Physical works
Excellent project management and systems are in place giving confidence that proposed projects will meet identified HLF outputs and outcomes over the course of the programme implementation
Action for the core team: 1. Need to develop a project plan to get an overview and pick up where people are
at in terms of developing and delivering projects 2. Think about developing outputs and outcomes for the core work areas to
demonstrate benefits of the landscape partnership approach
9. Need to make partners aware of their liabilities in the offer letter 10. Ongoing cost of hosting website needs to be factored into the equation
Feedback from Heritage Lottery Fund
Criteria Indicators Status Commentary and evidence Partnership funding
Up to date schedules of partnership
Green Need to develop a system to track core partnership funding for the total of £800K for the implementation period. This sum will be made up of support from HLF @ 63% with the balance coming from partners contributions to projects top sliced from the partners funding contribution. The actual ratio is identified in offer letters but as a general rule is 50:50.
Financial viability
Change to the project that may affect the business case
Green A finance plan was submitted to LEADER and has been approved. Year one is now fully financed and the Project is 76% financed over the three years. There is a concern that the Project needs to evidence match funding and that stewardship work needs to be carried out in the proposed timeframe.
Programme
Comparison of actual performance with approved project
Green Production of financial and project progress reports for Watershed Landscape partnership meetings, held every 4 months means it will be easy to highlight potential variances to the overall programme. There is a need to develop a project plan to get an overview of where the core team are up to and pick up where people are at in terms of project delivery.
Cost and cash flow
Comparison of actual performance with that in the project definition
Green Financial reports are produced for the partners and HLF. Financial controls within the host authority are robust and provide more than adequate financial evidence of spend.
Project management
Comparison of actual performance with that in the project definition
Green Production of project officer progress report is an excellent tool for being kept up to date. This mechanism should flag up areas of concern in good time. Specific project progress can be seen in Section 1 of the project officers report
Proof of EU procurement process
Green No contracts are intended to go through the OJEC procurement process.
Procurement, fraud detection
Tender reports showing outcome of competitive process or reasons why none
Green Evidence of necessary procurement procedures has been seen and the summary can be seen in Appendix 1 of the project officers report
Quality
Examination of design and delivery documents
Green Good progress on project implementation as demonstrated through the photographs in Section 6. A further monitoring visit for year 1 is recommended for February 2011.
Statutory consents
Proof of licenses, consents or other approvals on request
Green The necessary proofs and consents have been obtained before work has been undertaken on the identified projects as evidenced in Appendix 4 of the project officers report.
Other issues or problems
Specific to issues as they arise
Green Nothing to report
The first claim to HLF has been successful for £ 49,426.72 of eligible expenditure seeking HLF grant of £ 31,044.92 [ 62.81% ]
The second claim £ 88,979 of eligible expenditure [ £ 55,888 HLF award]
BUT: This amounts to 50% of where we should be on projects! WHY?
….still time to catch up in years one, two and three
…..but challenges ahead critically with respect to partners ability to deliver!
