12th Annual Review Meeting (ARM) of “Gramin Krishi Mausam Sewa (GKMS) project”

jointly organized twelfth Annual Review Meeting (ARM) under
“Gramin Krishi Mausam Sewa (GKMS) project in the country”
at RARS Tirupati during 3- 5 December 2018. A number of high
level dignitaries like Dr. B. Venkateswarlu, Ex-Vice Chancellor,
VNMKV, Parbhani, Dr. Randhir Singh, ADG, Division of
Agriculture Extension, ICAR, New Delhi, Dr. V.U.M. Rao, Former
Project Coordinator, AICRPAM, CRIDA, Dr. N.V. Naidu, Director
of Research, ANGRAU, Dr. Rambabu, Director of Extension,
ANGRAU, Dr. K.K. Singh, Head, AASD, IMD, New Delhi, Dr. S. D.
Attri, Scientist-F, Agromet Advisory Service Division
(AASD),IMD, New Delhi, Shri. S.C. Bhan, Scientist-F, AASD, IMD, New Delhi, Dr. K. Ghosh, Head (Agrimet) & Scientist-E, IMD,
Pune, Scientists from various institutes, Principal Nodal Officers, Nodal Officers and Technical Officers of Agrometeorological
Field Units (AMFUs) participated in the meeting. Main objective of the meeting was to make in-depth discussion on the
ongoing activities like weather forecasting, observational network, use of satellite products in generation of Agromet
Advisories, dissemination and popularization of AAS in the state etc. In addition to that, Discussion was also made on the
future activities to be carried out for implementation of block level AAS, improved weather forecasting and observations
including online availability of observational data, capacity building, automated generation of Agromet Advisory Service
(AAS) bulletin etc.

Shri S. S. Mairal, Met-B, Agrimet, Pune attended the Samiti Sabhagraha meeting organized by Commissioner,
Argicultural Department, Maharashtra State on 4th October 2018 held at Office of Commissioner of Argiculture,
Central Building, Pune.
Dr. Shirish Y. Khedikar Scientist-B, Agrimet, Pune attended the Young Scientist’s Conference under “India International
Science Festival 2018” during 5-8 October 2018 held at Indira Gandhi Pratisthan, Lucknow, Uttar Pradesh.
Dr. Kripan Ghosh, Head (Agrimet) & Scientist-E attended the Extended Range Forecast Systems (ERFS)
training–workshop as resource person and delivered lectures and hands on training to the participants at Indian
Institute of Technology, Bhubaneswar, Odisha during 8-10 October 2018.
Dr. Kripan Ghosh, Head (Agrimet) & Scientist-E attended the meeting for discussion on various activities under GKMS
at Pune and Delhi and its ways for enhancing technology applications in Agromet Advisory Services during 10- 12
October 2018 at AASD, New Delhi.
Shri. R. Balasubramanian, Scientist-D, Agrimet, Pune attended the National Symposium on “Understanding Weather
and Climate Variability: Research for Society-Tropmet-2018” organized by Indian Meteorological Society (IMS),
Varanasi Chapter in association with Department of Geophysics, Banaras Hindu University (BHU), Varanasi during
24-27 October 2018 at Varanasi.
Dr. K. K. Singh, Head (AASD), IMD, New Delhi participated in one day workshop on “Enhancing Climate Services in
Agriculture in Bihar State” on 2nd November 2018 at Patna, Bihar.
Dr. S. D. Attri, Scientist-F (AASD) IMD, New Delhi and Smt. Priyanka Singh, Scientist-B, ASSD, IMD, New Delhi attended
the meeting on “Updating weather related information on Kisan Suvidha Apps” held under Chairmanship of JS (IT) at
Krishi Bhawan on 2nd November 2018.
Smt. Priyanka Singh, Scientist-B (AASD) participated in “Kick-Off Workshop of the International Cooperation Project
“East Africa Peru India Climate Capacities - EPICC” held at India Habitat Center, New Delhi during 1-2 November 2018.
Dr. K. K. Singh, Head (AASD) participated in RAC meeting of CRIDA during 10-11 November at ICAR-CRIDA,
Hyderabad.
Dr. S. D. Attri, Scientist-F (AASD) presented progress on future plan of AAS in the meeting chaired by Secretary, MoES
on 14th November 2018 at Prithvi Bhawan, New Delhi.
Shri R. Balasubramanain, Scientist-D attended the All India Co-ordinated Research Project on Agrometeorology,
(AICRPAM) review meeting at college of Agriculture, University of Agricultural Sciences (UAS), Bijapur on 16th
November 2018 & presented on activities under GKMS scheme of IMD.
Dr. K. Ghosh, Head (Agrimet), & Scientist-E imparted training to newly recruited Subject Matter Specialist (SMS) at 10
KVKs of Bihar State with the help of Bihar Agriculture University (BAU) Sabour and Agricultural Technology
Application Research Institute, (ATARI), Patna during 25-27 November 2018.
Dr. Mahender Singh, Nodal Officer , AMFU, Chata, Jammu and Kashmir attended the Biennial workshop of AICRP on
Agrometeorology at Vijayapura Campus of UAS, Dharwad during 15-17 November 2018.
Dr. Shirish Khedikar, Scientist-B attended the quarterly meeting of Shetkari Magazine in ATMA Sabhagruha,
Sakhar Sankul, Shivajinagar, Pune on 6th December 2018.
Shri. S. S. Mairal, Met-B participated in live phone programme on “Climate change & Agriculture” in Sakhi Sahyadri,
Door Darshan Kendra, Mumbai on 24th December 2018 in regional language Marathi.

