Challenges

 

The eHealth Interest Group has a number of challenges in the area of software development:

• The customers are health care providers

• Austria defines the legal parameters

• The health insurences define the economic framework

Basically the customer needs updates for the changing legal and financial parameters but have to carry the cost of software development

The eHealth software providers need to be sure their investments are in line with all paerameters – and the customers (health care providers) needs

 The ELGA project has been described in the presentation by Mrs. Kathrin Trunner

(Ministry of Health)

The challenges for our software industry become more complex with ELGA, but it is a great chance for the eHealth interest group to work in self-organisation and setup the processes

The decision was taken by the eHealth board to organise a certification process for its members

• contract with the Fachhochschule Technikum Wien

• use the results of the EU Project HITCH, align to ANTILOPE concepts

Certification I: CDA Import Export

 The first certification scheme has been set up

• Certification of GP Software for Import and Export of medical reports - Conformance to ELGA CDA Implementation Guides

• HITCH / ANTILOPE concepts helped us a lot to reach fast results at sufficient quality!!

• Experience will grow as we continue

• Ongoing activity and development of further certification modules in coordination

with the needs of ELGA implementation

Certification II: Insurance Law

Austrian Insurance Law mentions certification of GP software: - reimbursement interfaces- eCard System interfaces- Import and export of patient records

Certification is available from Social Insurance Organisation, in cooperation with Chamber of DoctorsObservations:- The approach seems to be different to HITCH / ANTILOPE concepts- to be further discussed
