WhatisPropositionHHH?PropHHH,The“HomelessnessReductionandPrevention,Housing,andFacilitiesBond”isa$1.2billionbondmeasurethatwillprovidethefundingandinfrastructurenecessarytoendandpreventchronichomelessnessintheCityofLosAngeles.

Whatwillitpayfor?PropHHHwillhelpfinanceasignificantincreaseinL.A.’sPermanentSupportiveHousing(PSH),aprovenstrategytoendchronichomelessnessalreadyinplaceincitiesacrossthecountry.L.A.needsanadditional10,000unitsofPermanentSupportiveHousing(PSH)areneededinordertohousealloftheCity’schronicallyhomelessresidents,includingwomenandchildren,veterans,seniors,fosteryouth,andthedisabled.

Withoutthebond,theCityisonlyabletofinance3,000unitsoverthenext10years.WithPropositionHHH,theCitywillbeabletofinance8,000-10,000unitstoendchronichomelessnessinLA.

Inadditiontopermanentsupportivehousing,Prop.HHHprovidesfundingtoconstructfacilitiesthatprovideemergencyreliefforthoseexperiencinghomelessnessandaffordablehousingforthoseatriskofit.Proceedsofthebondallowsforthefollowinguses:

• Supportivehousingspecificallydesignedforhomelessandchronicallyhomelesshouseholds• Affordablehousingforverylow-incomeAngelenosatriskofhomelessness• Temporaryshelters,storage,andshowerfacilities• Associatedinfrastructureforconstructedfacilitiessuchassidewalksandutilities

What’sPermanentSupportiveHousing?PSHisaproveninterventionforthoseexperiencinglong-termhomelessnessandsufferingfromadisablingcondition(mental/physicalhealthorsubstanceusedisorder).Itoffersapermanentunitofsafe,cleanhousingwithon-site,wraparoundservicesthathaveresultedinlocalsuccessratessurpassing90%whilebeing43%cheaperthanleavingthosesameresidentsonthestreet.

Whatistheplan,toimplementPropHHH?

PropHHHisonlypartofacomprehensiveplantoendchronichomelessness.Forevery$1ofPropHHHinvestment,itwillleverage$3fromprivate,state,andfederalsources.

1. ComprehensivePlan:UnderthedirectionoftheMayorandCouncil,theCityofLosAngelesworkedwiththeCountyofLosAngelesandleadingcommunitypartnerstoproduceahistoricComprehensiveHomelessStrategy,formallyadoptingtheplanonFebruary9,2016.

2. PrivatePartnerships:TheCityprovidestheproceedsofthebondtolocalhousingdevelopersthroughacompetitiveprocesstoconstructandoperatethesefacilities.Allhousingunitsfinancedwillremainaffordablefor55years.

3. SupportiveServices:EntryintotheseunitswillbestreamlinedthroughanetworkofstreetandcommunityoutreachteamsandhomelessprogramsintheCoordinatedEntrySystem.Onceintheunits,intensivecasemanagementserviceswillbeprovidedtoresidentsbynonprofitagencies.

4. SharedCost:Bondproceedswillonlypayaportionoftheconstructioncostsforeachunit.Forevery$1ofCityinvestment,theCityleveragesabout$3fromprivate,state,andfederalsources.

5. Accountability:PropositionHHHwillcreateaseven-memberCitizens’OversightCommittee,anAdministrativeOversightCommittee,annualallocationplans,andauditsonuseoffunds.HomeForGood,aninitiativeoftheUnitedWayofGreaterLosAngelesandtheLAAreaChamberofCommerce,alsointendstotrackprogressofPSHconstruction.
