� First-time buyers arefacing a rush to completehouse purchases beforethe stamp duty breakends on the 24 March.
The stamp duty holiday hadmeant first-time buyers buyinga property between £125,000and £250,000 were exempt fromthe 1% tax.
Elaine Taylor, regional salesmanager for Lovell in the NorthWest says, “We have seen aflurry of purchasers in recentweeks and this is in part due tothe fact the stamp duty holidayfor first time buyers is comingto an end.
“Certainly in the North West
the stamp duty holiday hashelped many first time buyersbecause it’s one less cost forthem to pay.”
Chancellor George Osborne'sAutumn Statement claimed thatthe tax relief failed to get morepeople on the property ladder.
The government said it isinstead prioritising moreeffective measures whichprovide better value for money.
One of these new measures isthe recently announcedNewBuy mortgage guaranteescheme, which will enablehomebuyers to secure a 95 percent mortgage.
“It’s vital that lenders areonboard with these schemes and
we would welcome any furthergovernment action to encouragelenders to relax their criteria somore people can get a mortgageand step onto the propertyladder,” says Elaine.
David Robinson, assistantmanager at Riverside HomeOwnership says some schemesto help first-time buyers are notbeing promoted widely enough.
He says: “As well as ongoingfinancial help, there are lots ofschemes available. Sometimesbuyers just aren’t aware thatthere is help available.”
Buyers can avoid stamp dutyif they purchase a propertyfor less than £125,000.
� Would-be buyers attendingthe First Time Buyers Showwill get access to first-ratedesign advice courtesy ofIKEA as the Swedish retailerhas become the latestcompany to take out a standat the event.

Gleeson launches ‘fantastic five’ schemes for buyers� Would-be buyers inLiverpool have more optionsthan ever when getting ontohousing ladder following thelaunch of Gleeson Homes‘Fantastic Five’ range.

I have just purchased at auction a small parade of shops andwas considering converting the currently empty space abovethe shops into 4 residential flats to let out. Is this a good ideafrom a tax point of view?
There is a scheme called the ‘Flat Conversion Allowance’which gives investors income tax relief on the cost ofconverting vacant property above shops and offices intoresidential flats. This scheme will however be withdrawn inApril 2013 so you will need to act quickly.
The cost of the conversion will be about £60,000 can I getany tax relief for this?
If the conditions are met, yes. Assuming you are a 40% taxpayer, you can reduce your income tax bill by up to£24,000 in the year in which you incur the expense.
The main conditions are as follows:
• The properties must be on a traditional shopping street, and have been built before 1980
• They must not have more than 4 stories above the ground floor
• The upper floors must have been intended for residential use when first built, even if that use has ceased, and they must have been unoccupied for at least one year when you start the work
• You can claim the costs of building work, new kitchens and bathrooms and other capital expenditure involved in the conversion
Anything else I need to think about?
Yes – you may also be eligible for a similar kind of relief onyour costs for renovating the downstairs shops. Theavailability of Business Premises Renovation Allowance wasextended last year to 2017 and may apply to renovationexpenditure on the shops. There are, as always, someconditions, the main one of which is that the premises musthave been unused for a year to qualify.
In both cases you will need to make a claim for a specialtype of ‘Capital Allowance’ on your tax return for the periodduring which the conversion takes place. In all probabilityyou will need an accountant who specialises in advising theproperty sector to guide you through the process.

