ThisisthefirstprintedorelectronicversionoftheTSCResourcesHandbookinalittleoverayear(thelastversionwasprinted21Oct2016).Normally,thehandbookisupdatedatthemid-pointofthefiscalyear(Mar)fortheEuropeanStrategyConferenceandWorkshops(ESCW);however,thehandbookwasnotupdatedfortheMar2017ESCWduetothemajorreformstosecuritycooperationauthoritiescontainedintheFY17NationalDefenseAuthorizationAct(NDAA).TheFY17NDAA,enactedintolawon23Dec2016,wasdesignedtomodernizeandstreamlinesecuritycooperationauthoritiesandresultedintheestablishmentofnewauthorities,witholdauthoritieseithermodifiedorrepealed.Sinceitsenactment,thetransitionalperiodfortheimplementationoftheFY17NDAAhasbeenongoing.Thisversionofthishandbookcouldalsobeconsidered“transitional”,asmanyofthe“old”authoritiesthatresourcemanagersandactivityplannersarefamiliarwitharestillcontainedinthehandbookforreference,butalwayswithpointerstothenewauthorities.Thisversionofthehandbookalso“closesthebook”ontheaccountingforthepreviousauthoritiesandresources.However,thenextversionofthehandbookwillbeacompletetransitiontothenewauthoritiesandresourcesframeworkcontainedintheFY17NDAA.Itisalsopossiblethenextversionofthehandbookwillbeanelectronicversiononly,asthehandbookisnowinadatabaseandplansareforanonlinequerycapabilitytobeaddedinthenextversionofthesoftware.

InthemajorreformscontainedintheFY17NDAA,morethan30ofDoD’sprimarysecuritycooperationauthoritieswereconsolidatedintosixauthoritiesunderasinglenewchapter—chapter16—oftitle10,U.S.Code.Thelawrepealednumerousexisting“trainandequip”authoritiesandreplacedthemwithoneauthoritythatincorporatedalloftheDepartment’sexisting“trainandequip”activities.TheFY17NDAAestablishedthefollowingsixauthoritiesassectionsoftitle10,U.S.Code:

Section311:EstablishedasingleauthorityfortheexchangeofdefensepersonnelbetweentheUnitedStatesandfriendlyforeigncountries,consolidatingauthoritiespreviouslyprovidedunderSection1082ofP.L.104-201andSection1207oftheFY10NDAA.

Section312:Establishedtheauthorityforthepaymentofpersonnelexpensesnecessaryfortheatersecuritycooperation,consolidatingauthoritiespreviouslyprovidedunder10U.S.C.1050,1050a,1051,and1051a.

Section321:EstablishedasinglepermanentauthorityforprovidingforU.S.ArmedForcestrainingwithfriendlyforeigncountriesandthepaymentoftrainingandexerciseexpensesassociatedwithsuchactivities,consolidatingauthoritiespreviouslyprovidedunder10U.S.C.

Overview

TheTheaterSecurityCooperation(TSC)processintheU.S.EuropeanCommand(USEUCOM)isacomprehensiveplanningandcoordinationeffortaddressingawiderangeofTSCactivities.Asignificantchallengeinlong-termTSCplanninghasbeenlinkingUSEUCOM’sprocesseswithresourcingmechanismsinordertoassuretheavailabilityoffutureresourcestosupportplannedlevelsofactivity.Resourcesarecriticaltoexecutingstrategyandachievingstrategicobjectives.HQUSEUCOM’sintentistolinkthecommand’svariousresourceprocessestotheannualstrategyimplementationcycleasdescribedinAnnexCtoUSEUCOMTheaterCampaignPlan(TCP)2015(Operations).

USEUCOM'sAnnualStrategyImplementationCycle

PurposeofthisHandbook

ThishandbookdescribesTSCresourcingasitappliestotheUSEUCOM;itisanencyclopedicreferenceoftheprincipalfundingsourcessupportingUSEUCOMTSCactivities.Thehandbookalsodescribesthetimelinesforrequestingandallocatingfundstoactivities,andcontainsanhistoricrecordoffundinglevelsforeachresourcebyprogramandbycountry.Itisupdatedsemi-annuallyaspartofUSEUCOM’sstrategyimplementationcycle.

