OFFICIAL MEMORANDUMIn view of instructions received from Election Commission of India in connection with ensuing

General Elections to Loksabha 2014, it necessitates to appoint several Nodal Officer for variousactivities at the District level to cope with the District Election Officer and for smooth conduct ofGeneral Elections to Loksabha 2014. Hence the following Officers at the District level has beenappointed as Nodal Officers with immediate effect in respect of the activities mentioned against theirnames. The appointed Nodal Officers are at discretionary to appoint required number of Assistants orshould utilize the services of the concerned officers/staff who will be deployed from this office also.Once the elections are announced these Nodal Officers will be considered as on deputation to theElection Commission of India for the purposes of disciplinary control. Slippage of the activity andresponsibility & refusal of this order will be viewed very seriously.

The work of the above officers will be reviewed periodically on all matters of urgent nature andtherefore effective action should be taken by all the officers without wasting time. Further, these NodalOfficers are held responsible to function and implement in respect of the activities mentioned againsttheir names. Further it should be borne in mind that the work of these officers will also be reviewedfrom time to time b the Nodal Officers appointed for the same purpose at the State level.Sl. This officer will be responsible forassessing the entire requirement of manpower for the conduct of elections in thedistrict, their availability, obtaining theirdata,.analyzing the data, appointing themon time, tracking their presencelabsencelleave etc., keeping in touch withtheir parent organization and all otherrelated works.

This officer will be responsible forensuring the proper storage, security,availability and checking of EVMs byBEL, EClL engineers. His work wouldinclude over all monitoring and ensuringof First level checking as per procedureoutlined by ECl, EVM randomization,EVM sealing, transportation of EVM,EVM data management and preparingreport in accordance with the ECIinstructions and all other related works.The officer will be responsible forassessing the requirement & availabilityof all kinds of transports to be used inthe elections. He will look after thearrangements for their day to daydeployment, POL requirement,remuneration, maintaining respectivereports, anticipating future requirementand making necessary arrangements andall other related works.

This officer will be responsible for thecapacity building and training of allofficials who would be performing anykind of election duty in accordance withthe state training plan. Th~Qffi~\~l~\'<\10will need to be trained include theReturning Officers, Officers lookingafter MCC, Officers who will handleEVMs in any capacity, videographersand Micro Observer Personnel involvingexpenditure monitoring etc., etc., amongothers as decided by the DEO. He willbe also IZsponsible for arrangements oftraining venue and all logistics requiredat the training venue, he will ensureavailability of training material, itstimely distribution and all related works.He will also arrange training/trainingmaterial for political parties, candidates,their agents if required.This officer will be responsible forestimating requirement and arranging orarranging to procure all the materialrequired for conducting elections at thedistrict level. He will also be responsiblefor ensuring proper arrangements toreceive materials being distributed by theCEO office. He will make properarrangements for distribution ofmaterials to the concerned officials at thedistrict level. He will ensure timelyprocurement of provision of materialsuch as video cameras, computer,printer, statutory and non statutoryforms, all materials required to set up thedispatch and receiving centres and allother related works. Since setting up todispatch and receiving centre willrequire intricate arrangements, this nodalofficer shall be given adequateassistance.

The officer will be responsible for ensuringthat all instructions of the ECI regardingMCC are followed by theofficers/candidates/political parties/ mediaetc., in the District. He/she will collect a listof ongoing works of all Departments as on31/112013, 311112014 and give it duepublicity. If he gets information of any othernew work being under taken afterannouncement of election he will conductdue enquiry and report the matter fornecessary action. The compilation of dailyreports to be sent in respect of MCCviolations will be the responsibility of thisofficer. He will also ensure the availabilityof CDIDVD player, television etc., formonitoring MCC violations. He will ensurethat all references made by any office in thedistrict are routed through the DEO in theformat specifically designed for suchreferences, with the clear opinion of theDEO. He will impart training to all the teamsformed for implementing MCC. He will alsobe responsible for all other matters related toMCC. He needs to be appointed right awaytoo so that he can identify his/her team andstart training them and also start enlisting theaction to be taken in the entire district beforeannouncement of elections and onannouncement of elections. The DEO shouldensure an adequate number for this team .

8 Observers

This is a very time consuming andintricate task. A great deal of co-ordination and follow up will berequired. The Nodal Officer shall keepstrict control and monitoring overexpenditure of candidates. Since thework of expenditure monitoringcontinues for 3 days after elections thework of this Nodal Officer will alsocontinue accordingly. This NodalOfficer is expected to perform all tasksas per ECI instruction manual for EM.

The ECI will be appointing GeneralObservers, Expenditure Observer, PoliceObserver etc., during the time of poll. Itwill be the responsibility of this NodalOfficer to keep track of the arrival,departure: . boarding and lodgingarrangements, Liaison. Officerarrangement, reading material,transportation, security, telephoneconnectivity, computers, printers, DVDplayer, etc., as per the directions of theECI.

10Ballot Paper /Dummy Ballot

As per the prevailing Eel directionsevery district has to ensure that its dailyLaw & Order report reaches the StateNodal Officer every day. This NodalOfficer will be responsible foreffectively collecting this information &compiling it for onward transmission.On behalf of the DEO, he/she will alsoco-ordinate with the district police tomake stay, transport, mobile etc.,Arrangements in advance for the CentralPolice Force likely to be stationed in thedistrict. He/she will be responsible forthe briefing and training, if required ofall the officers in charge of the CentralPolice Force units.

11 Media

The printing of ballot paper/dummy ballotsheetIBraille ballot, etc., at the printing pressdecided at the State level will be theresponsibility of this Nodal Officer. He willalso ensure its timely transportation, properstorage, distribution and all other relatedworks.

12 Computerization

This officer will be responsible fordissemination of information, instructions,briefs, press notes, etc., arrangement of pressconferences, submitting of press cuttings on adaily basis to the DEO office, handing overof accreditation cards to media members,constant exchange of information with mediaand all other related works. He/she will alsobe responsible for maintaining scannedrecords of press cuttings and compiling themat the end of the polls for district level recordkeeping.The officer will be responsible for providingnecessary software and hardware as andwhen required, ensuring constant exchange ofinformation on CEO's server, constantupdating of CEOs website with localnews/updates regarding conduct of elections,uploading of latest photographs andinformation on CEO's website in respect ofdistrict level activities, and all other relatedworks.