Awareness Programme
Farmers Awareness Programme (FAP)
AMFU, Kalyani, West Bengal organized FAP on 29 th November 2018 for popularization of
SMS and awareness about the usefulness of GKMS Bulletin to farming community. Leaflet in
vernacular language was circulated. Dr. Mahasweta Bhowmick Dutta, Technical Officer,
GKMS explained the objectives of GKMS project. Dr. Saon Banerjee, Principal Nodal Officers/
Nodal Officers, GKMS highlighted the importance of weather forecast in determining
different agricultural operations to combat the vagaries of weather or extreme events.
AMFU, Pantnagar, Uttarakhand had organized FAP in association with Hamrah
Foundation, New Delhi on 24th October 2018on “Weather and Climate Change” in which
83 farmers with the Gram Pradhan at VIll - Manpur, Block - Kashipur, District–Udham Singh
Nagar, Uttarakhand were participated. Scientists of AMFU explained weather & climate,
agronomical operations/practices and animal husbandry to create the awareness about
GKMS & Agromet Advisory Services among the farmers and recommended crop
management practices and plant protection measures to the farming community.
AMFU, Sonitpur, Assam organized FAP on “Agromet Advisory Services” at Chamua
village of Lakhimpur district on 19th December 2018 to make farmers aware of the im-
portance of weather information as well as Agromet Advisories for tuning the general
farming practices. Dr. K. K. Singh, Head, Agromet Advisory Services Division, IMD, New
Delhi and the Chief Scientist, AICRP for Dryland Agriculture, BNCA were participated
in the programme. More than 50 farmers from the village and other nearby villages
participated in the programme.
AMFU, Dantiwada, Gujarat organised farmers’ meeting under GKMS project on 28th
November 2018. Shri Sevak Das, Nodal Officer (GKMS) explained about the activities of
GKMS project and weather forecasting to farming community. He emphasized to use
more and more Agromet Advisory Services (SMS Advisory) in farming operations to
maximize the crop production by reducing the losses under aberrant weather
conditions. Topics viz. potato cultivation in views of weather condition, scientific
cultivation of potato, Pest-disease management in potato crop and importance of AAS in
farming operations were discussed in the meeting.
AMFU, Sonitpur, Assam & Regional Meteorological Centre (RMC), Guwahati,
Assam organized awareness cum sensitization meeting on “Block Level Agromet
Advisory Services” on 4th October 2018 held at Biswanath College of Agriculture,
Biswanath Chariali, Assam. The Chief Executive Officer, Zila Parishad, District
Information and Publicity Officer, District Agricultural officer (DAO), Sub-Divisional
Agricultural Officers (SDAO), Agricultural Development Officers (ADO), Block
Extension Officers, Village Level Extension Workers (VLEWs) of Biswnath district
participated the awareness cum sensitization meeting. More than 40 progressive farmers from the different blocks of the
district were also present in the programme. Moreover, Deputy Director General (DDG) and scientist from RMC, Guwahati
and Associate Dean and scientist of BN College of Agriculture participated in the programme.

