7.2 Strategic Plan – G2-T1 – Development Permit Simplification

Amendments to the Land Use Bylaw 845/13 Fee Schedule were presented in

accordance with Strategic Plan – G2-T1.

061/20 Moved by COUNCILLOR SLOMP that the Town of Bassano Land Use Bylaw Fee Schedule (2013) be updated to include a fee increase for Land Use Bylaw amendments from $500 to $600 and an Appeal to the Subdivision and Development Board from $300 to $600 effective immediately with all other fees remaining unchanged.

7.3 Newell Foundation – 2019 Water Utility Audit

A letter was received from the Newell Foundation to appeal utility charges at 806 – 5A Avenue (May – August 2019) and 802 – 5A Avenue (July-August 2019). Mayor Wickson obstained from voting.

062/20 Moved by COUNCILLOR SLOMP that council deny the appeal received from the Newell Foundation as outlined in the letter dated February 12, 2020 on three utility bills based on the evidence provided; the water meter was not faulty, the newly installed meter provided consistent water reads, and the consumption report comparison provides higher water usage at the properties during the summer months.

share with the Newell Foundation and the Bassano Health Foundation to hire John Brown Architect Ltd. to prepare a revised concept plan for the Bassano Project. The Town’s 1/3 cost share is $8,333.00 and shall be funded from the Capital Plan Reserve.

4th Quarter Progress (January 1st to March 31st). Priorities were chosen based on the feedback received from area communities policed by the Bassano RCMP for the 2019/2020 year. The following results are generated based on activities within the detachment’s entire area of jurisdiction of the County of Newell, Gem, Bassano, Rosemary, Hussar, and Wheatland County.

COVID 19- Bassano RCMP is dedicated to continuing to provide a high level of service to all our residents in our current crisis. Rest assured we are fully operational to answer all calls for service in the safest manner possible during these unprecedented times. With this in mind our level of community engagement will be tailored with social distancing in mind to keep all parties safe from the transmission of COVID-19. We are here to keep all our community members safe, and will continue to strive to improve our level service in the future. Stay safe and remember we are here to help in your time of need.

*A patrol consists of a minimum of 45 minutes in the said area.

Due to Covid-19 concerns, our offices are closed to public engagement to keep everyone safe. We are still operational for any emergency response and have PSE Stephanie STOKES working Monday to Friday to answers our admin line with any questions or concerns. Please urge residents with any non-emergency questions to call 403 641 3684.

(2) Traffic:

Due to Covid-19 concerns, we continue to patrol our roads to keep residents and motorists safe, but we will be suspending mandatory alcohol screening without grounds due to health concerns with Covid-19 transmission temporarily. This does not mean that we will not enforce the law as it comes to road safety, or stop our efforts to keep impaired drivers off the road; It just means we will be changing some of our tactics.

Covid-19. Bassano RCMP is dedicated to keep our level of service to our communities at a high level, but when possible will limit close contact and speak with residents over the phone to limit their risk and ours to Covid-19 transmission. Community Contributions to APP’S

- CAO Amanda DAVIS and Town Council has been instrumental in keeping us informed and the spread of information flowing as it pertains to Covid-19 and the RCMP’s response.

New Community Concerns (Update on concerns raised in the past if not yet resolved):

- With the suspension of some criminal record services, we assume this may cause some issues with our level of service in that regards. We have been dedicated and proactive in keeping our residents updated on any changes in this respect.

Siksika Chief and Council – January 15, 2020

CAO Davis and I met with Siksika Nation Chief Ouray Crowfoot and band council to discuss potential partnerships between the Nation and Town of Bassano. Health care and the Bassano Project were the focus of this first meeting. When we reconvene for our next meeting, the focus will be on terms of reference for future partnership projects.

Newell Foundation Interviews for Interim CAO Position – January 27, 2020

Candidates for the Interim CAO position were interviewed – Calvin Sturgeon was selected and has taken the position to replace Cathy Stephenson.

Economic Development Seminar – January 28, 2019

This full day course was provided to all council members to focus on the fundamentals of economic development in the rural Alberta environment – one of the major objectives of the town long range strategic plan. It was timely and thought provoking for all members of council.

John Brown Conference re Tiny Home Project Phase 2 highlights – January 29, 2020

This meeting was held ahead of the Tiny Home Committee meeting to review the results and to plan the meeting to be held the next day.

