Definition of strategy


The state's ability to acquire the comprehensive strategic power and to prepare the situations necessary for achieving and securing strategic national interests

• It is also possible to merge the two definitions to arrive at a third one which is:

• The state's ability to acquire the comprehensive strategic power that enables the state to shape the future according to National will and to prepare the situations necessary for that.


• From these definitions, it is easy to notice the importance for strategy to acquire power.

• It is the necessary power needed to

The difference between planning in its ordinary sense and between strategic planning could be explained as follows:

The Difference between Planning and Strategic Planning

the strategic planning should include the arrangements to actualizing human security.protecting the environment, utilizing and developing resources.preserving the rights and interests of the coming generations.contributing to fulfillment of international security.


Planning in its ordinary sense seeks to forecast the future. This is a job that always depends on study and analysis of past and present data.


Strategic planning, on the other hand does not actually seek to foretell the future but rather seeks to shape up the future.


That means Planning in its ordinary sense usually copes with the real situations.


ordinary planning seeks to achieve limited goals that do not need long time periods to achieve. Contrary to that, Strategic Planning seeks to achieve major and ambitious goals that cannot be achieved within a short period.


Ordinary planning is usually related to the local environment. Strategic Planning, on the other hand, might extend to include the international environment


Concept of National Security

Ability to realize and secure the National Interests.


• The concept deals with the following core items:

• The state's possession of all or some of the elements of strategic power.

• The state's possession of its National Will.


• Furnishing the support required for achievement of Strategic National Interests.

• Safeguarding Strategic National Interests.



• Realization of human security

• Conservation of the future security :• environment and natural

resources• Preservation of the rights and

interests of the coming generations

• Contributing to actualization of International Peace


Concept of National Interests

The Needs, Conditions and Ambitions agreed upon at the National level that the State wishes to actualize and preserve.

National Interests

They include the vital, moral and material aspects such as preservation of nation creed, national culture, prestige, permanence, sovereignty and security of the state as well as safeguarding the security of citizens and the community.

National Interests

Realizing political, economic and social development.

They also include religious principles and values, strategic bases.

And internal and external conditions and capacities required for realizing these interests.

Concept of Strategic Struggle

It is the conditions that take shape via the strategies through which Countries seek to realize part of their National Interests at the international stage and that conflict at varying degrees with the National Interests of other countries. Countries need to possess comprehensive strategic power to be able to run this struggle.

Establishing of the strategic path of the state that defines those interests as well as the threats and obstacles that impede them.



Presence of an effective mechanism for national strategy to follow up implementation of the strategy, monitor the state's plan and oversee its strategic path.



• Good Governance: Justice and non-discrimination

Political decision that is based on cognitive support.

Sovereignty of law and institutionalism .

Integration between political and scientific authorities.



Prevalence of strategic political conduct.Fulfillment of regional and international arrangements.Unity of National Feelings .National service that is based on science, law and institutionalism .

• Attainment of food security

• The ability to provide commodities of strategic weight

• Strength and effectiveness of the international strategic arrangements associated with economic interests and degree of prevalence of economic strategic partnerships and alliances.


Strategic social power of the state can be measured by the following items :

Social Strategic power

The concept of strategic security in this aspect is based on the fact that conditions such as poverty and lack of moral development represent a threat to security.


• Strength of the social fabric as opposed by spread of tribal, racial and factional feuds….etc.


• Ability of the state to

protect national values, beliefs and cultures and preserve the Dignity of Citizens and the Unity of National feelings.


• Intensity of National Sense.

• Level of cultural harmony.


• Configuration of the population of the state in respect of proportion of the old to the young and children and proportion of men to women in the state.


Communal security that ensures birth of a child from known officially-married parents along with providing safe care for that child and warranting him a family life that lays the foundation for human relations among its members.


• Ability of the state to provide strategic education.

• Ability of the state to Provide peaceful co-existence among citizens.



Level of cultural conduct that can include respect of the values of time and work.


• Level of administrative conduct, including discipline, proficiency at work, respect of superiors….etc.



• Prevalence of healthy water, food, residence.


• Spiritual and physical development (sports)

• Sports capacity of the state.


• Level of moral development, including;• proper conduct • combat of diseases and social

ailments such as drugs.



• The strength of partnership between Government and NGOs.



Close scrutiny of the elements of Comprehensive Power will clearly reveal that realization and possession of that power will be difficult in the absence of Strategic Planning .



Managing the strategic route of the state & establishment of strategic blocs, such as the European bloc, will not be easy in the absence of political strategic planning.

Examples

achievement of Economic strategic interests, including getting shares in international markets & achieving international competitive capacity….etc. will be hard to accomplish in the absence of economic strategic planning that is backed up by political, social, technological and scientific strategic planning.

Realization of strategic interests will also be hard to accomplish without the presence of qualified cadres, quality- and quantity-wise, to match the challenges of the era, which will in turn be difficult to realize without human resources strategy.


Influencing International Public opinion and countering the foreign media will also be difficult to achieve without media strategic planning.

We thus discover that achievement of comprehensive power takes place through strategic planning.

Dissemination of knowledge regardless of the labor market reflects an aspect of social strategic power which in turn contributes to establishment of human security.


Educational strategies that are concerned with arrangement for fusion of the national social fabric, realization of human values and thawing the negative aspects of tribalism contribute to consolidating human security.


Provision of health services with international standards indicates an aspect of social strategic power and contributes to stabilization of human security.


Social development and adoption of different arrangements for combating universal diseases such as AIDS and social diseases like drugs participate in realizing human security which is a component of the social strategic power.


Fortification of the social fabric to rest on Human values reflects an aspect of the social strategic power and bolstering human security .


Formulation of the Environmental conduct to eliminate adverse habits to mold a new conduct represented in :Health awareness.Respect of the values of work and time…etc. partake in stabilizing human security
