SEEDED TEAMS FOR THE ELITE ROUND The teams of Germany (U17) and Spain (U19) enter the 2013/14 competition as from the elite round. COEFFICIENT RANKING LIST A coefficient ranking list has been established taking into account ONLY the results of the qualifying round i.e. win = 3 points, draw = 1 point, defeat = 0 points. Associations with the same coefficient have been separated according to the following criteria:

1. better goal difference 2. higher number of goals scored 3. fair play ranking 4. coefficients used for the 2013/14 qualifying round 5. drawing of lots

DISTRIBUTION OF THE TEAMS The 28 teams have been split into four pots, as follows:

Pot A Teams ranked in positions 1 – 7 7 purple balls

Pot B Teams ranked in positions 8 – 14 7 blue balls

Pot C Teams ranked in positions 15 – 21 7 yellow balls

Pot D Teams ranked in positions 22 – 28 7 red balls DRAW PROCEDURE FOR THE ELITE ROUND The 28 associations will be drawn into 7 groups of 4 teams according to the following procedure:

1st Draw phase

• The teams in pot A will be drawn one after the other into the first position in groups 1 to 7 (in numerical order).

2nd Draw phase

• The teams in pot B will be drawn one after the other into the second position in groups 1 to 7.

• The teams will be allocated to a group in such a way as to ensure that, as far as possible, no team will meet another team which it has already played in the qualifying round. Consequently, - If clashes arise, the team drawn is moved to the next available group, following in numerical

order. - In case of potential clashes in the last three or four groups, the teams will be allocated to their

respective groups accordingly.

3rd Draw phase

• The teams in pot C will be drawn one after the other into the third position in one of the 7 groups according to the same procedure as described under the 2nd draw phase above.

4th Draw phase

• The teams in pot D will be drawn one after the other into the fourth position in one of the 7 groups according to the same procedure as described under the 2nd draw phase above.

QUALIFICATION FOR THE FINAL ROUND The 7 group winners will qualify for the final rounds which will take place as follows:
