DELINQUENCY REPORT (DR) SYSTEM IN THE GENERAL HEADQUARTERS (GHQ), UNIFIED COMMANDS (UCs) AND ·ARMED FORCES OF THE
PHILIPPINES WIDE SUPPORT AND SEPARATE UNITS (AFPWSSUs) (GUAs)
1. REFERENCES:
a. Commonwealth Act Number 408, as amended (An Act for Making Further and More Effectual Provision for the National Defense by Establishing a System of Military Justice for Persons Subject to Military Law);
b. Executive Order Number 178 dated 17 December 1938 (Prescribing the Procedure, including Modes of Proof, in cases before Courts-Martial Courts of Inqui(;-, Military Commissions and Other Military Tribunals of the Army of the Philippines) otherwise known as the Manual for Courts-Martial (MCM);
c. Circular Number 40, GHQ, AFP dated 28 June 1972, Subject: Use of Disciplinary Powers of Commanding Officer under the Provisions of AW 105 and Chapter XXIV of the MCM;
d. Personnel Directive Nr 02, HPA dated 29 October 2008, Subject: Delinquency Report System in the Philippine Army;
e. Personnel Directive Nr 01, HPAF dated 16 February 2010, Subject: Delinquency Report System in the Philippine Air Force; and
f. Personnel Directive Nr 02, HPN dated 05 October 2016, Subject: Delinquency Report (DR) System in the Philippine Navy.
2. PURPOSE:
This Standard Operating Procedure (SOP) prescribes the policies and procedures for the uniform, prompt and efficient method of handling and disposing delinquency reports on minor infractions committed by erring active military personnel on active duty in order to promote and sustain discipline in the Command.
3. SCOPE:
This SOP shall be observed and adhered to by military personnel on active duty in all military bases that accommodate the GUAs .
