    Haveyoueverfeltlikedemocracyisjustanillusion?Haveyoueversuspectedthatthereareverypowerfulpeoplewhovecreatedasystemthatappearstobedemocratic,butactuallycuts

  • ordinarycitizensoutofthedecisionmakingprocess?Haveyoueverwondered:Whoisreallyrunningthings,andwhatexactlyaretheytryingtoachieve?Ifyouhave,yourenotalone.Fortunately,aHarvardeducatedhistoryprofessornamedCarrollQuigleywroteahandfulofbooksthatanswerallofthesequestionsandmore.Unfortunately,theanswersareverydisturbing,especiallytothosewhoveacceptedthecommonmythsofdemocraticgovernment.InQuigleysworkwediscoverthatnationalconstitutionsareroutinelyunderminedbytheleaderswhoareelectedtodefendthem.Welearnthatallsocialinstrumentstendtobecomeinstitutions,regardlessoftheirbenevolentorigin,and,fromthatpointforward,theinstitutionis

    runforthebenefitofthosewhocontrolit(attheexpenseofitsoriginalpurpose).[1]

    Perhapsmostunsettling,Quigleyrevealsthatrealpoweroperatesbehindthescenes,insecrecy,andwithlittletofearfromsocalleddemocraticelections.Heprovesthatconspiracies,secretsocieties,andsmall,powerfulnetworksofindividualsarenotonlyrealtheyreextremelyeffectiveatcreatingordestroyingentirenationsandshapingtheworldasawhole.Welearnthatrepresentativegovernmentis,atbest,acarefullymanagedcongame.Sincethesedisturbingtruthscontradictnearlyeverythingourgovernment,educationsystem,andmediahavetaughtustobelieve,manywillimmediatelydismissthemasnonsense.Onlywildeyedconspiracytheoristsbelievesuchthings,theywillsay.However,thereisonebigproblem:CarrollQuigleywasnowildeyedconspiracytheorist.Quitethecontrary,Quigleywasaprominenthistorianwhospecializedinstudyingtheevolutionofcivilizationsaswellassecretsocieties.HestudiedhistoryatHarvardUniversity,whereheearnedhisbachelors,masters,andPhDdegrees.HetaughtatPrincetonUniversity,HarvardUniversity,andtheSchoolofForeignServiceatGeorgetownUniversity.HeworkedasanadvisortotheUS

    DefenseDepartment,theUSNavy,andtheSmithsonianInstitution.[2]

    Inshort,CarrollQuigleywasawellconnectedandwellcredentialedmemberofIvyLeaguesociety.Basedonhisownwords,andhistrainingasahistorian,itappearsthathewaschosenbymembersofasecretnetworktowritetherealhistoryoftheirrisetopower.However,asQuigleylaterrealized,theseindividualsdidnotexpectorintendforhimtopublishtheirsecretsfortherestoftheworldtosee.ShortlyafterpublishingTragedyandHopein1966,theNetworkapparentlymadeitsdispleasureknowntoQuigleyspublisher,andthebookhedspenttwentyyearswritingwaspulledfromthemarket.AsQuigleyrecounts:TheoriginaleditionpublishedbyMacmillanin1966soldabout8800copiesandsaleswerepickingupin1968whentheyranoutofstock,astheytoldme(butin1974,whenIwentafterthemwithalawyer,theytoldmethattheyhaddestroyedtheplatesin1968).Theyliedtomeforsixyears,tellingmethattheywouldreprintwhentheygot2000orders,whichcouldneverhappenbecausetheytoldanyonewhoaskedthatitwasoutofprintandwouldnotbereprinted.TheydeniedthisuntilIsentthemXeroxcopiesofsuchrepliestolibraries,atwhichtheytoldmeitwasaclerkserror.Inotherwordstheyliedtomebutpreventedmefromregainingthepublicationrightsbydoingso.[Rightsrevertbacktothecopyrightholderifthebookisoutof

    oratleastmywork,suppressed.[3]

    ABooklikeNoOtherIfyoudecidetoreadTragedyandHope,thefirstthingyourelikelytonoticeisitssize.Atoverthirteenhundredpages,approximatelysixhundredthousandwords,andweighinginaroundfivepounds,itssafetosaythatitwasntwrittenforthecasualreader.Norwasitwrittenlikeanovel,burstingwithscandalousandinterestingconspiratorialtidbitsoneverypage.Rather,asonewouldexpectfromanIvyLeaguehistorian,itisalongandoftentediousreadofwhich95percentconsistsofbasiceconomic,political,anddiplomatichistory.However,withintheother5percent,youllfindsometrulyastonishingadmissionsabouttheexistence,nature,andeffectivenessofcovertpower.InbothTragedyandHopeandTheAngloAmericanEstablishment,Quigleyrevealstheexistenceofasecretnetworkthatformedtobringallthehabitableportionsoftheworldunder

    itscontrol.[4]

    IknowoftheoperationsofthisnetworkbecauseIhavestudieditfortwentyyearsandwaspermittedfortwoyears,intheearly1960s,toexamineitspapersandsecretrecords.Ihavenoaversiontoitortomostofitsaimsandhave,formuchofmylife,beenclosetoitandtomanyofitsinstruments.Ihaveobjected,bothinthepastandrecently,toafewofitspoliciesbutingeneralmychiefdifferenceofopinionisthatitwishestoremainunknown,

    andIbelieveitsroleinhistoryissignificantenoughtobeknown.[5]

    QuigleyinformsusthatthiswealthyAnglophilenetworkcooperateswithanygroupthatcan

    helpitachieveitsgoal.[6](ThisincludesCommunists,which,onthesurface,wouldseemtobetheswornenemyofsuperwealthycapitalistconspirators.)HechronicleshowtheNetworkformedinthelate1800sinEnglandandimmediatelybegancreatingfrontgroups.By1919,ithadformedtheRoyalInstituteofInternationalAffairs(alsoknownasChathamHouse),anditwentontocreateotherextremelypowerfulinstituteswithinthechiefBritishdominionsandin

    theUnitedStates.[7]Hidingbehindthesefrontgroups,theNetworkbegansecretlyexercisingitspower.IntheUnitedStatesthemaininstitutewasnamedtheCouncilonForeignRelations(CFR),

    whichQuigleydescribedasafrontforJ.P.Morganandcompany.[8]Beforelong,theNetworkexpandeditsoperationsspreadinglikecancerintoouruniversities,media,andespeciallygovernmentforeignpolicy.

  • Onthisbasis,whichwasoriginallyfinancialandgoesbacktoGeorgePeabody,[9]theregrewupinthetwentiethcenturyapowerstructurebetweenLondonandNewYorkwhichpenetrateddeeplyintouniversitylife,thepress,andthepracticeofforeignpolicy.InEngland,thecenterwastheRoundTableGroup,whileintheUnitedStatesitwasJ.P.MorganandCompanyoritslocalbranchesinBoston,Philadelphia,andCleveland.TheAmericanbranchofthisEnglishEstablishmentexertedmuchofitsinfluencethroughfiveAmericannewspapers(TheNewYorkTimes,NewYorkHeraldTribune,ChristianScienceMonitor,theWashingtonPost,andthelamentedBostonEveningTranscript).Infact,theeditoroftheChristianScienceMonitorwasthechiefAmericancorrespondent(anonymously)ItmightbementionedthattheexistenceofthisWallStreet,AngloAmericanaxisisquiteobvious

    onceitispointedout.[10]

    IftheideaofpowerfulWallStreetinsidersjoiningasecretforeignnetworktoestablishdominionoverallhabitableportionsoftheworldandsuccessfullypenetratingintouniversitylife,thepress,andthepracticeofforeignpolicysoundslikesomethingyoushouldhaveheardabout,youreright.Butthesecrettowhyyouhaventiscontainedinthestoryitself.(Thesuccessfulpenetrationofuniversities,thepress,andthegovernmenthasprovenquiteusefultothosewhowishtoremainunknown.)TheInstituteofPacificRelations(IPR)QuigleyprovidesmanyexamplesofNetworkinfiltrationandmanipulation.Forinstance,onpages132and953ofTragedyandHope,heexposesyetanotherfrontgroupcalledtheInstituteofPacificRelations(IPR).BecausetheIPRprovidespricelessinsightintothedeceptivenatureandtruepoweroftheNetwork,wellbrieflycoverithere.LetsbeginwiththefinalreportofaUSSenateinvestigationoftheIPR.Itstated,inpart:TheIPRhasbeenconsideredbytheAmericanCommunistPartyandbySovietofficialsasaninstrumentofCommunistpolicy,propagandaandmilitaryintelligence.TheIPRdisseminatedandsoughttopopularizefalseinformationincludinginformationoriginatingfromSovietandCommunistsourcesTheIPRwasavehicleusedbytheCommuniststoorientAmericanfar

    easternpoliciestowardCommunistobjectives.[11]

    Totheaverageperson,itsoundscrazytosuggestthatanetworkofsuperwealthycapitalistsissecretlyconspiringtogaincontroloftheworld.Butitsoundsevencraziertoaccusethesesamesuperwealthycapitalistsofusingtheirtremendouswealthandpowertopopularizeasystemofgovernment(Communism)thatwould,intheoryanyway,leadtothedestructionofalltheirwealthandpower.Surely,ifsuchanunbelievablestoryweretrue,thefreepresswouldhaveshouteditfromtherooftopsright?Wrong.LetsjumpaheadforjustasecondandlookathowQuigleydescribedtheNetworkdirectedmediacoverupoftheSenateinvestigation:

  • Itsoonbecameclearthatpeopleofimmensewealthwouldbeunhappyiftheinvestigationwenttoofarandthatthemostrespectednewspapersinthecountry,closelyalliedwiththesemenofwealth,wouldnotgetexcitedenoughaboutany[revelations]tomakethepublicityworthwhile,

    intermsofvotesorcampaigncontributions.[12]

    Asthisdemonstrates,theNetworkfullyunderstandstheimportanceofcontrollingpublicopinion.Thisalsoprovidesaglimpseintohowitcandoso.(Ifadisturbingtruthisntreportedonbyarespectednewsoutlet,itmightaswellnotexist.Thevastmajorityofcitizenswillremainforeveroblivious.)Additionally,inthisparticularcase,anysenatorthatinsistedontakingtheinvestigationtoofarwouldsurelyfaceasmearcampaignbythesamepressthatwasignoringtheIPRstory.Shortlythereafter,thepeopleofimmensewealthwhoorderedthesmearcampaigncouldbecountedontoretaliatefinanciallyaswellbyshiftingallfuturecampaigncontributionstoamoreobedientcandidate.Needlesstosay,thistypeofinfluencecandrasticallyaffecthowmuchattentionanissuereceivesinthemedia.Themeritandimportanceofastorywilloftentakeabackseattothewishesofthosewhohavethepowertokeepitquiet.Moreimportantly,similartacticsofcontrolcanbeappliedinotherareasaswell.KeepthatinmindasyoureadthefollowingshortsummaryoftheIPRsactivities,becausetheblueprintfordirectingperceptionandpolicieshasntchanged.In1951theSubcommitteeonInternalSecurityoftheSenateJudiciaryCommitteesoughttoshowthatChinahadbeenlosttotheCommunistsbythedeliberateactionsofagroupofacademicexpertsontheFarEastandCommunistfellowtravelerswhoseworkinthatdirectionwascontrolledandcoordinatedbytheInstituteofPacificRelations(IPR).TheinfluenceoftheCommunistsinIPRiswellestablished,butthepatronageofWallStreetislesswellknown.TheheadquartersoftheIPRandoftheAmericanCouncilofIPRwerebothinNewYorkandwerecloselyassociatedonaninterlockingbasis.Eachspentabout$2.5milliondollars[nearly$30millionwhenadjustedforinflation]overthequartercenturyfrom1925to1950,ofwhichabouthalf,ineachcase,camefromtheCarnegieFoundationandtheRockefellerFoundation(whichwerethemselvesinterlockinggroupscontrolledbyanallianceofMorganandRockefellerinterestsinWallStreet).MuchoftherestcamefromfirmscloselyalliedtothesetwoWallStreetinterests,suchasStandardOil,InternationalTelephoneandTelegraph,

