This year marks Local 49’s 90th anniversary and in honor of that we are celebrating Local 49’s accomplishments from the past 90 years. Most importantly we celebrate our members – past, present and future, and the important work you have done to build Minnesota, North Dakota and South Dakota for the last 90 years.
Our 90th year has been a good one—there have been several landmark projects our members have been instrumental in completing, the 2017 legislative session was positive for our members and for the future of Local 49 and we have many exciting initiatives and events coming up.
Local 49 members were involved in several of this year’s monumental projects that were completed throughout the state. Local 49 is extremely proud of the work our members did on notable projects such as the Stillwater Bridge, the Highway 53 Bridge and the Minnesota State Capitol, which were all officially unveiled this year. Projects like those bring value to our communities and will stand the test of time.
Politically, Local 49 is in a strong place thanks to the thousands of members that took the time to make phone calls, e-mail their representatives and show up to Lobby Day. Both the transportation and bonding bill passed, which will significantly increase transportation funding in the next
four years, and create jobs for our members in the public and private sectors. In the coming year we will be working on both sides of the aisle as we focus on the Minnesota Governor race as well as other significant political races for the 2018 election year – ensuring that we support candidates that support our members’ jobs.
But the work is never finished and we still have projects that we’re fighting for.
A federal judge recently stopped the Fargo-Moorehead Flood Diversion, and the governors of Minnesota and North Dakota are putting together a task force to come to a compromise to move this project forward. This is a major project for our members, and a critical piece of infrastructure for the region. Local 49 has been working with the Fargo-Moorehead Diversion Authority and speaking with Governor Mark Dayton, urging them to work together.
Local 49 has also been working diligently to move the Enbridge Line 3 Replacement project forward. This project could bring thousands of jobs to our brothers and sisters and would be a huge project for the Northern Minnesota region.

BECK REPORTLocal 49, like other unions, spends the vast majority of its funds on collective bargaining related activities as well as some amounts for political lobbying, community services, charitable donations, publications, certain litigations and other matters.
As an employee represented by the International Union of Operating Engineers Local 49 and covered by a contract containing a union security clause, you are required as a condition of employment to pay dues and fees to the union. Employees that are members of the union pay initiation fees and dues and enjoy all of the rights and privileges of union membership including attending union meetings, voting to ratify contracts, running for union office, voting for union officers and participating in certain union benefit programs that are provided only to union members.
Employees may choose not to be members of the union. Employees that are not members of the union pay initiation fees and dues, but they do not enjoy any of the rights and privileges of membership. Non-member employees may become “Beck objectors” and may request an adjustment in their fees and dues based on their objection to union expenditures that they believe are not reasonably related to representational activities including collective bargaining, contract negotiations, and grievance adjustment.
Non-members who choose to object must request an adjustment to their dues and fees during the month of December or within 30 days of
commencing to pay dues and fees to the union. Such a request must be in writing and include the employee’s full name, address, social security number, current wage rate, employer and signature. Such a request must be sent to 2829 Anthony Lane South, Minneapolis, MN 55418. Such a request is valid until the following December 31 and must be renewed annually.
Non-members who submit a timely valid objection shall receive information regarding how the union calculates representational expenditures and have their dues and fees reduced to reflect the percentage of non-representation expenditures from the previous year. This reduction in fees and dues will commence on the first day of the month following the receipt of the objection.
Non-member objectors have the right to challenge the union’s calculations of representational expenditures before an impartial arbitrator. Such challenges must be made in writing, explain the basis for the challenge, and be received by the union within 30 days of the employee receiving the calculation information.
Upon receipt of a timely valid challenge, the union will put the challenged amount of dues and fees in an interest bearing escrow account. If more than one non-member objector challenges the calculations, the challenges will be consolidated for hearing. The decision of the impartial arbitrator will be final and binding.