Thehandbookisintendedtoaddresstheinformationneedsofthefollowinggroups:

Activity:Forthepurposesofthishandbook,anactivityistheactofdoingsomethingrelatedtoSecurityCooperation.Forexample,anactivitymaybeHumanitarianAssistancevisitsbyUSpersonnel,USForeignMilitaryFinancing,orportvisitsbyUSNavalvessels.

ActivityManager:TheActivityManageristhepersonorofficeresponsibleforactivityscheduling,planning,prioritization,and/orresourceallocationforanActivity.

Resources:Funding,manpower,equipmentand/orfacilitiesrequiredtosupportanActivity.Withinthecontextofthishandbook,resourcesareprincipallyexpressedintermsoffunding,asallofthehistoricalresourcenumbersareexpressedinU.S.dollars.

SecurityCooperation(SC):ThemeansbywhichtheDepartmentofDefense(DoD)encouragesandenablescountriesandorganizationstoworkwiththeUnitedStatestoachievestrategicobjectives.

ProgrammingforTSCResources

SecurityCooperationactivitiesaresupportedbyadiverserangeofresources.Manyrequirethecommitmentofmilitaryunits,somewithspecialcapabilities.Othersrequireparticipationbyindividualsorsmallteamsofmilitarypersonnel,oruseDoDfacilities.Someresourcesareusedtodirectlyreimbursetheparticipationofforeignpersonnel.Literallydozensofspecialsourcesareinvolved,includingServiceOperationsandMaintenance(O&M)accountsandspecialfundingsourcesoutsidetheDoD,mostnotablyDoS.SomefundingsourcesaredirectlyauthorizedbyPublicLaw,withparticularrestrictionsonuseandindividualreportingrequirements.

DuringtheannualTSCplanningcycle,USEUCOMusesvariousinsertionpointstoinfluenceServiceandAgencyfunding,manpower,andforcesinsupportoftheaterrequirements.Inpractice,resourcingCCMDplansisaccomplishedbyacombinationofthefollowing:

• WorkingthroughthePlanning,Programming,andBudgetingandExecutionSystem(PPBES),USEUCOMServicecomponentsrequestfundingthroughServicechannelstosupportCCMDprograms.

• DoDdefenseagenciessuchastheDefenseSecurityCooperationAgencyandtheDefenseThreatReductionAgencyrequestfundingbasedonCCMDinputs.

• CCMDprioritiesforcapabilityshortfallsarecommunicatedthroughtheIntegratedPriorityList(IPL).TheIPLisdevelopedbyHQUSEUCOMwithinputfromtheComponentsandsubmitteddirectlytotheOfficeoftheSecretaryofDefense.

• DuringtheCongressionalbudgetcycle,USEUCOMprovidesinputtomembersofCongressandCongressionalcommitteesonsubjectsofimportancetoUSEUCOMinwhichthecommandpossessesspecialexpertise.ActivitymanagersarticulatethecriticalityoftheirprogramstoCongressthroughtheUSEUCOMCongressionalStrategy,whichoutlinesUSEUCOMCDR’sinteractionwithCongress.ThisinteractionincludesannualPostureStatementtestimony,officecallsandlegislativeappeals.

• DuringtheDepartmentofDefense'sconcurrentProgramandBudgetReview(PBR),theUSEUCOMandComponentssubmitfundingrequestsintheformofissuepapersforpossibleapprovalandinclusioninthePresident'sBudget.

• Annuallevelsofagivenresourceare,insomecases,establishedindependentofCCMDplans,butmaybeapportionedamongCCMDprogramsbasedonCCMDpriorities,relativeexpectedbenefit,orotherfactors.ThisisparticularlytrueofresourcesfundedthroughPublicLaworagenciesoutsidetheDoD(i.e.,DoS).

TSCActivityManagement

PerRefC,allTSCactivitiesundertakenbyUSEUCOMstaffandComponentswithresourcesfromthishandbookshalluseG-TSCMISorassociatedautomatedinformationsystem(e.g.,Concept&FundingRequest/CFR,OverseasHumanitarianAssistanceSharedInformationSystem/OHASIS,JointTrainingInformationManagementSystem/JTIMSandtheCommand’sSenior/KeyLeaderEngagementsystem)forlifecyclemanagementandstrategicalignmentofactivitiestoCommandpriorities.