    InternationalGeneralElectric,theNationalCityBank,andtheChaseNationalBank.[13]

    OntheNetworksinfluenceoverFarEastPolicy:ThereisconsiderabletruthinthecontentionthattheAmericanexpertsonChinawereorganizedintoasingleinterlockinggroupwhichhadageneralconsensusofaLeftishcharacter.Itisalsotruethatthisgroup,fromitscontroloffunds,academicrecommendations,andresearchorpublicationopportunities,couldfavorpersonswhoacceptedtheestablishedconsensusandcouldinjure,financiallyorinprofessionaladvancement,personswhodidnotacceptit.Itisalsotruethattheestablishedgroup,byitsinfluenceonbookreviewinginTheNewYorkTimes,theHeraldTribune,theSaturdayReview,afewmagazines,includingtheliberalweeklies,and

  • intheprofessionaljournals,couldadvanceorhamperanyspecialistscareer.ItisalsotruethatthesethingsweredoneintheUnitedStatesinregardtotheFarEastbytheInstituteofPacificRelations,thatthisorganizationhadbeeninfiltratedbyCommunists,andbyCommunistsympathizers,andthatmuchofthisgroupsinfluencearosefromitsaccessto

    andcontrolovertheflowoffundsfromfinancialfoundationstoscholarlyactivities.[14]

    AwardsforworkintheFarEasternarearequiredapprovalorrecommendationfrommembersofIPR.Moreover,accesstopublicationandrecommendationstoacademicpositionsinthehandfulofgreatAmericanuniversitiesconcernedwiththeFarEastrequiredsimilarsponsorship.And,finally,therecanbelittledoubtthatconsultantjobsonFarEasternmattersintheStateDepartmentorothergovernmentagencieswerelargelyrestrictedtoIPRapprovedpeople.Theindividualswhopublished,whohadmoney,foundjobs,wereconsulted,andwhowereappointedintermittentlytogovernmentmissionswerethosewhoweretolerantoftheIPR

    line.[15]

    Amazingly,afteradmittingallofthis,Quigleysomehowconcludes:Thechargesacceptedandproliferatedbytheneoisolationistsinthe1950sandbytheradicalRightinthe1960s,thatChinawaslostbecauseofthisgroup,orthatthemembersofthisgroupweredisloyaltotheUnitedStates,orengagedinespionage,orwereparticipantsinaconsciousplot,orthatthewholegroupwascontrolledbySovietagentsorevenbyCommunists,

    isnottrue.[16]

    InQuigleysdefense,thelastpartofhisstatementisobviouslyaccurate:thegroupwasntcontrolledbySovietagentsorevenCommunists.Rather,accordingtoQuigleyhimself,thegroupwascontrolledbyasecretnetworkofindividualswhohavenoaversiontocooperating

    withtheCommunists,oranyothergroups,andfrequentlydoesso.[17]Butdoesthisfactsomehowexoneratethemfromachargeofdisloyalty?DoesitchangethenatureoftheirconsciousplottofabricateconsensusonUSpolicytowardChina?DoesitlessentheirimpactontheultimatefateofChina?No.ThisisoneofmanycaseswhereQuigleyexpressesaclearbiastowardtheNetworkanditsinstruments.Clearly,thisbiascloudshisjudgment.Forinstance,herepeatedlydescribestheNetworksmethodicaldeceptionofothers,butapparentlyheneverquestionswhetherhetoomighthavebeendeceived.Hedescribesthecarnageoftheirmistakenpolicies,buttheirgoodintentionsarealwaysacceptedwithoutasecondthought.CombinethisfavorablebiaswithhisopencontemptfortheradicalRightandneoisolationists,andpoorlyreasonedconclusionsarenearlyunavoidable.HiscasualdismissaloftheIPRsroleinthefateofChinaprovidesbutoneshiningexample.ThatQuigleycanadmittheIPRhadtremendousfinancialandpoliticalpower,aspecificagenda,andactuallyachieved

  • itsgoals,butthenattributetheriseofMaoZedongsolelytotheincompetenceandcorruption

    ofChiangKaisheksregimeisdifficulttoexplain.[18]

    SideNote:ItsworthmentioningthatshortlyafterthecreationoftheIPRin1925thecivilwarinChinaconvenientlybegan.Onepossiblereason(conjecture)forwhytheNetworkmighthavepreferredaCommunistregimeinChinaisfoundinthefollowingstatement:Fromthebroadestpointofviewthesituationwasthis:TherivalrybetweenthetwosuperPowers[theUnitedStatesandSovietUnion]couldbebalancedanditstensionsreducedonlybythecomingintoexistenceofanotherGreatPoweronthelandmassofEurasia.Therewerethreepossibilitiesofthis:afederatedandprosperousWesternEurope,India,orChina.Thefirstwasessentialoneoftheotherswashighlydesirableandpossiblyallthreemightbeachievable,butinnocasewasitessential,orevendesirable,forthenewGreatPowertobealliedwiththeUnitedStates.IftheSovietUnionwereboxedinbythealliesoftheUnitedStates,itwouldfeelthreatenedbytheUnitedStates,andwouldseeksecuritybymoreintensiveexploitationofitsresourcesinamilitarydirection,withanaturalincreaseinworldtension.If,ontheotherhand,theSovietUnionwereboxedinbyatleasttwogreatneutralPowers,itcouldbekeptfromextensiveexpansionby(1)theinitialstrengthofsuchgreatPowersand(2)thepossibilitythat

    thesePowerswouldallywiththeUnitedStatesiftheSovietUnionputpressureonthem.[19]

    TheGreatGameofplayingonesideoffanother,engaginginbalanceofpowerpolitics,isdiscussedmanytimesthroughoutQuigleysbook.Iveincludedthereferenceaboveonlybecauseitprovidesapotentiallylogicalmotive(atleastlogicalintheRealpolitiksenseoftheword)fortheNetworkspolicytowardChina.Now,returningtoQuigleyscharacterizationoftheIPRconspiracyandthesubsequentlackofmediacoveragereferencedearlier:Asaresultofcontinuingpressure,spurredonbytheradicalRight,theNetworksoonfounditselfthetargetoftwoCongressionalinvestigations.Quigleydescribesthesecondoftheseinvestigations,theReeceCommittee,thisway:Acongressionalcommittee,followingbackwardtotheirsourcethethreadswhichledfromadmittedCommunistslikeWhittakerChambers,throughAlgerHiss,andtheCarnegieEndowmenttoThomasLamontandtheMorganBank,fellintothewholecomplicatednetworkoftheinterlockingtaxexemptfoundations.TheEightythirdCongressinJuly1953setupaSpecialCommitteetoInvestigateTaxExemptFoundationswithRepresentativeB.CarrollReece,ofTennessee,aschairman.Itsoonbecameclearthatpeopleofimmensewealthwouldbeunhappyiftheinvestigationwenttoofarandthatthemostrespectednewspapersinthecountry,closelyalliedwiththesemenofwealth,wouldnotgetexcitedenoughaboutany[revelations]tomakethepublicityworthwhile,intermsofvotesorcampaigncontributions.AninterestingreportshowingtheLeftwingassociationsoftheinterlockingnexusoftaxexemptfoundationswasissuedin1954ratherquietly.Fouryearslater,theReececommitteesgeneral

    QuigleythenclosesthischapterontheNetworkwiththefollowing:ThefinancialcirclesofLondonandthoseoftheeasternUnitedStatesreflectsoneofthemostpowerfulinfluencesinthetwentiethcenturyAmericanandworldhistory.ThetwoendsofthisEnglishspeakingaxishavesometimesbeencalled,perhapsfacetiously,theEnglishandAmericanEstablishments.Thereis,however,aconsiderabledegreeoftruthbehindthejoke,atruthwhichreflectsaveryrealpowerstructure.ItisthispowerstructurewhichtheRadicalRightintheUnitedStateshasbeenattackingforyearsinthebeliefthattheyareattackingthe

    Communists.[21]

    Again,asQuigleypointsout,thepowerstructurethatheexposedisntloyaltoCommunism,orSocialism,orFascism,orcapitalism.TheNetworkishappytoexploittherhetoricofanymovementorideology,propupanydictatorortyrant,andsupportanyeconomicorpoliticalmodel,provideditservestheironeoverarchingaim.Thataim,tobringallthehabitableportionsoftheworldundertheircontrol,isasoldasthelustforpoweritself.Thedeathandsufferingthattheirpolicieshavealreadycausedinpursuitofthisaimareincalculable.Allowingthemtocontinueastheyhavewillonlybringmoreofthesame.AsW.CleonSkousenstatesinTheNakedCapitalist:AsIseeit,thegreatcontributionwhichDr.CarrollQuigleyunintentionallymadebywritingTragedyandHopewastohelptheordinaryAmericanrealizetheuttercontemptwhichthenetworkleadershaveforordinarypeople.Humanbeingsaretreatedenmasseashelplesspuppetsonaninternationalchessboardwheregiantsofeconomicandpoliticalpowersubjectthemtowars,revolution,civilstrife,confiscation,subversion,indoctrination,manipulationanddeception.Skousenhitthenailonthehead.TragedyandHoperevealedsomethingevenmoreimportantthanoneofthemostpowerfulinfluencesinthetwentiethcenturyAmericanandworldhistory.Itinadvertentlyrevealedthemindsetofthosewhowieldsuchpower.Itexposedtheastonishingarroganceandhypocrisyofthosewhofeeltheyhavetherighttorulebillionsofotherhumanbeings.Ifthereisonegoalforthisbook,itistoexposetheattitudeandinherentnatureofthosewhoseektodominateothers.Dontworryaboutrememberingallofthedatesandnamesthathavebeenlisted.Dontworryabouttryingtorecallallofthespecificevents.(Allofthatinformationwillalwaysbehereifyouneedtofinditagain.)Instead,makeitapointtosimplyverifythefollowing:thereisnoliethatthesemenwillnottell.Thereisnocrimethattheywillnotcommit.Theonlymeasureofrightandwrong,intheirview,iswhethertheirtacticssucceedorfail.Thismightsoundlikehyperbolenow,butbytheendofthisshortbookyouwillunderstandthetruthofthisassertion.(TheNetworksgameiswonbythosewhocalculateproperly,andmoralconsiderationsonlyimpedeaccuratecalculation.)

