Strategy, DG Research and Innovation, European
Commission, opened the meeting by welcoming the
members of the Bioeconomy Stakeholders Panel. He
thanked for all the work done in the past months,
highlighting that the Panel members have come to a
good mid-term result. He pointed out that finalising
the European Bioeconomy Stakeholders Manifesto
was not an easy task and that it is important to
present it and show the process and challenges behind it. He stressed that the Manifesto is an
important milestone and reflects the current state of play as well as the potential challenges and
opportunities of the bioeconomy.
Mr Kütt further informed the Panel members about the renewed EU Industrial Policy Strategy,
adding that the policy paper refers to an update of the bioeconomy strategy in 2018. He also noted
that the Staff Working Document on the Review of the 2012 European Bioeconomy Strategy will be
presented on 16 November 2017, showing the way forward.
He concluded that the Bioeconomy Stakeholders Panel is an important interlocutor for discussions
about the future bioeconomy, and can help feeding into the new bioeconomy strategy. He further
answered questions from the Panel members and wished a productive day.
Afterwards, Lino Paula, Unit F.1. Bioeconomy Strategy, DG Research and Innovation, European
Commission, took the floor, stressing that there is room for plenty of action, as well as subjects for
discussion for the months ahead. He announced that on the Bioeconomy Policy Day on 16 November
2017, different DGs will present their take on the bioeconomy. He mentioned that the policy day will
also be an opportunity for the Bioeconomy Stakeholders Panel to present its work. Before giving the
floor to Panel Chair Joanna Dupont-Inglis (EuropaBio), Mr Paula also invited the Panel members to
the SCAR Workshop on 15 November 2017.

Joanna Dupont-Inglis (EuropaBio), Chair of the Bioeconomy Stakeholders Panel presented the next
steps in regard to the European Bioeconomy Stakeholders Manifesto. Ms Dupont-Inglis explained
that there are mainly two parts to be discussed by the Panel members: firstly, how to sum up the
process and, secondly, how to present the Manifesto on 16 November 2017, and how to define what
purpose it can serve in the future.
In the context of the presentation, the Panel members briefed each other about their points of view
regarding the Manifesto. While 26 Panel members endorsed the Manifesto, three were not in the
position to do so.
The non-signing parties explained that the Manifesto contains very useful messages and that there is
broad agreement on the principles but that there are differences when it comes to the actions and
recommendations. It was added that some formulations are not matching with own views, but that
there is in general support for the idea of having a joint stakeholders manifesto.
Moreover, some Panel members voiced concern that some of their comments were not included in
the final document or that they did not have enough time to consult with their organisations,
whereas others stated that they thought the editing process was finished and objected to late
changes. They cautioned that further changes would mean another consultation process within their
organisations and a delay in presenting the Manifesto. The Manifesto editing group explained which
comments were accepted and which ones not. It was stressed that the document could not be
changed after so many Panel members have already endorsed the existing version. It was suggested
to include the date on the Manifesto, indicating that this was the first version of the Manifesto and
that it could be a "living document", which could be further developed in the long run and eventually
endorsed by all Panel members. It was agreed that the "sticking points" in the Manifesto should be in
any case acknowledged when presenting it publicly and be further discussed.
As a response, Panel Chair Joanna Dupont-Inglis emphasised that the Manifesto represents a diverse
range of stakeholders and that the final text of Manifesto has resulted from a lengthy process. Ms
Dupont-Inglis concluded that the Manifesto is a great achievement and everyone is committed to
continue the process as well as to identify and discuss the reservations.
The presentation for 16 November was further discussed by the Panel members. It was suggested
that it is important to show which areas can benefit from the bioeconomy. Therefore, the
presentation should also demonstrate where the bioeconomy can create job opportunities and it
should underline the aspect of growth and competitiveness. It was added that the presentation
should reflect the Manifesto process and the connection with the Action Groups. It was also
mentioned that one has to be careful with the wording: "Panel Manifesto vs. Stakeholders
Manifesto". It was suggested that the Manifesto be called "Bioeconomy Stakeholders Manifesto".
The present Panel members agreed that it should be captured that this is work in progress and that
those who did not sign are not out of the process. The Panel members thanked particularly the
Manifesto editing group for their work done throughout the process.

