KARNATAKA STATE RURAL DEVELOPMENT AND PANCHAYAT RAJ UNIVERSITY

THIS MEMORANDUM OF U.NDERSTANDING is made and executed at respectiveptaces, as agreed upon between the parties, at Gadag Karnataka andMulamkunnathukavu, Thrissur, Kerala for brlnglng about inctusive ruraldevelopment through participatory approaches and to improve the academicstandard of atl stakehotders via institutional strengths of the Kerata Institute OfLocal Administration (KILA), by engaging with the other ptayers on subjects ofmutual interest and is entered into and made effective from 06/0212020. The saidMoU has been approved in the Academic Councit of the KSRDPR University in itsmeeting hetd on 13101/2020.

About KSRDPRU:

The Karnataka State Rural Devetopment and Panchayat Raj University (KSRDPRU),first of its kind in the country was estabtlshed through the Karnataka State RuralDevelopment and Panchayat Raj Universlty Act, 2016, for teaching, training andresearch on Sustainabte Rural Devetopment and Panchayat Raj lnstitutions. Theintention of the University is to strengthen the tocat self-governance system and togive impetus for the study and research for comprehensive rural devetopment inthe State of Karnataka. The University has lts Head Office at Gadag and a RegionalOffice at Grammeenabhivruddhi Bhavan, Ananda Rao Circte, Bengaturu. TheUniversity is recognized by the University Grants Commission (UGC) under 2(f) ofUGC AcU

About KILA:

Kerala Institute of LocaI Administration (KlLA) is an autonomous institutionfunctioning for the Local governments in Kerata. lt was registered under theTravancore-Cochin Literary, Scientific and Charitabte Societies Act 1955. TheCentral university of Kerata has recognised it as a Research centre attached to theDepartment of International Retations w.e.f 14 Juty 2014. Ever since its inceptionin 1990, KILA has been engaged in myriad of capacity buitding interventions onlocal governance and decentratization; inctuding training, action-research,pubtications, seminars and workshops, consuttancy, documentation, handhotdingand information services. KILA has the mandate of facititating and accelerating thesocio'economic development of the State through strengthening the Locat SetfGovernment Institutions (LSGls).

NOW THIS MEMORANDUM OF UNDERSTANDING WITNESS AS FOLLOWS:

1. PURPOSEOFMOU:

The purpose of the MoU is to promote mutual cooperation in educationat, trainingand research activities and estabtish a framework for programmes of exchange andcottaboration in areas of Rural Devetopment and Panchayat Raj, [oca[ governance,devetopment tourism and other areas of common interests for mutuat benefit. ThisMoU woutd be appticable on mutual convenient and acceptabte terms andconditions.

NOW THEREFORE, for furtherance of the objectives of both the organizations,considering the long term benefits of sharing the knowtedge, resourcescapacity by undertaking cottaborative activities of research and extension,hereby agreed between KSRDPRU and KILA as under:

3. NOTICES:Correspondence relating to the imptementation of this MoU witt be addressed tothe foltowlng:

4. EFFECTIVE DATE, DURATION, MODIFICATION OF MOU:

r The partnershlp shatt be effective from 06/02/2020, though the date ofslgnlng of the MoU is on diffeiEnt days and ptaces and shatl remain in forcefor a perlod of 60 months from the said date. The duration may be extendedwlth the consent of both the parties under mutualty agreed terms andcondltlons. fi\' 'rr

. Untess otherwise exterrded by both the parties, the MoU shatt be deemed tobe termlnated on expiry of the period mentioned above.

. Any change / modification in the MoU as introduced / suggested by theVice Chanceltor, KSRDPRU or the Dlrector General, KILA at a later date wittbe binding on both the organizailons.

5. FORCE MAJEURE:

Neither party shall be hetd responsibte for non-futfitment of their respectiveobligations under this MoU due to the exlgency of one or more of the forcemajeure events such as, but not timited to acts of God, War, Floods, Earthquake,Strikes, Lockouts, Epidemics, Riots, Civil Commotions, etc.

6. AMENDMENTS TO THE MOU:

No amendment or modification of this MoU shatt be vatid unless the same is madein writing by both the parties or their authorized representatives and specificattystating the same to be an amendment of this MoU. The modifications / changessha[[ be effective from the date on which they are made / executed untessotherwise agreed to.

7. ASSIGNMENT OF THE MOU:

The rights or / and tiabitities arising to any part of this MoU shatl not be assignedexcept with the written consent of the other party and subject to such terms andconditions as may be agreed upon between the invotved parties.

8. CONFLICT RESOLUTION:

In the event of any dispute or difference between the parties hereto, such disputesor differences shatl be resolved amicabty by mutual consuttation.

IN WITNESS WHEREOF, KARNATAKA STATE RURAL DEVELOPMENT AND PANCHAYATIRAJ UNIVERSITY (KSRDPRU) and Kerata Institute Of Locat Administration (KILA)each acting through its representative duty authorised there to have signed thisMemorandum of Understanding on the date written in two original sets in English,after the signature and seal of the parties hereto.