USEUCOMResourceAllocationGuidance

AnnexCtoUSEUCOMTCP,Operations(RefB)providesanoverarchingstrategyimplementationframeworkforTSCactivities.TheTCPLinesofEffort(LOEs),basedontheCommander’stheaterpriorities,focusTSCactivitieson‘whatweshouldbedoing’.TheIntermediateMilitaryObjectives(IMOs)—derivedfromobjectivesoftheGuidanceforthe2015-17EmploymentoftheForce(GEF),RefD—definetheendstobeachieved.WhenanLOEiscombinedwithanIMO,theLOEisfocusedtoachieveaspecificobjective.CriticalPartners(CPs)—countriesintheUSEUCOMAORwhichhavearoletosupportobjectiveachievement—arethenidentifiedto

furtherrefinetheframeworkforTSCactivities.Thefinalconstructinthestrategyimplementationframework,theLineofActivity(LOA),isadeliberatelyplannedsetofactivitiestoachieveanobjectiveincooperationwithaspecificcountry.LOAsareontheborderbetweenstrategicguidanceandactivityexecution;theyaretheprincipalmediumthroughwhichspecificIMOsareachieved.LOAsareassignedinCountryCooperationPlans(CCP)andtaskedtoUSEUCOMstaff,SOCEUR,andcomponentsthroughtheUSEUCOMTheaterCampaignOrder(TCO).AlmostallTSCactivitieswillfallunderLOAsinCCPguidance.CCP'sfurtherdefinetheLOAswithdesiredoutcomes,whichmustbesupportedbyimplementationtasksundertakenbycomponentcommandsandactivitymanagers.TheresourcescontainedinthishandbookarethemeansthroughwhichthetasksintheLOAsareexecutedtoaccomplishthedesiredoutcome.

HumanitarianAssistance-ExcessProperty(HAP-EP):Section2557ofTitle10providesauthorityforDoDtodonateexcessnon-lethalpropertytoforeigngovernmentsasrequestedbyDoDpersonnelinAmericanembassies.ThisprogramutilizesOHDACAfundswhicharecentrally-controlledandexecutedbyDSCA.

TheCoalitionReadinessSupportProgram(CRSP)isasub-setoftheCoalitionSupportFund(CSF)authoritywhichauthorizestheDepartmentofDefense(DoD)toprovidespecializedtraining,toprocureandprovidesupplies,andtoprocurespecializedequipmentforloan,onanon-reimbursablebasis,toeligiblecoalitionforcessupportingU.S.militaryandstabilityoperationsinAfghanistanandtocountertheIslamicStateofIraqandtheLevant(counter-ISILoperations).CoalitionReadinessSupportProgramisauthorizedaspartofCSFbysection1233oftheNDAAforFY08,asamendedandbyannualDoDAppropriationsActs.CRSPfundsareappropriatedannuallyaspartofCSFinDefenseSecurityCooperationAgency’s(DSCA)OverseasContingencyOperations(OCO)OperationandMaintenance,Defense-Wide(O&M,DW)appropriation.CoalitionReadinessSupportProgramisauthorizedandfundedforthepurposesof:

• FacilitatingsafeandeffectivedeploymentofeligiblecoalitionforcessupportingU.S.militaryoperationsinAfghanistanand(counter-ISILoperations);

CoalitionReadinessSupportProgramisavailabletoeligiblecoalitionforcessupportingU.S.operationsinAfghanistanand/or(counter-ISILoperations)orwhentheCommander,U.S.CentralCommand(USCENTCOM)(orhis/herdesignee),verifiesthesupportprovidedbythecoalitionforcessupportstheU.S.militaryoperationinthesetheatersofoperation.ThisprovisionisincludedwithintheDepartment’sappropriationforCoalitionSupportFundsandassuchissubjecttofinancialmanagementproceduresestablishedbytheUnderSecretaryofDefense(Comptroller).Beforeprovidingspecializedtrainingorprocuringandprovidingsuppliesorspecializedequipmenttocoalitionforces,theSecretaryofDefensemustobtaintheconcurrenceoftheSecretaryofState,consultwiththeDirectoroftheOfficeofManagementandBudget(OMB),andnotifythecongressionaldefensecommittees15daysbeforereleasingCSFfundingforthispurpose.Theserequirementsnecessitatecarefulplanningtoensureadequateprocessingtime,whichcantakeaminimumofeightweeks,isincludedinoperationaltimelines.