  • AnIntroductiontoRealpolitikHenryKissingerpersonifiestheessenceoftheNetworkmindset.InhisbookDiplomacy,heintroduceshisreaderstotheamoralconceptsofraisondtat(translatedasreasonsofstate,orstateinterests)andRealpolitik.Thebasisofbothconcepts,Kissingerexplains,isthatindividualmencanbejudgednegativelyonmoralgrounds,butgovernmentscannot.Whenitcomestogovernmentaction,theonlysuitablejudgmentisbasedonwhetherornotthe

    governmentachievesitsends.[22]Throughouthisbook,Kissingerpraisesthosewhoarewiseenoughtogovernbytheseconceptsandpracticallymocksthosewhoobjectonsocalledmoralgrounds.InpraiseofCardinaldeRichelieu(aseventeenthcenturyFrenchstatesman),Kissingerwrites:Thoughprivatelyreligious,[Richelieu]viewedhisdutiesasministerinentirelysecularterms.Salvationmightbehispersonalobjective,buttoRichelieu,thestatesman,itwasirrelevant.Manisimmortal,hissalvationishereafter,heoncesaid.Thestatehasnoimmortality,itssalvationisnowornever.Inotherwords,statesdonotreceivecreditinanyworldfordoing

    whatisrighttheyareonlyrewardedforbeingstrongenoughtodowhatisnecessary.[23]

    AstheKingsFirstMinister,[Richelieu]subsumedbothreligionandmoralitytoraisondtat,

    hisguidinglight.[24]

    Richelieuwasindeedthemanipulatordescribed,anddidusereligion[asatoolofmanipulation].Hewouldnodoubthaverepliedthathehadmerelyanalyzedtheworldasitwas,muchasMachiavellihad.LikeMachiavelli,hemightwellhavepreferredaworldofmorerefinedmoralsensibilities,buthewasconvincedthathistorywouldjudgehisstatesmanshipbyhowwellhe

    hadusedtheconditionsandthefactorshewasgiventoworkwith.[25]

    Toclarify,accordingtostatesmanlikeKissinger,themoralandlegislativelawsthatlimittheactionsofordinarymendonotapplytoaselectfew.Toescapeaccountability,therulingclassneedsonlytoinvokethenameofthestate.This,ofcourse,isthesamepositionheldbypastrulerswhojustifiedtheft,deceit,torture,slavery,andslaughterinthenameofGod.Thetactichassimplybeenmodernized.OurnewrulershavesubstitutedthestateforGod.Andconvenientlyforthem,theyarethestateandnotjustanystatetheyaretheemerging,omnipotent,globalstate.Thoughcitizenshavebeenconditionedtobelievethattheirstatesmenandgovernmentinstrumentsareinplacetoservethem,nothingcouldbefurtherfromthetruth.Boththeinstrumentsandstatesmenarepartofaninstitutionalapparatusthatexistsforthebenefitofthosewhocontrolit.Putanotherway:thestateisnothingmorethanacollectionofmenandwomenwhodirecttheresourcesandpoliciesofgovernment.Contrarytopopularbelief,itisan

  • institutionthatexistsforitsownsake,toensureitsownsalvation,andtopreventtheriseofanythingthatmightchallengeitspower.Thisisaharshreality,andsomewillsurelyobjectonthegroundsthatthemodernstateisdifferent.Afterall,itisbuiltontheconsentofthepeople.Democraticelectionsenablecitizenstovoteforwhotheirleaderswillbe.TheycanchoosefromRepublicansorDemocrats.Theycanthroweitheroutofofficeiftheybreaktheircampaignpromises.Butwhatifoursocalledrepresentativegovernmentisallacarefullycraftedillusion?WhatiftheNetworkchoosesthecandidatesthatwegettovotefor?WhatiftheNetworksexperts,notthefigureheadsplacedinofficialpositionsofpower,aretheoneswhoultimatelydeterminegovernmentpolicy?Whatifbothpoliticalparties,rightandleft,arecontrolledbytheexactsamepeople?Quigleyshinessomelightonthistopicaswell:Theargumentthatthetwopartiesshouldrepresentopposedidealsandpolicies,one,perhaps,oftheRightandtheotheroftheLeft,isafoolishideaacceptableonlytodoctrinaireandacademicthinkers.Instead,thetwopartiesshouldbealmostidentical,sothattheAmericanpeoplecanthrowtherascalsoutatanyelectionwithoutleadingtoanyprofoundorextensiveshifts

    inpolicy.[26]

    Quigleygoesevenfurtherwhendescribingthesystemthatsnowemerging:Itisincreasinglyclearthat,inthetwentiethcentury,theexpertwillreplacethedemocraticvoterincontrolofthepoliticalsystemHopefully,theelementsofchoiceandfreedommaysurvivefortheordinaryindividualinthathemaybefreetomakeachoicebetweentwoopposingpoliticalgroups(evenifthesegroupshavelittlepolicychoicewithintheparametersofpolicyestablishedbytheexperts)ingeneral,hisfreedomandchoicewillbecontrolled

    withinverynarrowalternatives.[27]

    Doesthatstatementalarmyou?Letshopeso.FacingRealityUsingQuigleysworkasastartingpoint,thisbookwillhighlighthowasmallgroupofdominantmenwereabletosecurecontroloflocal,national,continental,andevenglobalpolicy.Thoughthepowerofthisnetworkisnotcomplete,theyaremovinginexorablyinthatdirection.Withoutincreasedawareness(andresistance),theirunelectedandunaccountableglobalstatewillbecomeareality.Andthoughtheillusionofnationalsovereigntymightbemaintained,thefreedomoftheworldscitizenswillbecontrolledwithinverynarrowalternatives.Beforemovingontothenextchapter,herearesomeofthekeyinsightsthatwewillcoverinthisbook:

  • Realpowerisunelected.Politicianschange,butthepowerstructuredoesnot.TheNetworkoperatesbehindthescenes,foritsownbenefit,withouteverconsultingthosewhoareaffectedbyitsdecisions.

    TheNetworkiscomposedofindividualswhopreferanonymity.Theyaresatisfied

    topossesstherealityratherthantheappearanceofpower.[28]Thisapproachofsecretlyexercisingpoweriscommonthroughouthistorybecauseitprotectstheconspiratorsfromtheconsequencesoftheiractions.

    Aprimarytacticfordirectingpublicopinionandgovernmentpolicyistoplacewillingservantsinleadershippositionsoftrustedinstitutions(media,universities,government,foundations,etc.).Ifthereiseveramajorbacklashagainstagivenpolicy,theservantcanbereplaced.Thisleavesboththeinstitutionandtheindividualswhoactuallydirectitspowerunharmed.

    Historically,thosewhoestablishsophisticatedsystemsofdominationarenotonlyhighlyintelligenttheyaresupremelydeceptiveandruthless.Theycompletelyignoretheethicalbarriersthatgovernanormalhumanbeingsbehavior.Theydonotbelievethatthemoralandlegislativelaws,whichothersareexpectedtoabideby,applytothem.Thisgivesthemanenormousadvantageoverthemassesthatcannoteasilyimaginetheirmindset.

    Advancesintechnologyhaveenabledmodernrulerstodominatelargerandlarger

    areasoftheglobe.[29]Asaresult,thesubstanceofnationalsovereigntyhasalreadybeendestroyed,andwhateverremainsofitsshellisbeingdismantledasquicklyaspossible.Thenewsystemtheyrebuilding(whichtheythemselvesrefertoasaNewWorldOrder),willtradetheexistingillusionofdemocraticallydirectedgovernmentfor

    theirlongsought,expertdirected,authoritariantechnocracy.[30]

    Tobesure,itsdifficulttoacceptthesestatementsuponfirsthearingthem.Theychallengeourworldviewandforceustoreconsidereverythingthatwevebeentaughttobelieve.Itsmucheasiertodismissthesefactswithoutfurtherinvestigationitseasiertoacceptcomfortingliesthatalleviateouranxieties.Butthis,ofcourse,isexactlytheoppositeofwhatmustbedone.Ifweallowourselvestobemanipulated,weempowertheNetworkatourownexpense.EdwardBernays,perhapsmorethananyone,helpedestablishthemodernsystemofpublicmanipulation.Drawingonthepsychoanalyticaltechniquesofhisuncle,SigmundFreud,Bernays

    becameknownasthefatherofpropaganda.[31]Hislowopinionofthemassesisbestexpressedinhisownwords.ThefollowingquotesaretakenfromhisbookPropaganda:Noserioussociologistanylongerbelievesthatthevoiceofthepeopleexpressesanydivineorspeciallywiseandloftyidea.Thevoiceofthepeopleexpressesthemindofthepeople,andthat

  • mindismadeupforitbythegroupleadersandbythosepersonswhounderstandthemanipulationofpublicopinion.Ifweunderstandthemechanismandmotivesofthegroupmind,isitnotpossibletocontrolandregimentthemassesaccordingtoourwillwithouttheirknowingaboutit?Whateverattitudeonechoosestowardthisconditionwearedominatedbythesmallnumberofpersonswhounderstandthementalprocessesofthemasses.Itistheywhopullthewireswhichcontrolthepublicmindandcontrivenewwaystoguidetheworld.PoliticalcampaignstodayareallsideshowsApresidentialcandidatemaybedraftedinresponsetooverwhelmingpopulardemand,butitiswellknownthathisnamemaybedecideduponbyhalfadozenmensittingaroundatableinahotelroom.Theconsciousmanipulationofthemassesisanimportantelementindemocraticsociety.Thosewhomanipulatethisunseenmechanismofsocietyconstituteaninvisiblegovernmentwhichisthetruerulingpowerofourcountry.

    BertrandRussell,historian,philosopher,mathematician,cofounderofanalyticphilosophy,[32]andexpertonthescientificmethodofhumanmanipulation,describesaglobalsocietyofexpertsthisway:Thesocietyofexpertswillcontrolpropagandaandeducation.Itwillteachloyaltytotheworldgovernment,andmakenationalismhightreason.Thegovernment,beinganoligarchy,willinstillsubmissivenessintothegreatbulkofthepopulationItispossiblethatitmayinventingeniouswaysofconcealingitsownpower,leavingtheformsofdemocracyintact,andallowingtheplutocratsorpoliticianstoimaginethattheyarecleverlycontrollingtheseformswhatevertheoutwardformsmaybe,allrealpowerwillcometobeconcentratedinthehandsofthose

    whounderstandtheartofscientificmanipulation.[33]

    Purveyorsofthedemocraticillusionassureusthatsophisticatedconspiraciesandpowerfulsecretsocietiesexistonlyinthemindofparanoidsandextremists.Theirassurancesarealie.WithQuigleyasourguide,welltracetheoriginsandoperationsoftheNetworkthat,byconcealingitsownpower,seekstosecretlydominateourworld.

    PowerBehindtheThrone

    Asalreadymentioned,Quigleywasntyourrunofthemillhistorian.Unlikemostrespectedacademics,hewasntafraidtotalkaboutsecretconspiratorsexercisingpowerfromtheshadows.Norwasheafraidtopointoutthatconstitutions,parliaments,presidents,andemperorscanallbeusedasadistraction,todivertattentionawayfromtherealrulingpowerbehindthethrone.As

  • justoneexample,atabout190pagesintoTragedyandHope,QuigleysetstherecordstraightregardingthesocalledMeijiRestorationinJapan.