Tiny Homes Committee Meeting – January 30, 2020

This committee reviewed the Phase 2 report from John Brown, our consultant on this project. This report will be forwarded to town council for review. Report highlights will be released to the public after the third phase is completed and reviewed by council.

Meeting with MLA Michaela Glasgo – February 18, 2020

This meeting was held to discuss the Bassano Project and to tour the two facilities with the guidance of Karen Huckerby (Bassano Health Centre Nursing Leader) and Agnes Krasznai (Playfair Lodge Matron). After the tour, we reviewed the questions that she would be asking the Health Minister regarding the Bassano Project. This consultation project will be created to update the original Bassano Project to take into account new trends in seniors housing and the possible changes to the Bassano Hospital that are being discussed by Alberta Health Services.

John Brown – University of Calgary Meeting – February 20, 2020

CAO Amanda Davis and I met with John Brown, Dean of Architectural Studies at the University of Calgary, to plan a consultation process for the redesign of the Bassano Project. This consultation report will be created to update the original Bassano Project to take into account new trends in seniors housing and the possible reconfiguration of the Bassano Hospital that are being discussed by Alberta Health Services. The consultation is also intended to enhance the innovative nature of the overall project and get it ready for provincial government review and approval.

This meeting was called by the Minister of Municipal Affairs to discuss the response of the government to the Covid 19 pandemic. Municipal leaders (mayors and reeves) were asked to provide input into the possible closure of schools and facilities within their communities.

Newell Foundation – March 17, 2020

This meeting was held to discuss the consultation required to redesign our executive structure at the Newell Foundation. The board approved Hollister Unlimited Inc. – Human Resources has been hired to do the consultation.

Mayors, Reeves, MLAs, MP – Bow Valley Constituency – March 20, 2020

This meeting was arranged by Martin Shields to bring together political leaders in our region. The main focus of the open discussion was on closure of facilities and events, food security, federal and provincial initiatives and how to access them, and keeping communication lines open.

AHS, HAC, Municipal Leaders – March 23, 2020

This meeting was focussed on how to support our local AHS community without interfering in their work.

FCSS Social Sector Committee – March 25, 2020

This committee was formed to provide a list of services that is available for town residents during the covid 19 pandemic and to update it on a regular basis. We will meet regularly to update the information.

Mayors, Reeves MLAs, MP – Bow Valley Constituency – March 26, 2020

As a follow-up from our last meeting the focus was on food security and supporting our local businesses. There was much discussion about how to deal with foreign workers that are brought into southern Alberta to work on local farming operations such as Bassano Farms. The most difficult issue is how to house these workers, make sure they are tested before arrival and the cost of a 14-day quarantine that is mandated at this time. Recommendations will be made directly to local MLAs and MP Martin Shields about how to deal with this problem.

FCSS Social Sector Meeting – March 27, 2020

We discussed the number of vulnerable people in our community – how to identify, classify in terms of needs, and provide services that may be necessary.

Tiny Homes Project Feasibility – Phase 3 Report – March 30, 2020

The final phase of the report was presented to the Tiny Homes Committee. The report was approved by the committee and it was recommended that town council for final approval and implementation. Town council will review the report at the next regular meeting and make recommendations for implementation.

Bassano Memorial Library

In response to the COVID-19, the library board engaged in several e-mails prior to the March 31st meeting. The board decided quickly to close the library effective March 15th until further notice. Provincial correspondence confirmed same and advised that library boards still meet during this time to provide support to the library staff; and subsequently library members who need support by telephone or e-mail to access online resources.

One library staff member had been on vacation and was self quarantined for two weeks ending April 1st under the direction of the board.

• Due to COVID-19 the two staff will work at the library during opposite times, wipedown/disinfect all common work areas regularly and ensure that someone knowsthat they are at the library in case of injury. The library remains closed of course.

• Book Houses: We decided that the book houses need to be emptied, and signs willbe placed on them asking people not to fill them. The books will be held in storagefor the virus to die and then be disinfected.

• Digital Resources: Posters with a list of the digital resources available and postedthem on the door of the library as well as Facebook. More will be posted aroundtown.

• Library Website: Bonnie will ask Shortgrass to put the same banner on the top of ourhome page as the Brooks library, regarding library closure due to COVID-19.