RequestProcedures

• TheSecurityCooperationOrganization(SCO),workingwiththesupportingCOCOM,identifiesthetrainingnecessarytomeetthesupportedCOCOM’sstandardtrainingrequirementsandthendevelopsaproposalbasedonacountry-specificassessmenttoincludethefollowing:

o Thetypeoftrainingneededfortheoperationandthejustificationforthetraining;

o Theestimateddatesofdeploymentandnumbersofforceswhowilldeploy;

o Thelocation,duration,andproposeddatesoftraining;

o Theestimatedcostoftrainingperperson,includingitemizedchargesforcoursematerials,instructors,logisticalsupport,andothercostsasappropriate,includingtransportationtoandfromthetraininglocation;

o Thenumbersofforceswhorequiretraining;and

o ThecertificationthattheforceswouldnotbeabletosupporttheU.S.militaryoperationsinAfghanistanandIraqbutfortheprovisionoftraining.

• TheSCOaskstheMinistryofDefensetoformallyrequestthespecializedtrainingbysendingofficialcorrespondencetothesupportingCOCOMcommittingforcestoanupcomingdeploymenttosupportU.S.militaryoperationsinAfghanistanand/orIraq.Thelettershouldincludetheinclusivedatesofdeployment,thenumbersofforcesdeploying,themissiontheforceswillconducttosupportU.S.militaryoperationinAfghanistanand/orIraq,andthespecializedtrainingrequirement(s).Thelettershouldalsoincludeapromisetorepaythecostsoftrainingshouldtheforcesnotdeployafterthetraininghasbeenprovided.

• Uponreceiptoftherequestforspecializedtraining,theSCOendorsestherequestasnecessaryforsuccessfulandsafeoperationswiththeU.S.ArmedForcesinthemilitaryoperation.TheSCOverifiesprogramfeasibilitywithDSCAandconfirmspricingwiththerelevantMilitaryDepartmentsecurityassistanceoffice.ThesupportingCOCOM

• ThesupportedCOCOMvalidatesthecoalitionnationissupportingtheU.S.militaryoperationinAfghanistanand/orIraq,andthatspecializedtrainingisrequiredforeffectiveandsafemilitaryoperations.IfthecoalitionnationisdeployingaspartofISAF,thesupportedCOCOM(orhis/herdesignee)verifiesthesupportprovidedbythecoalitionforcestotheU.S.militaryoperationinAfghanistan.ThesupportedCOCOMforwardsthedocumentationtotheOUSD(Comptroller)andOUSD(Policy)withacopytoDSCA.

• TheOUSD(Comptroller)andOUSD(Policy)reviewtherequesttoensurerequirementsareconsistentwiththeguidelinesandthemilitaryobjectivesoftheU.S.militaryoperationsinAfghanistanandthattherequestincludessufficientjustificationtoenabledevelopmentoftheSecretaryofDefenseapprovalthatthesupportprovidedbythecoalitionforcesisinconnectionwithU.S.militaryoperationsinAfghanistanand/orIraq,andthattheprovisionofspecializedtraining,supplies,orspecializedequipmentisrequiredforeffectivemilitaryoperations.Aftertheevaluationofthedocumentation,theDSCAwilldeveloptheapprovalpackageandforwardtotheOUSD(Comptroller)forcoordinationandsignaturebytheSecretaryofDefense.

