THE REQUIREMENTS
• Over 100 000 voting stations in 297 Municipal Districts in a big country with 25 million registered voters.
• Ballots are being counted and audited manually.
• Once a batch has been counted the result slip is signed off by an auditor and becomes a critical document of evidence of the election result.
• The IEC did not want to publish a result unless this source document is securely backed up.
IEC Issue Public Open Tender
• 430 Scanners to scan result slips after signoff. Counting only commence once voting stations has closed at 21H00 on election date.
• Scanners with a speed of 40ppm required in 297 districts in urban and rural areas
• Scan software to scan, barcode index, validate and transmit images and meta data to the central result centre in Pretoria.
• Reputable supplier with skills for rapid roll out.
• Customizable software that can later be utilized for other business processes within the IEC