AMFU, Kalimpong, West Bengal made a field visit at Lower Dungra village, Kalimpongon 19th
December 2018 to study pest management in cole crops.
Field visit
AMFU, Majhian, West Bengal made two field visits on 13 th November 2018 and 5th
December 2018 at Salas village, Kumarganj to study the present crop conditions. Officers
explained activities of Agro Advisory Service.
AMFU, Kalyani, West Bengal made a field visit at Bethuadahri village, Nakasipara block,
Kalyani to create awareness among farmers about GKMS activities and to study present crop
conditions on 31st October 2018.
AMFU, Chintapalle, Andhra Pradesh made a field visit at Asarada village, Vishakhapatnam
to create awareness on weather forecast on 15th November 2018. Scientists of AMFU explained
about the identification of Fall army worm (Spodeptera frugiperda) disease and its management
in maize crop.
AMFU, Ranichauri, Uttarakhand made seven field visits: Simlta, Navagar, Patta, Balma and
Pangarkhal villages at Chamba block at Tehri Garhwal district on 6th October 2018; Uniyalgaon,
Satyon, Simwalgaon, Maroda, Saklana and Pujargaon villages at Jaunpur block at Tehri Garhwal
district on 10th October 2018; Jonpur and Navagaon villages at Jaunpur block, at Tehri Garhwal
district on 15th October2018; Kotgaon, Payalgaon, Guryali and Palkot villages, Narendranagar
block, Tehri Garhwal district on 17th October; Bandarkhand, Nandprayag, Langashu, Sartali and
Mansoun villages at Karnaprayag block, Chamoli Garwal district on 19th, 20th and 21st October
2018 to study the present crop conditions. Scientists of AMFU explained about weather
forecasting and Agromet Advisories to farmers community. They also informed about district
level Agromet Advisories Bulletins, Pest-Disease and application of modern agricultural
implements like power tiller, drip irrigation etc. recommended the plant protection measures and
crop management practices to the farming community.
AMFU, Gossaigaon, Assam made two field visits to the farmers of Bhomrabil No. 2 village
at Gossaigaon on 30th November and 25th December 2018 to acquaint the farmers with
weather based Agromet Advisory Services and their benefits in combating unprecedented
weather vagaries in rabi crops and also to interact with the farmers and highlight the
importance of weather service in enhancing farm production by eliminating unprecedented
weather abnormalities.
AMFU, Kharagpur, West Bengal made four field visits on 9 th and 30th October 2018 and 15th and 23rd November 2018 to
different villages of Paschim Medinipur to monitor the crop coverage and create awareness on use of weather-based
Agromet Advisory. Scientists of AMFU also monitored pest and disease attack on the standing crops and control measure
data collection on mustard aphid population count.

AMFU, New Delhi made a field visit and conducted kisan Gosthi in Kausalia, Samypur and
Bhoorigarhi villages on 12th October and 19th November 2018. Scientists of AMFU informed
farmers regarding importance of weather, weather forecast and weather based advisories in
Agriculture. They also interacted with farmers and explaining the technology developed by the
Institute. Farmers were informed about pests and diseases management and agricultural practices
for rabi crops.
AMFU, Majhian, West Bengal participated in Krishi Mela at Balurghat Sub -Division, Dakshin
Dinajpur district during 26-28 December 2018. Scientists of AMFU explained the activities of
GKMS and importance of AAS Service.
Other Awareness Programme
AMFU, Chintapalle, Andhra Pradesh organized Farmer–Scientists interaction meeting in
adopted village on 15th November 2018 on “Weather importance in Agriculture and weather
bulletins usage”. Farmers interacted to scientists and discussed about management of weather
aberrations and management of crops during late onset of monsoon. Also displayed weather data
and Medium Range Forecast data in local language at Research Station for the benefit of farmers
and farm operations.
AMFU, Chintapalle created awareness on “Weather forecast and weather based Agromet
Advisories” to the farmers affected by Titli Cyclone in tribal mandals of Vizianagaram district on
16th October 2018.
Dr. A. L. Narayanan, Nodal Officer, AMFU, Karaikal, Puducherry served as evaluator for the
National children Science congress and judged the projects on climate change at Karaikal on
26th October 2018.
Dr. P. Revathi, Technical Officer, AMFU, Jagtial, Andhra Pradesh participated as resource
person in training programme organized by EPTRI, Hyderabad to create awareness on
forecasting and technologies related to crop resilient under changing climatic conditions on 17th
November 2018 at AMFU, RARS, Polasa, Jagtial.
AMFU, Kalyani, West Bengal participated in the Kisan Mela on 12 th December 2018
held at Krishnaganj Block , Nadia and on 15th December 2018 held at Galsi 2 Block to
popularize GKMS among farming community. Dr. Mahasweta Bhowmick Dutta, Technical
Officer of AMFU informed about weather services to increase agricultural production and
explained activities under GKMS project .

