation, implementation and evaluation of pilot/demonstration projects among participating public institutions, i.e. regional conferences with workshops will be carried out in accordance with the programme prepared within activity 1.3.4.

The result of the activity will be one conference with workshops in Moldova for at least 100 participants and speakers from Moldova, the Czech Republic and other countries (with emphasis on neighbouring countries sharing with Moldova cross-border issues and themes) . A record from the regional conference and workshops with contributions in English and/or Romanian with a list of participants and photographic documentation will be part of the interim report on the implementation of the FDC project for the CDA.

1.3.6 Information campaign and workshops to raise awareness among the professional community and other stakeholders on the practical use of spatial data in regional development

A public campaign (PR) and workshops on the practical use of spatial data in regional development will be based on the communication plan prepared under activity 1.1.1 and will be in line with activities 1.3.1, 1.3.2, 1.3.3 and 1.3.4.

First of all, at least two expert workshops will be organised for the working group with the duration of at least 2 working days23 in Moldova, which will be led by at least one Czech specialist in public campaigns. During the expert workshops, the participants will prepare the public campaign plan (PR) with a recommended scope of at least 5 standard pages without annexes in English, which will be sent to the CDA for approval no later than 2 months after the approval of the Analysis, but in such a time frame so that it can be approved with the next interim report while ensuring that the project runs smoothly. Any comments of the CDA will be incorporated within 10 working days.

The public campaign plan will include the following:

timetable, list of activities and individual responsibilities;

content of activities related to the improvement of communication towards the professional community, including at least 10 examples of good practice from the Czech Republic and other countries;

activities related to improving the presentation of partner organizations on websites and social networks, including at least 10 examples of good practice from the Czech Republic and other countries.

This will be followed by the implementation of this plan, supervise by at least one Czech expert specializing in public campaigns.

The Public Campaign (PR) and workshops will build on existing activities of partner organizations within the Project toward the professional community and the general public concerning the practical use of spatial analyses. The focus will be primarily on improvements in this area and involvement of public authorities in the use of spatial analyses or other modern methods of regional development and its strategic planning.

The public campaign will target at least 2,000 end recipients of the communication with a focus on public administration institutions.

The result of the activity will be the implementation of one public (PR) campaign in Moldova targeting at least 2,000 end recipients of the communication. The public campaign plan of 5 standard pages excluding annexes in English (together with the outputs defined in this plan) will be part of the interim report on the implementation of the FDC project for the CDA.

6. Implementation and monitoring processImplementation will be carried out according to the project document and in accordance with the timetable of implementation proposed by the implementer and the agreed local partner; the timetable for project implementation is given in Annex 2 to this project document. The implementer will be responsible for the management and internal monitoring of the Project implementation.

Project managementThe project implementer is GEOtest, a.s. in cooperation with T-Mapy spol. s r.o. The project team and the support team are described in chapter 7.8 of the project document. The overall

organization of the project and communication with the client and partner organizations will be as outlined in the following figure.

The project team leader and the project expert guarantor is the main person responsible for communicating with the contracting authority, the partner Moldovan organization and the four regional development agencies. The description of the project team and the relationship / responsibility for the work done is specified in chapter 7.8.

The project will start with an initial meeting with the representatives of the CDA, the authorised embassy in Chisinau and representatives of partner organizations. Although the partner institutions should be informed about the forthcoming project and familiarized with the planned activities by the contracting authority, the implementer will again present the full project to them, familiarize them with its objectives, the expected outputs and the implementation process. At the initial meeting, the implementer and the partners will agree on the method of communication during the project, its expected frequency and form.

It is expected that, in addition to the activities and the necessary communication and coordination in the course of their implementation, the project manager will contact partner organizations, familiarize them with the current situation and obtain continuous feedback. This communication mechanism will be conducted in a semi-formal way, in person or over the phone, and will serve as feedback during the project directly from the partner. Thanks to

the semi-formal communication, it will be possible to easily learn during the project about any misunderstandings, limitations and challenges, and find timely solutions.

The project team leader and expert project guarantor together with relevant team members will also organize a formal meeting over each next quarter of a year in order to present the project’s results and to evaluate the cooperation and communication between the project, its partners and the actors themselves.

Internal project monitoring and quality controlThe internal monitoring of the project will be carried out according to the internal regulations of GEOtest, a.s. for the monitoring of evaluations and project management quality. Given that the project is implemented abroad, it must also be in line with international standards of major global donors.

GEOtest, a.s. uses an established and audited management system called Integrated Quality Management System (IQMS), which serves as a basis for evaluating the quality of the work done. IQMS is based on ISO 9001:2015 and the ISO 14001:2015 Environmental Management System. GEOtest, a.s. guarantees that the project is implemented in accordance with clearly defined procedures and that they will take into account the specific situation in the field and in the region during the implementation of the whole project. Quality management is carried out throughout the entire project implementation process to ensure the right scope, project consistency, data reliability, impartial conclusions, useful recommendations in a comprehensible language and structure. Another quality indicator is timely delivery of reports.

