On September 23-24, Chattanooga business owners, residents, City engineering, transportation, and planning staff welcomed Dutch bicycle transportation experts to plan and discuss how Chattanooga can become more bike-friendly. The two day ThinkBike workshop addressed how to improve multi modal access along Frazier Avenue and Cherokee Blvd on the north shore and create a link for the St Elmo neighborhood to the planned Riverwalk extension. The result was a broadened understanding of how incorporating bikes and pedestrians into all projects can create a sense of place. ThinkBike was hosted by the Royal Netherlands Embassy and the City of Chattanooga with generous support from the Benwood Foundation and Friends of Outdoor Chattanooga. The Regional Planning Agency provided staff support for the planning of the workshop. Analysis

IntroductionOur Challenge: Place-Making

creating a stronger sense of place by defining the village core and its connection points

• High volume of pass-through traffic• Lack of shared space• Lack of connectivity between business/shop center, grocery

plaza, Virginia/Beulah corridor, and surrounding communities• Underutilized space and missed opportunities• Lack of connectivity to downtown• Traffic flow divides the community in half

– Lack of pedestrian crossing opportunities– Difficult to get to Virginia Ave access– Perceived lack of pedestrian access to the grocery plaza

Problems

Concept

• Create a more vibrant space• Serve as connector • Designate St Elmo as a destination rather than a pass through• Design a multi modal network for use by commuters,

residents, tourists.• Creating a multi use hub for transit, bikes, shoppers,

pedestrians

Conclusion

– A shared focus on bicycles, pedestrians, and connectivity can contribute to a vibrant community and increase economic activity.

– Calming traffic helps create a sense of place in the Village Center.

– The Village Center can provide connectivity to both local destinations and other communities through a integrated multimodal system.