Section1233ofNDAAFY08,asamendedSEC.1233.REIMBURSEMENTOFCERTAINCOALITIONNATIONSFORSUPPORTPROVIDEDTOUNITEDSTATESMILITARYOPERATIONS.(a)AUTHORITY.--FromfundsmadeavailablefortheDepartmentofDefenseforthecurrentfiscalyearforoverseascontingencyoperationsforoperationandmaintenance,Defense-wideactivities,theSecretaryofDefensemayreimburseanykeycooperatingnationforthefollowing:

(1)LogisticalandmilitarysupportprovidedbythatnationtoorinconnectionwithUnitedStatesmilitaryoperationsinIraqorinOperationEnduringFreedominAfghanistan.(2)Logistical,military,andothersupport,includingaccess,providedbythatnationtoorinconnectionwithUnitedStatesmilitaryoperationsdescribedinparagraph(1).

(c)AMOUNTSOFREIMBURSEMENT.—(1)INGENERAL.—Reimbursementauthorizedbysubsection(a)maybemadeinsuchamountsastheSecretaryofDefense,withtheconcurrenceoftheSecretaryofStateandinconsultationwiththeDirectoroftheOfficeofManagementandBudget,maydetermine,basedondocumentationdeterminedbytheSecretaryofDefensetoadequatelyaccountforthesupportprovided.(2)SUPPORT.—Supportauthorizedbysubsection(b)maybeprovidedinsuchamountsastheSecretaryofDefense,withtheconcurrenceoftheSecretaryofStateandinconsultationwiththeDirectoroftheOfficeofManagementandBudget,considersappropriate.

CTFP-CombatingTerrorismFellowshipProgram

Description

Createdin2002,theCombatingTerrorismFellowshipProgram(CTFP)wasestablishedtomeetanemergentandurgentdefenserequirementtobuildpartnershipsthroughtargeted,non-lethal,CombatingTerrorism(CbT)educationandtraining.CTFPdirectlysupportsDepartmentofDefense(DoD)andnationalgoalsbyprovidingCbTeducationandtrainingformid/senior-levelinternationalmilitaryofficers(seniornon-commissionedofficersmayparticipate,asappropriate,andasapprovedbyASD(SO/LIC)),ministryofdefenseofficials,andsecurityofficialswhosecurrentorimmediatefutureresponsibilitiesinvolvecombatingterrorism.CTFPisapermanent$35millionauthority,fundedannuallythroughDefense-wideO&Mfunding,managedbyDSCA,withoversightbytheOfficeoftheAssistanceSecretaryofDefenseforSpecialOperationsLow-IntensityConflict(ASD(SO/LIC)).FiscalYear2018CTFPObjectives:

• Continuethecoordinateddevelopmentofcurriculumtoaddressefforts,threats,andissuesintheconductofthetransnationalsecuritystudiesprogramstobroadenourCTFPalumnus’globalreachandnetworkingopportunities.

• Conductonetrainingandeducationeventthatfocusesstrategiesandactionplanstopreventviolentextremismorganizations'(VEO)useofthemassmigrationsandhumantraffickingtoinfiltrateterroristintopartnernationsocieties.

• Integrate,totheextentpossible,CTFPoperationswithothersecuritycooperationprogramsorinitiatives.SeminarsandeducationeventsshouldfocusonsubjectsthatpartnernationscansubsequentlyusetosupportongoingU.S.combatingterrorism(CbT)operationsandothereffortstodefeatISISexternaloperations.

Educationandtrainingwillbeamixtureofexistingtraditionalclassroomandmobileprograms,andotherinnovativeactivitiesdesignedtostrengthenindividual,country,andregionalCbTcapabilitiesandcapacities.CTFPmayprovideeducationandtrainingtoforeignmilitaryofficers,ministryofdefenseofficials,andforeignsecurityofficials.EducationandtrainingmaybeprovidedatU.S.militaryeducationinstitutions,regionalcenters,conferences,seminars,orinconjunctionwithothereducationandtrainingprograms.AsaprerequisiteforCTFPfunding,aneducationortrainingactivitymustprovideuniqueCbTeducationortrainingasidentifiedbytherespectiveCombatantCommandandapprovedbytheAssistantSecretaryofDefenseforSpecialOperationsandLow-IntensityConflict(ASD(SO/LIC)),incoordinationwiththeappropriateOfficeofDefenseCooperation(ODC)offices.