Dr. Shirish Y. Khedikar, Scientist-B, Agrimet, IMD, Pune delivered a lecture on “Day and night radiation, humidity,
temperature, wind and CO2 profiles in crop canopies on 15th October 2018 during National Training Programme on
advances in Crop Micrometeorology at Department of Agricultural Meteorology, College of Agriculture, Pune.
Dr. Mahender Singh, Nodal Officer, AMFU, Chatha, Jammu delivered a lecture on “Climate Norms For Quality Seed
Production” in national seed training programme on Quality Seed Production Technology of Cereal Crops organized by
the NSR & TC, Varanasi in collaboration with ICAR-Mega Seed Project, SKUAST-Jammu w.e.f 22-26, October 2018.
Shri. Sevak Das, Nodal Officer (GKMS), AMFU, Dantiwada, Gujarat delivered a lecture on “Climate Change and
Agriculture” in model training course on “Environment and Climate, Conservation Agriculture, Soil Health Management
and Organic Farming” organized by S.D. Agricultural University, Sardar krushinagar during 12 -19 November 2018.
Dr. A. L. Narayanan, Nodal Officer, AMFU, Karaikal, Puducherry gave lecture on “Climate change mitigation strategies” at
National seminar on Educating the issues and threats on climate change held at Annamalai University, Chidambaram on
12th October 2018.
Shri. Anand Sharma, Scientist-F (AASD) delivered a lecture on
"Advances in Agro-meteorological services for farmers in India” on 26th October, 2018 at the TROPMET-2018:
National Symposium on "Understanding Weather and Climate Variability : Research and Society” at
BHU , Bananas from 23 to 27 October 2018.
"Augmentation and Dissemination of Weather based Agro Advisory Services under GKMS" on 13th November
2018 at the "National seminar on Mountain Communities and Adaptive Sustainable Livelihood Strategies " at
Jawahar Lal Nehru University, New Delhi.
"Weather Forecasting and Disaster Risk Reduction " at the training course on “Disaster Management” organised
by Special Centre for Disaster Research( SCDR) , Jawaharlal Nehru University (JNU), New Delhi on 19th December
2018.
"Agromet Advisories, Extreme Weather Events and its impact at the Disaster Risk Reduction " in the workshop
organised by Haryana Institute of Public Administration ( HIPA) on 5th December 2018 at Gurugram.
Lectures
Dr. S. K. Paul, Nodal Officer and Shri. Kuldip Medhi, Technical Officer, AMFU, Gossaigaon,
Assam participated in the three days training programme on “Scientific Cultivation of
Potato” under “Tribal Sub-Plan” as a resource person organized by the RARS, Gossaigaon. He
highlighted the impact of weather elements in incidence and spread of late blight disease in
potato. Dr. Paul have also suggested the prophylactic measures that are to be adopted as early as
possible with the onset of favorable weather for the incidence of disease.

Dr. S. D. Attri, Scientist-F (AASD) delivered Plenary Address as Guest of Honour on 3rd October, 2018 in
International Consultation on “Adapting Agriculture in Semi-arid India to a Global Temperature Rise of 1.5°C” held
at Pune.
Shri. Anand Sharma, Scientist-F (AASD) delivered Presidential Address at the State Level Users Meet on Agromet
Advisory Services under the GKMS Scheme on 15th October 2018. He also made a presentation on
“Agro-Meteorological Services by IMD: Current and Future: Gramin Krishi Mausam Seva” at the Technical session-1
of the Meet.
Dr. S. D. Attri, Scientist-F (AASD) delivered lead talk on “Climate Change Over India: Imd Perspective” in Kick-Off
Workshop of the International Cooperation Project “East Africa Peru India Climate Capacities- EPICC” held at India
Habitat Centre, New Delhi during 1-2 November 2018.
Dr. S. D. Attri, Scientist-F (AASD) organised IAAPC National Workshop on “Impact of Air Pollution on Monuments and
Conservation and delivered lead talk on “Impact of Meteorological/climatic factors on monuments” on 3rd
November 2018 in New Delhi.
Shri. S. C. Bhan, Scientist-F (AASD) and Shri. A. K. Baxla, Scientist-E (AASD) give lead lecture in trainings on
“Preparation of Agromet Advisories at Block Level under GKMS Project” to Subject Matter Specialist
(Agrometeorology) and Agromet Observers recruited at KVKs to set up DAMUs under GKMS scheme at ATARI,
Patna, Bihar during 22-27 November 2018.
Dr. Ranjit Singh, Scientist-F (AASD) delivered a lecture in "State level GKMS Review meeting of U.P. held at Lucknow
on 20th December 2018 on "Block Level Weather Based Advisory Services at KVK/ DAMUs (IMD-ICAR)".
Dr. Ananta Vashisth, Nodal Officer, AMFU, New Delhi gave presentation on “Growth Characteristics of Maize Seeds
Exposed to Magnetic Field” in 3rd Academic Brand Awards-2018 on 28th October 2018, New Delhi.
Dr. Ananta Vashisth, Nodal Officer, AMFU, New Delhi gave presentation on “Pre harvest maize crop yield forecast at
different growth stage using different model under semi arid region of India” in the 8th International conference on

training organised by the Department of Agriculture on 14th December 2018 at Tirunallar commune The need for the
climate awareness was given in collaboration with organic farming techniques.

Innovative techniques to prevent it . The programme was telecast on 7th November 2018. Also was interviewed by
DD Kisan TV ( Phono and live) for weather forecast on three times on daily basis during November 2018.

Vimarsh” programme on DD Kisan, New Delhi which was telecast on 12th October
