– “We, at General Administration, have been very clear that few if any degree proposals are advancing now or in the near future. ”

– “The BOG has asked for a careful review of any new degree proposals and a full prioritization by the campuses. ”

– “In addition it is difficult in the current political and fiscal climate to consider a multitude of new programs.”

– “Please do not submit another proposal to us for consideration unless the Chancellor or Provost makes it a priority. ”

Enrollment Planning Process

Duane Larick

Karen Helm

Trey Standish

Enrollment Planning for 2012-13

• Enrollment projections determine state funding for instruction via funding formula

• Approved enrollment projects are a “contract” with the General Assembly

• Enrollment projections used to set UG admissions targets, allocate some resources

Enrollment Planning Process

• Enrollment planning process is iterative:– Institutional strategy

– College and program strategies, targets

• Typically a challenging schedule:– Preliminary projections near census

– Revisions completed by mid-September

– Multiple levels of review

Why we want to improve our ability to hit planned targets

• Increased legislative concern:– missing targets

– formula complexity

– lack of oversight

• Increased legislative interest in connecting funding to performance– Graduation and retention rates

– Efficiency

– Hitting targets

Why we want to improve our ability to hit planned targets

• With limited resources, we need to allocate enrollment-related resources carefully

• Effects of missing targets on funding

Causes of missing targets

• Changes mid-cycle

• Shifts and confusion between DE and on-campus

• Residency

• Life happens

• Failure to communicate

Tentative Schedule

• Post instructions: DGPs to heads to associate deans to deans

• August 17 classes start

• September 1 census enrollment posted

• September 7 deans submit preliminary projections

• September 19 deans submit revised projections

• Iteration until all the pieces fit together

• EPC submits proposed projections to Provost, EO’s

• NCSU submits to UNC-GA

What can we do to help you?

• UPA Web site with enrollment history, new census figures…find Enrollment Planning on UPA site…will be posted soon

• UPA staff: Trey Standish, Karen Helm, Lewis Carson

• Send us your suggestions for process

New and Revised Policies, Regulations, and Procedures

Dan WillitsAssistant Dean for Academic Affairs

Graduate School Representatives

(incl. “outside” members) must explicitly agree that they can represent the interests of: 1) the student, 2) program, and 3) the Grad School

– GSR => "unbiased person" to whom the Dean may turn for judgment and counsel on DR exams

– a DR committee that has no NCSU member “outside” the prgm must have a formal GSR

Termination and Administrative Reinstatement

• “terminated” students may be reinstated only– at the request of the DGP

– subject to a plan to reach good standing

• Time window for reinstatement is quite small, esp. over Winter Break

• Please be pro-active in developing the plan

Termination and Administrative Reinstatement

• Some consideration will be given to those who have completed POW but are now terminated, but only if

– this is the first “second” chance, and

– GPA deficit can be overcome with no more than two “pertinent” courses

Graduate Student Grievance

• Grad REG now separate from the undergrad REG

• Formal hearings are no longer emphasized

• Goal is to reduce adversarial relationships

• Arbitration is approach emphasized

Proposal to Simplify Full-time

• >= 9 hrs/sem until load of 3 to 8 hrs will reach the minimum hrs req’d by program

• Full-time then will be that differential load

• Full-time thereafter >= 3 hrs/sem

• XXX 699 will be treated as just another course (and may be included on POW)

Proposal to Simplify Full-timeObjectives

• To minimize the confusion created by the current full-time rules (e.g., see Handbook)

• To minimize the addition of hours after census

• To eventually merge GSSP qualification with full-time

New and Modified Forms

• New “ABM Plan of Work”

• “Remote Oral Exam” now identifies approved methods for signatures

• (Relatively) new “Change Degree Status or Curriculum”

• “Transfer Credit” now requires UgradCoordinator’s signature for courses taken as ugrad

GSSP Exceptions

• Three hrs is the minimum load to qualify for GSSP. RCL is not a mitigating factor.

• Deadline => Friday, Sept 30, @ 5:00 pm.
