j and Stripes, as demanded by Rear Ad0miral Mayo, and he spoke with a confidencethat implied insistence. Thenavy department still was unadvisedtonight as to whether or not the salutehad been fired. It is understoodthat instructions have been sent to

be established in that city. "This esrtimateis based on the probable functionsof the bank as proposed by theorganization committee, taking otherlarge institutions as the standard. Thepopular notion that the regional bankwill be merely a clearing house forchecks is an error. I have given thesubject considerable study, and itwould seem that the proper functionof each regional bank will be the re'iiooniinHnpof commercial paper for

* the member banks in that section. Inorder to handle these rediscounts intelligentlyan exhaustive system ofcredit reports will have to be prepared.The act does not give a memberbank the. right to present any paperbearing interest indorsement and imAperatively demands rediscount. On

* the contrary, only such bills are acceptablefor rediscount as conform tocertain specified requirements touchingtheir origin and general character.For example, a Federal reserve bank,before accepting a bill for re-discount,must be satisfied that the bill isdrawn in settlement of a bona fide agriculturalor commercial transaction,and especially that it does not representmoney borrowed for reinvestmentin real estate or stocks and bonds.

^ This doubtless requires special formsof notes and I do not very well see

how the regional bank can intelligentlypass on these bills without more or

less elaborate systems of affidavitsand reports. In fact, it has been seriouslyproposed, in order to carry outthe manifest requirements of the act.to have all commercial borrowerswhose bills are regularly to be usedfor rediscount at the central reservebank, keep their financial statementson file with the reserve bank and haveall other paper registered at that institution.It is pointed out that onlyin this way would it be practicable forthe reserve bank to keep track of allits actual and potential borrowers, or

rather of all the firms and corporalionswhose paper might be presentedby the member banks for rediscount.There are 372 banks in the Atlantadistrict with a capital and surplus of$77,000,000 and deposits of somethinglike $300,00,000. Allowing only an averageof thirty customers to a bankwhose paper would be available forrediscount in Atlanta, this would make

m it necessary to keep more than 10,000(credit files at the regional institutionwith frequent and accurate reports foreach. When these factors are takeninto consideration, together with theother functions of foreign and domesticexchange, I do not very well see

how the regional bank located at Atlantacan get along with less than 400.and perhaps .100 clerks.

. The fear that "Pink boll worm,"adangerous cotton pest, may be introducedinto the United States throughthe acidental presence of seed in lint

# cotton received by spinners, led to a

warning last Saturday from the Federalhorticultural board. Cotton mills,especially in the south, are advised todestroy by burning all seed that mayhe found in bales imported of Egyptiancotton. The seed it is stated, are

f likely to contain larvae of the destructivepest. Last year a quarantine was

promulgated against importations ofcotton seed from all foreign countrieson account of fear of the pink bollworm. The board said in the warningthere is special danger from seed in importedcotton because "this baled cottonis shipped to southern cotton mills,which in some cases are in the immediatevicinity of cotton fields whichwould form a ready breeding place forany larvae that might escape."

The South Carolina Cotton Manufacturers*association has placed contractsfor 375,000 tons of coal with theBlackwood Coal & Coke company, theStonega Coal & Coke company, theVirginia Iron, Coal & Coke company,all of Virginia, and the Black DiamondCoal company of Knoxville,Tenn. The prices vary from $1 to$1.10 f. o. b.. mines. For a number ofyears the South Carolina mills havebeen buying fuel from the ClinchfieldFuel company, which is allied with theCarolina. Clinchfield and Ohio railway

* and the coal has been hauled over theClinchfield lines Much of the coaljust contracted for will be carriedover the Southern railway and theClinchfield railroad loses importantbusiness.