CTFPmaypayforallcostassociatedwithsucheducationandtraining,including,butnotlimitedto,transportation,travel,andsubsistence,relatedorientationprograms(suchasEnglishlanguagetraining),course-curriculumdevelopment,programmanagement,andtheincrementalcostofU.S.militarypersonnelandcivilianofficialswhoseparticipationdirectlycontributestotheeducationandtrainingoftheforeignparticipants.Contractorsandtemporary-hireemployeesmaybeusedtoadministerorotherwiseimplementtheCTFPifapprovedbyASDSO/LIConacase-by-casebasis.CTFPfundsmayonlybeexpendedforthatportionofthecontractororemployee’stimethatisactuallydedicatedtoCTFP.Temporary-hireemployeesmaybeusedonlyifASDSO/LICissatisfiedthathiringispreferredovercontracting.CTFPmaynotpayfortrainingandeducationrelatingtotacticaloperations.Responsibilities:ASD(SO/LIC)istheseniorPolicyofficialfortheCTFPandprovidesguidancetotheDirector,DSCAonadministrationandfinancialexecutionandexercisespolicyoversightthroughtheDeputyAssistantSecretaryofDefenseforSpecialOperationsandCombatingTerrorism(DASD(SO&CT)).DASD(SO&CT)determinesprogramgoalsandobjectives;establishespriorities,incoordinationwiththeappropriateembassyoffices;andcoordinatestheintegrationoftheCTFPintothetheatersecuritycooperationeffortsofthecombatantcommands.DASD(SO&CT),incoordinationwithDSCA,willestablishadministrativeproceduresforCTFP,whichwillbeissuedunderseparatecover.DASD(SO&CT)ensuresthattheprogramactivitiesmeettheintentofexistinglawandDoDpolicyandfulfillthegoalsoftheprogram.DASD(SO&CT)approvestheannualeducationandtrainingplanandanymodificationstotheplanastheyoccur.Additionally,DASD(SO&CT),inconjunctionwiththeCombatantCommandsandappropriateOSDregionaloffices,developsCTFPstrategicengagementplansthatsupporttheGuidanceforEmploymentoftheForce(GEF)andexistingCombatantCommandTheaterCampaignPlans.ASD(SO/LIC)providesannualprogramandbudgetguidanceandapprovalfortheCTFPannualreporttoCongress,whichisrequiredbystatute.

Description

In1999theUnitedStatesjoinedtheInternationalPartnershipAgainstHIV/AIDSinAfrica(IPAA)tomitigatetheHIVpandemicandstopthespreadoftheAIDSvirus.TheAfricancontinentistheareaoftheworldhardesthitbytheHIV/AIDSepidemic,andmanymilitariesareexperiencingreadinessproblemsduetohighratesofmorbidityandmortalityamongtheirpersonnel.

DHAPP’smissionistoreducetheincidenceofHIV/AIDSamonguniformedpersonnelinselectedAfricannationsandbeyond.DHAPPassistsindevelopingandimplementingmilitary-specificHIVpreventionprogramsandintegratewithotherUSgovernment,nongovernmentalorganizations,andUnitedNationsprograms.

AsExecutiveAgent,theDHAPPManagementOfficeattheNavalHealthResearchCenter(NHRC)providesday-to-daydirectionoftheDODeffort.Theyprovidetechnicalassistanceforthecountries,prepareanddeliverperiodicreportsandprovidetheresultsofassessmentstotheappropriateDeputyAssistantofSecretaryDefense(DASD).

ERCisunspecifiedminormilitaryconstruction(UMMC)tobuildorimprovesemi-permanentfacilitieswithnopermanentU.S.presencethatsupportsJointExerciseProgram(JEP)exercisesconductedOCONUS.SuchprojectsarefundedwiththemilitaryconstructionappropriationorMILCON.TheprogramisadministeredbytheJointStaffJ4-EngineerDivision(J4/ED)inaccordancewithCJCSI4600.02A,ExerciseRelatedConstruction(ERC)ProgramManagement,18Mar2011.AnupdateforthisCJCSIisexpectedin2018.

