Currently Vodacom has rolled out fibre infrastructure to its base stations and end points. In addition
to the local rollout, Vodafone has rolled out, and is an established player in the FTTH and FTTB
business. We have a full national, international internet network for over 20 million data customers
in addition Vodacom has recently launched FTTB for our enterprise customers and FTTH at a
number of estates, which includes all activation, provisioning and SLA based services, and utilises
the same technology and rollout processes as the proposed FTTH solution. Multi-channel support

2. Section II
Technical Solution
Our response will cover the following elements:
The Fibre network in Amberfield Valley Estate (AVE) to the residents
The active equipment (switch plus customer premises equipment) in AVE
The Backhaul from AVE to internet peering / transit / breakout point
The Internet Access and Value Added Services
In order to service the requirements listed, Vodacom have formed a strategic partnership with Alcatel-Lucent
(ALU).
Our proposal is based on the Installation of a Gigabit Passive Optic Network (GPON). The Fibre network that
will be installed will consist entirely of passive elements; thus no power distribution in the field is required. To
do the fibre network reticulation at AVE, Vodacom will partner with ALU sub-contractors that will be conducting
micro-trenching to provide a robust, least disruptive, protected fibre network.

Technical Specification
The Fibre Network:
The fibre network to service the Amberfield Valley Estate comprises different layers:
• Core Network (Redundant)
• Access Network (Redundant)
• Distribution Network (Non-Redundant)
• Last Mile / Drop Network (Non-Redundant)
All the above layers are used to extend the Vodacom Broadband Fibre, into the Vodacom Core Network.
B The Active equipment (switch plus customer premises equipment) in Amberfield Valley Estate
The Fibre network will be powered by the Alcatel-Lucent 7360 ISAM the third-generation GPON Platform, which
goes far beyond the first generation (Internet access) and second generation (residential triple play access). It
is designed to meet the requirements of the third wave of broadband access evolution:
• Residential, mobile and business applications converge on a single IP/Ethernet/MPLS access
platform
• Application and subscriber intelligence to extract more value from the network
The Vodacom GPON network will at high level consist of the Alcatel-Lucent 7360 ISAM OLT (Optical Network
Terminal) or Fibre exchange that will be hosted onsite at AVE within the existing Vodacom 3G BTS
infrastructure. The OLT will be responsible for all the QOS Management, Intelligence and routing functions
performed on the network.
A future proof fixed access platform: The proposed 7360 ISAM FX OLT platform is capable of delivering, not
only the GPON, but also next generation XG-PON applications. Alcatel-Lucent’s new 16p GPON line card FGLT
sets a new industry benchmark for GPON density and throughput. With a single line card, Vodacom can connect
more than 2,000 subscribers or 32,000 subscribers with a full ISAM FX shelf.
This allows us to reach broadband coverage goals in the most cost
effective way - by reducing the central office space and lowering power
consumption. The 16 port GPON card has non-blocking capacity of
40Gbps and delivers ultra-fast broadband services with premium
quality of experience. (16 x 2,5Gbps = 40Gbps). Alcatel-Lucent is the
first vendor offering XG-PON1 (10G GPON) technology, and is first to
market with a high-capacity fibre access node (2x100G backplane),
enabling a smooth migration to next-gen fibre.
The fibre network will further comprise of passive splitters up to 1:64
split ratio.

Customer Premises Devices
Vodacom will be terminating the Fibre network to each unit within the Amberfield Valley Estate’ by placing an I-
240 Optical Termination Unit or CPE device.
The Alcatel-Lucent I-240W-A Residential Indoor Optical Network Terminal
(ONT) provides 4 Gigabit Ethernet (GigE), two plain old telephone service
(POTS), and IEEE 802.11b/g/n wireless interfaces (Wi-Fi).
It terminates a full service access network (FSAN)-compliant gigabit passive optical network (GPON) fibre
interface and is designed to deliver triple play services with high bandwidth capacity. The combination of the
ONT termination and the residential gateway functionality reduces the number of devices needed in the home.

The fibre infrastructure and active equipment that will be installed not only supports GPON technology but also
has the active equipment being upgradable to the next generation TWDM-PON technology as specified by
FSAN and ITU-T G.989x existing standards. The Vodafone group (Germany) is already testing this technology
and Vodacom have already demonstrated the capabilities associated with this technology. The current GPON
platform will support co-existence with TWDM-PON (Time and Wavelength Division Multiplexing Passive
Optical Network) and facilitates multiple logical networks and bandwidth capabilities using the same already
installed fibre. The co-existence of different logical networks (e.g. video surveillance for security networks,
internal voice, access control, etc.) is supported by symmetrical, asymmetrical, Mobile backhaul, different
operators on the same fibre infrastructure is made possible using different wavelengths (colors of light).
Bandwidth capability will range from 2,5GBits (same as GPON) up to multiples of 10 GBit/s. Vodafone is already
testing Next Generation/future based services on TWDM-PON in Germany. The Vodacom intention is to deploy
TDWDM PON early in 2016
3. Service Commitments
VODACOM WILL PROVIDE THE FOLLOWING SUPPORT AND SERVICE LEVELS:
Vodacom has a Dedicated Call Centre, being a centralised centre used for the purposes of providing
support, which is operated on 24-hour basis every day of the week and is accessible via the number
082 1904.
The Call Centre assesses the severity of all incidents reported and will provide the necessary telephonic
assistance to remedy the situation.

