RECOMMENDED AMENDMENTS, TO THE 1 9 6 3 - 6 4 CENTRAL ADMINIS'IRATION BUDGET -- Office of the Comptroller -- 1, Effective April 13, 1964, terminate the employment of Mr. Paul K. Giffin as Clerk-of-the-Works on the Modernization and Remodeling of Five Buildings project (Main University), Mr. Giffin was employed on a month- to-month basis a t a monthly salary of $7CO, employment to terminate when full-time Cleric-of-the-Works services were no longer needed on this project. (RBC 1 0 2 ) University Development Board 2. Transfer $1.500 from the Publishing and Mailing account to the - - Maintenance and Operation account, The purpose of the transfer is to cover cost of alteration and remodeling of Development Board offices, (RBC 100) Auditing Oil and Gas Production --- 3. Transfer $250 from the Clerical Assistants account to the Equipment account. This office is adopting a new system of maintaining title and well records on University Lands, and transferred funds will be used to purchase a typewriter with special type for use on these records. (RBC IC3) CHANGES IN PLANT APPROPRIATIOXS AND CONTRACTS -- - - - The following item has been recommended by Comptroller Soarenberg and approved by Vice-ChanceLlor Dolley: 1. Transfer of Funds Between Accounts for Addition to Law School Building at -- - -- - Main Tiniversitv . . . - . . - - -----2 In connection with the installation of the library bookstacks in the Addition to the Law School Building at the Main University, certain minor changes were found to be necessary which added a small amount to the total of the contract. In order to effect these changes and complete the contract, a change order in the amount of $472.60 was issued to the Abel Stationers, Contractor for the Library Bookstacks. It is recommended that the issuance of this change order be approved and that authorization be given for the transfer of $472,60 from Account No. 05-9059-0099 - Addition to Law School Building - Allotment Account to Acc3un.t 130. 85-3059 -0186 - Addition to Law School Building - Library Bookstack s Contract - The Abel Stationers.

The bequests for the benefit of the University were as follows:

(11) To the University of Texas, for the use of the Develop- ment Board of Said University, to be applied to benefits for the Department of Engineering, or for the School of Chemistry, or for the School of Physics, or for science research, as they see ,fit, the sum of Five Thousand Dollars ($5,000, OO),

(12) To the Students' Loan Fund of the University of Texas, whether it be managed by the Ex-students Association of said University or by the Board of Regents of said Uni- versity, for the purpose of making loans to students wishing to attend said University, or any of its branches or schools or colleges, but with preference to be given to the Schools of Science, or Engineering, or Medicine, or Chemistry, the sum of Five Thousand Dollars ($5,000,00); PROVIDED, that, if said Loan Fund is not in need of funds for making loans at the time of the probate of this will, so that the amount bequeathed would lie idle along with other funds for a number of years, then the amount specified herein shall be awarded to the Development Board of the University of Texas for the use of the College of Engineering, or the School of Physics, or the School of Chemistry, or the College of Medicine, as said Board sees fit,

1, That $33,000 of the bequest under Paragraph 11 of the Will be credited to the Engineering Fmndation, with the remaining $2,000 to a separate account, Dr, Humphries had been a contributor to the Engineering Foundation before his death, and this allocation is in line with approval of the President of the University prior to the receipt of the fundsD

HOUSTON PIPE LINE COMPANY FOR GAS PIPE LINE EASEMENT AND WORK AREA, HUNTING- TON LANDS, GALVESTON COUNTY,--Houston Pipe Line Company needs to build a new 12-inch gas pipe line from Virginia Point across Galveston Bay to serve Galveston Island, The line will tie into a Southern Union Gas Company line already on the Huntington Lands in the So C, Bundick Survey and will run a total distance of 5,39 rods on Huntington Lands before entering the Bay, The easement to be granted for so long as the pipe line is used is to be 50 feet wide for construction and thereafter 25 feet wide, In addition to the easement, the company needs a work area of approximately 4,87 acres adjacent to the easement for storing and working pipe for the line in the Bay during the construction, The proposal for the work area is for a lease fop 1 year or until the construetion work is completed, if the completion is in less than the year, The company will be responsible for all damages to tenants and will restore the ground as nearly as possible to its original state, They offer $2,000 for the easement and as rental on the work area, and it is recommended that the proposal be aecepted and that the Chairman be authorized to execute the appropriate instrument, or instruments, when approved as to form by the Land and Trust Attorney and as to content by the Endowment Officer,

TEXAS STUDENT HOUSING REVENUE BONDS OF 1963 (HHFA PROJECT CH-TEX-121[~]) - BRACKENRIDGE TRACT - REPORT ON DECLARATORY JUDGMENT AND RECOMMENDATION RE SALE AND ISSUANCE OF BONDS,--In line with action of the Board of Regents at previous meetings, the University's petition fop a declaratory judgment interpreting the deed from Mr, Geea W o Brackenridge covering the "Bracken- ridge ~ract" was heard on April 30, 1964, in the 126th District Court of Travis County, and judgment was entered that date holding that the Brackenridge Tract is not a part of the Permanent University Fund, The judg- ment will become final in 20 days from April 30, 1964, and the University may now proceed with the Married Student Housing project to be constructed on a portion of the tract,

It is recommended that the Endowment Office be authorized to proceed with the remaining necessary steps for the issuance and sale of the bonds covering the pro9ect, the dating of the sale of the bonds to be in line with the date of awarding of construction contracts,