    Byalloutwardappearances,theRestorationwrestedpowerawayfromtheshogunandplaceditbackinthehandsoftheJapaneseemperor.Butwhilethisstoryoftheemperorsreturntopowerwasspreadfarandwide,therealityofthesituationwasquitedifferent.Intruth,theRestorationhadsimplyshiftedpowerawayfromtheshogunandintothehandsoffeudallordswho

    proceededtoruleJapanintheemperorsnameandfromtheemperorsshadow.[1]

    Theseleaders,organizedinashadowygroupknownastheMeijioligarchy,hadobtainedcompletedominationofJapanby1889.Tocoverthisfactwithcamouflage,theyunleashedavigorouspropaganda[of]abjectsubmissiontotheemperorwhichculminatedintheextremeemperorworshipof19411945.Toprovideanadministrativebasisfortheirrule,theoligarchycreatedanextensivegovernmentalbureaucracyToprovideaneconomicbasisfortheirrule,thisoligarchyusedtheirpoliticalinfluencetopaythemselvesextensivepensionsandgovernmentgrants[andengaged]incorruptbusinessrelationshipswiththeiralliesinthecommercialclassesToprovideamilitarybasisfortheirrule,theoligarchycreatedanewimperialarmyandnavyandpenetratedtheupperranksofthesesothattheywereabletodominatetheseforcesastheydominatedthecivilbureaucracy.Toprovideasocialbasisfortheirrule,theoligarchycreatedfiveranksofnobilityrecruitedfromtheirownmembersandsupporters.Havingthusassuredtheirdominantpositiontheoligarchyin1889drewupaconstitution

    whichwouldassure,andyetconceal,theirpoliticaldominationofthecountry.[2]

    Theoligarchypresentedtheconstitutionasanemissionfromtheemperor,settingupasysteminwhichallgovernmentwouldbeinhisname,andallofficialswouldbepersonallyresponsible

    tohim.[3]ThisseeminglylegitimateconstitutioncalledforalegislativebodycomposedofbothanelectedHouseofRepresentativesandaHouseofPeers.Thoughtheseprovisionswereenacted,theywereessentiallymeaningless:

    Theformandfunctioningoftheconstitutionwasoflittlesignificance,forthecountrycontinuedtoberunbytheMeijioligarchythroughtheirdominationofthearmyandnavy,thebureaucracy,

    economicandsociallife,andtheopinionformingagenciessuchaseducationandreligion.[4]

    Likeallrulingclasses,theMeijimaintainedcontrolbyindoctrinatingthemassesinanideologythatservedtheoligarchsinterests.Specifically,theypropagatedtheShintoideology,whichcalledforsubordinationtotheemperor.Inthissystem,therewasnoplaceforindividualism,

    selfinterest,humanliberties,orcivilrights.[5]

    TheJapanesepeopleacceptedthisShintoideology,andasaresulttheMeijioligarchywasabletoruthlesslyexploitthemintheemperorsname.However,interestinglyenough,theMeijiwerebeholdentoanevengreaterpower.Behindthemthereexistedyetanothergroup,numberingnomorethanadozenmen,whichrepresentedtheultimaterulingpowerinJapan.Quigleyexplains:

  • Theseleaderscameintimetoformaformal,ifextralegal,groupknownastheGenroOfthisgroup,RobertReischauerwrotein1938:ItisthesemenwhohavebeentherealpowerbehindtheThrone.Itbecamecustomaryfortheiropiniontobeaskedand,moreimportantstill,tobefollowedinallmattersofgreatsignificancetothewelfareofthestate.NoPremierwaseverappointedexceptfromtherecommendationofthesemenwhobecameknownastheGenro.Until1922noimportantdomesticlegislation,noimportantforeigntreatyescapedtheirperusalandsanctionbeforeitwassignedbytheEmperor.Thesemen,intheirtime,weretheactualrulersof

    Japan.[6]

    TheNatureofSecretCoercivePower

    Thereisaverylogicalreasonwhycoercivepowerpreferssecrecyanddeception:ifthegoalistoexploitanddominateothers(withoutsufferingthenaturalconsequencesofdoingso),thentransparencyandhonestyarenotanoption.Assuch,thebasictemplateofcoercivepower(oftenhidden,alwaysdeceptive,andexercisedinthenameofsomethingotherthanitself)iscommonthroughouthistory.IfthenameofGodisbeyondreproach,thenintelligentrulerswillexercisetheirpowerinthenameofGod.Ifinvokingthenameofdemocracy,orthestate,ortheemperorwillempowerthem,theywillactinthenameofanyofthese.Thisistheunchangingcharacteristicofthosewhoeffectivelyrulethemasses:theywillsayanddoanythingtoestablishasystemthatservestheirinterests.

    Statedanotherway:moralitywillneverstopanindividual(orgroup)thatswillingtolie,steal,intimidate,imprison,torture,orkillinpursuitoftheiraims.Likewise,apieceofpaperwithwordswrittenonit(aconstitution)andaneasilymanipulateddemocraticformofgovernmentwillnotstopthemeither.Thislatterpointisparticularlyrelevanttodaybecausetheopinionformingagencieshavedoneeverythingintheirpowertoconvinceusotherwise.

    Fromaveryearlyage,weareconditionedtobelievethataconstitutionanddemocraticelectionssomehowprovethatweareincontrolthatthosewhowouldseekillegitimatepoweroverourlivescannotsucceedwiththeseprotectionsinplace.Weareneveraskedtoquestionwhetherthisbeliefisactuallytrue.Weareneverprovidedexamplesthatmightsuggestthatitisnottrue.Forinstance,didStalinistRussiasconstitutionandelectionsofdemocraticappearanceand

    form[7]protectthepeopleofRussia?Didagovernmentthatwasdemocraticinform[8]preventtheriseofHitlerinGermany?IstheDemocraticPeoplesRepublicofNorthKorea,withitsregularelections,atruerepublic?WeretheGenrounabletoruleJapanasaresultoftheJapaneseconstitutionandelections?Movingabitclosertohome,whatabouttheguaranteedprotectionsoutlinedintheconstitutionoftheUnitedStates?Arethesewrittenprotectionssufficienttoblockthepredationsofanillegitimaterulingclass?Ifyouthinktheyare,considerthefollowing:

    Today,inthefreestnationonearth,USrepresentativeshaveclaimedtheauthoritytospyontheircitizenswithoutawarrant.ThisclearlyviolatestheUSConstitution.Theyhaveclaimedtheauthoritytoarrestcitizensandholdthemforeverwithoutchargesandwithouttherighttochallengethelegitimacyoftheirdetention.ThistooviolatestheUSConstitution.TheyhaveevenclaimedtheauthoritytokillUScitizensbasedonnothingmorethananaccusationno

  • judge,nojury,nopublicpresentationofevidenceorrequirementtoproveguilt.[9]ThisisanegregiousviolationoftheindividualprotectionsoutlinedintheUSConstitution.

    SinceUScitizensnevergrantedtheirrepresentativestheauthoritytoviolatetheselegalrestrictionsongovernmentpower,thesepowersmusthavebeenseized.Rulersseizepowerrepresentativesdonot.Asnotedinchapter1,Quigleyreferredtotheserulersastheexpertswhowillreplacethedemocraticvoterincontrolofthepoliticalsystem.

    Hereiswhereargumentsabouttheinevitabledestructionofnationalsovereigntyreallytakeroot.Intheeyesoftheexperts,itismerelyamatteroftimebeforeonesuperiorgroupofrulersfinallyachieveswhatallpriorrulershaveattempted(sufficientpowertocompelobedienceoverallareasoftheglobe).Quigleyexplainstheprogressionofglobalcoercivepowerthisway:

    TheincreasingoffensivepoweroftheWesternweaponssystemshasmadeitpossibletocompelobedienceoverwiderandwiderareasandoverlargernumbersofpeoples.Accordingly,politicalorganizations(suchasthestate)havebecomelargerinsizeandfewerinnumbersInthisway,thepoliticaldevelopmentofEuropeoverthelastmillenniumhasseenthousandsoffeudalareascoalesceintohundredsofprincipalities,andtheseintoscoresofdynasticmonarchies,and,finally,intoadozenormorenationalstates.Thenationalstate,itssizemeasuredinhundredsofmiles[waspossibleonlybecauseitcould]applyforceoverhundredsofmiles.Asthetechnologyofweapons,transportation,communications,andpropagandacontinuedtodevelop,itbecamepossibletocompelobedienceoverareasmeasuredinthousands(ratherthanhundreds)ofmilesandthusoverdistancesgreaterthanthoseoccupiedbyexistinglinguisticandculturalgroups.Itthusbecamenecessarytoappealforallegiancetothestateongroundswiderthannationalism.Thisgaverise,inthe1930sand1940s,totheideaofcontinentalblocsand

    theideologicalstate(replacingthenationalstate).[10]

    TheconsolidationthatQuigleydescribesismorethanacollectionofhistoricalfacts.Itcapturestheimmutablenatureofcoercivepower.Unchecked,rulerswillalwaysconsolidateandcentralizetheircontroluntilthereisnothingleftforthemtoseize.And,unfortunately,thisappliestohumanfreedomaswellasgeographicresources:Onestepleadstoanother,andeveryacquisitionobtainedtoprotectanearlieracquisitionrequiresanewadvanceatalaterdateto

    protectit.[11]

    So,acceptingthisreality,wewindupwithahandfulofimportantquestions:Whoaretherulers?Towhatextentcantheycompelobediencewithoutmeaningfulresistance?Howdidtheyseizepower?Howdotheymaintainandexpandtheirpower?Whataretheirunpunishedcrimes(pastandpresent)?Mostimportantly,whatarethestrategictargetsthatwemuststriketodestroytheirillegitimaterule?Inthefollowingchapters,wellcoverallofthisandmore.Butfirst,wemustbeginatthebeginning.

    TheBirthplaceofaNetwork

  • Nearlyonethousandyearsago,auniversitywasfoundedinEngland.Nearlyonethousandyearslater,notonlydoesthatsameuniversitystillexist,butitisrankednumberoneintheUnited

    Kingdomandconsistentlyranksamongthetoptenuniversitiesintheworld.[12]

    Asoneofthemostprestigiousinstitutionsofhigherlearning,specializinginpolitics,thepsychologicalsciences,andbusiness,Oxfordhasaverylonganddistinguishedhistory.Ithasproduceddozensofprimeministers.Ithasproducedarchbishops,saints,famouseconomistslikeAdamSmith,andfamouswriterslikeR.R.Tolkien(LordoftheRings)andAldousHuxley(BraveNewWorld)aswellasphilosopherslikeThomasHobbsandJohnLocke.Oxfordalsoproduced,approximatelyonehundredandfiftyyearsago,theprogenitorsoftheNetwork.Letsflashbacktothistimeinhistory,circa1860.

