California’s Master Plan for Higher Education
Since 1960, the California Master Plan for Higher Education has guided our public higher education system.
The master plan states that students can complete the first two years of a bachelor’s degree program at a community college and if they meet certain requirements, they will be admitted to a UC or CSU campus.
As an institution, Delta College is committed to helping students transfer to a 4-year university and realize their dreams to achieve a college degree.

Interested in transferring? Then you should know…
In Fall 2013, 92 percent of new undergraduate transfers to the CSU came from the California Community Colleges.*
Sacramento State, CSU Stanislaus, UC Davis, and U. of the Pacific receive the largest number of transfer students from Delta College.
At UC Davis for the Fall 2011 term, over 90% of admitted transfer students were from California community colleges.
CCC transfers have the highest priority for admission than any other group.
Lower division courses at a CCC are comparable to lower division courses at a CSU/UC
Students who attend a community college can save a lot money on tuition and housing.
Community college transfer students who graduate with a Bachelor’s degree are employed at the same rate as students who enrolled in a 4-year college as freshman.
Earnings of community college transfers and native 4-year students with a Bachelor’s degree are comparable.

Students who complete the CSU GE pattern will have only 9 units of upper division GE units remaining after transferring.

Transfer Associate DegreesAA-T and AS-T
For the first time in California history, community college students who complete a new AA-T or AS-T will be guaranteed admission to the California State University (CSU) system.
With this new degree, you have the opportunity to complete two degrees with only 120 units if you apply and are admitted into a similar degree program.
Through the new program, students who complete an AA-T or AS-T will be given a special GPA advantage when applying to CSU impacted campuses or majors.
Students with an AA-T or AS-T enter the CSU system with junior standing. Students who are admitted to a program that has been deemed similar will need only 60 more semester units (or 90 quarter units) to complete a bachelor's degree.

Cal Grant A & B
Cal Grants help students pay tuition fees when they transfer to a 4-yr college.
CC students awarded a Cal Grant place their awards on reserve status.
Cal Grant B is the same as A, except they receive an additional stipend at CC. They should not use this at the CC for more than 2 years.
Both grants can be activated upon transfer to 4-yr. college