t’s been a mad year for The Maccabees, with their third albumGiven To The Wild the culmination of two years of writing andrecording. The result is a sprawling masterpiece of distortedpop, psychedelia and soulful guitar - and rave reviews. We talk
to guitarist Hugo White on the band’s latest album.
You’ve just finished touring, how wasit? I’m just in London today. I came backyesterday from the UK tour, so we’ve had avery busy and hectic time and now we’vegot a couple of days off which is nice. From the start of this year since the recordcame out it’s been nonstop - but that’s theway we want it.
What’s the reaction been like to yournew album, Given To The Wild? I thinkit’s great. It is a record that we’re moreproud of than anything else we’ve done.We really pushed ourselves. We didn’tmake it easy for ourselves to make thisrecord and we’re really happy with it.Hearing people say they like the record is agreat thing for us; to have a good reactionto it, it feels like a step on in terms of theband, that is a big bonus.
Is it a departure from your earlieralbums? We usually write as acollaboration. In the past we’ve alwayswritten together in a room and this time wedecided the way we were going to do thisone was to allow everyone to have a bitmore space to write on their own. We didthat for four months, individually untilpeople started having ideas and recordingstuff and sending emails of what we’d done.When someone liked something we workedon it and it gradually built like that until wedecided we needed to all be there, all thetime and work on it. That’s how it evolved.
I think it’s a more patient album than theprevious album Wall of Arms, and for me it
feels like a big leap forward. The albumrequired a lot of attention, musically, inorder to create these soundscapes, so thatwas quite a different way of approaching it. Does that mean you were banned fromseeing each other? Off limits a little bit.But more like you didn’t feel like you had toinclude everyone and it was quite nice,because if you’re always together you gothrough arguments. So, it was nice to have abit of time where you didn’t have to argueyour case to begin with, you could doexactly what you wanted and then present itand then argue your case. What’s your favourite song on thealbum? The last song on the record, Grewup at Midnight. I wrote the lyrics and thatwas quite nice to have in but generally, it hasalmost become quite a blur of who did what.What are your influences? It’s difficult tosay any one band or individual, for exampleDavid Bowie was more influential in termsof listening to records that exist in theirown place and figuring out how to translateyour own way of doing those things tomake the record live in its own space.
So not that many direct things influencedus, we listened to a lot of different stuff andin quite a nice way there aren’t that manyinfluences on this record. How did The Maccabees get together?We knew each other from living in thesame area in London. Orlando was Felix’sfriend’s older brother, he was writing songsso we started the band like that and I wasin school with Rupert. Felix joined later onbut it very naturally fell together.What are you excited about this year?Festivals are going to be a big thing for usthis year. We’ve just been confirmed forBenicassim, and others which aren’tannounced yet but a lot of exciting things.We’re doing a show at Alexandra Palace in London which is the biggest show we will have done with 10,000 people, that’s ascary prospect.

he Pioneer stands outamongst the othereateries on Liverpoolroad, with the bar andbrasserie’s wide
windows and dark awningsgiving it an unmistakably up-market feel.
Brasserie is the French wordfor a relaxed and upscalerestaurant and in this case theword certainly fits. Inside thePioneer the interiors are brightand airy and decorated insumptuous cream and gold.Gorgeous gold lighting featureshighlight the restaurant areamaking it the perfect place toenjoy a spot of lunch andconversation.
Meeting with Kevin Scott,managing director of Loc8 estateagents for lunch we were wonover by the varied menu and chicsurroundings.
Kevin opted for a lightchicken caesar salad and theThai green fishcakes while Ichose the chicken carbonarafrom the lunch menu.
As is common nowadays thetopic of conversation turns to therecession.
“The recession is over now, it’sgone,” says Kevin.
“Yes the housing market haschanged. Obviously thingshave happened to the market,for example access to funding isdifferent now, people can’taccess the money to get amortgage like they used to.
“But people will always move,people will always needsomewhere to live and they willalways need guidance and helpthroughout that process.”
Kevin says the lettingsmarket is very positive atthe moment. “In theUK we are movingtowards a moreEuropean housingmodel where peoplerent rather thanbuy,” he adds.
Kevin set up Loc8estate and letting agentsin 2006 after ten years ofworking in the industry for bignames such as Black Horse andCountrywide.
“I stopped and thought theseguys are making good money. Whydon’t I do this myself?” he says.
From here Loc8 was born with
its main offices based inMaghull.
Having worked all over thecountry Kevin knew that hewanted to come back toLiverpool to set up.
“Liverpool is where myheart is,” he says.
For Kevin, whereLoc8 differs from
other estateagents is in itsapproach tocustomerservice.
“Good agentswho have come
through the recessionare those who focus on
good customer service,” he says.Loc8’s team of 15 is trained
across the board in selling,valuing and viewing so there isnever the situation where acustomer speaks to a team-
member who doesn’t haveexperience in the field they aretalking about.
With the GlobalEntrepreneurship Congressarriving in Liverpool this monthI asked Kevin, from his ownexperience, what advice couldhe offer to young entrepreneursin the city.
“There has been a lot ofnegativity in the press,” he says.
“Ignore everything you see onthe TV and in the newspapers, justgo for it. Businesses that fail do sobecause there’s no plan, no realvision and their heart is not in it.You must have a plan in place andyou must work towards it.”
The caesar salad with bacon,anchovies and croutons is, inKevin’s words, “lovely, reallylight but still tasty.”
The Thai green fish cakeslooked fantastic, a vibrant shade
of orange on a bed of greens witha chilli jam sauce.
My choice of the chickencarbonara was a good one, rich andcreamy with plenty of chicken,wild mushrooms and pancetta tocontend with. The portion size wasalso very generous.
So what is next for Loc8?Kevin tells me the company islooking at opening a base onAllerton Road and in the futurewould like to think about aregional centre, perhaps inManchester or Preston.
And of course he will bepopping into the Pioneer againin the meantime thanks to thevaried menu, good food andgreat service.