    TwoopposingforcesintheBritishEmpireareclashingheads.Ononeside,manyarearguingthattheempireisimmoral,expensive,andunnecessary.Thisargument,championedbymenlikeWilliamGladstone,iserodingsupportforBritainsimperialpolicies.OntheothersideoftheargumentstandsBenjaminDisraeli.Disraeli,acloseallyofthequeen,isaharshcriticofGladstoneandotherLittleEnglanderswhodaretochallengethebenefitsandnecessityoftheempire.HavingreferredtoGladstoneasGodsonlymistake,theintenserivalrybetweenDisraeliandGladstoneislegendary.Thefollowingprovidesoneexampleoftheirmanydisagreements:

    DisraeliandGladstoneclashedoverBritainsBalkanpolicy...DisraelibelievedinupholdingBritainsgreatnessthroughatough,nononsenseforeignpolicythatputBritainsinterestsabovethemorallawthatadvocatedemancipationofsmallnations.Gladstone,however,sawtheissueinmoralterms:theTurkshadmassacredBulgarianChristiansandGladstonetherefore

    believeditwasimmoraltosupporttheOttomanEmpire.[13]

    BecauseGladstonesmoralargumentsweregainingground,anewinstitutewasformedtocountertherisingtideofantiimperialism.Quigleywrites:

    TheRoyalColonialInstitutewasfoundedin1868tofighttheLittleEnglandideaDisraeliasprimeminister(18741880)dramatizedtheprofitandglamourofempirebysuchactsasthepurchaseofcontroloftheSuezCanalandbygrantingQueenVictoriathetitleofEmpressofIndiaafter1870itbecameincreasinglyevidentthat,howeverexpensivecoloniesmightbetoagovernment,theycouldbefantasticallyprofitabletoindividualsandcompaniessupportedby

    suchgovernments.[14]

    Andso,toprotecttheprofitsofBritainsimperialpolicies,therhetoricusedtojustifyimperialismslowlybegantochange.Oneman,appointedtoanewlycreatedprofessorshipatOxford,ledthechargeinteachingOxfordundergraduatesthenewimperialism.

    Thenewimperialismafter1870wasquitedifferentintonefromthatwhichtheLittleEnglandershadopposedearlier.Thechiefchangeswerethatitwasjustifiedongroundsofmoraldutyandofsocialreformandnot,asearlier,ongroundsofmissionaryactivityandmaterialadvantage.ThemanmostresponsibleforthischangewasJohnRuskin.

  • RuskinspoketotheOxfordundergraduatesasmembersoftheprivileged,rulingclass.Hetoldthemthattheywerethepossessorsofamagnificenttraditionofeducation,beauty,ruleoflaw,freedom,decencyandselfdisciplinebutthatthistraditioncouldnotbesaved,anddidnotdeservetobesaved,unlessitcouldbeextendedtothelowerclassesinEnglanditselfandtothenonEnglishmassesthroughouttheworld.Ifthisprecioustraditionwerenotextendedtothesetwogreatmajorities,theminorityofupperclassEnglishmenwouldultimatelybesubmergedby

    thesemajoritiesandthetraditionlost.[15]

    Basedonthesenewjustifications,thesameimmoralpoliciesofconquestandsubjugationfoundnewsupport.Theempirewasnownotonlyamatterofmoraldutyitwasamatterofselfpreservation.(Iftherulingelitefailedtoexpandtheempire,theircivilizedwayoflifewouldbelosttotheunwashedmasses.)Itwasapowerfulmessage,andithadasensationalimpactononeofRuskinsstudents.ThestudentwassomovedthathecopiedRuskinslecturewordfor

    wordandkeptitwithhimforthirtyyears.[16]Healso,withahandfulofotherRuskindevotees,wentontofoundandfundtheNetworkthatQuigleyreferredtoasoneofthemostimportant

    historicalfactsofthetwentiethcentury.[17]ThestudentsnamewasCecilRhodes.

    IfyouveheardofCecilRhodes,oddsareithasntbeenwithinthecontextofhimbeingthatguywhocreatedasecretsocietytocontroltheworld.However,youmayhaveheardoftheRhodesScholarshipsatOxford(ormaybethetermRhodesScholar,atitlegiventostudentswho

    studiedunderhisprogram).[18]MaybeyouveheardoftheAfricannationofRhodesia,orRhodesUniversitylocatedinSouthAfrica,bothnamedafterRhodes.Ifyouveeverboughtadiamond,perhapsyouveheardoftheDeBeersdiamondcompany(aSouthAfricandiamondmonopoly,establishedbyRhodes).

    EachofthesestandsasatestamenttotheextraordinarylifeandinfluenceofCecilRhodes.ButthemostsignificantthingRhodesestablishedduringhislifetimedoesntbearhisnameandremainsalmostcompletelyunknown.Thisdespitethefactthatthesecretsocietyhefoundedin

    1891,[19]anditssubsequentinstruments,continuestooperatetothisday.

    BuildingtheNetwork

    RhodesextractedmuchoftheoriginalfundingforhissecretsocietyfromthediamondandgoldminesofSouthAfrica.Aftermonopolizingtheseindustries,theenormouswealthandinfluencethathesecuredenabledhimtosteadilyincreasetheNetworksreach.Quigleyexplains:

    RhodesfeverishlyexploitedthediamondandgoldfieldsofSouthAfrica,rosetobePrimeMinisteroftheCapeColony(18901896),contributedmoneytopoliticalparties,controlledparliamentaryseatsbothinEnglandandinSouthAfrica,andsoughttowinastripofBritish

    territoryacrossAfricafromtheCapeofGoodHopetoEgypt.[20]

    Notsurprisingly,Rhodesdidntfeelanymoralconflictabouthisimperialdesiresorthemethodsthatheusedtoattainthem.Heviewedhimselfassuperiortothoseheintendedtosubjugate.Inhislastwillandtestament,hewrote:

  • Icontendthatwearethefinestraceintheworldandthatthemoreoftheworldweinhabitthebetteritisforthehumanrace.Justfancythosepartsthatareatpresentinhabitedbythemostdespicablespecimensofhumanbeingswhatanalterationtherewouldbeiftheywerebrought

    underAngloSaxoninfluence.[21]

    APBSseriestitledQueenVictoriasEmpirecreditsRhodeswithinspiringaburstofimperialisticfervorinBritain.Neartheendofthepiece,itsaysofRhodes:

    CecilJohnRhodesbecamethegreatestempirebuilderofhisgeneration.Tofundhisdreamsofconquest,heembarkedonaruthlesspursuitofdiamonds,goldandpowerthatmadehimthemostformidableandthemosthatedmaninAfrica.ButthisstoryismuchbiggerthantheeffectCecilRhodeshadonAfricaorBritishImperialismoveracenturyago.Obviously,toproperlytellthestoryoftheNetwork,ahandfulofimportantindividualslikeRhodesdoneedtobementioned.However,tobeclear,theseindividualsarenotthemainfocusofthisstory.Instead,ourfocuswillfallmainlyontheinstrumentsthatRhodesandhisfollowerscreatedorinfiltrated,aswellasthetacticstheyemployedtosecretlyfurthertheirgoals.(AspowerfulasanyoneindividualmighthavebeenorcurrentlyiswithintheNetwork,theinstrumentsandtacticsarewheretherealpowerlies.Meneventuallydieinstrumentsandtacticscanliveonindefinitely.)

    TheNetworksFirstInstrumentandSomeofItsAccomplishments

  • ThefirstinstrumentcreatedbyRhodesandhisassociateswasthesecretsocietyitself.After

    seventeenyearsofplanning,[23]Rhodescalledameetingandformallyestablishedthesociety.

    InspiredbytheJesuits,[24]theIlluminati,[25]andtheFreemasons(ofwhichhewasa

    member),[26]Rhodeshopedtosucceedwheretheothersecretsocietieshadfailed.Usingaringswithinringsstructure,thecenterringofpower(composedofRhodesandjustthreeotherindividuals)wouldcontrolalloftheouterrings.OfthethreeindividualswhosharedtheinnerringwithRhodes,AlfredMilner(laterawardedthetitleLordMilner)becamethestrongest.

    ThegoalswhichRhodesandMilnersoughtandthemethodsbywhichtheyhopedtoachievethemweresosimilarby1902thatthetwoarealmostindistinguishable.BothsoughttounitetheworldinafederalstructurearoundBritain.BothfeltthatthisgoalcouldbestbeachievedbyasecretbandofmenunitedtooneanotherbydevotiontothecommoncauseBothfeltthatthisbandshouldpursueitsgoalbysecretpoliticalandeconomicinfluencebehindthescenesandbythecontrolofjournalistic,educational,andpropagandaagencies.WiththedeathofRhodesin1902,MilnerobtainedcontrolofRhodessmoneyandwasabletouseittolubricatetheworkingsofhispropagandamachine.ThisisexactlyasRhodeshadwantedandhadintended.MilnerwasRhodessheir,andbothmenknewitIn1898Rhodessaid,IsupportMilnerabsolutelywithoutreserve.Ifhesayspeace,Isaypeaceifhesayswar,Isay

    war.Whateverhappens,IsaydittotoMilner.[27]

    Alwaysonthelookoutforpotentialhelpers,MilnerrecruitedmainlyfromOxfordandToynbeeHall.Heusedhisinfluencetoplacethenewrecruitsintopositionsofpower.

    ThroughhisinfluencethesemenwereabletowininfluentialpostsingovernmentandinternationalfinanceandbecamethedominantinfluenceinBritishimperialandforeignaffairsUnderMilnerinSouthAfricatheywereknownasMilnersKindergartenuntil1910.In19091913theyorganizedsemisecretgroups,knownasRoundTableGroups,inthechief

    BritishdependenciesandtheUnitedStates.[28]

    In1919theyfoundedtheRoyalInstituteofInternationalAffairs(ChathamHouse)SimilarInstitutesofInternationalAffairswereestablishedinthechiefBritishdominionsandintheUnitedStates(whereitisknownastheCouncilonForeignRelations)intheperiod19191927.After1925asomewhatsimilarstructureoforganizations,knownastheInstituteofPacific

    Relations[IPR]wassetup.[29]

    TheAngloAmericanEstablishmentdescribestheNetworksbasicsystemofrecruitmentandplacementthisway:

    Somethingelsethatisnotrealizedwhendispassionatelyrattlingoffalistofaccomplishmentslikethoseaboveisthetruegravityandlifealteringimpactofthoseevents.Toprovidealittleperspective,wellbrieflycoveroneoftheaforementionedaccomplishmentshere.Theysayapictureisworthathousandwords,soletsstartwithapictureofjustoneofthethousandsofchildren(LizzieVanZyl)whostarvedtodeathinBritishconcentrationcampsduringtheSecondBoerWar.

  • TheSecondBoerWar

    Rhodes,asamemberofthefinestraceintheworld,neededmoneytofundhisglobaldominationproject.Toobtainthatmoney,hehadnoproblemseizingvaluableresourcesfromthedespicablespecimensofhumanbeingsthatitrightfullybelongedto.Assuch,heusedhisdominantinfluenceoverBritishImperialpolicy(theabilitytodirectBritishmilitaryforce)againsttheBoersinSouthAfrica.

    ItshouldbenotedthathisfirstattempttograbBoerlandandresources,aconspiracyknownastheJamesonRaid,failedmiserably.AndthoughheandhisNetworkhadclearlydirectedtheconspiracyandthoughtheleadersheselectedtooverthrowtheBoergovernmentwerecaughtintheact,theconsequencesoftheattemptedcoupwerentsufficienttopreventamoreambitiousconspiracy(theSecondBoerWar)thatfollowedafewyearslater.

