ABOUT THE ROLE Practical Action is implementing a three and a half year Renewable Energy for Refugees (RE4R) project in Rwanda and Jordan. This project will be led by Practical Action and UNHCR to deliver renewable energy investments through innovative approaches in humanitarian settings, working directly with refugees and host communities in Kigeme, Nyabiheke and Gihembe refugee camps in Rwanda and with urban refugees in Irbid in Jordan. The project will provide access to affordable and sustainable sources of renewable energy, and improve the health, wellbeing and security of target populations. It will draw on Practical Action’s considerable existing experience in renewable energy programmes in developing countries – working directly with communities to deliver the best energy services and products possible for local people. The Practical Actions’s UK office will oversee and provide technical leadership for the implementation of the overall project. This role is for a project Monitoring & Evaluation (M&E) Adviser, from December 2017 to September 2020. As the lead for all M&E activities for the project, this role will provide technical oversight for the development and implementation of indicators and field monitoring, and provide guidance on evaluations, data collection and reporting. The role will work with the project team to ensure regional and country teams provide quality evidence that supports the project’s learning and influencing objectives and enables Practical Action to understand and communicate the impact of the project. The Monitoring & Evaluation Adviser will report to the RE4R Project Manager with technical support provided by the Project Technical Lead, both based in Practical Action’s Rugby office. This role is a full time position for the duration of the project from December 2017 to September 2020 and will work together with project teams in the UK, Rwanda and Jordan including field teams, technical consultants and partner organisations.

Travel Expected approximately 4 - 8 weeks per annum

ACCOUNTABILITIES

Deliver Project M&E Objectives

Develops and implements the framework and tools for measuring the project’s impact and beneficiary reach, including developing results/log frames and M&E plans.

Compiles and analyses qualitative and quantitative data and produces reports on the project’s impact and beneficiary reach, taking gender into account.

Develops climate change indicators and develops CO2 monitoring and reporting for the project

Tracks evaluations conducted at country level and shares findings and recommendations across the project to promote improved learning, quality and delivery.

Assists local teams to select data collection methods for adequate monitoring and evaluation of implementing partners' performance and of the project as a whole.

Assists in building local M&E capacities through providing advice and support on design, budgeting, delivery and learning.

Coordinates regular reviews of progress towards achieving project M&E objectives.

Coordinates with colleagues in partner/donor organisations to align M&E objectives and activities.

Generates and coordinates M&E input to donor reports.

Develops the M&E budget for the project to provide adequate financial resources for evaluations, special studies and assessments.

Manages evaluation contracts and agreements.

Develops plans for achieving project’s learning objectives and provide input into the design, implementation and dissemination of evaluations, studies and assessments.

Contributes to the project’s approach to measuring and reporting on how we achieve value for money.

Develops and rolls-out guidance for the use of M&E in telling compelling stories about the project’s work.

Deliver Practical Action M&E Objectives

Coordinates with Practical Action colleagues in knowledge teams, and country offices to contribute to organisational learning.

Ensures the project’s M&E systems are aligned with the organisation’s strategic goals and change ambitions.

Ensures regional and country programmes provide quality evidence that supports Practical Action’s organisational learning and influencing agendas. Enable Practical Action to understand and communicate the impact of its work to improve the wellbeing of poor people and the socially excluded.

Leadership and People

Provides M&E leadership and oversight across the RE4R project.

Leads the M&E component of the project’s Knowledge, Advocacy, M&E and Learning Working Group

Contributes to the project’s overall planning, communications, effectiveness and team-working.

EXPERIENCE, KNOWLEDGE & SKILLS

Significant professional experience in the field of international development, preferably with experience gained in overseas contexts.

Master’s level qualification preferred; undergraduate qualification in a relevant field required.

Strong understanding and experience of M&E in development programming, both in terms of how to measure outcomes and impact and how to monitor outputs and ensure accountability.

Experience of developing indicators for climate change impacts of programming and measuring CO2

and emissions data.

Strong numeracy, literacy, logic and analytical skills and an ability to ask the tough questions.

Analytical and numerical skills, familiarity with data collection and research processes and the ability to synthesize data, present results and draw meaningful conclusions.

Ability to develop new approaches in simple, accessible ways that take into account the context.

Ability to work with complex, multi-layered monitoring, evaluation and learning systems, including use of donor reporting mechanisms, project management tools, data inputting and analysis systems.

Ability to contribute to a team that is diverse in cultural contexts, geographies, language and understanding of concepts and to foster a sense of common purpose and common standards.

Experience of building capacities across a diverse team, both remotely and in person.

Proven record of forming effective, strong relationships with leaders and managers, in the UK and internationally.

Experience of working in a complex environment, including remote working.

Strong skills in verbal and written communication and report writing.

Commitment to development principles and the mission, vision, ambition of Practical Action.

Fluency in written and spoken English essential. French proficiency is desirable.