• Library books at the Playfair Lodge: In an effort to stop the spread of COVID-19, wehave asked Bonnie to remove the library books from the lodge. Same process asbook houses.

• The library logo will be rebranded. This has been stalled due to COVID-19.• The documentation from Alberta Libraries states curbside pickup is permitted. The

library is considering doing this for items that were on hold. More research is neededas per a specific procedure to ensure the items going out are disinfected. This

would be for items that were on hold prior to the pandemic only. A later e-mail conversation of the board revealed that the library will NOT be providing curbside pickup to eliminate ANY risk involved.

• Fundraising considerations have been tabled at this time; however, two prior motion from the Friends of Bassano Library Society were passed which state the library will receive an additional $5,000 to offset the deficit and will forward the money from the yearly book and bake sale to the library as well. This will offset the $6,000 that the library would have needed to do in fundraising this year. Given the current circumstances with COVID-19 this is a huge relief to the board.

• The board will review the previous survey for Plan of Service and make recommendations to the committee appointed to organize this

interest rate has dropped a little recently with all that is going on. • Library award nominations had to be in by March 13th and I feel Council may want

to consider nominating our local library next year. It is absolutely incredible what this board has accomplished and the hours they contribute. Our library is very modern and beautiful and has adapted to the times. Lots of great family programming has also been developed.

• A committee was developed to review the recreation funding application. Brainstorming is in progress.

Community Futures Meeting April2/2020 The CF Wildrose office is closed to the public at this time to walk in’s, phone in’s still welcome at the moment and to remain status quo for the immediate future CF is accepting deferrals of interest at the present time and are expecting the same clients to start asking about other terms although there are no loans in arrears at the present time Was reported by Western Diversification that loan losses are expected and are working on tools to help CF offices to help with business counselling to cope with the present situation WD is also looking for ideas to help businesses potentially pivot to new opportunities CF is also working on telephone outreach to businesses and loan clients to check on their well being The postings for General Manager is closing this Friday April 3 with 25 applicants at the moment Next meeting scheduled for May 7/2020 Irv Morey Councillor

General Administration

Year end financial audit process is complete.

HR related projects: o Public works employee’s certification is up to date to include: Modern Fall Protection,

Forklift and Skid Steer, Ground Disturbance, H2S, and Confined Space. Standard First Aid was postponed due to COVID-19.

o FCSS operational changes ensued to include the termination of an employment contract and the execution of a term-contract for a Director.

o Administrative personnel have completed various emergency management training courses to include, Incident Command Systems, Basic Emergency Management, and Emergency and Social Services.

Operational policy development between the Town and FCSS was put on hold to deal with

COVID matters. This will be reinstated when time permits. At this time, we are working under the terms of an operational letter that clarifies the CAO will oversee all administrative and HR functions and the board will focus on development and implementation of programs and events. This is collaborative and supported by all parties.

Administrations have prepared a draft regional emergency management bylaw and agreement for

council’s consideration per discussions in late 2019. The bylaw and agreement will be presented to council in June to allow us to get through 2020 taxes and other time sensitive matters.

Council is required to formally appoint the County of Newell weed inspectors. MOTION Required

“…that the Town of Bassano appoints Emma Van Steekelenburg, Donovan Kopp, Stratton Pickett and Lane Suchy as Weed Inspectors pursuant to Section 7 of the Weed Control Act pursuant to the terms of our agreement with the County of Newell”.

Bylaw Enforcement

Beautify Bassano Initiative enforcement measures were put on hold and will not resume until COVID subsides. We continue encourage citizens and businesses to actively work on their properties to improve aesthetics.

Emergency Management

Emergency management has taken over municipal operations since March 12, 2020 as a result of COVID-19. Daily updates have been provided to council outlining what actions are being taken to address prevention mitigation, preparedness, response and recovery.

All municipal facilities in Bassano are closed to the public. The Homecoming Campground and playground are closed until further notice. The outdoor pool is closed. Discussion required. Recreation and culture events in Bassano have been cancelled or postponed. Letters have gone out to all recreation, culture and user groups asking organization to begin

developing operational contingency plans with the understanding that their program/events may not be permitted for many months. Discussion required.