Vodacom will have a dedicated sales agent for Amberfield Valley Estate as well who will help escalate
any issues which require immediate attention and escalate within Vodacom.

Vodacom has a dedicated site manager as well as dedicated project manager who assist with issue
resolution as well during the build process.

NETWORK PERFORMANCE MONITORING
MOTIVE NETWORK OPTIMISER
Motive Network Analyser Fibre (NA-F) is a remote management solution for our fibre access networks.
It leverages the Vodacom’s access equipment capabilities to speed up fibre activation, assess network
performance, and localize and identify faults in the access infrastructure. This software tool helps
increase activation success rates, and improves the overall customer experience.
Motive NA-F monitors the passive optical network (PON) and optical link from initial documentation to
activation, and eventually, operations. In each phase, it provides insights on the equipment state,
subscriber impact and faults present.

BENEFITS & FEATURES
Motive NA-F has automated power budget validation which reduces both mean times to repair (MTTR)
and repeat truck rolls for PON problems caused by PON changes during subscriber activation and
service repair actions that go unnoticed during manual error-prone validations.
The Motive “Critical” link monitoring enables differentiated monitoring of higher business importance.
The Motive Link Quality Indicator combines the physical integrity (Optical Power Quality OPQ) and the end-user quality of service (PHY QoS) for proactive maintenance of fibre access network and end-user satisfaction The Motive PON utilization provides upstream, downstream unicast and multicast trend analysis per ONT subscriber and at PON level.
PROCESS FOR NEW INSTALLATIONS:
New access network into the residential area will take a maximum of 20 weeks from the date of the
Grant of Rights Agreement sign-off.
An installation date will be agreed and scheduled between the Vodacom rollout team and the customer.
The physical installation into house will take between 4 to 8 hours depending on the complexity of the
installation.
The time from order to installation being completed will typically be 72 hours and will largely be
dependent on homeowner’s availability to be on-site for the installation. This is after the Fibre has been
installed into an equipment room.
Installations (hours of operation) - 8am to 5pm, Monday to Saturday (excluding Public Holidays).
Alternative times can be arranged between the homeowner and the installer.
LINE ACTIVATION
The line activation will occur when the Vodacom installer completes the installation. The line will be
activated by calling the Vodacom Broadband Fibre Call Centre to configure the CPE or by connecting
a pre-configured plug-and-play CPE and the Vodacom Broadband Fibre services will be immediately
available for use.

PROPERTY VALUE GROWTH
Fibre connectivity will increase the value of each home by approximately R50 000 (FTTH Council)
AVE will be a community with a High Speed of up to 100Mbps, at high quality, Future proof network to
provide all the residents.
ZERO UPFRONT INVESTMENT
Vodacom is committed to pay for the Fibre to AVE that will be required to connect the homes.
VODACOM FIXED LINE VOICE
Vodacom offers Voice offerings which will benefit AVE residents by offering free calls within the
Amberfield Valley Estate and save up to 30% of their standard telephone line calls.
Residents will be allocated either non-geographic 087 number(s) from Vodacom or an option to port in
their existing geographic numbers or other fixed line numbers, allowing them to retain their current
contact details. Residents will be offered the option to elect to pay-as-you-use (per second billing) or
to subscribe to customised Voice plans. The Voice plans offer a variety of value-added services to
cater for the diverse needs that different households may have.
Free calling within Amberfield Valley Estate and to the security gate is available
CLOUD BACKUP AND STORAGE
Vodafone and Vodacom have created a new cloud storage service which will be commercially launched
soon. This Cloud Backup is a downloadable application that enables customers to securely store
content and be able to access it from multiple devices.
LINEAR TV AND VIDEO-ON-DEMAND
Vodacom will be providing its customers with the benefit of receiving their DStv signal over fibre and
not satellite this will enable the customer to experience a reduction in the effects of rain fade and they
would not need to install a satellite dish which is unsightly.
Vodacom is also in discussions with DStv to allow customers to have the ability to add their DStv
subscription and Box Office purchases to their broadband internet bill which offers convenience to the
end user.
LIVE TV INSTALLATION OPTIONS
Receive DStv signal over fibre not via satellite
Video Overlay/RF: The resident may utilise their existing set-top box. The Fibre Integrated Reception
Unit GTU is designed to accept optical signals received from the Optical LNB over the Passive Optical
Network (PON). The GTU converts the optical signals back to exactly what was being received from
the satellite and or the terrestrial antennas, the GTU then acts in the same way as the dish electronics
(LNB) and supplies the receiver, via the coaxial cable, the correct satellite frequency band the receiver
needs as channels are selected.

