Letter fromthe President
We definitely dodged a bullet with
Hurricane Dorian! Actually we
dodged a cannon ball since it was
up to a CAT 5. I am glad we are
all safe and our homes and
common areas were untouched this
time. I don’t think we even had a
power failure. Now we have to eat all that
extra food we bought!
Summer is over and the kids are back in school. Many
walk or ride their bikes to school along our streets and
our bike paths/walking trails. For the safety of our
children, please make sure the path behind your home
is clear of algae, shrubs, overgrown grass, debris, and
concrete hazards. The path areas should be manicured in
as similar a fashion as the front yard would be.
Please be sure any new or replacement fencing is a
minimum of three (3) feet from the edge of the sidewalk
trail concrete. This is for the safety of everyone who uses
the trails. Too often we see fences installed against or
very near the concrete which leaves no room for us to get
out of the way of other walkers, bike riders, bears, and
coyotes! Normally we only see bears and coyotes late in
the evening, but there are exceptions. If you encounter an
animal on the path, do not approach it. Back away and go
another direction.
We still need volunteers for our Covenant Enforcement
Committee. We need volunteers to cover a few streets
and paths within our community. The CEC meets once a
month and volunteers submit a picture of any violations of
our regulations to the office. Volunteers are getting good
exercise, fresh air and are helping Wekiva stay beautiful!
This committee is great for retirees who are looking to
help the community.
We have changed our Board of Directors and CCC
meetings to November 21st and December 19th because
of the holidays.
On Another Note . . . “ I asked my daughter if she had seen my newspaper. She told me that newspapers are old school. She said people use tablets nowadays and handed me her I-Pad.

Now that the kids are back to school the office is
receiving many complaints about the bike paths not
being safe for the children who walk or ride their bikes
to school. Please be sure to check your bike path weekly
for maintenance. Please be sure to advise your tenants
if you are renting your property. The complaints are
for overgrowth, falling fences, concrete hazards, algae
and pine needles. Remember the bike path should be
maintained the same as the front yard. If an injury
occurs on the bike path on your property line you will be
held responsible. Let’s keep our bike paths safe.
Thank you to the residents who regularly maintain their
bike paths. Some are very beautiful indeed! Keep up the
good work !
Don’t forget the association is requesting you identify
your property by placing your house number on your
back fence gate whenever possible to do so.
The Budget Committee met on August 20th and
September 17th . The 2020 proposed budget that was
prepared was presented to the Board of Directors at the
September 26th Board Meeting/Budget Workshop. The
proposed 2020 budget is shown in this newsletter. The
Board will meet on October 24th, 2019 to approve the
final 2020 budgets and fix the assessments for 2020. The
meeting will take place at the Community Center at
6:00 p.m. All Wekiva residents are invited to attend this
meeting.
My prayers go out to everyone affected by Hurricane
Dorian. Dorian allowed my weekend mini cruise to turn
into a full 7 day adventure but I know many are suffering
from his destruction. He got us all prepared for the
remainder of the season. Let’s hope it is a quiet one!

ADDITIONS/CHANGES TO CODIFIED RULES CHAPTER 3.08 (A) 1 WEKIVA SIDEWALK REPAIR STANDARDS
Below are requirements for maintenance of sidewalk
concrete.
VERTICAL DISPLACEMENT OF SIDEWALKAll vertical displacement must be repaired, either by
scarifying (grinding -Figure 2) or placing a cement
bridge to smooth out the vertical rise (Figure 1).
Scarifying and cement bridges must have a minimum
slope of 12H:1V(hence grinding a 1” step would create
a 12” ramp). See Figure 1. Please note that the cement
bridge patch is normally not a long-term fix versus the
scarifying.
If the cause of heaving of the sidewalk is ongoing, such
as due to an existing tree, grinding is only a temporary
repair. A long-term repair can only be completed if
(Figure 2) the roots beneath the slab are trimmed or
removed to halt the heaving. If present, roots beneath
the slab shall be removed to a minimum depth of 12”.
HORIZONTAL DISPLACEMENT OF SIDEWALKGaps or cracks in the sidewalk less than ½” may not need
repairs. Where there are gaps or cracks greater than ½”
wide, the slab will need repairs which consist of placing
cement or joint compound within the gap and getting
a final flat surface. If the sidewalk has been uplifted
or has settled so that it becomes sloped or warped or
where there is compound warping it will require full
replacement of the slab after the reason for displacement
is resolved (tree roots, drainage problems, etc.)
SIDEWALK CONSTRUCTION STANDARDS• The slab shall be a minimum of 4” thick, made of concrete
2000 psi or stronger. All driveways shall be 6” thick.• The sidewalk width shall match the existing sidewalk in the
• Sidewalk workmanship shall match a professional company
• Reinforcing steel is suggested but not required in sidewalks.• Base aggregate or sand is not required beneath sidewalks,
density before the concrete is poured.Figure 1 - Patch

SECURITY & SAFETY
REPORT
5
I wanted to start out by saying what a great community we
live in. I have been a part of the Wekiva and Sweetwater
community for almost 20 years and am blessed to be able to
patrol here. Unfortunately, sometimes people like to prey on
Wekiva and surrounding communities. In the past months
the surrounding communities have been plagued with car
burglaries and other thefts.
I wanted to reiterate some tips on how not to become
a victim. Most of the time these crimes are crimes of
opportunity like unlocked doors and valuable things left
out unattended at night. You should always make sure that
when you come home at night you remove valuable items
from the car or keep them out of site. Always make sure
your windows are up and your car doors are locked. Always
make sure your garage door is down when you go to bed.
And as always if you see suspicious activity in the area
always call the Sheriff ’s office and report it, that is what we
are there for.
In the coming weeks the weather will be changing and
fall is fast approaching. Be mindful of the residents riding
bikes and walking in the evenings. Also the kids are back
in school so keep an eye out for the little ones. If you are
walking or riding on the streets of Wekiva make sure you
are wearing reflective or bright clothes, make sure bikes
have proper lights on the front and the rear and all children
are wearing their helmets.
Thank you all and enjoy this wonderful
weather.
