The National Action Plan for Youth Employment consists of four strategic goals

Self-employment Programme
• Annual Target: Support creation of 900 new businesses (start-ups) with 3,000 Euro in equipment and materials• Trainings for 1,500 unemployed on entrepreneurship and business
skills development • Counseling support by experts for Business plan development
• Support for registration of businesses (legal entities)
• Support in procurement of equipment and materials• Mentoring throughout the entire implementation cycle• Additional support of start-ups after registration phase
Remarkable 70 % success rate for start-ups
Over 80 % of beneficiaries are employed
39% increase of new jobs in the active companies
15 micro companies have grown to small companies employing over 250 people

Over 6,700 unemployed young up to 29 years old have applied (31%) during 2007-2014

Trainings in labor market demanded skills• Support national inter-institutional and business
sector cooperation for development and delivery of vocational training programms as per labour market needs
• 2014 target: Support of 232 unemployed to acquire skills demanded on the labour market, 30% od which young up to 29 years of age
• Development of model and procedures for training provision to groups facing social exclusion such as inmates, Roma, etc.

Internship Programme
• Annual Target: Young unemployed up to 29 years old
• Gaining practical learning and work experience in the private sector employer for 1,000 unemployed
• Financial support of 6.200 denars per month for three monts period of internship for each trained person

More than 1.500 young unemployed gain practical work experience
More than 60% of the successfully finished participants are still employed without taking into account the year he completed the program
Community Works Programme
• In 2012 support started in creation of models for social services at local level for those in need
• Support enabling creation of effective models for inclusion of vulnerable groups of unemployed at local level as service providers
• On-job training of unemployed for acquiring new skills/competences

exemption of paying contributions
Benefit: tax exemption in a period of 1 year for all social insurance contributions
Obligation: employment for additional 1 year after the subsidized period
In 1 year, more than 7.500 young unemployed have been employed through these legislative changes