This year marks Local 49’s 90th anniversary and in honor of that we are celebrating Local 49’s accomplishments from the past 90 years. Most importantly we celebrate our members – past, present and future, and the important work you have done to build Minnesota, North Dakota and South Dakota for the last 90 years.
Our 90th year has been a good one—there have been several landmark projects our members have been instrumental in completing, the 2017 legislative session was positive for our members and for the future of Local 49 and we have many exciting initiatives and events coming up.
Local 49 members were involved in several of this year’s monumental projects that were completed throughout the state. Local 49 is extremely proud of the work our members did on notable projects such as the Stillwater Bridge, the Highway 53 Bridge and the Minnesota State Capitol, which were all officially unveiled this year. Projects like those bring value to our communities and will stand the test of time.
Politically, Local 49 is in a strong place thanks to the thousands of members that took the time to make phone calls, e-mail their representatives and show up to Lobby Day. Both the transportation and bonding bill passed, which will significantly increase transportation funding in the next
four years, and create jobs for our members in the public and private sectors. A federal judge recently stopped the Fargo-Moorehead Flood Diversion, and the governors of Minnesota and North Dakota are putting together a task force to come to a compromise to move this project forward. This is a major project for our members, and a critical piece of infrastructure for the region. Local 49 has been working with the Fargo-Moorehead Diversion Authority and speaking with Governor Mark Dayton, urging them to work together.
Local 49 has also been working diligently to move the Enbridge Line 3 Replacement project forward. This project could bring thousands of jobs to our brothers and sisters and would be a huge project for the Northern Minnesota region.

BECK REPORTLocal 49, like other unions, spends the vast majority of its funds on collective bargaining related activities as well as some amounts for political lobbying, community services, charitable donations, publications, certain litigations and other matters.
As an employee represented by the International Union of Operating Engineers Local 49 and covered by a contract containing a union security clause, you are required as a condition of employment to pay dues and fees to the union. Employees that are members of the union pay initiation fees and dues and enjoy all of the rights and privileges of union membership including attending union meetings, voting to ratify contracts, running for union office, voting for union officers and participating in certain union benefit programs that are provided only to union members.
Employees may choose not to be members of the union. Employees that are not members of the union pay initiation fees and dues, but they do not enjoy any of the rights and privileges of membership. Non-member employees may become “Beck objectors” and may request an adjustment in their fees and dues based on their objection to union expenditures that they believe are not reasonably related to representational activities including collective bargaining, contract negotiations, and grievance adjustment.
Non-members who choose to object must request an adjustment to their dues and fees during the month of December or within 30 days of
commencing to pay dues and fees to the union. Such a request must be in writing and include the employee’s full name, address, social security number, current wage rate, employer and signature. Such a request must be sent to 2829 Anthony Lane South, Minneapolis, MN 55418. Such a request is valid until the following December 31 and must be renewed annually.
Non-members who submit a timely valid objection shall receive information regarding how the union calculates representational expenditures and have their dues and fees reduced to reflect the percentage of non-representation expenditures from the previous year. This reduction in fees and dues will commence on the first day of the month following the receipt of the objection.
Non-member objectors have the right to challenge the union’s calculations of representational expenditures before an impartial arbitrator. Such challenges must be made in writing, explain the basis for the challenge, and be received by the union within 30 days of the employee receiving the calculation information.
Upon receipt of a timely valid challenge, the union will put the challenged amount of dues and fees in an interest bearing escrow account. If more than one non-member objector challenges the calculations, the challenges will be consolidated for hearing. The decision of the impartial arbitrator will be final and binding.

This year marks Local 49’s 90th anniversary and in honor of that we are celebrating Local 49’s accomplishments from the past 90 years. Most importantly we celebrate our members – past, present and future, and the important work you have done to build Minnesota, North Dakota and South Dakota for the last 90 years.
Our 90th year has been a good one—there have been several landmark projects our members have been instrumental in completing, the 2017 legislative session was positive for our members and for the future of Local 49 and we have many exciting initiatives and events coming up.
Local 49 members were involved in several of this year’s monumental projects that were completed throughout the state. Local 49 is extremely proud of the work our members did on notable projects such as the Stillwater Bridge, the Highway 53 Bridge and the Minnesota State Capitol, which were all officially unveiled this year. Projects like those bring value to our communities and will stand the test of time.
Politically, Local 49 is in a strong place thanks to the thousands of members that took the time to make phone calls, e-mail their representatives and show up to Lobby Day. Both the transportation and bonding bill passed, which will significantly increase transportation funding in the next
four years, and create jobs for our members in the public and private sectors. In the coming year we will be working on both sides of the aisle as we focus on the Minnesota Governor race as well as other significant political races for the 2018 election year – ensuring that we support candidates that support our members’ jobs.

