able to purchase scrap metal from the United States. It slowed their military production

DIPLOMATIC EFFORTS The United States wanted to use
diplomacy to get the Japanese out of China.
United States moves US Navy from California to Hawaii Japanese considered this a threat.
Japan’s military government wanted to get the United States and Europeans out of the Pacific forever.
Japan planned to attack the U.S. Fleet at Pearl Harbor
