Vanasse Hangen Brustlin, Inc.

Introduction

• Use of electronic technology to collect, record, and produce reports on the tribes road infrastructure.

• Integration of Indian Reservation Roads (IRR) requirements into the Infrastructure Systems Software.

• Ability from the layman to engineer to use the Infrastructure Systems Software in IRR and infrastructure management.

• What is needed to use the Infrastructure Systems Software.

• Assumptions, pitfalls, and support networks.

Glossary of Terms

• VHB – Vanasse Hangen Brustlin, Inc.

• Infrastructure Systems – official name for software package

• Module – individual software modules can be installed based on data collection requirements

• IRR – Indian Reservation Roads Program

• LRTP – Long Range Transportation Plan

• GIS – Global Information Systems – intelligent mapping

Agenda

• Overview of MPTN’s integration of Infrastructure Systems Software into the Tribes Long Range Planning Development.

• Pavement, Drainage, Traffic, Sidewalk, and Budget modules.

• WorkManager and EquipmentManager modules• Integration of Infrastructure Systems Software

into the Tribes IRR inventory.• Technology requirements, Support groups, and

costs to implement the software.• Questions and Individual Demonstrations.

History

• Inception in 2003 – BIA Grant – Administrative Capacity Building (ACB).

• VHB Infrastructure Systems Software purchased and customized thru May 2004.

• Data collection and inputting is a two year goal for MPTN. One staff member.

• New IRR rule( CFR 25.170) introduced – IRR Submissions Timetable.

• MPTN and VHB developing importable reports into RIFDIS system.

• Expansion of Infrastructure data collection to drainage, traffic studies, sidewalks, parking areas, trails, paths, guardrail, and daily labor, equipment, material, and contracted services tracking.

Pavement• Comprehensive route table showing route numbers,

names, length, and notes.

PavementCatalog – Inventory, Condition, Repair History, and Realistic Needs

Projections.

Pavement

• Reports – Route inventory (5704), Condition (Service Level

Rating), Maintenance Costs (Deferred Maintenance), Realistic

Needs (TTIP).

• Reports – Filter by one route or all routes based on specific

needs.

PavementIntegration with IRR

• All copies of photos, maps, and contracts can be attached to each road segment for reference.

IRR - It is not just Pavement anymore!!

Per CFR 25 .170 -Appendix A to Subpart B --Allowable Uses of

IRR Program Funds

Drainage• GIS Version – live updates to the existing drainage

infrastructure.

Drainage• Create or delete structures and pipe as needed.

Traffic and Sidewalks• Record and report on traffic counts and volumes, signage,

and accidents (History).• Record inventory and condition data on sidewalks,

handicap ramps, landscape trees/features.

Budget/Financial Planning• Report current expenditures and produce reports and graphs on Realistic

Needs( current) and Future Funding Needs.

WorkManager• Accurately track staff’s daily work hours completed, equipment

use, material use, and onsite sub contractors by work activity.• Examples – Curbing, Crack Sealing, Pothole Repair, Grading, Tree

Removal.

WorkManager• Track and Report on Service Requests and Work Orders in detail – labor, equipment

use, material, and subcontractors.