BECK REPORTLocal 49, like other unions, spends the vast majority of its funds on collective bargaining related activities as well as some amounts for political lobbying, community services, charitable donations, publications, certain litigations and other matters.
As an employee represented by the International Union of Operating Engineers Local 49 and covered by a contract containing a union security clause, you are required as a condition of employment to pay dues and fees to the union. Employees that are members of the union pay initiation fees and dues and enjoy all of the rights and privileges of union membership including attending union meetings, voting to ratify contracts, running for union office, voting for union officers and participating in certain union benefit programs that are provided only to union members.
Employees may choose not to be members of the union. Employees that are not members of the union pay initiation fees and dues, but they do not enjoy any of the rights and privileges of membership. Non-member employees may become “Beck objectors” and may request an adjustment in their fees and dues based on their objection to union expenditures that they believe are not reasonably related to representational activities including collective bargaining, contract negotiations, and grievance adjustment.
Non-members who choose to object must request an adjustment to their dues and fees during the month of December or within 30 days of
commencing to pay dues and fees to the union. Such a request must be in writing and include the employee’s full name, address, social security number, current wage rate, employer and signature. Such a request must be sent to 2829 Anthony Lane South, Minneapolis, MN 55418. Such a request is valid until the following December 31 and must be renewed annually.
Non-members who submit a timely valid objection shall receive information regarding how the union calculates representational expenditures and have their dues and fees reduced to reflect the percentage of non-representation expenditures from the previous year. This reduction in fees and dues will commence on the first day of the month following the receipt of the objection.
Non-member objectors have the right to challenge the union’s calculations of representational expenditures before an impartial arbitrator. Such challenges must be made in writing, explain the basis for the challenge, and be received by the union within 30 days of the employee receiving the calculation information.
Upon receipt of a timely valid challenge, the union will put the challenged amount of dues and fees in an interest bearing escrow account. If more than one non-member objector challenges the calculations, the challenges will be consolidated for hearing. The decision of the impartial arbitrator will be final and binding.

Message from the Business Manager continuedAn administrative law judge will be travelling the northern area of the state to listen to the public before making a formal recommendation to the Minnesota Public Utilities Commission as to whether or not they should grant a permit for the project.
Local 49 will continue to partner with local communities, business leaders, local landowners, and all key stakeholders to support this important project. Now more than ever it is critical for members to get involved to support projects like these – the future of these projects are in our hands.
In 2018 Local 49 has many exciting initiatives on the horizon. We will be unveiling a new Local 49 video featuring members and key projects throughout our jurisdiction in honor of Local 49’s 90th anniversary. We also have released a new Member’s Only portal and a free app that you can download which features an online out of work list, contract information, union meeting minutes, and other crucial information you need as a Local 49 member.
The Local 49 Training Center will be hosting their second New Iron Expo April 3rd – 5th. The expo will feature heavy equipment vendors and the public will be invited to come to the Training Center to operate heavy equipment. This event will give the public a chance to learn about our
Training Center, who Local 49 is and all of the amazing work our members do. There will also be International Pipeline training occurring at the same time as the Expo at the Training Center. This will give the public a chance to learn how pipelines are built safely and effectively. Make sure to check local49.org and our Facebook page to stay updated on the New Iron Expo event.
The Health Fund is also changing their health meetings, and this year they will be hosting health fairs that will feature preventive health screenings, fun giveaways and raffles and educational opportunities from the programs that are available to you and your family. The Health Fund will also be unveiling new videos that will promote the Fund’s programs in a fun and unique way. Make sure to sign up for their new Employee Health Portal on health49.org where you can view your hours & eligibility, HRA balance, claim information and more.