All non-essential purchases have been banned. Business calls are underway to check-in and provide educational resources. Discussion required. Social services in in full swing to address food security, mental health supports, virtual programs,

call lines, education and more. Building out surge capacity opportunities in Bassano. Alberta Health Services advised that there

is a potential that non-COVID patients may be relocated to rural community in non-traditional hospitals. Not only do we need to assess the facilities, we must also determine what capacity our utility system, solid waste system, accommodation, and food system can handle from an influx in people.

Utility penalties waived to date is $965.04. Now that our prevention and preparedness strategies are underway, I am working on developing

a recovery plan and really assessing the financial impacts COVID has on Bassano. Discussion required.

Recreation

New flooring was installed in the change rooms at the pool per the capital plan. Public works is rebuilding the waterslide stairs per the capital plan.

Capital Projects Lagoon Administration has been in regular contact with the Government of Alberta regarding the ICIP application and to verify the Town’s financial contribution and the project being shovel ready. We should receive a funding update in the coming months. The government is focused on stimulating an economic recovery plan with shovel ready projects.

Development

PERMIT NUMBER LOCATION DEVELOPMENT TOB-D-03-20 709 – 4th Avenue, Bassano 24’x10’ residential greenhouse.

Our team is working with the government to design the waterline and fire hydrant extension required to service Playfair Lodge’s new fire suppression system. The County of Newell referred a subdivision application to the Town of Bassano regrading File No. 2020-0-038 (Lot 1, Block 3, Plan 021 2411 and SW ½ 16-21-18 W4M). Pursuant to the direction of the Municipal Planning Commission the Town requested that the County of Newell place a condition on the subdivision application that an engineered drainage/stormwater management plan be submitted and deemed acceptable by the Subdivision Authority, to indicate the drainage patterns, how run-off will be dealt with, and to account for a 1-in-100 year storm. This would then require the applicant to obtain approval from the province under the Water Act. A copy of the Water Act approval would have to be submitted to the Subdivision Authority to verify compliance.

BACKGROUND

In 2018, the Town of Bassano’s Mayor and Council undertook a comprehensive strategic planning and visionary exercise. The purpose of the exercise was to identify where the elected body wanted to see the community in the future. It enabled them to develop a shared vision and to understand how the decisions they make influence the trajectory of the community.

A plan outline was presented at a town hall meeting in mid-November to which 70 residents attended or 6.0% of the population. Public engagement at the meeting confirmed town council’s vision and plan for Bassano. Attendees expressed their desire to see improved marketing and attractions along the TransCanada highway, the importance of beautification, the need to celebrate and recognize the successes of the community, with balanced infrastructure renewal projects.

Having heard the desires of the community and reflecting on the initial plan outline, the Mayor and Council reconvened for a second time on February 20, 2019 to develop a plan of action that enables the implementation of three overarching goals.

HOW TO USE THE PLAN

A Strategic Plan is a working document and must be reviewed on a regular basis to ensure the goals and action plan remain relevant and to confirm that implementation is in fact leading to the community’s desired outcomes.

Decision makers should defer to the plan before a resolution is made to substantiate that the item being considered contributes directly to the goals and objectives of the plan. Following this process ensures decision makers stay focused on achieving priorities.

All goals and action items must be prioritized, and resources need to be allocated within the municipal budget to ensure implementation can occur. While, decision makers may get excited to implement every action at the same time, it is important to understood that this cannot occur. Plan implementation requires many calculations and methodical actions as each item builds off the next to create a lasting whole.

The action items below is the first phase of the plan. As town council and administration work through implementation, tasks and outcomes will be added as the action items grow and evolve.

Conclusion Communications Plan

1. A copy of this plan will be provided to the County of Newell as per the terms of the Intermunicipal Collaboration Framework. 2. BASSANO MARCH 2020 REPORT

During the month of March our department completed 8 hours of patrols/administration for Bassano.

With the COVID-19 our department has modified some of our operational matters when patrolling Bassano. This was done working in conjunction with the Bassano CAO for directives. Our department will limit office visits due to the COVID-19 concern. Officers will primarily utilize phone or e-mail to communicate.

Our department is primary focus when on patrol is monitoring for any COVID-19 concerns. One of these concerns consist of people possibly gathering which may result in not doing the social distancing or having to large a group. Our department will patrol playground areas as well as areas where this possibility may occur.

During this month our department investigated no matters.

This concludes the report for Bassano for March.