TheERCprogramisspecificallydesignedtosupportJEPobjectives,facilitateresourcesavings,supportpostureplanning,buildpartnershipcapacityandtrainmilitaryengineers.ERCprojectsthatserveadualpurposeofsupportingbothexercisesandnumberedCONPLANs/OPLANsaregivenhigherpriorityintheselectionprocess.JSJ4-EDalsoconsidersCCMDfinancialperformanceinplacingfundingpriorities.CCMDsthatshowquickobligationandexecutionoffundsaregivenhigherpriorityforfundingtheirprojectrequirements.

Description

TheEuropeanSecurityAssistanceFund(ESAF)consistsofgrantfunds(FMF)andtheprogramisrunbyStateDepartment.ESAFprovidestheEUCOMAORwithasmallpoolofFMFthatiswithhelduntiltheyearofexecution,andthendistributedbilaterallyonacompetitivebasiseachyear.ThePresident’sbudgetrequested$3MforthisregionalfundtobereleasedtoeligiblecountriesinFY2014,$5MforFY15and$5MinFY16,however,Congresshasbeengenerousandincreasedtheavailableamountsasseenbelow.TheESAFisdesignedtoprovideFMFfundingtoEuropeancountriesforprojectsrelatedtonationalterritorialdefenseaswellasexpeditionarycapabilitydevelopmentandsustainment,includingthesustainmentofcapabilitiesdevelopedthroughcoalitiondeploymentsandthemaintainingofreadinessforpotentialfuturecoalitionoperations.Postsareencouragedtosubmitdiscreteandscalableproposalswithintheestablishedcapforthatfiscalyear.CountriesinEuropeandEurasiathathavereceivedFMFwithinthepastthreeyearsareeligibletoapply.State,incoordinationwiththeDepartmentofDefense,willprioritizefundingforthisregionalfundaccordingtothefollowingcriteria:

Description

TheJCETprogramprovidesfundingforexpensestoprovidetrainingofU.S.specialoperationsforceswitharmedforcesorothersecurityforcesofafriendlyforeigncountry.TheprimarypurposeofthetrainingshallbetotraintheU.S.specialoperationsforces.ExpensesincludedexpensesforthetrainingofU.S.specialoperationsforces,expensestodeploysuchspecialoperationsforcesforthattraining,andincrementalexpensesincurredbythehostnationdirectlyresultingfromthetrainingasspecifiedin10U.S.C.§322.Previously,JCETfundingwascommonlyreferredtoas2011dollarsbecausetheauthoritytoconductJCETswasfoundat10U.S.C.§2011,DODAuthorizationActFY99(asamendedbyFY99NationalDefenseAuthorizationAct1062).Thesectionhasbeenrenumberedto10U.S.C.§322inthelatestreleaseof10U.S.C.DoDLeahyvettingisrequired.

10U.S.C.§322authorityisseparateanddistinctfromthatcontainedintheForeignAssistanceAct.COMUSSOCOMandGeographicCCDRsareauthorizedtoexpendJCETfundstoconductthistraining.Thetrainingmustoccuroverseas.Whentheforeignnationisadevelopingnation,COMUSSOCOMmayfundthatnation'sincrementalexpenses,ifnecessary,toconduct§322training.Thepurposeofthisenactment,asstatedinthe1991SenateArmedServicesCommitteeReport,isandmustbeU.S.specialoperationsforces(SOF)training,nottorenderforeigninternalassistanceortoconductforeigninternaldefense.Accordingly,theremustbeaclearandarticulatedlinkbetweenthetrainingprovidedandU.S.SOFunit'smissionessentialtasks.Finally,10U.S.C.§322mandatesannualreportingtoCongress.

(a)AuthorityToPayTrainingExpenses.—Underregulationsprescribedpursuanttosubsection(c),thecommanderofthespecialoperationscommandestablishedpursuanttosection167ofthistitleandthecommanderofanyotherunifiedorspecifiedcombatantcommandmaypay,orauthorizepaymentfor,anyofthefollowingexpenses:

(1)Expensesoftrainingspecialoperationsforcesassignedtothatcommandinconjunctionwithtraining,andtrainingwith,armedforcesandothersecurityforcesofafriendlyforeigncountry.(2)Expensesofdeployingsuchspecialoperationsforcesforthattraining.(3)Inthecaseoftraininginconjunctionwithafriendlydevelopingcountry,theincrementalexpensesincurredbythatcountryasthedirectresultofsuchtraining.