Subsequently, Lino Paula (European Commission) acknowledged that there are still issues to discuss
but reminded the Panel members of the timing and that there is already support from external
stakeholders for the Manifesto as it is.
Panel member Bertrand Rigal (Grand Reims) presented how the endorsement process took place in
his region, where a number of stakeholders have already endorsed the Manifesto. He presented each
stakeholder briefly.

Before discussing the details of the satellite event on 17 November 2017, the four Action Groups
("Circular Economy", "Regions", "Public Awareness and Communication" and "Education and
Training") presented the progress made since the last Bioeconomy Stakeholders Panel meeting as
well as their ideas for the satellite event.
The first one to present was the Circular Economy Action Group. Ortwin Costenoble (NEN) informed
the other Panel members about the discussion paper the group has prepared. The idea is that this
paper is to be used in order to support the actions that come forward from the circular economy
section of the Bioeconomy Stakeholders Panel. It was added that the group will continue with the
collection of good examples and it will have to decide how to present respectively visualise them.

Afterwards, the Public Awareness and Communication
Action Group presented what has been done since the
last meeting. Georgios Karkampasis (Cefic) and Cosmin
Popa (EuropaBio) explained on behalf of the group that
several social media accounts have been set up, e.g.
Twitter and LinkedIn, as well as a website, which can be
used for communication about the activities of the
Bioeconomy Stakeholders Panel. They asked for
volunteers to help with the communication and
mentioned that the rules for using the social media
accounts should be defined within the Panel.

Subsequently, the Regions Action Group presented its
progress. Jorge Molina Villanueva (ADItech) explained
that the group has prepared a matrix for study visits as a
tool to assess the suitability of the proposed visits and to
help paying attention to relevant aspects mentioned in
the Manifesto when planning such a visit. Some of the
members of this Action Group have already submitted
proposals for study visits to their respective regions. It
has to be decided when to schedule these visits.

Moreover, Stanislaw Bielecki (Lodz University of
Technology) presented the Education and Training Action
Group's idea for the satellite event. The group expressed
the interest to prepare a presentation for the satellite
event as it would like education and training to feature on
the agenda. In particular, the Action Group would like to
present the relevance of education and training for the
bioeconomy and the possibilities to link existing initiatives
and to develop and start new initiatives.

Lino Paula (European Commission) explained the
programme for the events on 16 and 17
November 2017 and encouraged the Panel
members to actively participate in the upcoming
events.
However, it was essential to first discuss the
purpose of the satellite event. It was suggested
that it would be useful to get reactions to the
Manifesto and exchange views and ideas with a
wider group of stakeholders. Therefore, it was
also necessary to explain what is in the
Manifesto.
One idea that emerged and was widely agreed
upon was to organise an interactive workshop
and through dialogue with other stakeholders
frame future actions in the bioeconomy. The
afternoon preparation session was then used to
determine the audience and programme of the
satellite event.
It was concluded that the Bioeconomy Stakeholders Manifesto would be publicly presented on 16
November 2017 and that no further changes to the text would be incorporated. Panel Chair Joanna
Dupont-Inglis would amend her presentation for 16 November, according to the comments received
during the discussion about the Manifesto. At the Panel meeting, it was further agreed to organise an
interactive workshop, if possible within the short time ahead of the 16 and 17 November events.
Panel members interested in actively engaging in the preparations for the satellite event were asked
to flag their interest and availability as soon as possible. The next Bioeconomy Stakeholders Panel
meeting will take place in Brussels on 16 and 17 November 2017.