VIDEO-ON-DEMAND AND ENTERTAINMENT Video on demand (coming soon): Vodacom is currently engaging a number of content providers local and international; Vodacom envisages having an offering for the market within the next few months. EDUCATION PORTAL
Vodacom has an education portal called Vodacom e-school. It will serve as a learning platform with
Internet access to education content for all grades 10-12 high school South African learners. The
content has been approved by the Department of Education and is in line with the Department of
Education high school syllabus. The URLs are zero rated and will not consume any customer data.
It will focus on CAPS (Curriculum Assessment Policy Statement) aligned content for Maths, English, Science, Accounting, and Life Science which will be expanded to cater for Agricultural Science, Business Studies, Computer Application, Economics, Geography, History and Literature at a later stage.
A dashboard provides the user with the ability to track progress, homework and tasks completed per subject. The Educational Portal URL https://myeducation.secure.vodacom.co.za/vodaschool/default.aspx will be free and 0 rated.
UNINTERRUPTED POWER SUPPLY
Vodacom will soon be providing customers with an optional UPS which will allow +- 4 - 6hr uptime while
running a few devices (CPE, Laptop, and TV etc.) The cost of the UPS will be a once-off or amortised
over the contract period (whilst the customer is still under contract). This will be available at a cost of
R1099.
CCTV CONNECTIVITY OVER FIBRE
The fibre network proposed will also be able to carry data traffic generated CCTV cameras that will be
installed in the area. The following additional information will be required to fully meet the requirements:
Quantity of cameras to be installed (This will give an indication of whether single mode or
Multimode fibre is required)
Planned location of the cameras
Bandwidth requirements for the cameras
Vodacom can assist with the trenching to the various camera points, the cost of this can only be
determined by a detailed site survey.

6. Open Access Network
Vodacom will provide infrastructure based on an Open Access Model. Vodacom will charge a market
related access fee which is in line with Regulatory competition requirements of our industry, Vodacom has
existing Wholesale Master Agreements with MTN, Vox, MWEB, Telkom SADV and are working on the
fibre specific schedules. It is standard practice for Vodacom to cater for an “Open Access” capability
employing different leasing models where 3rd party operators can lease Vodacom’s network capability in
order to deliver services to their customers, e.g. Telkom, MTN, Cell-C , etc. )
7. Additional Value Adds
Vodacom will offer Amberfield Valley Estate a number of end points which will allow for Amberfield Valley Estate
to set-up public Wi-Fi hotspots with a 100Mbps service.
Vodacom will allow free calls within Amberfield Valley Estate for the residents.
SMART POWER
Vodacom is currently piloting a solution where the system provided automatically manages customer
interaction and notification of power usage and limits through smart phone application. It can also Appliance
control device will assist customer in managing usage by automatically switching off large appliances
connected to it. This solution also allows the customer to have power during periods of load shedding. The
pricing model we are looking at is a minimal charge of a few hundred rands per month.
INTERCOM SYSTEM
Vodacom will work with Amberfield Valley Estate to better understand the communication
requirements and see how Vodacom’s Fixed Voice offering, which allows for free calls within
Amberfield Valley Estate, can enable this requirement.
We have envision a connected Estate whereby the guard houses are able to make contact with
residents over the Fibre network using our Vodacom fixed voice. If the current intercom system is
Comb B2. The Comb B2 intercom system in use is GSM based. (Meaning it uses mobile cellular
network for communication). To ensure that there is a voice cost saving the intercom system would
need to be converted to IP/Ethernet in order to communicate via the Vodacom fibre Voice network.
Vodacom has further engaged with Comb communications (the supplier of the current intercom
system at Amberfield Valley Estate) and they ensured Vodacom that there is future development on
the Comb Intercom system to support IP/Ethernet. Comb communication will launch the system in Q4
2016 and the can convert the current GSM to IP/Ethernet.
As soon as the system is upgraded, Vodacom would manage both the devices at the guardhouse
(with the support of Comb Communication) and provide the Data & voice package to be used. The
monthly cost would be far below a standard PBX calling system utilising conventional phone lines and
would have the added reliability of a fibre network.
When the residents themselves need to contact the Guardhouse, Clubhouse or even other residents
within the estate; anyone who has taken up a Vodacom Fibre package will incur no charge for
such communication. Residents on other service provider’s packages will of course incur whatever
call rates their specific provider charges.

9. Sign up Process and Marketing
Vodacom Sales Team will start the pre-sales process, offering Vodacom Broadband Fibre Packages to the
Amberfield Valley Estate. Vodacom will use all marketing mediums on disposal to promote the Vodacom
Broadband Fibre to Amberfield Valley Estate and speed up sign up all at Vodacom’s cost.
With assistance of Amberfield Valley Estate we can communicate via email informing residents of the
plans for rolling out fibre within Amberfield Valley Estate.
Vodacom can hold events which will be approved by the Amberfield Valley Estate Management which
could encourage the community to enjoy and fun day with Vodacom and get to understand more about
Vodacom Fibre and sign-up.