The basis for internal project monitoring will be the logical framework of the project and the timetable. At the beginning of the project, it will be verified that the baseline given in the tender dossier and at the time of the project formulation is consistent with the baseline at the start of the project implementation. In the case of inconsistency, the implementer informs the contracting authority and adapts the indicators for the implementation of the project in relevant cases. In addition, indicators will be checked regularly, according to internal procedures and “checklists” created by the implementer.

Using this tool should help to detect any inconsistencies and possible future complications in time. There should therefore be enough time to find an effective solution, possibly inform the contracting authority and find the solution together and decide on the next steps.

This monitoring tool serves not only for an overview of the activities carried out, but also for internal processes monitoring, intra-team communication, communication between the partners and the implementer, and administrative and financial monitoring.

Project implementation monitoring will be provided by the Czech Development Agency. In addition to regular on-site inspections, in which the CDA will also cooperate with the Chişinău embassy, the monitoring will be carried out mainly by checking the interim and annual (final) reports. Interim and annual (final) reports on the implementation of the FDC project, which reflect in detail the implementation of the project, will be delivered by the implementer by the deadlines set by the contract.

The implementer will regularly communicate and inform the CDA, at least in the form of interim and annual (final) reports. The implementer will send a regular quarterly summary

reports on the implemented activities to the representatives of the local partners and, possibly, to other relevant institutions (identified by the CDA or within the Project) by electronic means (e-mail). These reports will be written in English and will also include a plan of activities for the next period. The CDA will be included in the communication.

At least one month and a half before the submission of each interim report on the implementation of the FDC project, the inspection days may take place at the CDA’s headquarters (if necessary, at the request of the CDA or the implementer, inspection days may be held more often; the CDA may also decide to cancel the inspection days), which will be attended by a representative of the CDA, an expert hired by the CDA, a representative of the implementer and, if necessary, other persons.

7.8 Management and organization

To implement the project, a working group will be established consisting of representatives of the Ministry for Regional Development and Construction, regional development agencies and other stakeholders identified in activity 1.1.1. Each institution will nominate in the working group at least one representative, who will be informed in detail of all project meetings and expert consultations.

The implementer will coordinate the working group, i.e. he will, in accordance with the documents, requirements and the possibilities of the other members of the working group, convene meetings, record minutes from the meetings, etc. He will also act as the expert guarantor within the working group, i.e. he will bear full responsibility for the final factual and formal accuracy of project outputs and documents.

The working group will get in touch (personally, by telephone or e-mail) at least twice a month throughout the Project implementation to provide information on the progress of the Project and to ensure it is smooth. Communication within the working group will be supervised by a representative of the implementer, i.e. throughout project implementation, he will keep the necessary information on the formation and activities of the working group, such as minutes of meetings, in electronic or printed form.

The formation of the working group and the plan of its activities will be notified to the CDA and the representative of the Czech Embassy in Moldova – in accordance with the details given in chapter 6 of this project document.

Project team will be made up of the following experts and other persons involved in the Project. (The working group is superior to the project team, ensuring expert work on the Project. The project team is involved in sub-activities and consultations.)

also affect the composition and selection of team members, with particular regard to their professional skills and knowledge. All experts have proven analytical skills and excellent presentation skills.

As described in the tender documentation, the project team leader is at the same time the expert guarantor of the project. Its role facilitates communication with the contracting authority, a partner organization in Moldova, four regional development agencies and the project team. It ensures the technical quality of project outputs and at the same time provides a thorough overview of the managerial and technical feasibility of the proposed activities. In order to strengthen the ownership of the project and the project management, the position of a deputy project team leader has been set up; the deputy project team leader has the expertise and knowledge in the field of GIS. The project team leader and deputy project team leader will manage the project in close collaboration and will communicate with the client and stakeholders. The project team consists of 4 experts, who report to the project team leader / his deputy for pre-defined activities (chapters 1.1.1-1.3.6). In addition, the coordinator should increase the acceptability of the project by project beneficiaries, as he can communicate with the stakeholders in their native language.

Successful implementation and monitoring of the project requires well-coordinated and continuous technical, managerial and logistical support from the implementer’s office. Assistance provided by internal staff helps ensure a strong backup of all project activities to facilitate the successful accomplishment of the intended tasks.

GEOtest, a.s. and the team of external collaborators are very well aware of the scope of the consulting services provided, and therefore all have agreed with the establishment of the positions Backstopper and Quality Control in the project team. These persons will support the individual members of the team in their duties, especially ensure the consistency of the outputs with the tender documentation. They will check to ensure that there are no deviations from the approved project document and that outputs are handed over properly and in due time.
