established by the county Board o'f' Supervisors to drain 350 acres of subdivided land in Antioch. The 42~inch d~ameter pipeline, to be located on an easement of record, runs between PG&E and fibreboard properties, draining into the San 3oaquin Riuer.

2. This activity involves lands identified as possessing significant environmental values ~ursuant to P.R.C. 6370, et seq. Based·

- upon th~ ·t~ff 1 3 consultation with the per~ons nominating sucn lands and through the CEQA review process, it is the staff's opinion that the project, as proposed, is consistent with its use classification.

3. A Negative Declaration was prepared and adopted fo~ this project by Contra Costa County. The State Lands Commission•·s staff has reviewed such docu1nent and ·believes that it complies with the requirements of the CEQA.
