Visually impaired Women and Girls are provided Life Saving Education to build their capacity for survival in disasters by Saritsa Foundation since June 2000. Saritsa Foundation organizes workshop for women and Girls of National Association for Blinds INDIA, MUMBAI on eve of International, National Disaster Reduction Day October, 2013.

People with disabilities (visual, physical, medical, sensory or cognitive) are most vulnerable during and after the disasters. It is estimated that there are about 70 million people in India who suffer with many disabilities and are rarely mainstreamed in the process of Disaster Risk Reduction. It is also worth noting that 80 percent of them are poor and stay in rural and urban slums. They are most disempowered, and the most in need, they are present in every community of India as well as in all populations targeted for capacity building for disasters.

Saritsa Foundation has recognized the need to empower persons with disability since year 2000. UNISDR , World Bank and other organizations are now advocating the importance to mainstream disabled people in the process of DRR which was neglected in past. Their participation is crucial to support NGOS like Saritsa Foundation to ensure equal access to Life Saving Education to disabled people to build their capacity to comprehend the risk and how to prepare for it, how to be partners in early warning process, evacuation and relief as well as rehabilitation.

Particularly in rural areas and temporary hutments as well as slums in urban areas? How the family members and the community members have to take care of their concerns with inclusive policies and plans? Basic needs of vulnerable populations should be seen as the equivalent of the general population; however, there may be different requirements in fulfilling their needs. Saritsa Foundation has identified that inclusion of vulnerable groups in preparedness should be also part of planning.

It has prepared 9750 persons with disability in past 14 years in 18 states of India. In reality, this aspect has to be taken care at local level which Saritsa Foundation sensitizes. Since all disasters are local, starting locally to develop capacity of disabled is always the best plan which Saritsa Foundation has adopted. This process by Saritsa Foundation is People centered, People led and People owned process of Disaster Risk Reduction- A Bottom Upward momentum which Saritsa has advocated always since June 2000.

Saritsa Foundation has identified and taken care to empower disabled people with following concerns for inclusion of the persons with disability in the process:-

1. Life Saving Education to build their capacity-Braille books, pictorial hand book Audio books, large print ,use of sign language interpreters.

2. Raising awareness for Early warning and their response – All communication channels be used by persons with disability for timely response.

Net working on mobiles with family members and relatives will be very useful.

3. Family and community preparedness to provision their needs in an emergency and making plans for them.

4. Evolution of evacuation plans and guidance with care takers.

5. Defined routes, transportation and access to shelters.

6. Provision of specialized needs of persons with disability for medicines and food.

7. Encourage people with disability to take part in emergency preparedness drills.

8. Encourage disabled people to use local resources to protect- organize mock drills with practical training.

9. Preparation of guide lines o make use in emergencies.

10.Persons with disabilities be included, in a meaningful way, in each and every meeting, plan and decisions which rarely takes place in India, yet.

11.Buddy System(Jodidar) is important for persons with disability to plan protection in disasters especially for visually impaired people identifying a care taker for support in disasters is important.