    SideNote:Cecilsbrother,FrankRhodes,wasamongtheleaderswhowerecapturedandtried

    bytheBoergovernmentfortheJamesonRaid.[32]Ifthereareanydoubtsaboutthebenefitsofbeingamongtherulingclass,thisshouldsettletheissue:

    ForconspiringwithDr.JamesonmembersoftheReformCommitteeweretriedintheTransvaalcourtsandfoundguiltyofhightreason.Thefourleadersweresentencedtodeathbyhanging,butthissentencewasnextdaycommutedto15yearsimprisonmentandinJune1896

  • [sixmonthslater]theothermembersoftheCommitteewerereleasedonpaymentof2,000eachinfines,allofwhichwerepaidbyCecilRhodes.JanC.Smutswrotein1906,TheJamesonRaidwastherealdeclarationofwarAndthatissoinspiteofthefouryearsoftrucethatfollowed[the]aggressorsconsolidatedtheiralliancethe

    defendersontheotherhandsilentlyandgrimlypreparedfortheinevitable.[33]

    IntheyearsfollowingthefailedJamesonRaid,theNetworkbeganagitatingforBritishannexationoftheBoerRepublics.AfterasufficientBritishmilitarybuildupandfailednegotiations,theinevitablefinallycame.PaulKruger(knownasthefaceofBoer

    resistance[34])sawthatwarwasunavoidableandissuedafinalultimatumtotheBritish,demandingthattheywithdrawalltroopsfromthebordersoftheTransvaalRepublicandthe

    OrangeFreeStatewithinfortyeighthours.[35]IftheBritishrefused,thetworepublicswoulddeclarewar.

    Outrageandlaughterwerethemainresponses.TheeditorofTheTimeslaughedoutloudwhenhereadit,sayinganofficialdocumentisseldomamusingandusefulyetthiswasboth.TheTimesdenouncedtheultimatumasanextravagantfarce.TheGlobedenouncedthistrumperylittlestate.MosteditorialsweresimilartotheDailyTelegraph,whichdeclared:ofcoursetherecanonlybeoneanswertothisgrotesquechallenge.Krugerhasaskedforwarandwarhemust

    have![36]

    Andwartheydidhave,withalloftheinjusticeandbrutalitythatoneshouldexpect:theft,subjugation,suffering,andmurder.ThoughtheNetworkanditssupportersexpectedafastandeasyvictoryoverthetrumperylittlestatesthatdaredtochallengetheBritishEmpire,suchwasnotthecase.TheBoerswereskilledhuntersandcompetentfighters.Asweeksturnedintomonths,andmonthsturnedintoyears,theBoers(determinedtoregaintheindependenceoftheirownterritory)drovetheBritishtoemployascorchedearthpolicy.

    AsBritishtroopssweptthecountryside,theysystematicallydestroyedcrops,burnedhomesteadsandfarms,poisonedwells,andinternedBoerandAfricanwomen,childrenandworkersinconcentrationcamps.TheBoerWarconcentrationcampsystemwasthefirsttimethatawholenationhadbeensystematicallytargeted,andthefirstinwhichsomewholeregionshadbeendepopulated.AlthoughmostblackAfricanswerenotconsideredbytheBritishtobehostile,manytensofthousandswerealsoforciblyremovedfromBoerareasandalsoplacedinconcentration

    camps.[37]

    Ultimately,theconcentrationcampsystemprovedmoredeadlythanthebattlefield.Bywarsend,nearly50percentofallBoerchildrenundersixteenyearsofagehaddiedofstarvation,diseaseandexposureintheconcentrationcamps.Alltold,approximately25percentoftheBoerinmatepopulationdied,andtotalciviliandeathsinthecamps(mostlywomenandchildren)reachedtwentysixthousand.(ThepictureofLizzieVanZylrepresentsjustoneofthose

    twentysixthousandfaces.)[38]

  • Sadly,thesenumbersaccountforonlyBoercivilianskilled.Inall,thedeathtolloftheSecondBoerWarexceededseventythousandlives,withmorethantwentyfivethousandcombatantskilledandanadditionaltwentythousandblackAfricans,75percentofwhomdiedintheBritishconcentrationcamps.But,ofcourse,thiswasonlyjustthebeginningandasmallpricetopayfortheNetwork.ThedefeatedrepublicswereabsorbedintotheempireandwereeventuallyfoldedintotheUnionofSouthAfrica(alsoacreationoftheNetwork,whichservedasaBritishally

    duringthetwoWorldWars).[39]

    Hopefully,thisshortoutlineoftheSecondBoerWaraddssomedepthtooneoftheearlyaccomplishmentsofRhodesandhisfellowconspirators.Factorintheimmeasurablesufferingofsomeoftheirothersocalledaccomplishments,likethemillionorsowhodiedwhentheydecidedtopartitionIndia,orthemillionsmorewhodiedasaresultoftheirHitlerempowermentproject,andQuigleysassertionthatthisgroupisoneofthemostimportantfactsofthetwentiethcenturyishardtodeny.

    AstheBritishgovernmentsufferedthepoliticalconsequencesoftheNetworksdecisions,andastheBritishcitizenryandsoldierspaidthecostsinbloodandtreasure,thesecretsocietythatRhodescreatedwasabletooperatewithoutfearofdirectrepercussions.TheBritishgovernmentwasnowoneofitsinstruments.Oxford,TheTimes,theLeagueofNations,andtheRoyalInstituteforInternationalAffairs(tonameafew)werealsoitsinstruments.Onthesurface,eachoftheseappearedunconnected.Beneaththesurface,eachwasdominatedbythesamegroupofindividuals.

    Inararemomentofhonestcriticism,Quigleywarnshisreaders:

    NocountrythatvaluesitssafetyshouldallowwhattheMilnerGroupaccomplishedinBritainthatis,thatasmallnumberofmenshouldbeabletowieldsuchpowerinadministrationandpolitics,shouldbegivenalmostcompletecontroloverthepublicationofthedocumentsrelatingtotheiractions,shouldbeabletoexercisesuchinfluenceovertheavenuesofinformationthatcreatepublicopinion.Suchpower,whateverthegoalsatwhichitmaybedirected,istoomuchtobeentrustedsafelyto

    anygroup.[40]

    Buildingonthatfoundation,itstimenowtoshiftawayfromtheNetworksimpactonEurope,Africa,andAsia.Asinterestingandtragicasthosestoriesmightbe,thereisanothercontinent(NorthAmerica)thatRhodesintendedtocontrolfromthestart.

    Inhisfirstwill,Rhodesresolvedtocreateaglobalpowersogreatthatitwouldrenderwarsimpossible.(Moreaccurately,heshouldhavestated:RenderresistancetotheNetworkimpossible.)Notsurprisingly,thisgoaltocreateanunconquerableglobalpowerrequiredthe

    ultimaterecoveryoftheUnitedStatesofAmericaasanintegralpartoftheBritishEmpire.[41]

    Inthefollowingchapter,wellcoverhowtheNetworksuccessfullyinfiltratedthepoliticalandeconomicsystemoftheUnitedStatesandturneditintojustanotheroneofitsinstrumentsinthequestforglobaldomination.

    TheNetworkRecoversAmerica

    Twomen,CecilRhodesandLordMilner,playedanindispensableroleinthecreationandexpansionoftheNetwork.Theiractionschangedtheworldforever,andforthatreasonnodepictionoftheNetwork(ormodernhistoryforthatmatter)wouldbecompletewithoutmentioningtheirnames.

    Likewise,twoadditionalmenplayedanindispensableroleinhelpingtheNetworkachieveoneofitscrucialgoals:regainingcontroloftheUnitedStatesofAmerica.Thefirstman,EdwardMandellHouse,wasclearlyawillinganddeceptiveservant.Thesecondman,PresidentWoodrowWilson,wasalmostcertainlyawellmeaningdupe.Butbeforebringingthesetwoadditionalcharactersintothestory,letstouchonwhyitwasnecessaryfortheNetworktorecovertheUnitedStatesanddestroyitspoliticalandeconomicsovereignty.

    GlobalDomination101

    Thereisalwaysonenonnegotiableelementinanyplantosecureglobaldomination:sovereignnations(trulyindependentnations)cannotbetolerated.Why?Becauseglobaldominationisaboutcentralizingallpowerintothewouldberulershands.Independentnationsimpedethisconsolidationanddisturbtheproperchainofcommand.

    Thisseemsstraightforwardenough,but,sinceitsrarelyboileddowntoitssimplestform,itsworthrepeating:toruletheworld,youmustfirstdestroynationalsovereignty.Youmustconsolidateandcontroltherealleversofpower,regardlessofthedifferentformsofgovernmentthatappearineachcountry.

    Ifdemocraticformsofgovernmentcanpersuadethemajoritytoacceptyourglobalpolicies,thendemocraticformsshouldbeused.Iftyrannicalformsofgovernmentaremoreeffectiveatgainingcompliance,thenlettherebetyranny.Ifshiftingfromoneformofgovernmenttoanother(turningnationsandsocietiesontheirhead)providesanopportunitytoobtainyourobjectivesSobeit.Allthattrulymattersisthatyoucontroltheleaderswhoappeartoholdpowerandthatyoucancontainordestroythoseleadersiftheyforget(orsimplyhaventrealized)whotherealmasteris.

    ThisiswhatQuigleymeantwhenhesaidtheNetworksmembersaresatisfiedtopossessthe

    realityratherthantheappearanceofpower.[1]Totheextentthattheydirectthepoliticalandeconomicmachineryofnationstotheextenttheycandestroynationalsovereigntyandimposetheirpoliciesonthecitizensoftheworldtheypossesstherealityofpower.Andtothisend,anythingthatweakensnationalsovereigntyistheirallyanythingthatstrengthensitistheirenemy.

    Unfortunately,asEdGriffinpointsoutinTheQuigleyFormula,manypeoplestruggletobelievethattheirhighlyrespectedleadersareconspiringtocheatthemoutoftrulyrepresentative

  • government.Afterall,ourleadersconstantlysingthepraisesofrepresentativegovernment.Theytellusthatthecitizensaresovereign,voterscontrolnationalpolicies,andanysuggestiontothecontraryisridiculous.Afteralifetimeofbeingfedthisversionofreality,theideaofaglobalconspiracytodestroynationalsovereignty(involvingbothgovernmentandgovernmentadvisors)is,understandably,difficulttoaccept.Butthegreatestweaponagainstkneejerkdisbeliefoftencomesdirectlyfromtheconspiratorsthemselves.Forinstance,ArnoldJ.Toynbee(ahighrankingmemberoftheNetwork),leftlittledoubtwhenhewrote:

    Iwillherebyrepeatthatweareatpresentworkingdiscreetlybutwithallofourmighttowrestthismysteriouspoliticalforcecalledsovereigntyoutoftheclutchesofthelocalnationalstatesof

    As Quigley discovered, the Council on Foreign Relations (CFR) is nothing more than a front

    group for the Network.[3] This being the case, its position on national sovereignty is predictable. The CFR is simply a creation of the Network, and, as such, it was created to help the Network achieve its goals. And though the CFR is just one of many instruments in the Networks arsenal, it is among the most powerful. Even though CFR members constitute only about .0015 percent of the US population, they have held, and currently hold, an inexplicably high percentage of the most influential positionsinoursociety.AlmostallofAmericasleadershiphascomefromthissmallgroup.Thatincludespresidentsandtheiradvisors,cabinetmembers,ambassadors,boardmembersoftheFederalReserveSystem,directorsofthelargestbanksandinvestmenthouses,presidentsofuniversities,and

    Beforemovingon,itsworthmentioningoneadditionalandextremelyimportantreasonforwhytheNetworksoughttoregaincontroloftheUnitedStates:justastheBritishgovernmentbecame

  • apowerfulinstrumentintheNetworkstoolbox,theUnitedStatesofferedanevengreateropportunity.ByseizingcontrolofUSforeignpolicy,theNetworkcouldnowaccesstheuntappedmilitary,economic,andpoliticalresourcesofAmerica.Itcouldusethoseresourcestocontinuewhatsbestdescribedasitssovereigntydestructionproject.Asanaddedbonus,itcouldchainthepoliticalconsequencesandinescapabledebttotheUnitedStates.Andthatsexactlywhatithasdone.

