This report is submitted to council for consideration to install a dog enclosure in one of Council’s existing parks in Alice Springs.
RECOMMENDATIONThat it be a recommendation to Council:
That Council provide information and seek comment from the Parks Advisory Committee (PAC).
REPORT
1. BACKGROUND
Council has requested that the Technical Services Department investigate the possibility of installing a dog enclosure at one of the existing parks.
Council previously requested that the Technical Services Department investigate installing a Pet and Regional Park to service the Northside of Alice Springs. (Attachment A - Report 105/11 ts)
2. DISCUSSION
Currently Council has 29 parks that are accessible for dog owners to take dogs off the leash from the hours of 5am to 8am and 5pm to 8pm only. If an enclosure was to be installed on one of our parks the dog owners could exercise their dogs off leash throughout the entire day.

Infrastructure to consider if installing a dog enclosure at existing parks with estimated costings being:
• Fence $90/lm (child and dog proof), 1800mm high chain mesh, galvanised witha top rail.
• Shade Structure $15,000.00• Picnic setting on concrete slab $3,000.00• Water Fountain $2,500.00• Signage $2,500.00• Bins $2,000.00
Each Park would undertake public consultation which will assist deciding on which infrastructure would be installed in each Park.

Frances Smith Memorial Park has an existing car park however the cost to install a car park at each of the other proposed sites will also need to be considered. Cost may vary according to site specifics.

Another potential expense is irrigation and maintenance
• If the area chosen for the proposed dog enclosure is not currently irrigated the cost to install irrigation and the ongoing mowing and watering costs will need to be factored in.

Council has requested information on a proposed location for a dog park
4. FINANCIAL IMPACTS
Financial impacts may vary according to which park the dog enclosure is installed.
Following a visit from Dr Chris Brown, he made Council aware of a Pet Friendly Parks Grants program that opens 17 July 2017. The grant is for $3,000.00. (See Attachment B - Pet Friendly Park Grants Brochure)
5. SOCIAL IMPACTS
Access to enclosure for dog’s to exercise off leads. Overall improved facilites for the general public
6. ENVIRONMENTAL IMPACTS
The provision of doggy doo dispenser stations will be installed which will assist in the clean-up of dog faeces.
7. PUBLIC RELATIONS
Public consultation and feedback would be recommended. Place for off leash dog park would be positive for the Community.

REPORT
1. BACKGROUND
Council has requested the Technical Services Department to investigate the possibility of a Pet Park and a Regional Park to service Northside Alice Springs
2. DISCUSSION
The proposed location of these 2 parks will be at Rotaract Park. Rotaract Park is located between Angguna Avenue and Madigan Street Northside Alice Springs, (Refer Attachment A) Rotaract Park is Crown land under the Department of Lands Housing the Alice Springs Town Council maintains Rotaract Park for the NT Government.
The Technical Service Department has put together a proposed plan (Refer Attachments B.C&D) and costing (Refer Attachment E) for the Parks the cost for the Pet Park is around $760,000 and the cost for a Regional Park including BMX component is approximately $1,090,000Council would have to approach the NT Government with the 2 proposed Parks and seek funding for approximately $1,850,000Both the Regional Park and the Pet Park could be utilised by all residents of Alice Springs
It's the recommendation of the Technical Service Department to seek funding from the NT Government for a Regional and Pet Park to be located at Roteract Park Northside Alice Springs.