(b)PurposeofTraining.—Theprimarypurposeofthetrainingforwhichpaymentmaybemadeundersubsection(a)shallbetotrainthespecialoperationsforcesofthecombatantcommand.

(c)Regulations.—TheSecretaryofDefenseshallprescriberegulationsfortheadministrationofthissection.TheregulationsshallrequirethattrainingactivitiesmaybecarriedoutunderthissectiononlywiththepriorapprovaloftheSecretaryofDefense.Theregulationsshallestablishaccountingprocedurestoensurethattheexpenditurespursuanttothissectionareappropriate.

(d)Definitions.—Inthissection:

(1)Theterm“specialoperationsforces”includescivilaffairsforcesandmilitaryinformationsupportoperationsforces.(2)Theterm“incrementalexpenses”,withrespecttoadevelopingcountry,meansthereasonableandpropercostofrations,fuel,trainingammunition,transportation,andothergoodsandservicesconsumedbysuchcountry,exceptthatthetermdoesnotincludepay,allowances,andothernormalcostsofsuchcountry’spersonnel.

(e)Reports.—NotlaterthanApril1ofeachyear,theSecretaryofDefenseshallsubmittoCongressareportregardingtrainingduringtheprecedingfiscalyearforwhichexpenseswerepaidunderthissection.Eachreportshallspecifythefollowing:

(1)Allcountriesinwhichthattrainingwasconducted.(2)Thetypeoftrainingconducted,includingwhethersuchtrainingwasrelatedtocounter-narcoticsorcounter-terrorismactivities,thedurationofthattraining,thenumberofmembersofthearmedforcesinvolved,andexpensespaid.(3)Theextentofparticipationbyforeignmilitaryforces,includingthenumberandserviceaffiliationofforeignmilitarypersonnelinvolvedandphysicalandfinancialcontributionofeachhostnationtothetrainingeffort.(4)Therelationshipofthattrainingtootheroverseastrainingprogramsconductedbythearmedforces,suchasmilitaryexerciseprogramssponsoredbytheJointChiefsofStaff,militaryexerciseprogramssponsoredbyacombatantcommand,andmilitarytrainingactivitiessponsoredbyamilitarydepartment(includingdeploymentsfortraining,shortdurationexercises,andothersimilarunittrainingevents).(5)Asummaryoftheexpendituresunderthissectionresultingfromthetrainingforwhichexpenseswerepaidunderthissection.(6)AdiscussionoftheuniquemilitarytrainingbenefittoUnitedStatesspecialoperationsforcesderivedfromthetrainingactivitiesforwhichexpenseswerepaidunderthissection.

Description

TheJointExerciseTransportationProgram(JETP)isthelargestportionoftheCombatantCommandersExerciseEngagement(CE2)program.JETPfundsthetransportationofU.S.forcesandequipmenttoparticipateinCombatantCommand(CCMD)JointExerciseProgram(JEP)exercises.JETPincludesfundingforairlift,sealift,commercialticketprogram(CTP),porthandling,thesmallcommercialcargoprogram(SCCP),andinlandtransportation(IT).

JETPestablishestheprocessforCCMDparticipationintheTransportationWorkingCapitalFund(TWCF).TheTWCFprovidesthefundingforstrategiclift(airliftandsealift)andporthandling/inlandtransportationmovementcostsofU.S.forcesandequipmenttoparticipateinCCMDapprovedexercises.TheTWCFbudget,managedbyUSTRANSCOM,isapproximately$280milliondollarsperyear,ofwhichUSEUCOMcontributesabout10-14%.

Inrecentyears,asUSEUCOMassignedforceshavemigratedbacktoCONUS,thecosttomovetrainingaudiencesandexercisecontrolgrouppersonnel,aswellasequipmentinsupportoflargeCCMDexerciseshasincreasedwhileJETPbudgetallocationshavedecreaseddramatically.