    Forinstance,sinceitwasfoundedin1947,theCIA(acreationoftheNetwork)[5]hasbeenused

    todestabilizeandtoppledozensofuncooperativenationscovertly[6]whiletheUSmilitary(controlledbypolicymakersthataredominatedbytheNetwork)hasbeenusedtotoppledozensdirectly.Again,thecostsandblowbackaccruetotheUnitedStatesthebenefitsgototheNetwork.True,theUnitedStatesdoesenjoythebenefitofappearingsupremelypowerful,butthisisonlyacrueljoke.WhentheNetworkissatisfiedthatallmajorobstaclestoitsunelectedrulehavebeenremoved,itwillbeasimplemattertodestroytheUSdollar,justifiablycutofftheflowofmoneyandcredittotheUnitedStates,andcreatethepoliticalincentive(necessity)fortheUnitedStatestofullyenterthenewglobalsystem.

    Obviously,noneoftheNetworksactionstothispoint(andnoneofitsfutureplans)wouldhavebeenpossiblewithoutfirstseizingtheleversofpowerintheUnitedStates.Sofornow,letsreturntothetwomenwhomadethatpossible.

    AWillingandDeceptiveServant

    Anunattractiveandphysicallyaveragemanstands,aloneanddepressed,beneathanoaktreeattheprestigiousWestPointMilitaryAcademy.Itsgraduationday.Inthedistance,hispeers(theClassof1920)anxiouslyawaittheirchancetoleadthearmyandthefreeworldintothetwentiethcentury.ThepresidentoftheUnitedStates,hissecretaryofdefense,andotherdistinguishedguestsareinattendancetohonortheoccasion,andthisaddstowhatmostseeasanalreadyintoxicatingatmosphere.Allarefilledwithexcitementandasenseofpurposeallbutthemanwhostandsbeneaththeoak.

    Hequietlydreamsofamuchtobedesiredstateofsociety,builtuponthetenetsofsocialism

    asdreamedofbyKarlMarx.[7]Ourhero,amasterlymanofprodigiousintellect,resolvesto

    InhisbookToEndAllWars:WoodrowWilsonandtheQuestforaNewWorldOrder,ThomasJ.Knock(asupporterofWilson)providesadetailedlookintoWilsonsmind.ThesimilaritiesbetweenWilsonandthesocalledheroinPhilipDru:Administratorareverydisturbing.AssumingtheNetworksoughttoestablishacentralizedworldgovernment,theycouldhavehardlyfoundabetteradvocatethanWoodrowWilson.

  • Asearlyas1887,Wilsonhadwrittenofaconfederationofempires[17]andexpressedhisagreementwiththecentralideabehindstatesocialism.Thatidea,hewrote,isthatnolinecanbedrawnbetweenprivateandpublicaffairswhichtheStatemaynotcrossatwillitisveryclearthatinfundamentaltheorysocialismanddemocracyarealmostifnotquiteoneandthe

    InWilsonsopinion,theUSgovernmentneededtomovetowardcentralizedsocialistcontrolandunlimitedpowerinordertostoptheaggrandizementofgiantcorporationsthatthreatenedtoswallowup,notonlyindividualsandsmallbusinesses,butdemocraticgovernmentitself.Wilsonwentontocondemnselfish,misguidedindividualismandproclaimedweoughtalltoregardourselvesassocialists.Hesawthatconcentratedandunaccountablepowerhadenabledtherichandstrongtocombineagainstthepoorandweak,anditwashightimeforgovernmenttolayasidetimidityandmakeitselfanagencyforsocialreformaswellaspolitical

    control.[19]

    EachoftheseargumentsisnearlyidenticaltothoseofferedbyHousesfictionalhero.ButunlikeHouse(whousedtheargumentsdeceptively,tojustifyseizinggreaterpower),Wilsonprobablybelievedthathissolutionswouldweakenthemonopolisticforceshespokeoutagainst.And,ifso,thismadeWilsonmuchmorevaluabletotheNetworkthanthetypicalinsincerepoliticianwhodsayanythinginexchangeforapaycheckandsomepower.WilsonwouldopenlyandpassionatelybuildfortheNetworkwhatitcouldneveropenlybuildforitself.

    ButiftheseaspectsofWilsonspersonalityandideologywerenotenough,therewasonefinalassetthattheNetworkcouldexploit:WoodrowWilsonwasamanoftoweringarroganceandhypocrisy.Hehadnoaversiontothecreationofimperialpower,provideditwasdirectedbytherightpeople(likehimself,nodoubt)andprovideditwasusedfortherightreasons(tobedeterminedbythesame.)InthecaseoftheUnitedStates,hestated,IbelievethatGodplantedinusvisionsoflibertythatwearechosentoshowthewaytothenationsoftheworldhow

    theyshallwalkinthepathsofliberty.[20]

    Aswithmostpoliticians,whenWilsonusesthepronounwe(asinwearechosen),hewouldhavebeenmorehonesttousethepronounI.Moretothepoint:hefeltthatGodhadchosenhimtosecuregloballibertybyforce,andthereisatleastonereference,providedbySigmundFreud,whereWilsondropsallrhetoricalsubterfuge:

    InWilsonsview,therewasnoessentialdifferencebetweenfreedomforAmericaandfreedomfortheworldhedevelopedanextraordinaryinterpretationofwhatGeorgeWashingtonhadreallymeantwhenhewarnedagainstforeignentanglements.Wilsonredefinedforeigninawaythatwouldsurelyhaveastonishedthefirstpresident.WhatWashingtonmeant,accordingtoWilson,wasthatAmericamustavoidbecomingentangledinthepurposesofothers.But,Wilsonargued,nothingthatconcernshumanitycanbeforeignorindifferenttous.HenceAmericahadanunlimitedchartertoinvolveitselfabroadwhatextraordinaryconceittoderiveacharterforglobalinterventionfromaFoundingFathersinjunctionagainstforeignentanglements,andto

    elaborateaphilosophyofneutralitythatmadeinvolvementinwarinevitable![25]

    Wilsonsdesiretocreateaglobalpowerstructurethatnonationorprobablecombinationof

    nationscouldresist,[26]coupledwithhismessiahcomplex,providedtheperfectpsychological

    ingredientsforturningthemanintoausefulidiot.[27]ServandoGonzalessummedupthefinalequationperfectly:Wilsonwasamanintoxicatedwiththesenseofhisownimportanceandhistoricalrelevanceand,assuch,hecouldbeeasilymanipulatedbyatrainedintelligence

    Theevidencesuggeststhatthisisexactlywhathappened.TheNetworkhadnoreasontorevealitselforitsNewWorldOrderplanstoWilson.Rather,ithadeveryreasontolethimbelievethecrusadeforglobalgovernmentwashisidea,hisdivinepurpose,tomaketheworldsafefordemocracy.

    Inhisbook,TheNewFreedom,WoodrowWilsonspokeoutagainstashadowymonopolisticpowerthatwasexercisingundueinfluenceintheUnitedStates.Hewrote:

    SinceIenteredpolitics,Ihavechieflyhadmensviewsconfidedtomeprivately.SomeofthebiggestmenintheUnitedStates,inthefieldofcommerceandmanufacture,areafraidofsomebody,areafraidofsomething.Theyknowthatthereisapowersomewheresoorganized,sosubtle,sowatchful,sointerlocked,socomplete,sopervasive,thattheyhadbetternotspeak

    Howironicthatthissameorganized,watchful,andpervasivepoweriswhatputWoodrowWilsonintheWhiteHouseandthisbringsustoanotherveryimportantpartofthestory.

    AssumingweacceptthefactthatWilsonwasadupe,cynicallyusedbytheNetworktofurtheritsalreadyestablishedagenda,westillhaventaddressedthemostimpressiveswindleofall:thattheNetworksuccessfullydupedmillionsofAmericansintoelectinghiminthefirstplace.

    TheElectionDeception

  • Fewvoterseverstoptoconsiderthewayinwhichtheyinitiallymeettheirchoicesforpresident.IfastrangemanweretoknockontheirdoorandsayImrunningforpresidentoftheUnitedStates,thereisalmostzerochancetheydviewhimasalegitimatecandidate.However,iftheymeettheexactsamestrangerthroughoneoftheNetworksmainpropagandainstruments(radio,print,ortelevision),suddenlythereactionisverydifferent.Suddenlythestrangerdeservesaseriouslook.

    ThisiswhatBernaysreferredtoasoneofthemostfirmlyestablishedprinciplesofmasspsychology,andtheNetworkappliestheprinciplemasterfully.Essentially,itisthis:thevastmajorityofpeopleaccepttheideathatcredibleindividualsandorganizationsshouldbetrustedtodotheirreasoningforthem.

    Inthecaseofelections,thepublictruststhesocalledcrediblemediatonarrowthefielddowntothetoptiercandidates.Apoliticalsideshowensuesand,attheend,voterschoosewhotheydprefertohaveinoffice.Buttheirchoiceisntwhattheyperceiveittobe.Sure,theyaretechnicallychoosingwhotheyprefer,buttheyarechoosingfromalistofcandidatesthatwaschosenforthem.

    Sadly,thissleightofhandworksjustaswelltodayasitdidonehundredyearsago.Andunlessthisconceptbecomeswidelyunderstood,itwillworkonehundredyearsfromnowaswell.ReturningtoBernays,fromhisbookPropaganda:

    Politicalcampaignstodayareallsideshows,allhonors,allbombast,glitter,andspeeches.Theseareforthemostpartunrelatedtothemainbusinessofstudyingthepublicscientifically,ofsupplyingthepublicwithparty,candidate,platformandsellingthepublictheseideasandproducts.Inshort:withouttheNetworksbacking,acandidatewillremainarelativenobodyintheelection.Theywillberelegatedtobeggingdoortodoorforenoughmoneytorunan(almostmeaningless)advertisingcampaign.However,withNetworkbacking,thecandidatecancountonmillionsofdollarsincampaigndonations,alonglistofcredibleendorsements,andanearlypricelessamountofexposurethroughtheNetworkspropagandainstruments.(Intheunlikelyeventthatatrulyindependentcandidateemerges,withenoughmoneyoralargeenoughfollowingtogainsomeground,theNetworkwillsimplyuseitsinstrumentstosmearandostracizethecandidateandthecandidatessupporters.)

    Tobeclear,thisisnttosuggestthattheNetworkbackedcandidatesarenecessarilyinvolvedintheelectiondeception.PresidentoftheUnitedStatesisajobtitlethatfewerthanfortyfivemenhaveheld.Thedesiretojointheranksofsuchanexclusiveclub,withallofitsattendantperks,isundoubtedlyveryreal.Thecandidatesmightevengenuinelydisagreewithafewpositionsheldbytheiropponents.Infact,itsevenbetteriftheydo.(Themeaninglessbickeringbetweenthem,andthepartisanhysteriaitincitesamongthepublic,onlyaddstotheoverallillusionofvoterchoice.)ButontheissuesthatmattermosttotheNetwork,eachsponsoredcandidateisvirtuallyidenticalinvalue.

    Thebeautyofthissystemisitssimplicity.TheNetworkscoutspotentialtalent,performsthenecessarybackgroundchecks,and,afterconveyingitsexpectations,offersitsvitalassistancetoa

  • handfulofcandidates.Aftersomebombast,glitter,andspeeches,thepublicchoosesfromtheproducts(party,candidate,andplatform)thatwereputbeforethem.

