What is IPARD? IPARD is Rural Development Component of Instrument for Pre-Accession Assistance-IPA, which is formed by European Union to support candidate and potential candidate countries.

IPARD aims to assist in policy development as well as preparation for the implementation and management of the EU’s Common Agricultural Policy, Rural Development Policy and other related policies.

IPARD funds are to be implemented through a multi-annual “Rural Development Programme” covering the period 2007-2013. For this period, sets of support programs, to be financed by European Commission and Republic of Turkey, will be implemented.

Purpose of the IPARD Programme
IPARD Programme, approved by European Commission on 25 February 2008, aims capacity building for sustainable development and upgrading holdings to EU Standards, considering priorities and needs prior to pre-accession of Turkey.

What is the Scope of the IPARD Programme?
In the first phase of IPARD Programme which covers 20 provinces, later time it covers 22 provinces. 1. Within the scope of “Investments in Agricultural Holdings to Restructure and to Upgrade Them to Community Standards” measure: Milk Producing Agricultural Holdings, Meat Producing Agricultural Holdings

Within the scope of “Investments in Processing and Marketing of Agricultural and Fishery Products to Restructure Those Activities and Upgrade Them to Community Standards” measure: Processing and Marketing of Milk and Milk Products, Processing and Marketing of Meat and Meat Products ,Processing and Marketing of Fruits and Vegetables, Processing and Marketing of Fishery Products

3. “Support for the Setting Up of Producer Groups”, 4. Within the scope of “Diversification and Development of Rural Economic Activities” measure, Diversification and Development of On-Farm Activities, Local Products and Micro Agricultural holding Development, Rural Tourism, Aquaculture Development will be supported.

What are the Objectives of the IPARD Programme? Contribution to sustainable modernization of
agricultural sector, Encouraging the improvement of EU acquis
related food safety, veterinary, phytosanitary and environment or other standards
Contribution to sustainable development of rural areas,
Preparing action plan concerning implementation of agri-environmental measures and local rural development strategies.