Delegation – NRTA Update i

• J. McIntosh noted that the NRTA received $30,000 from the Tourism Growth Innovation Fund to hire a consultant to create a three-year strategic plan for the NRTA and perform a Destination Assessment on the Brooks Region. The Brooks Region community evaluation was given a fair quality “overall experience” mean rating of 1.89.

• Key objectives of the three-year Strategic Plan are to expand the hotels that participate in the Destination Marketing Fund, increasing sports tourism, and bring in promotional programming for Dinosaur Provincial Park.

• Discussion was held on the continuation of the Dinosaur Park Glamour camping units, developing experiences in the Region, and details on the DMF.

Doctor Recruitment and Retention

• D. Klein noted that currently, the doctor attraction and retention program is run from the Joint Services Committee, however other communities such as Bassano have separate Committees dedicated to recruitment and retention.

• B. Morishita noted that doctors have taken over much of the recruitment responsibilities.

• Discussion was held on the impacts of the provincial budget on physician remuneration.

• The Rural Mental Health Conference will take place from April 29th - May 1st and will focus on farming and indigenous mental health.

Provincial Parks

• B. Morishita noted that the decision was made by the provincial government to end the operation of Kinbrook Island, Tilleybrook, and Dinosaur Provincial Park’s Glamour Camping Units. B. Morishita noted that it is possible to operationally make a profit running these parks, however operational changes must be made to make the model work.

• Discussion was held on entering into an MOU and sustainable park operations.

Joint Services Terms of Reference

• The Joint Services Terms of Reference was reviewed and the proposed changes will be made.

Economic Development Fund

• J. McIntosh noted that the NRTA has $22,500 per year in funding for the creation of new events and tourism experiences in the Brooks Region. The events must be less than three years old, in the hopes that they would become self-sustaining. The NRTA is working on creating more experience development in the area with a focus on sports tourism.

• Discussion was held on sports tourism in the area and the criteria for eligible events.

Business Beautification Program

• L. Tiffin noted that the Business Beautification Program guidelines would include a maximum business enhancement amount of $10,000 and the remaining 80% would be an interest free loan (maximum $2,000

grant and $8,000 interest free loan per applicant). The maximum amount of projects is 13 and all of the businesses in the Brooks Region are eligible to apply.

Economic Development Report

• L. Tiffin noted that the Search Engine Optimization Strategy is being used to make the Brooks Region website more widely searched, and work is currently being done to draft more content and links.

• Discussion was held on the March 12th Power Up Conference.

Economic Development Terms of Reference

• The Economic Development Terms of Reference was reviewed and the proposed changes to the Committee structure will be made.

The current pandemic situation presents circumstances most of us have never seen. The situation is

ever-changing and we are all having to frequently adapt and re-adapt, on an almost daily basis.

Many municipalities are unsure what to do about property taxes in the circumstances. Some options

include:

• Defer payment deadline for property taxes

• Waive penalties on overdue taxes

• Defer tax arrears recovery

You may ask what others are doing. Here is a quick sample:

• CRA has deferred payment of federal taxes due & instalments for 4 months

o Waived interest & penalties during this period

o date for filing personal tax returns deferred for one month

• Alberta has done the same on provincial income taxes

• A 3 month deferral on utility payments

As a result of the pandemic, millions of Canadians are either unemployed or temporarily laid off. This

unprecedented situation certainly calls for patience and understanding and we encourage that.

The Minister of Municipal Affairs issued an Order at the 11th hour allowing the extension of the date for

filing new tax liens to Oct 1/20. You have already chosen whether to complete filing of the lien or to

utilize the extended date. For those that chose to register Mar 31, those rolls are in a waiting period

until April 1, 2021. Those who chose to wait will not need to take any further action for nearly 6 months.

As for 2019 tax notifications and liens, normally the tax sale auction process would have commenced

April 1. In the circumstances, our suggestion is to defer beginning the tax sale auction process for 4

months. The date for completion of the auction has not been extended and so it remains Mar 31, 2021.

However, deferring for 4 months still leaves plenty of time to give the required notices and arrange for

and hold the auction.

After 4 months, things will have changed dramatically, and we all hope for the better, of course. It will

be completely open to proceed with the auction or defer again at that time. There is no downside to

taking a wait and see approach. This keeps all options open to the municipality for the time being. Most

importantly, it shows the municipality is in tune with the current situation and not unsympathetic to

people’s circumstances.