    Now,letsquicklyexpandalittleonhowandwhytheNetworkoustedincumbentpresidentWilliamHowardTaftandinstalledWoodrowWilson.

    Summaryofthe1912Coup

    The1912electionpresentedanincredibleopportunityfortheNetwork.AlthoughWilliamHowardTafthadservedtheconspiratorswell(byopenlyentertainingtheideaofrelinquishingUSsovereigntyandsupportingtheNetworkslongsoughtfundingmechanism,theincome

    tax[30]),hedfailedtosupporttheonemeasurethatwasmoreimportantthanallothers.HerefusedtosupportNelsonAldrichsplantohandthenationsmoneysupplyovertotheNetwork

    throughthecreationofacentralbank.[31]SincethecentralbankwasnecessarytotrulydominatetheUnitedStates,TaftsrejectionoftheAldrichplanconstitutedamajortransgression.Buttherewasaremedy,andthatremedysnamewasWoodrowWilson.

    Wilsonhaddonemorethanopenlyentertaintheideaofrelinquishingnationalsovereignty,heddevelopedanearfanaticalobsessionwiththeidea.TherewouldbenoproblemgettinghimtopassionatelyevangelizetheNewWorldOrderonbehalfoftheNetwork.

    ItwouldalsobenoproblemgettingWilsontosigntheNetworksincometaxscamintolaw.(Theincometaxwassoldasawaytopunishtherichandenrichthepoor.Inreality,thetaxsimplyextractsmoneyfromUScitizensanddumpsitdirectlyintotheNetworksprojectsandpockets.)

    Lastbutcertainlynotleast,controlofthenationsmoneysupplywouldbefareasiertosecurewithWilsonintheWhiteHouse.Foronereason,Wilsonadmittedthathereallydidnt

    understandcentralbanking,[32]andthiswasveryconvenient.TheNetworkcouldprovidealltherightadvisors,steeringthecreationofthesocalledFederalReserveSystemfromstarttofinish.

    AnotherreasonthecentralbankwouldbeeasiertosecureunderWilsonisbecausetheentireissuehadbeensuccessfullyframedinpartisanterms.Thatis,apreviouscentralbankplanhadbeenputforwardbyaRepublicansenatornamedNelsonAldrich.SinceeveryoneknewthatAldrichwasaNetworkconnectedinsider,thelegislationwasshotdownbyDemocratswhenitborehisname.(Forthis,theDemocratswerelargelyseenashavingprotectedthelittleguyfromanotherbigbusinessRepublicanscheme.)

    WiththepeopleconvincedthattheDemocratshadprotectedthem,anyalternativecentralbankplanputforwardunderaDemocraticadministrationwouldrousefarlesssuspicion.TheNetworkcouldsimplydropthenameAldrich,wrapthelegislationinsomeprogressiverhetoric,andselltheexactsamethingwithWilsonandhisDemocraticadministrationactingastrustedpitchmen.

    Asaquickreminder,thisisntacaseofQuigleyguessingattheNetworksintentions.Hespeakswiththeauthorityofamanwho,inhisownwords,knowsoftheoperationsofthisnetworkbecausehestudieditfortwentyyearsandwaspermittedfortwoyears,intheearly1960s,to

    examineitspapersandsecretrecords.[35]

    So,whencomparingtheRepublicancandidate,Taft,totheDemocraticcandidate,Wilson,therewasnoquestionwhotheNetworkwantedmore.Thedecisionwasmade,MandellHousepaidWilsonavisit,andtheprocessofgroomingWilsonforthepresidencybegan.

    InNovember1911,WilsonmetColonelEdwardMandellHouse,oneofthefirstkingmakersinmodernAmericanpolitics.Almostfromthefirst,theColonellaterrecalled,ourmindsvibratedinunison.Wilsonconcurred:Mr.HouseismysecondpersonalityHisthoughtsand

    mineareone.[36]

    JamesPerloffdescribesafollowupmeetingattheDemocraticPartyheadquartersinNewYork:

    Wilsonreceivedanindoctrinationcoursefromtheleadersconvenedthere,duringwhichheagreed,inprinciple,todothefollowingifelected:SupporttheprojectedFederalReserve[centralbank]SupportincometaxLendaneartoadviceshouldwarbreakoutinEurope

    Lendaneartoadviceonwhoshouldoccupyhiscabinet.[37]

    Asmentionedinfootnote16,HousepulledallofthenecessarystringstoensuretheDemocraticnominationforpresidentwenttoWilson.Butasimpressiveasthatlevelofinfluencemightbe,itsstillalongwayfromactuallyputtingamanintheWhiteHouse.And,unfortunatelyfortheNetwork,Taftwasheavilyfavoredtowinagainstitspreferredcandidate.Notaproblem.

    Asluckwouldhaveit,theNetworkfoundanotherpotentialcandidatethatitcouldrunagainstTaft.Notjustanycandidate,mindyou,butaformertwotermRepublicanpresident.Andnotjust

  • anytwotermRepublicanpresident,butthesameonethatRepublicanPresidentTafthadjustreplacedin1909:TeddyRoosevelt.

    Thiswasabrilliantstrategicmove.Themostobviousreasonbeing,tenmonthspriortothe1912

    election,RoosevelthadexpressedawillingnesstosupporttheAldrichplan.[38]Therefore,whetherWilsonorRooseveltwon,theNetworkcouldgetitscentralbank.ButthemostobviousreasonisnttheonlyorbestreasonforwhytheNetworkpouredmorethantenmillion

    dollars[39](inflationadjusted)intoRooseveltscampaign.Sure,Rooseveltwasacceptable,buttheNetworkstillpreferredWilson.Andbysplittingthevote,theycouldhavehim.Perloffexplains:

    PollsshowedincumbentPresidentTaftasaclearfavoriteoverthestifflookingprofessorfromPrinceton.So,todividetheRepublicanvote,the[Network]putmoneybehindTeddyRooseveltontheProgressivePartyticket.J.P.MorganandCo.wasthefinancialbackboneoftheRooseveltcampaign.Thestrategysucceeded.RepublicanballotsweresplitbetweenTaftandRoosevelt,

    andWoodrowWilsonbecamePresidentwithonlyfortytwopercentofthepopularvote.[40]

    Thefullresultsofthe1912electionwereasfollows:Wilsonreceived41.8percentofthevote,

    Rooseveltreceived27.4percent,andTaftreceivedonly23.2percent.[41]Howisthatforimpressive?WilliamHowardTaft,amanwhowouldhavehandilywontheelectionwithastrongmajority,woundupdeadlastinathreewayraceagainsttwoNetworkmanufactured

    candidates.Housesummeditupthisway:WilsonwaselectedbyTeddyRoosevelt.[42]Therest,astheysay,ishistory.

    Aftertheelection,HouseproceededtofillthepresidentsimportantcabinetpositionswiththebestadvisorstheNetworkhadtooffer.HeguidedWilsonspolicydecisionslikeadisembodiedspiritthathadfounditsopportunitytoshapetheworldwithWilsonshands.

    Beforetheendof1913,theincometaxwouldbelaw.Beforetheendof1913,thecentralbankwouldbeareality.ThesenewinstrumentsprovidedthefundingandleveragethattheNetworkneededtogreatlyaccelerateitssovereigntydestructionproject.Butthey,alone,wouldnotprovidethegreatestopportunitytocapitalizeonWilsonsevangelicalcrusadetomaketheworldsafefordemocracy.Onlyalongandprotractedworldwar,withfundingguaranteedbythenewinstruments,couldachievethat.

    Onceagain,asluckwouldhaveit,justsuchanopportunitypresenteditselfshortlyafterWilsontookoffice.WorldWarIprovidedthepoliticalimpetusfortheNetworksfirstmajorattemptatestablishingaglobalgovernment(theLeagueofNations).Andalthoughitwasntassuccessfulastheymighthavehoped,theLeagueofNations,alongwithalltheotherinstrumentsthatcameintoexistenceunderWilson,laidthefoundationforalloftheNetworksprogressoverthepastonehundredyears.

    Antiquitypresentseverywherethespectacleofafewmenmoldingmankindaccordingtotheirwhims,thankstotheprestigeofforceandfraud.

    Hopefullybynowweveestablishedthefactthatasmall,powerful,andsecretivegroupcanalterthecourseofworldhistory.Additionally,weveestablishedthatthisformofcoercivepower(hidden,dishonest,anddangerous)isnothingnew.Itexistedthousandsofyearsago,itexistedhundredsofyearsago,anditexiststoday.Onlythenames,sophistication,andreachoftheinstrumentshavechanged.Sincethisformofpowerisinherentlyillegitimate,weneednofurtherjustificationtofreeourselvesfromit.

    Asnoted,ahandfulofindividualshaveplayedsuchanimportantroleinthecreationofourcurrentsystemthattheirnamesmustbementioned.However,targetingindividualswithinthesystemisntgoingtosolveourproblems.Evenifonlyoneoutofonethousandpeoplearegeniuslevelsociopaths(thepercentageisprobablymuchhigher),thatequalssevenmillionpotentialrecruitsfortheNetworktodrawfrom.Inotherwords,therewillalwaysbeaninexhaustiblepoolofreplacementsavailabletofillthetinynumberofkeypolicymakingpostswithinthesystem.Forthisreason,thepredatorysystemitselfmustbedestroyed.

    Fortunatelyforus,thereisavitaltargetforustostrikeonefoundationalelementthattheentiresystemisbuiltonandcannotstandwithout:theNetworkscontrolofmoney.Thisistheirprimaryweapon,anditiswellwithinourpowertotakeitfromthem.

    Thevastmajorityofpeoplepeoplelikeyouandmedontthinkofmoneyasaweapon.Forus,itssimplysomethingthatweearnandthenusetopurchaseproductsandservices.TheNetwork,ontheotherhand,hasamuch,muchdeeperunderstandingofwhatmoneyisandhowtowielditspower.Forthem,moneyisntaboutacquiringmorematerialgoodsorservicesitsaboutacquiringmorecontrolovertheresourcesandinstrumentsthatgovernhumanbehavior.Whenviewedinthislight,theirseeminglyinsatiabledesiretoaccumulateandcontrolmoneymakesmoresense.

    Keepinmind,thisdoesntmeanthatpersonalownershipofmoneyistheNetworksmosteffectivemonetaryweapon.Infact,wecouldtakeawaythepersonalfortunesofallofitsmembersand,ifthatsallwedid,theirpowerwouldremainundisturbed,andtheywouldrebuildtheirfortunesinnotime.ThisisbecausetheNetworkknowssomethingthatmostofusdonot:controlofmoney,notactualownership,iswhattrulymatters.WhereyouandIcannotimaginehavingtheabilitytocontrolmoneythatdoesntbelongtous,theNetworkcannotimaginehavingitanyotherway.

    Beginningonpages5051ofTragedyandHope,Quigleyspeaksofagroupthatemploysfinancialcapitalismtomonopolizebusinessandcontrolgovernment.Asexpertsinfinancialmanipulation,thesemenaspiredtoestablishdynastiesofinternationalbankersand,accordingtoQuigley,theysucceededatalevelthatrivaledthepoliticaldynastiesofpastcenturies.CenteredinLondon,withoffshootsinNewYorkandParis,thepowerofthisgroupisdescribed
